This paper explores the content of the Australian foreign and defence policy agenda over the past 50 years, finding evidence of both continuity and change. Australian political leaders have generally committed to cooperation with international institutions, wealth creation through engagement with Asian economies in particular, and security through the American alliance. In this period, changes in foreign policy approach either concerned marginal issues or were driven significantly by exogenous factors: by changes in the international environment or by global events that propelled a reconsideration of Australian foreign and defence policy interests. However, periods of policy change and significant public attention in – particular around the Vietnam and Iraq wars – illustrate the continued relevance of political choices and agency. Both conflicts and debates around them ushered in changing foreign and defence policy considerations, and both raised fundamental questions about Australian security and independence in the context of the American alliance.  相似文献

Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Abstract: Agenda management is a process in which governments attempt to prevent policy issues from emerging, to influence the public perception of issues and to shape or delete issues on the current agenda of policy making. Numerous techniques are available and governments may often resort to them for political purposes. Unemployment policy from 1976–82 provides a case study for assessing the significance of agenda management in the policy process. The many initiatives and announcements of the government and their presentation in the media are described. It is concluded that the government often appeared to employ agenda management techniques such as tokenism, symbolic reassurance, postponement and the selective presentation of social indicators. It is noted that the government's handling of the issue followed an annual cycle, superimposed on which was an electoral cycle. Its attempts to influence public perceptions of the issue had direct links with the nature of policy outputs.  相似文献

Changes in Western European political parties in general have attracted considerable scholarly interest, whereas changes in party competition have been almost overlooked in an otherwise extensive literature. Using the party manifesto data set, this article documents that party competition in Western Europe is increasingly characterised by issue competition, i.e. competition for the content of the party political agenda. What should be the most salient issues for voters: unemployment, the environment, refugees and immigrants, law and order, the welfare state or foreign policy? This change is crucial because it raises a question about the factors determining the outcome of issue competition. Is it the structure of party competition itself or more unpredictable factors, such as media attention, focusing events or skilful political communication? The two answers to this question have very different implications for the understanding of the role of political parties in today's Western European democracies.  相似文献

Ex ante policy appraisals, such as Regulatory Impact Assessments (RIAs), are promoted because they are expected to inform decisionmakers and, thus, to lead to better quality regulation. Such instrumental use is not the only possible use of RIAs. Ex ante policy appraisal can affect the policy process in various ways. However, a consolidated theory on the conditions for utilization of RIAs in the policy process has yet to be developed. In order to explore these conditions, we analyze three case studies of Swiss decisionmaking processes and apply concepts from knowledge utilization literature. In conclusion, we find that policy arenas matter more than the institutional context and design of RIA procedures. In line with previous literature, political use seems to be a prevalent type of utilization. Yet we find that, under specific conditions, RIAs also provide a basis for the optimization of policy designs (instrumental use), help improve interagency relations (policy‐process use), and may change how a policy issue is understood (conceptual use).  相似文献

This paper applies concepts developed in the Policy Agendas Project (PAP) literature to an analysis of Australian tax policy over the post war period. It argues that a major turning point in the Australian tax policy agenda occurred during the second term of the Hawke Government (1984‐87). Beyond this turning point, and despite the fierce partisan conflict concerning tax policy over the past two decades, there has been remarkaly little difference between Australia's two major parties at the level of substantive policy content. The Australian tax policy agenda over the post war period can be characterised by remarkable policy continuity punctuated by a period of change in the mid 1980s when structural change in the international political economy precipitated unprecedented domestic liberalisation.  相似文献

Abstract

The goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes. The polarization of the political and social environment over the past four decades has provided citizens with clearer cues about how their core political predispositions (e.g., group interests, core values, and party identification) relate to their issue opinions. A robust and ongoing scholarly debate has involved the different ways in which the more polarized environment affects mass opinion. Using heteroskedastic regression, this paper examines the effect of the increasingly polarized environment on the variability of citizens’ policy opinions. We find that citizens today base their policy preferences more closely upon their core political predispositions than in the past. In addition, the predicted error variances also allow us to directly compare two types of mass polarization—issue distance versus issue consistency—to determine the independent effects each has on changes in the distribution of mass opinion.  相似文献

What are the origins of policy agendas and what determines agenda setting? The one robust theory in the literature associates different agendas with different moments in the evolution of the broader party system namely mass, catch‐all and most recently cartel patterns. This article explores Australian evidence for this thesis. It also argues the cartel moment has recently mutated. Agenda setting is now circumscribed by a mismatch between the needs of policy making and the political incentive structure. The media have become primary tissue connecting political elites to their publics. But this traps the system in short term, primarily populist stances. Systemic capacities to mediate agenda setting have thus been corrupted.  相似文献

