If politics and military affairs often raise moral questions, terrorism is a politico‐military matter that veritably flings moral problems in our faces. This essay, initially prepared for military chaplains, explains why terrorism is a form of political depravity and a form of armed activity bearing little resemblance to legitimate guerrilla warfare. Dr Harmon analyzes how terrorists nonetheless use arguments ‐ moral and political ‐ to try to transform public attitudes and even paralyze the body politic into inaction and impotence. Common arguments of the terrorists and their public supporters and apologists are analyzed and rebutted. Conclusions include the proposition that internecine blood‐letting among terrorists themselves, and the self‐defeating character of terrorist logic, make these ostensible architects of new societies more adept with the wrecking ball than with the blueprint. 相似文献

This article addresses four assumptions behind many of the current theoretical and policy approaches to individual processes of Islamist radicalization in Europe: the association with terrorism and extremism; determinism; the extraordinary nature of radicals; and the reification of the grievance and collective identity discourse. It argues for an intentional and developmental, rather than structural and socio-economic feature-focused, approach to the explanation of the radicalization process, with the consideration of framing and socio-psychological mechanisms having an impact on individual decision-making processes, and for an overall, broader conceptual understanding of radicalism. 相似文献

It is common to hear the assertion that weak or failed states are fertile ground for terrorism. Yet terrorist groups have emerged from, and operated within, countries which have strong, stable states and a variety of systems of government. Terrorist organizations operate in weak and failed states but it is not necessarily the condition of weak or failed statehood which explains their presence. Moreover, it is not necessarily the weakest states which do host such groups. Therefore, this condition is not a sufficient explanation for their presence. While weak or failed states might provide an enabling environment for certain types of terrorist groups to operate, additional explanatory variables need to be identified. 相似文献

The maintenance of a “moderate mainstream” Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern post-September 11. In light of the global concern—and often paranoia—with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilization” between the Muslim world and the modern world. Having declared itself a terrorist's “iconic target,” Singapore has taken a broad-based community approach in advancing inter-religious tolerance, including a subtle initiative to include the “Muslim civil society” in advancing the understanding and the promotion of a moderate brand of Islam in Singapore. This article examines the effect of blasphemy laws on Islamist terrorism in Muslim-majority countries. Although passed with the ostensibly noble purpose of defending religion, I argue that blasphemy laws encourage terrorism by creating a culture of vigilantism in which terrorists, claiming to be the defenders of Islam, attack those they believe are guilty of heresy. This study empirically tests this proposition, along with alternative hypotheses, using a time-series, cross-national negative binomial analysis of 51 Muslim-majority states from 1991–2013. It finds that states that enforce blasphemy laws are indeed statistically more likely to experience Islamist terrorist attacks than countries where such laws do not exist. The statistical analysis is supplemented with a brief case study of blasphemy laws and terrorism in Pakistan. The conclusion situates the findings in the context of policy. 相似文献

The existing literature in the terrorism field does not address the absence of terrorism scholarship in developing countries. This article focuses on this intellectual gap using the case of Pakistan. It argues that most decolonised states, including Pakistan, are yet to grasp the complexities of traditional approaches to the study of terrorism, let alone its critical dimensions. The article explores some of the prevailing conditions in developing countries, specifically decolonised states such as Pakistan, which prevent the development of a robust academic discourse on terrorism and the development of a strong field of study. It suggests that the main barriers that account for this shortfall include the state’s legitimacy deficit, a flawed education system that nurtures fictions as truth and inhibits knowledge production, the institutionalised role of conspiracy theories in national politics and the multiplicity of terrorism discourses among government and sociopolitical entities. The conclusion highlights a number of reasons that might help to explain this persistent condition and offers a few policy recommendations. 相似文献

