The return of a hung parliament at the 2010 general election is a serious possibility. But due to Westminster's limited recent experience of parliaments under ‘no overall control’ there is little institutional memory in Whitehall or Westminster, and even less public understanding, of what the implications would be. This article sets out to analyse the principal challenges that would be faced by government, opposition, parliament and the media in the event of a hung parliament. Drawing on experience from Canada, New Zealand and Scotland, we discuss the difficulties that may arise during the immediate government formation process and in the course of making minority or multiparty governance work on an ongoing basis. We conclude that a hung parliament need not undermine political stability or effective governance, but that all actors would need to adapt their behaviour and should therefore prepare carefully for this eventuality.  相似文献

Provisions for a parliamentary investiture vote have become increasingly common in parliamentary democracies. This article shows that investiture provisions were largely introduced when new constitutions were written or old ones fundamentally redesigned. It also shows that the constitutions that endowed executives with strong legislative agenda powers also endowed parliaments with strong mechanisms to select the executive. It is argued that constitution makers’ decisions can be seen in principal–agent terms: strong investiture rules constitute an ex ante mechanism of parliamentary control – that is, a mechanism to minimise adverse selection and reduce the risk of agency loss by parliament. The findings have two broad implications: from a constitutional point of view, parliamentary systems do not rely exclusively on ex post control mechanisms such as the no confidence vote to minimise agency loss; parliamentarism, at least today and as much as presidentialism, is the product of conscious constitutional design and not evolutionary adaptation.  相似文献

How and when do presidents influence the government formation process in semi‐presidential systems? Presidents have both a formal role and vested interest in the formation of the cabinet, yet their influence has been overlooked in studies of the duration of government formation. In this article, it is argued that the president's influence over government formation can be explained by his or her perceived legitimacy to act in the bargaining process and their partisanship. In this first case, it is argued that the legitimacy to act derives from a president's constitutional powers and more powerful presidents simplify cabinet bargaining, leading to shorter government formation periods. In the second case, it is proposed that presidents and their parties have overlapping preferences. Therefore, when the president's party holds greater bargaining power in government formation negotiations, the bargaining process is less uncertain and less complex. Thus, government formation processes will be shorter. Using survival models and data from 26 European democracies, both propositions are confirmed by the analysis. The results enhance our understanding of the dynamics of cabinet bargaining processes and contribute to the wider study of semi‐presidentialism and executive‐legislative relations. One broader implication of these results is that the president's party affiliation is an important motivation for them as political actors; this contrasts with some previous studies which conceive of presidents as non‐partisan actors.  相似文献

Research on government formation in parliamentary democracies has presented contradicting evidence on the role of political veto institutions and parliamentary polarization on the formation of cabinet types. Institutional rules may either provide significant leeway for political parties or seriously constrain them when forming sustainable coalitions. In contrast to previous studies we argue that the effect of political institutions is conditional on the degree of polarization in parliament. We test our hypotheses using original data on 842 cabinet formations in 33 advanced democracies between 1945–2018. In line with previous research, we find that the institutional rules have a pronounced effect on the type of cabinet formed, but that institutional rules moderate the effect of party system polarization. Thus, our findings provide important new insights on cabinet formation which are particularly relevant for today's increasingly polarized parliaments.  相似文献

The United Kingdom general election result in 2010 produced a hung or balanced parliament for the first time in over three decades. Since the United Kingdom has limited postwar experience of this outcome, it is natural that commentators have begun to look elsewhere for lessons on the practicalities of minority and coalition government. This article considers the lessons we can learn from the Scottish parliamentary experience since 1999. It outlines two main points of comparison: strength and stability. One might assume that coalition provides more of both than minority government. Indeed, for that reason, it is rare for central or devolved governments in the United Kingdom to operate as minorities through choice. Yet, the Scottish experience shows that the differences between coalition and minority government are not completely straightforward. Much depends on the institutional context and, in many cases, idiosyncratic elements of particular systems. Consequently, one can identify a trade‐off in comparative analysis: as the identification of elements specific to one system increases, the ability to draw clear meaningful lessons decreases.  相似文献

Local government election results are used to estimate a national equivalent vote that provides the basis for a general election forecast. By-elections provide the means for calculating weighted quarterly averages of national support. These show trends similar to those obtained by national polls. By-election results in the three month period leading to the general election contribute towards the national vote share calculation and seat distributions are determined by uniform national swing. Additionally, results from the main council elections from 2011 onwards are aggregated to the parliamentary constituency level and used to estimate each party's relative performance in key target seats. This information is used to fine-tune the final seat forecast which suggests a hung parliament is the most likely outcome.  相似文献