Improving public policy efficiency and effectiveness in land use planning is an established priority on the prevailing political agenda in the UK. Practical measures to enhance policy formulation in local land use development plans in Scotland offer an interesting case study of an attempt to improve policy consistency, and to secure efficiency gains in policy authorship. This article considers the specific focus on the drafting stage of public policy‐making drawing on insights provided by research into the production of model policies in Scotland. It questions the extent to which such an initiative will promote a more robust public policy‐making discipline in light of the policy cycle. The discussion of the case study illustrates a practical attempt by central government to enhance public policy‐making at the local level, while raising questions about the dangers of invoking a technocratic and instrumentalist approach to policy analysis.  相似文献

In Australia, there is a laissez faire approach to regulating government advertising but, over the past ten years as accusations of misuse for partisan purposes have grown, many external policy actors have tried to achieve a change in policy. This article traces the history of these (failed) reform attempts. This case study is of interest because it is an example of a government demonstrating long‐term resistance to reforms that are quite modest by international standards and despite attempts by usually influential policy actors to propel reform. This article draws particular attention to the role of the Auditor‐General and demonstrates the growing politicisation of the issue in an environment where those who seek to investigate and comment upon government advertising are severely discouraged.  相似文献

The study of policy narratives is challenged by inconsistencies and a need for more precise definitions and measurements. The goals of this article are to build precision and clarity in the study of policy narratives by developing a network‐based approach—the ego‐alter dyad—for coding characters and their interactions around a policy issue and then to illustrate this approach in the analysis of air and climate issues in Delhi, India. The empirical results show that (1) the same actors are often heroes and villains, (2) heroes and villains are associated with different actions but with similar victims or beneficiaries, (3) narrators differ in their propensity to tell hero‐heavy or villain‐heavy policy narratives, and (4) the proportion of hero‐heavy or villain‐heavy policy narratives changes over time and differs across subtopics. The article concludes with a research agenda for further theoretical and methodological advancement in studying policy narratives.  相似文献

For the Department of the Prime Minister and Cabinet (PM&C) the year 1987 can now be seen as pivotal in marking a clear end to a period of transition in coordinating structures in the Australian Public Service (APS) that had lasted roughly 20 years. The abolition in 1987 of the Public Service Board, formerly a powerful coordinating agency, is the most obvious marker of the change. The PSB's departure left the Secretary of PM&C with a role that is now often described as ‘head of the public service’. More broadly, the 1987 changes to the machinery of government both formalised and enabled a sea‐change in PM&C's role. Before 1987 a large policy initiation and development project would usually have been considered as beyond PM&C's scope. Since then, extensive and direct policy development work by PM&C has become common. The continuing debates have been over whether PM&C actually delivers in these roles (an empirical question) and how far it should play them (a normative issue). In this article we itemise the capacity, both continuing and developing, which PM&C has to support policy development. Traditional coordination mechanisms are an important part of this armoury and PM&C has long experience of most of them. However policy initiation and development calls for other tools which PM&C has had to develop over the past few decades. There is scope for conflict between the coordination and initiation/development roles. Understanding how a central agency like PM&C carries out each of them and balances the two can potentially contribute to debates on organisational design. We also address the normative issue: whether the growth of prime ministerial impact is a result of an increase in public service support or a cause of its increase ( Walter and Strangio 2007 ) and whether it should be restrained. We accept that the new developments give prime ministers the capacity to oversee policy arenas where once they could not, but regard this as a consequence as much of demand from above as of ambition within the department.  相似文献

This article explores the contribution that cultural memory studies can make to the debate about the role of ideas and the dynamics of ideational change in policy making. Cultural memory studies engage with the cultural dimensions of remembering, and analyse how shared images of the past are mediated and transferred across distance and time. Such research shows how the past may continue to influence the present by informing the frameworks through which groups and individuals interpret and give meaning to events and phenomena. Since policy makers operate within a cultural context, shared memories are likely also to affect the way they think about the nature and roots of policy issues and the appropriateness and feasibility of policy options. In this article, policy memory (the memory shared by policy makers about earlier policies) is identified as a subcategory of cultural memory. The role of cultural memory among policy makers is studied with reference to Dutch integration policies in two periods: the mid‐1990s and the early 2000s. On the basis of an in‐depth analysis of policy reports and parliamentary debates, references to the past and the role they play in the policy debate are identified. Different modes of dealing with the past are found in the two periods studied, reflecting the different political contexts in which the debates took place. In the 1990s, the memory of earlier policy was invoked in the mode of continuity – that is, policy change was legitimised (conceived) as part of a positive tradition. In the 2000s, memory was invoked in the mode of discontinuity. The same policies were reinterpreted in more negative terms and policy change legitimised by the perceived need to break with the past. Arguably, this reinterpretation of the past was a precondition for the shift in policy beliefs that took place around that time.  相似文献