An exploratory framing effects experiment was conducted to test whether three controversial news portrayals (or frames) of the terrorist threat increase subjects' perceptions of the danger. A total of 176 subjects were exposed to one of eight different article treatments. The subjects reported higher levels of perceived threat when the danger was associated with ‘radical Islamic groups’ (as compared to homegrown terrorists) and ‘nuclear’ technology (as compared to conventional weapons). Contrary to conventional wisdom, however, this study also showed that the term ‘terrorism’ itself did not affect the perceived threat. These results provide support for a theory of framing that explains the precise ways in which a particular set of communicating texts (terrorism news frames) influence human consciousness. Further theoretical details, as well as the social and political implications of this study, are discussed. 相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics. 相似文献

Terrorism is a pivotal matter in Turkish politics. In this article, a specific terrorist activity, which is still having an impact upon Turkish politics, has been analyzed. It scrutinizes two perspectives of the event. Some actors lean towards a secular/positivist reading of events while others favour a conservative/postmodern reading. This serious factional political debate is possibly just the result that the terrorists had in mind. Being imbued by republican principles, the seculars' claims compel the conservatives to raise defensive points since they are blamed for murdering secular figures and targeting the very essence of the republic. Using different symbolic readings, both sides arrive at opposing conclusions: for the seculars the aim/message of the terror is clear—it is the republic; for the conservatives the aim/message is hidden—destabilizing the country. 相似文献

Recently many scholars have focused their attention on the dynamics of radicalization, de-radicalization, and disengagement, yet most studies are based on indirect and/or data which is difficult to verify. An exception comes from Italy, where authorities have recently benefited from the insights of two former members of an al Qaeda-affiliated Tunisian network. The two have voluntarily described to authorities the process and factors that led them to their radicalization and encouraged them to abondon the network. Based on thousands of pages of their unpublished confessions, the article provides a case study of radicalization that is rich in detail and uniquely reliable. 相似文献

ABSTRACT Hizb ut-Tahrir is a transnational movement that currently finds support among young Muslims in Central Asia and Western Europe. It presents a complex challenge to both Western and Muslim governments because it calls for the unification of all Muslim countries into a single Caliphate but has consistently rejected violence as a tool of political change. In this paper we focus on Hizb ut-Tahrir in Uzbekistan, a country that is a key U.S. ally in the war on terrorism. Drawing on extensive fieldwork in Central Asia, we find that social movement theories (resource mobilization theory, political opportunities theory, framing theory) cannot explain why Hizb ut-Tahrir has remained opposed to violence under the same circumstances in which the Islamic Movement of Uzbekistan, the other important radical Islamic group in the region, has embraced violence. We suggest that ideology is crucial for understanding why Hizb ut-Tahrir remains peaceful, and consider several scenarios in which the group might reconsider its ideology and turn to terrorism. 相似文献

This study moves beyond theories emphasising “state failure” as the cause for terrorist “spill-over”. The aim is to offer new theoretical and empirical considerations concerning the determinants of terrorist groups’ geographical strategies. The main argument this article presents is that transnationality for nationalistic terrorist organisations can be costly. This is the case due to the mobility, social and strategic costs of operating beyond controlled territories. Hence, the article proposes an interpretation of these decisions as being mainly generated by states’ counterterrorism strategies. Using data gathered from the GTD Dataset and secondary sources such as specialised reports and strategic documents, the article explores the argument by presenting observations and empirical findings on two groups, AQIM and Boko Haram. 相似文献

Studying Islam and Middle Eastern politics has become highly popular, particularly in American and British universities after the 9/11 and 7/7 terrorist events. Unfortunately, the increasing interest in Islam and Muslims in the West is often based on (mis)recognition of images of Muslims in the media. This has created a new set of problems of ignorance and misunderstandings about terrorism and the Islamic world. The intent of this article is to outline a ‘critical pedagogy’ of research-based teaching for Islamic studies and illustrate how this kind of pedagogical engagement better equips students to ‘problematise the natural, cultural and historical reality’ and dominant Orientalist assumptions about the relationship between Islam and terrorism. Extant literature on intrastate conflict independently explores terrorism and civil war. However, both terrorism and civil war are probably parts of a continuum of intrastate conflict with the former at one end and the latter at the other end in terms of intensity. I argue that two factors play important roles in rebels’ decision-making calculus, namely, the size of their support base and state strength. Terrorism, as a strategy of the weak, is optimal when the rebel groups have little support among their audience and the state is strong. On the other hand, guerrilla warfare is an ideal strategy when such groups have a greater support base and the state is weak. This study discusses different media strategies followed by the Islamic State in Iraq and Syria (ISIS). In particular, the study attempts to understand the way ISIS’s video game that is called “Salil al-Sawarem” (The Clanging of the Swords) has been received by the online Arab public. The article argues that the goal behind making and releasing the video game was to gain publicity and attract attention to the group, and the general target was young people. The main technique used by ISIS is what I call “troll, flame, and engage.” The results indicate that the majority of comments are against ISIS and its game, though most of the top ten videos are favorable towards the group. The sectarian dimension between Sunnis and Shiites is highly emphasized in the online exchanges, and YouTube remains an active social networking site that is used by ISIS followers and sympathizers to promote the group and recruit others. 相似文献

