海洋综合管理研究述评

海洋综合管理是政府对特定海域涉海事务进行管理的高层次形态。1982年通过的《联合国海洋法公约》在其制定过程及通过以后不仅唤醒了沿海国家的海洋意识,而且唤醒了海洋综合管理,一批学者对此予以探讨。国内学者对于海洋管理的研究是20世纪90年代以后才开始进行的,但是总体而言研究较为分散,具有较强的自发性,缺乏系统的、整体的研究。     

再来认识海洋

谈起我国的领土,人们都熟知为960万平方公里,而对于我国可以管辖的海域有多大? 则许多人不甚了了。 我国是一个海洋大国,大陆海岸线长达18000公里,6500多个岛屿的海岸线长达14000公里,总计海岸线长32000公里。按照1982年通过的联合国海洋法公约,沿海国家可以拥有200海里的专属经济区。1995年我国批准了联合国海洋法公约,同时声明我国对专属经济区和大陆架拥有主权权利和管辖权。这样,我国管辖的海域为300万平方公里,相当于30个江苏省或84个台湾岛。 我国是一个人口众多的发展中国家,人均占有资源远低于世界平均水平。向海洋要空间、要资源,是21世纪中国实现可持续发展的必然选择。     

不结盟运动对联合国的认知历程——基于经济视角的分析

冷战时期不结盟运动高度重视联合国在国际经济领域中的地位与作用.自20世纪60年代初,不结盟运动成立伊始即视联合国为讨论世界经济问题的最适当场所,20世纪70年代初,它通过了<关于联合国的决议>,敦促联合国优先考虑发展问题,20世纪70年代末,它开始倡导在联合国系统内进行全球谈判,到20世纪80年代中期,它明确提出以联合国作为对话与谈判的中心讲坛.以经济视角探讨不结盟运动对联合国的认知历程.既可以拓宽不结盟运动研究的领域,提高广大发展中国家人民对联合国的认识水平,也有助于加深我们对不结盟运动在当代国际关系中地位的认识.

寻找适合自己的发展道路

正越来越多的经济学者转移注意力,关注中国等亚洲发展中经济体的经济增长和社会发展的内容,并从理论角度进行解释和深入探讨。早在20世纪70年代,亚洲的新加坡、中国香港、中国台湾、韩国等实现了经济增长奇迹,人民生活水平大幅度提高,成为高收入经济体。而20世纪90年代以来,中国等亚洲发展中国家的经济增长超过世界其他地区,再一次引起世界关注。     

关注海洋 开发海洋

根据《联合国海洋法公约》的有关规定,我国拥有近300万平方公里的管辖海域及众多的海岛和漫长的海岸线。历史上,我国的先民为开发海洋、认识海洋和利用海洋做出了重要贡献并创造了灿烂的海洋文化:郑和下西洋成为千古美谈;海上丝绸之路很早为海洋商业架起彩虹;鉴真东渡为跨海友好活动树立了榜样。但是,由于大陆观念根深蒂固,闭关锁国导致落后挨打。新中国成立后,我国的海洋事业发展迅速,近几年海洋产业总值相当于同期年国内生产总值的4%。在新形势下大力强化海洋意识,积极发展海洋经济,是时代的要求和国家的战略任务。为强化海洋意识,开发海…     

靠海吃海，北海海洋产业底气十足

21世纪,是海洋的世纪。我国是海洋大国,具有发展海洋经济得天独厚的有利条件。自20世纪90年代以来,我国海洋经济表现出良好的发展势头。海洋经济总量不断增长,对国民经济总量的贡献率逐年增大, 海洋产业结构逐步趋于合理。海洋经济已成为国民经济重要增长点之一。     

海洋划界前临时安排的国际法分析

《联合国海洋法公约》第74条和第83条作出了临时安排的规定。临时安排是海洋划界前的过渡性措施,具有临时性和实际性的特点。同时,临时安排不影响专属经济区和大陆架最后界限的划定。正因为如此,临时安排对海洋资源的有效开发和利用,对促进国际合作和争端的和平解决具有重要的国际法意义。我国周边大部分海域存在复杂的划界问题,划界问题的久拖不决对我国的海洋经济发展和海上安全都有巨大影响。因此,我国应根据《联合国海洋法公约》的相关规定,采取积极有效的办法,作出切实可行的临时安排。     

海洋开发:产业与生态

21世纪是人类开发利用海洋的世纪,人类对海洋的利用最终表现的只能是可持续发展的利用。海洋开发行为应当是理性的。
