The hope that policy-making is a rational process lies at the heart of policy science and democratic practice. However, what constitutes rationality is not clear. In policy deliberations, scientific, democratic, moral, and ecological concerns are often at odds. Harold Lasswell, in instituting the contemporary policy sciences, found that John Dewey’s pragmatist philosophy provided an integrative foundation that took into account all these considerations. As the policy sciences developed with a predominantly empirical focus on discrete aspects of policy-making, this holistic perspective was lost for a while. Contemporary theorists are reclaiming pragmatist philosophy as a framework for public policy and administration. In this article, key postulates of pragmatist philosophy are transposed to policy science by developing a new theoretical model of transactive rationality. This model is developed in light of current policy analyses, and against the backdrop of three classical policy science theories of rationality: linear and bounded rationalism; incrementalism; and mixed-scanning. Transactive rationality is a “fourth approach” that, by integrating scientific, democratic, moral, and ecological considerations, serves as a more holistic, explanatory, and normative guide for public policy and democratic practice.  相似文献

Public choice theory (PCT) has had a powerful influence on political science and, to a lesser extent, public administration. Based on the premise that public officials are rational maximizers of their own utility, PCT has a quite successful record of correctly predicting governmental decisions and policies. This success is puzzling in light of behavioral findings showing that officials do not necessarily seek to maximize their own utility. Drawing on recent advances in behavioral ethics, this article offers a new behavioral foundation for PCT's predictions by delineating the psychological processes that lead well‐intentioned people to violate moral and social norms. It reviews the relevant findings of behavioral ethics, analyzes their theoretical and policy implications for officials' decision making, and sets an agenda for future research.  相似文献

The last decade has seen remarkable growth in the field of behavioral public administration, both in practice and in academia. In both domains, applications of behavioral science to policy problems have moved forward at breakneck speed; researchers are increasingly pursuing randomized behavioral interventions in public administration contexts, editors of peer-reviewed academic journals are showing greater interest in publishing this work, and policy makers at all levels are creating new initiatives to bring behavioral science into the public sector. However, because the expansion of the field has been so rapid, there has been relatively little time to step back and reflect on the work that has been done and to assess where the field is going in the future. It is high time for such reflection: where is the field currently on track, and where might it need course correction?  相似文献

Cost-benefit analysis, as a tool of general use in policy analysis or as a mandated analytical process in some rulemaking, provides protocols for assessing the relative efficiency of policy alternatives. However, inconsistent and apparently irrational decisions by consumers in some situations call into question the validity of inferring the values that consumers place on outcomes from their observed choices. It also opens the door for “nudges” that change the architecture of choice to promote more “rational” consumer choice. Differences between decision utility and experience utility and the willingness of consumers to pay for reductions in temptation provide conceptual bases for thinking about the efficiency of nudges. However, assessment of nudges and their role in behavioral public administration should also recognize that heterogeneous preferences can result in increases in utility for some and decreases for others. Therefore, nudges require systematic assessment like other policy instruments.  相似文献

Although comparative state policy frameworks consider the roleof societal norms, few account for cognitive and normative imperativesthat originate outside a state's boundaries and are specificto promoting or impeding the adoption of particular policies.One approach that does so is the new institutionalism in sociology,which emphasizes legitimacy-seeking actors who face pressuresto conform to cultural rules, norms, and expectations, regardlessof outcomes. This article introduces comparative state policyresearchers to the sociological institutionalism, emphasizingbasic concepts and arguments and suggesting how reliance onthis framework can enable researchers to better integrate rational-actorand cultural-based views for understanding why states chooseparticular public policies. Both internationally and within Australia public policy is experiencing a rush back to the idea of community. After 15 years of discourse about the new public management and economic rationalism a much older discourse is slipping back into public policy. It is a normative discourse about changing relations between state democracy, market capitalism and civil society in which the idea of community is a central ‘new’ relation used to manage both state and market failures. Already new policy tools emerging from this discourse can be seen with innovations based on concepts such as partnerships, place management, and a raft of community consultation mechanisms. Much of the rhetoric about community as a new foundation for public policy, however, remains confused. The result is a muddle of ideas in which this potentially useful concept is in danger of becoming just another public policy reform fad. This article looks at what policy makers are saying about community, identifies problems in this current usage and offers ways of thinking about community with a view to establishing its policy utility.  相似文献

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献

Many of the most significant challenges in health care—such as smoking, overeating, and poor adherence to evidence‐based guidelines—will only be resolved if we can influence behavior. The traditional policy tools used when thinking about influencing behavior include legislation, regulation, and information provision. Recently, policy analysts have shown interest in policies that “nudge” people in particular directions, drawing on advances in understanding that behavior is strongly influenced in largely automatic ways by the context within which it is placed. This article considers the theoretical basis for why nudges might work and reviews the evidence in health behavior change. The evidence is structured according to the Mindspace framework for behavior change. The conclusion is that insights from behavioral economics offer powerful policy tools for influencing behavior in health care. This article provides public administration practitioners with an accessible summary of this literature, putting these insights into practical use.  相似文献