Great many violent events happened during 1991–2005 in the 12 states that emerged after the collapse of the USSR but only a few civil wars are registered in the major datasets. That brings up a number of questions about the operational definitions of civil war that generally point in the direction of shifting the research attention from refining the quantitative parameters to grasping the essense of the phenomena in question. It is proposed that civil war partially overlaps with several other type of violent crisis: inter-state wars, civil unrest and revolutions, internal repression, military coups and mutinies, banditry and organized crime, and terrorism. These overlaps create six ‘gray zones’ where only very nuanced examination rather than application of rigid criteria could help in distinguishing civil wars from other crises. Therefore, data collection based on a single “robust” definition, which incorporates several verifiable parameters, is not necessarily the only path to scientific knowledge about civil wars. 相似文献

ABSTRACTWhy do Indonesian Muslims join Islamist extremist groups? This article explores four pathways to entry into Indonesian militant groups: study sessions, local conflict, kinship, and schools. It argues that within all four of these pathways, social bonds and relationships are the common thread in encouraging entry as well as in fostering commitment. Specifically, these relationships contribute to the formation and eventual consolidation of one’s identity as a member of the jihadi group through regular participation in activities, attending meetings, narrowing the circle of friends to those within the group, and participating in increasingly risky and possibly violent activities together. Drawing on original fieldwork including 49 interviews with current and former members of Jemaah Islamiyah, Mujahidin KOMPAK, Darul Islam, Mujahidin Tanah Runtuh, Indonesia’s pro-ISIS network, and other jihadist groups as well as 57 depositions and court documents, this article explores the development and evolution of these pathways and how relational ties play a role in each. 相似文献

This article investigates the relationship between regime characteristics and the likelihood of chemical, biological, radiological, and nuclear (CBRN) terrorist incidents. Odds ratios establish that democratic ideals—democratic rule, strong rule of law, and honest regimes—are associated with more CBRN incidents. Failed states may be where some terrorist groups form or take refuge, but these states have not been the venue of choice for CBRN incidents. Religious (cults and fundamentalists) and nationalist/separatist groups are not more likely than others to engage in CBRN attacks. To date, indiscriminate CBRN attacks are as likely as discriminate attacks to cause casualties. Transnational terrorist groups are less adept than others in concealing their acquisition of CBRN substances. For some regressions, democratic rule and strong rule of law are positive determinants of CBRN incidents. 相似文献

This article explores the value of scholarship on state terrorism for the critical study of terrorist violences. The article begins by identifying four primary contributions of this scholarship: first, a rethinking of the status and significance of terrorism; second, an unsettling of broader assumptions within International Relations (IR) and terrorism research; third, an ability to locate state violences within pertinent, but potentially camouflaged, contexts; and, fourth, a prioritisation of critique as a responsibility of scholarship. The article’s second section then argues that the purchase of this work could be further extended by greater conceptual engagement with the state itself. In particular, we point to the value of contemporary approaches to the state as a terrain and outcome of social and political struggle, rather than as a singular actor of unitary purpose. Rethinking the state in this way has value, we argue, first, for moving research beyond the identification and typologising of state terrorisms; and, second, for circumventing the perennial problem of identifying intentionality in efforts to designate violences as (state) terrorism. 相似文献