According to the ‘decline of parliaments’ thesis that dominates the literature, the executive branch has increased its powers vis-à-vis the legislature. However, at the same time most studies indicate that the parliaments in the Nordic region are on average stronger than their counterparts in central and southern European countries. This article examines the validity of the ‘decline of parliaments’ thesis in the context of Finland, a country where recent constitutional reforms have strengthened parliamentarism by reducing the powers of the president and empowering the government and the parliament. Analysing the constitutional balance of power between state organs, the interaction between the government and the opposition, and the ability of the parliament to hold the cabinet accountable, this article argues that despite its stronger constitutional position, the Eduskunta faces considerable difficulties in controlling the government.  相似文献

Following the formation of the Conservative–Liberal Democrat government in May 2010, David Cameron and Nick Clegg sought to persuade party members, the electorate and a sceptical media that their partnership would hold together for the duration of the parliament. Taking as its starting point Kenneth Burke's theory of rhetoric as identification, this article explores the strategies employed by senior Coalition figures to construct and present an image of unity to these different audiences. Of particular concern are appeals to the parties’ shared values and to the ‘national interest’, as well as the narrative of Britain's ‘debt crisis’. This narrative served to minimise inter‐party divisions by inviting MPs and supporters to unite behind the cause of deficit reduction, in opposition to the ‘fiscally irresponsible’ Labour party that had allegedly wrecked the economy. The article concludes by reflecting on the lessons for the partners in a future UK coalition government.  相似文献

Abstract

The UK has become a prime case for the implementation of the ‘new governance’ of partnership between central government and civil society. This perspective has become central to New Labour policies for both local socio-economic regeneration and democratic renewal in the United Kingdom. However, limitations in its redistribution of power, its transparency in the policy-making process, including the representativeness of civil society participants, and, in the effectiveness of its outcomes have all been alleged by academic critics. These issues are explored by contrasting a robust, British case of local, participatory governance in Bristol with a quite different, and more conventional approach to democratic renewal in the Italian city of Naples. Despite similar problems of socio-economic dereliction and similar schemes of regeneration in the two cases, the Italian approach emphasized the exclusive role of a renewed constitutional democracy, while in Bristol central government agencies promoted an accentuation of local trends to participation by local civil society organizations. Applying an analytical framework composed of national policies and regulations, institutional rules and norms, and the collective ‘identity’ factors identified by social capital theory, governance changes are here treated as ‘exogenous shocks’ and/or as opportunities for choice. However, over and above differences in these institutional frameworks the key factors are shown to be the longer-standing political cultures influencing local actors and their own repertoires of action; with repertoires influenced by objective validations of previous policy choices, or economic or electoral successes. The study finds that the achievements of the ‘inclusive’, participative governance approach do not significantly exceed those of an exclusivist, ‘neo-constitutionalism’, as practised by a more autonomous local government in Naples. Thus, on this evidence, enhanced civil society engagement still requires greater freedom from central government direction.  相似文献

Recent discussions of Swedish political change have focused on the decline of Social Democratic 'hegemony' and on the end of the 'Swedish model'. In contrast to preference– or interest –driven explanations for these developments, this paper investigates the impact of constitutional changes made in 1969 in Sweden, which included the elimination of the Upper House or First Chamber of the Swedish parliament and the introduction of a more directly proportional electoral system. Using a simulation model, the actual electoral results from 1969 through 1994 were plugged into the formulas set forth by the old constitutional rules, in order to generate the number of parliamentary seats each party would have received under the old system. This simulation shows that the Social Democratic Party would have received a significantly larger share of parliamentary seats under the old constitutional rules than under the current constitution. Thus one can conclude that the new constitution decreased Social Democratic power in Sweden.  相似文献

This paper uses Twitter data to forecast the outcome of the 2015 UK General Election. While a number of empirical studies to date have demonstrated striking levels of accuracy in estimating election results using this new data source, there have been no genuine i.e. pre-election forecasts issued to date. Furthermore there have been widely varying methods and models employed with seemingly little agreement on the core criteria required for an accurate estimate. We attempt to address this deficit with our ‘baseline’ model of prediction that incorporates sentiment analysis and prior party support to generate a true forecast of parliament seat allocation. Our results indicate a hung parliament with Labour holding the majority of seats.  相似文献

Abstract

As part of a general endeavour to ‘modernise’ Britain for the epoch of globalisation, Britain's New Labour government has sought to integrate wide‐ranging constitutional reform with new structures for regional governance. Perhaps the most radical proposal concerns the attempt to align continued UK sovereignty with an elected parliament for Scotland in what has been called a ‘new covenant with the people’. This paper draws on Jane Jenson's neo‐Gramscian discourse‐regulation theory and its stress on social agency and the politics of representation, to explore the political, economic and socio‐spatial tensions and the related ideas, discursive forms and political processes that have given rise to this emergent institutional and representational ‘fix’. The author argues that rather than being perceived of solely as some ‘modernisation move’ on the part of a New Labour project, this reconfiguration of power and representation also needs to be traced to the political and representational style of Thatcherism, in particular, the latter's continuous ‘testing’ of the 1707 Treaty between Scotland and England as a negotiated settlement of economic and political union. The paper concludes with some reflections on the future prospects facing any future Scotland‐UK institutional settlement, including the question of sovereignty.  相似文献

