The public sector in the UK has become the object of constant reform and change as part of the government's project to increase the remit of the private sector and the role of markets. There is much debate about the effect such a move to market relations has on public services. There is increasing concern with the way market–based reforms are linked to a new pattern of organizational structure and strategy that negates and/or opposes the traditional political processes associated with the public sector. This article focuses on the case of the Royal Mail to explore how such a transformation is both complex and contested. It reveals how 'the market' within the public sector is to a large extent politically constructed, and that the public–private dichotomy over–simplifies what is a complex process of negotiating meaning, forming alliances, lobbying for support, handling conflict and exerting influence. It demonstrates how various readings of 'the market' emerge, and that any solutions of how to become more commercial can be the result of political machinations. The implications of this analysis go beyond Royal Mail and can be generalized across the public sector.  相似文献

This article examines the purpose behind, and rhetorical content of, political wall murals produced during the troubles in Northern Ireland. I utilize a semiotic approach to analyze the ways that the symbolic content and physical placement of Northern Irish murals was used by actors on both sides of the conflict. I examine the major thematic traditions utilized by muralists on each side and situate them within the historical and political contexts of the conflict in Northern Ireland. This approach highlights the ways that murals did more than simply champion ideological causes, as earlier scholarship has argued, but served an active role in efforts to catalyze cultural support for organizations’ political goals. I argue that murals played a key role for organizations on both sides of the conflict, as they each struggled to craft a communal self-identification and legitimizing central narrative that furthered their ideological goals. Organizations on both sides used murals to mobilize cultural support for their political and military struggles. In this regard, murals functioned as a form of mythic speech, attempting to depoliticize highly political ideologies and make the rhetoric used by the competing groups seem natural and pure. The grassroots nature of the mural traditions is particularly telling in this regard, exposing the deep-seated insecurity of organizations on both sides. This insecurity is further reflected by, and served as a catalyst for, the paramilitary violence that was a defining characteristic of Northern Ireland for so long.  相似文献

This article explores agonistic processes of peace, which are situated within and constitutive of different spaces and places. Three contested cities, Sarajevo, Mostar and Vi?egrad in Bosnia-Herzegovina, provide us with local sites where peace and peace building in various forms ‘take place’ as people come together in collective action. Through a close reading of three symbolically and materially important bridges in the towns, we reveal meaning-making processes, as agentive subjects struggle around competing claims in the post-conflict everyday world. The collective, situated and fleeting agency that we explore through the Arendtian notion of ‘space of appearance’ invests space with meaning, belonging and identity. Thus, this article grapples with agonistic peace as it manifests itself in materiality and spatial practices. We use the social and material spaces of the city to locate agency and agonism in peace building as they relate to the conflict legacy in Mostar, Vi?egrad and Sarajevo in order to advance the critical peace research agenda.  相似文献

Existing literature is weak in explaining strategic change among terrorist movements, especially regarding the question of why these organizations often switch between contesting the external enemy, usually the government or the occupying power, and the internal arena in which they compete against fellow rebel groups. A rebel force facing diminishing returns from a formerly successful tactic with no equally effective tactical substitute in sight is likely to switch from conflict against a government to achieve dominance in the rebel camp. The terrorist movement will switch from the external to the internal arena even if such substitution compromises the overall goals of the rebel camp. The following article explores these dynamics in Hamas's strategy in the latest round of conflict between the movement and Israel.  相似文献

Vladimir Putin provides us with an excellent example of a politician whose attitude toward ideology is instrumental to his political longevity. He has shown that in the fight between ideology and political expedience, to maintain authority and control within the country, or to achieve geopolitical ambitions in the international arena, ideology will almost always lose the battle. It is well known that the major threat to political power stems often not from the adversary who holds diametrically opposite views, but from the rivals who share almost the same ideological position. The closer the ideological position is of a rival, the more intense the competition. For just this reason Putin is implacable toward Communists who share many of his views. He tries as much as possible to reduce the political role of the Communist party - the most serious opposition to the regime - by using the same underhanded tactics which are used against the liberals.  相似文献

Scholarly attempts to explain aid subversion in post-conflict contexts frame the challenge in terms of corrupt practices and transactions disconnected from local power struggles. Also, they assume a distinction between organised crime and the state. This comparative analysis of aid subversion in Colombia and Afghanistan reveals the limits of such an approach. Focusing on relations that anchor organised crime within local political, social and economic processes, we demonstrate that organised crime is dynamic, driven by multiple motives and endogenous to local power politics. Better understanding of governance arrangements around the organised crime–conflict nexus which enables aid subversion is therefore required.  相似文献