The article analyzes how focusing events affect the public and political agenda and translate into policy change. Empirically, the study focuses on the policy changes initiated by paedophile Marc Dutroux's arrest in 1996 in Belgium. Theoretically, the article tests whether Baumgartner and Jones's (1993 ) U.S. punctuated equilibrium approach applies to a most different system case, Belgium being a consociational democracy and a partitocracy. Their approach turns out to be useful to explain this “critical case”: Policy change happens when “policy images” and “policy venues” shift. Yet, the Dutroux case shows also that political parties, as key actors in the Belgian policy process, should be integrated more explicitly in the punctuated equilibrium theory. Finally, the article argues that the quantitative analysis of longitudinal data sets on several agendas should be supplemented with qualitative case study evidence (e.g., interviews with key decision makers) to unravel the complex case of issue attention and policy change.  相似文献

This case study focuses on extending research knowledge about the politics of public management policymaking in Spain. The case involves legislating to change politically sensitive features of the central government and administration. The study explains such analytically significant event conditions as: an agenda‐setting process that made a policy issue of the formal, structural attributes of state administration, an alternative‐specification process that proceeded without complication, and a decisional process that lasted five years and in which political leaders' positions on the issue flip‐flopped. Broadly speaking, the case analysis demonstrates that when policy proposals take the form of legislation, the politics of public management policymaking in Spain are highly influenced by political stream factors, themselves reflecting Spain's parliamentary form of government and relations between statewide and regional political parties.  相似文献

Norwegian politics have undergone significant changes since 1945. This paper analyzes over seven decades of policy agendas outlined in Norwegian executive speeches focusing on the composition and development of the agenda using categories from the Comparative Agendas Project. The analysis focuses on (a) the dynamics of agenda changes over time, (b) the diversity and distribution of attention, and (c) in how far external shocks or partisan factors drive major agenda shifts. Our results show that the Norwegian executive agenda has become more encompassing over time, that it is comparatively diverse, and that diversity increases as Norwegian politics becomes more complex. While there is generally a high degree of stability in the agenda, sudden punctuations also occur. Partisan factors only play a limited role in explaining these attention shifts, while external shocks seem to be more relevant.  相似文献

While recent discussions about Artificial Intelligence (AI) as one of the most powerful technologies of our times tend to portray it as a predominantly technical issue, it also has major social, political and cultural implications. So far these have been mostly studied from ethical, legal and economic perspectives, while politics and policy have received less attention. To address this gap, this special issue brings together nine research articles to advance the studies of politics and policy of AI by identifying emerging themes and setting out future research agenda. Diverse but complementary contributions in this special issue speak to five overarching themes: understanding the AI as co-shaped by technology and politics; highlighting the role of ideas in AI politics and policy; examining the distribution of power; interrogating the relationship between novel technology and continuity in politics and policy; and exploring interactions among developments at local, national, regional and global levels. This special issue demonstrates that AI policy is not an apolitical field that can be dealt with just by relying on knowledge and expertise but requires an open debate among alternative views, ideas, values and interests.  相似文献

The rural policy environment has many of the conditions that might suggest a tendency towards punctuated equilibrium. The Commonwealth has little direct power over rural space and industries, there has been a long tradition of state support for agriculture and decision‐making has generally been kept within a tight policy community, dominated by rural interests. In our review of the PAP data and policy history, we find instead an underlying movement across time and governments towards an expectation of self‐reliance for rural businesses and communities. On top of the long‐term incremental movement towards this expectation, issue attention has shifted according to political, climatological and market conditions, rather than necessarily in line with changes in policy content.  相似文献

This article compares the emergence of consumer protection as an issue on the public policy agendas of Britain and the United States in the 1960s. Similar forces caused the emergence of consumer protection in both cases. Governmental responses to consumer protection issues also have been similar, but distinctive features of each country's political system are evident as well. The analysis draws upon existing consumer protection literature for each country as well as the author's interviews with a number of Britons involved in this policy area. The principal conclusion is that consumer protection gained each country's policy agenda as a discretionary item. Events of the past few years demonstrate that it is not yet a durable agenda item in either case.  相似文献