Modern political marketing management of parties, government, and parliament have gradually taken place within and across democratic countries ruled under either the parliamentary government or presidential government systems. Little attention, however, has been directed to the extent to which modern political marketing management of parliament has taken place within countries run under the presidential system of government, especially Indonesia. As led by hypothetical-inductive approach, this work has been specifically directed to explore (1) the dynamic exchanges and interactions; (2) the nature and structure of political market arenas; (3) types of political products; and (4) models of political marketing management of the Indonesian parliament/the Indonesian House of Representatives. This work explores the extent to which institutional marketing management strategies have been advanced by the Indonesian Parliament/the Indonesian House of Representatives since Post–New Order Soeharto up to the Susilo Bambang Yudhoyono (SBY) government era (2004 to 2014).  相似文献

Australia is well endowed with constitutions. It has seven, one for the commonwealth and each of the six states, and nine if the documents establishing self-government for the Australian Capital Territory and the Northern Territory are included. This gives plenty of scope for constitutional reform: that is, changing the most important rules which specify how a political community is governed. In the event, public debate over constitutional reform in Australia has been sporadic and concentrated on a narrow range of issues. Perhaps this is as it should be. Constitutions should reflect broad public acceptance of the basic rules governing the operation of government, and if the system is running smoothly, there is little reason for change. Only when events occur that demonstrate that there are shortcomings in the structure of government should constitutional reform be considered.  相似文献

Abstract

For much of the last thirty years the main leitmotif animating Civil Service reform in the UK has been that efficiency and effectiveness in public services can be achieved by adapting management methods and practices derived from commercial enterprise. In the process of making the dreams and schemes of that plural singularity we have come to call ‘managerialism’ operational though, something valuable appears to have been lost, and that something is the Civil Service as a unified ‘constitutional bureaucracy’. In this article I explore some of the unfortunate governmental and administrative consequences of these managerially minded reforms. In particular, I seek to highlight the continuing relevance of what have been routinely characterized as outmoded and anachronistic machineries of government, and to stress the importance of the increasingly forgotten core business of public administration: the running of a state and of a constitution.  相似文献

The UK government has pledged to establish a Constitution, Democracy and Rights Commission. This body will have a wide remit to recommend potentially sweeping constitutional change. This article draws on international experience and best practice to outline how the commission might best organise the process to produce proposals which are widely supported, fit for purpose, and durable. We argue that to achieve these goals the commission’s organisation should reflect three key principles: impartiality, expertise, and public participation. This would reflect international best practice and build on recent domestic developments. We argue that these principles can best be achieved if the commission works through a citizens’ assembly that combines members of the public with party politicians. This would be a new departure for the UK, but a necessary one given the scale of the government’s constitutional reform agenda, and its stated goal of restoring public trust in politics.  相似文献

The British general election on 10 May 2010 delivered Britain's first hung Parliament since February 1974, and in the run‐up, the Conservative party made much of the economic difficulties Britain faced in the second half of the 1970s in order to try and convince voters that anything other than a Tory vote would risk exposing the nation to the discipline of financial markets. The question of how well equipped an exceptional kind of British government is to deal with exceptional economic circumstances is therefore of paramount importance. This paper argues that the Conservative party made too much of the impact of the 1974 hung Parliament in precipitating subsequent economic crisis and suggests that as such, there is no reason to assume that the Conservative–Liberal coalition government is ill‐equipped to manage British economic affairs in difficult circumstances.  相似文献

Government formation in multi-party systems often requires coalition negotiations and finding common ground among coalition partners. Supporters of parties involved in the government formation process face a trade-off when evaluating such bargaining processes: on the one hand, voters usually prefer seeing their party being in government rather than in opposition; on the other hand, negotiations require coalition compromises that they might dislike. In this paper, we study voters’ willingness to accept policy compromises during government formation processes. We argue that voters’ acceptance of policy compromises depends on both the strength of their party attachment and the importance they assign to the issue at stake during the coalition negotiations. Not giving in on important issues is key, especially for supporters of challenger parties, who hold strong policy preferences on a selected number of issues. To test these expectations, we collected original survey data immediately after the Spanish general election in November 2019. The results show support for the hypothesized effects, shed light on the pressure potential coalition partners face during government formation and help explain the failures of government formation attempts in increasingly polarized societies.  相似文献

According to laws deriving from the constitutional developments of the seventeenth century and earlier, a new monarch of the UK has to swear oaths that renounce Roman Catholicism and uphold protestantism in the UK, presbyterianism in Scotland and the privileged established status of the Church of England. If the next monarchical succession is to be as smooth as the governmental succession of 2010 these anachronistic oaths should be considered for abolition and the whole procedure should be reviewed. There remains then only one oath requiring to be administered at the coronation to which all can agree—to govern according to the law.  相似文献