The extremely high suicide rate in Sri Lanka is explained by a psychological analysis of the way in which Sri Lankans deal with conflicts. This "conflict culture" includes psychological factors, such as high rates in collectivism and power distance, repressive education, influence of foreign cultures, religion, and posttraumatic stress symptoms. Structural changes toward another "conflict culture," including conflict prevention and conflict solution in families and communities, are proposed.  相似文献

The article analyses the exceptionalism of housing during the early communist period in Romania, in particular the extent to which the regime's ambivalent policies regarding housing undermined the overall political and ideological goal of dismantling private property. Focusing on appropriations, restitutions and new construction in the city of Timi¸oara and the surrounding region, the article emphasises conflicting and inconsistent policies regarding housing and the consequences of these policies. Housing's double meaning as home and asset further complicated the overall ideological mission of denaturalising bourgeois private property, and provided a basis for the continuing relevance of pre-communist legal ideologies and consciousness of property rights during this period. The article is based on documentary and archival research conducted in the city of Timi¸oara, Romania, in 2007–2008.  相似文献

Abstract

This article presents and analyses the voices and responses of the research participants about the impact of exclusionary formal and informal education policies imposed on the Santal community in Palashpur, Bangladesh (Palashpur is a pseudonym for the site of my research; it is also a metaphor for contested space where the colonial power and politics of the nation state exert domination and subordination). These policies are implemented through a state-led, centralised, monolingual and exclusionary curriculum in local primary and secondary schools, schools run by the churches, and schools supported by nongovernmental organisations. The education policies in Bangladesh bear the legacy of the combined forces of cultural homogenisation and social exclusion rooted in the colonial learning structure and its objectives. Embedded in these policies are elements of the civilising mission, an ultra-religious assimilative but exclusionary nationalistic agenda, and Western values of modernity and development. In this rural context, these alien ideologies and practices in education are actively engaged in eliminating local institutions, the knowledge system of indigenous peoples, the texture of their lives, their joy of living, their spirituality and their sense of being. This article reveals how, imposed from above, education policy and practices have dispersed an indigenous community to negotiate a life that goes against the interests of the community itself and its members.  相似文献

This paper examines whether or not the classical ideological cleavage — the left—right dimension — is still valid and determines the choices made in politics. It looks at the extent to which the left‐right concept features in the views of local elites in four European countries. A strong relation is found between the left‐right self‐placement of local elites and their party membership, their opinion about income distribution, the role of government and economic growth. The left‐right dimension is still relevant in the belief system of local elites, but does not determine day‐to‐day decisions. Six factors are discussed which might explain these findings: the validity of this research; the specific characteristics of local‐level policy making; differences between politicians and public administrators; the fragmentation of local politics; the theory on latent and manifest ideologies by Bluhm; and the consensus theory of Wildavsky. It is concluded that more research is needed to test the last two theories, because they seem to be the most promising.  相似文献

The education for peace model (EFPM) presented in this paper was developed within a theoretical framework of complexity science and critical theory and was derived from a review of an empirical research project conducted in a conflict affected environment. The model positions belief systems at the centre and is socioecologically systemic in design to capture the holistic dynamic of education within community. There is increasing interest, in both academic and development communities, in closing the gaps that exist between theory and practice in educational development in conflict affected settings and providing practioners with practical models. This paper makes a contribution in this through the presentation of the EFPM and the theory that informed its development. There are five key components to the EFPM: belief systems, learning experiences, students, teachers and schools. Belief systems are core as knowledge is generated from culture. Learning experiences are viewed as opportunities for growth, and schools are viewed as environments that provide opportunities and engender cultures for learning and conflict resolution. Teachers, drawn from the local community, are co-creators of these cultures, environments and opportunities and agents of effective change.  相似文献

This paper investigates collective memory of the Soviet experiment in the narratives of the Communist Party of the Russian Federation (CPRF), in the period of 1993–2004. My research finds that ideological differences within the CPRF led to the creation of multiple and contrasting depictions of the Soviet past in the discourse of its leaders. Challenging dominant assumptions, I argue that these differences did not conflict and undermine one another, but were structured to strengthen the public appeal of the CPRF. The paper adds empirical findings to the study of the CPRF and of collective memory at the (so far underdeveloped) level of public organizations. The paper also challenges the prevailing assumption that diverging historical narratives necessarily imply conflict and contestation.  相似文献

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems.