Abstract: Traditionally public policy analysis has been able to employ the conceptual framework offered by the theory of market failure in order to evaluate the efficiency of market outcomes. However, until fairly recently, no corresponding analytical structure existed which could facilitate the examination of the efficiency and equity characteristics of government or non-market outcomes. Quite apart from public choice theory, an embryonic normative theory of government failure has now been developed which can act as a conceptual analogue to the market failure paradigm. At present, three theories of government failure coexist in the literature: Wolf's theory of non-market failure; Le Grand's theory of government failure; and Vining and Weimer's theory of govern- ment production failure. These models form the basis for a more universal theory of government failure. Nevertheless, in its current state of development this seminal literature can still assist in rational public policy design subject to certain caveats. Foremost amongst these is the need for policy analysts to augment the efficiency and equity criteria with some additional broader normative measures, and the necessity for care to be taken in the use of allocative efficiency as a benchmark in non-market circumstances.  相似文献

Amidst growing public concern in the United States over college access and affordability, federal policymakers have implemented many low‐cost, behaviorally‐informed strategies aimed at simplifying the college‐going process and reducing informational barriers. Our paper reviews recent U.S. federal policies and interventions that draw on insights from the behavioral sciences to help students navigate various stages of the college‐going process and summarizes empirical evidence of these efforts on college outcomes, highlighting variations across interventions and for various student populations. We conclude with up‐to‐date discussions of policy proposals and opportunities for behavioral science applications in postsecondary education.  相似文献

While public value theory has emerged to offer important insights into the evaluation of social enterprises, little is known about the origins of public value failure and even less about the role that organizations and public policy play in creating public value failure. Accordingly, this analysis explores the origins of public value failure using examples from for‐profit higher education. A selection of organization and public policy concepts are integrated into a public value mapping framework to develop a theoretical basis for public value “failure drivers.” In addition to advancing public value theory, an understanding of the origins of public value failure and the role of failure drivers has important implications for the design of public value–maximizing strategies and institutions.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献

In this article, we posit that corporate political activities (CPA) such as lobbying make use of corporate social responsibility (CSR) to advance instrumental goals. We juxtapose the theoretical foundations of the normative concept of political CSR and the strategic notion of nonmarket strategy to show that they are in opposition conceptually regarding the role of corporations in public policy. Using a systematic theoretical comparison along seven dimensions, we discuss the juxtapositions and identify the common ground of the two theories. Building on examples from the alcohol industry, we describe how CPA uses instrumental CSR to advance goals in public policy—we call this politicized CSR. Hence, we illustrate the shift from political to politicized CSR, a misuse of CSR for purposes of CPA, and discuss consequences for the theory and practice of public affairs and CSR.  相似文献

For the Department of the Prime Minister and Cabinet (PM&C) the year 1987 can now be seen as pivotal in marking a clear end to a period of transition in coordinating structures in the Australian Public Service (APS) that had lasted roughly 20 years. The abolition in 1987 of the Public Service Board, formerly a powerful coordinating agency, is the most obvious marker of the change. The PSB's departure left the Secretary of PM&C with a role that is now often described as ‘head of the public service’. More broadly, the 1987 changes to the machinery of government both formalised and enabled a sea‐change in PM&C's role. Before 1987 a large policy initiation and development project would usually have been considered as beyond PM&C's scope. Since then, extensive and direct policy development work by PM&C has become common. The continuing debates have been over whether PM&C actually delivers in these roles (an empirical question) and how far it should play them (a normative issue). In this article we itemise the capacity, both continuing and developing, which PM&C has to support policy development. Traditional coordination mechanisms are an important part of this armoury and PM&C has long experience of most of them. However policy initiation and development calls for other tools which PM&C has had to develop over the past few decades. There is scope for conflict between the coordination and initiation/development roles. Understanding how a central agency like PM&C carries out each of them and balances the two can potentially contribute to debates on organisational design. We also address the normative issue: whether the growth of prime ministerial impact is a result of an increase in public service support or a cause of its increase ( Walter and Strangio 2007 ) and whether it should be restrained. We accept that the new developments give prime ministers the capacity to oversee policy arenas where once they could not, but regard this as a consequence as much of demand from above as of ambition within the department.  相似文献

Political theorists have developed well‐defined normative understandings of what constitutes ethical political conduct. Based on democratic theory as well as the demands of practical politics, these understandings prescribe certain types of behaviour and proscribe other types. However, it is unclear to what extent this normative framework has resonance for ordinary citizens. This article demonstrates that attention to politics tends to increase the resonance of this normative framework. The analysis identifies three norms about the holding of public office that are expected to structure citizens' ethical judgments: the avoidance of conflicts of interest; conformity with the law or institutional rules; and the maximisation of the public good. The article assesses the importance of these norms in structuring judgments by means of an experiment embedded in a population survey conducted in Great Britain. The analysis finds that informational cues pertaining to conflict‐of‐interest avoidance only condition responses among the attentive, while information pertaining to law conformity has far wider resonance. This finding has implications for approaches to political ethics focusing on normative considerations that appear to have low salience for much of the general public.  相似文献

The rationale for collaborative environmental management often hinges on two factors: first, specialized training creates biased analytics that require multidisciplinary approaches to solve policy problems; second, normative beliefs among competing actors must be included in policy making to give the process legitimacy and to decide trans‐scientific problems. These two factors are tested as drivers of conflict in an analysis of 76 watershed partnerships. The authors find that analytical bias is a secondary factor to normative beliefs; that depicting the primary driver of conflict in collaborative environmental management as between experts and nonexperts is inaccurate; that compared to the “life” and “physical” sciences, the social sciences and liberal arts have a stronger impact on beliefs and choice of allies and opponents; and that multiple measures are needed to capture the effect of analytical biases. The essay offers lessons for public administrators and highlights the limitations and generalizations of other governing approaches.  相似文献