We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process.  相似文献

Abstract

Northern Ireland is emerging from violence but still living with conflict. The recent flags protests in Belfast represent a challenge to public administration to transcend the contested politics of local government in Northern Ireland and to navigate a way through a symbolic legacy issue. This article draws on a longitudinal hermeneutic analysis of empirical research conducted on Northern Ireland local government over a decade, where these concerns dominated much debate. Additional analysis of the research findings reveals broader problems applicable to any public administration faced with managing situations in which good governance in public participation and procedural correctness operates alongside fundamental political disagreement and distrust. These conclusions are particularly pertinent for local administrations in societies transitioning from conflict.  相似文献

The conflict in Nagorno‐Karabakh, an autonomous region contested by both Azerbaijan and Armenia, began in February 1988 following a series of strikes and demonstrations held by Armenians living there. However, the article shows clearly that the eruption of this conflict was a result of a long and gradual process that goes back to the first quarter of the 20th century.

By utilizing primary sources in various languages, this article exposes, describes, and analyzes the historical background of the events that led to the development of this extended and so far unresolved conflict. In doing so, it aims to examine the nature of this conflict and questions whether or not it is possible that the conflict is at the same time both territorial and national‐religious.

The article maintains that this conflict could have far‐reaching consequences for the future of the region and could ultimately alter constellations of power in Central Asia, in the Middle East, and even globally.  相似文献

This paper contributes to the research strand within empirical democratic theory dedicated to operationalizing representation and measuring levels of responsiveness. It discusses the merits and limits of the criterion of responsiveness for assessing the functioning of representative institutions. It builds on comparative findings about the susceptibility of party hierarchies to capture by relatively privileged segments of society, and on comparative findings about the consequences of policy packaging. It posits these as two crucial mechanisms that help account for the propensity of the democratic arena to become a relatively autonomous, privileged site for the construction of ideological hegemony. Furthermore, it presents original data from an elite survey of members of regional parliaments in Spain to illuminate the role of representative institutions and parties in recent efforts to forge and consolidate a particular type of ideological hegemony—micro-nationalist hegemony—in Catalonia and the Basque Country. It contrasts and explains the political dynamics operative in the two regions, emphasizing the divergent trajectories of left-wing party construction. In so doing, it contributes to the literature on nationalism as well, by honing in on the neglected arena of democratic politics as a critical site where the struggle for the success of nationalist hegemonic projects takes place.  相似文献

Although policymakers stress the importance of education in promoting peace, little research examines the ways that schools prepare students affected by conflict to participate in the restoration of peace in their political community. Post-conflict societies experience severe challenges in strengthening political processes and social cohesion. This paper discusses citizenship education at a school run by a non-governmental organization near Monrovia, Liberia, examining the implemented curriculum in an 8th grade civics classroom. The paper details the ways that young people expressed civic critiques within the classroom, and provides a counterstory to narratives of harsh and violent educational environments in the region. This classroom was a space where students and their teacher engaged in talk about contentious issues: students discussed corruption and injustice, and highlighted the relationship between economic and political power. I argue that if the goal of education is to produce engaged, effective citizens, teachers should have pedagogic support to confront the differences between the implemented curriculum and students’ lived experiences. Peace education in such contexts must include equipping students to seek justice. Furthermore, because possibilities for civic education are embedded in students’ local and national contexts, current global civic education initiatives must be adaptive to local realities.  相似文献

This introductory paper identifies some of the core background themes and theories through which the ‘politics of naming’ and other forms of discourse conflict can be examined. The focus is on the nature, power, role and function of names, with a final section examining the ethics of naming and examining terrorism. The central unifying theme is the contested relationship between the actual nature of a movement and the name applied, particularly in terms of the attempt to identify the essence or true nature of a movement and how this relates to other dissenting or surrounding factors. Once assigned, the power of a name is such that the process by which the name was selected generally disappears and a series of normative associations, motives and characteristics are attached to the named subject. Indeed, the long historical relationship between the naming of opponents, empire and colonialism, as well as the manner in which the global media frame armed conflict, only provide further reason to doubt the truthfulness of the names assigned, and their ability to address the micro-realities involved in these conflicts and movements.  相似文献

This is a study of cultural change within democratization. It uses conflict theory to understand the culture of conflict escalation and management, taking Argentina as its example. Beginning with the most extreme dictatorships, The Dirty War and the Rosas period, and then looking at other periods of governance, the essay illustrates that Argentina has an authoritarian culture of conflict. The essay suggests why these patterns have developed in Argentina. It asks whether it is possible to change such cultural patterns and whether the current democratizing effort includes efforts at change. It concludes that the democratization efforts since 1983 have included attempts to change culture, as well as electoral and institutional movement toward democracy.  相似文献
