Initially the anarchists did not call for terrorism, but by the 1880s, it erupted as the result of harsh socio-economic conditions in Europe and America, regional and national traditions of social warfare and justified regicide, government repression of more peaceful and organized forms of protest and labor activity, the spellbinding examples of the Paris Commune and the assassination of Tsar Alexander II, the invention of dynamite and anarchist incitement to ‘propaganda by the deed’. These ignited chain reactions of social protest, repression and revenge. While the number of assassinated heads of state and government, and of monarchs of major countries was unprecedented, the anarchists, outside of Spain, killed relatively few people. Nonetheless, the anarchists’ desire for dramatic signs of vindication, the authorities’ and the public's fears of a vast anarchist conspiracy and the media's hunger for sensational news combined to create the mirage of a powerful terrorist movement sweeping through nations and across the world.  相似文献

This article examines the nature of religious terrorism, principally with reference to al-Qaeda. It argues that a distinction must be made between the ultimate aims and the immediate objectives of ‘religious’ terrorists, and that while the ultimate aims will be religiously formulated, the immediate objectives will often be found to be almost purely political. This distinction is illustrated with reference to such pre-modern religious terrorists as the Assassins and Zealots. Immediate objectives, are for many purposes more important than ultimate aims.

Although the immediate objectives of al-Qaeda on 9/11 cannot be established with certainty, it is highly probably that the intention was to provoke a response from the US that would have a radicalizing impact on al-Qaeda's constituency. Reference to public opinion in the Middle East, especially in Egypt, shows that this is indeed what has happened. Such an impact is a purely political objective, familiar to historians of terrorism from at least the time of Errico Malatesta and the ‘propaganda of the deed’ in the 1870s. While no direct link between Malatesta and al-Qaeda exists, al-Qaeda was certainly in contact with contemporary theories that Malatesta would have recognized, and seems to have applied them.

Even though its immediate objectives are political rather than religious, al-Qaeda is a distinctively Islamic group. Not only is its chosen constituency a confessional one, but al-Qaeda also uses—and when necessary adapts—well-known Islamic religious concepts to motivate its operatives, ranging from conceptions of duty to conceptions of ascetic devotion. This is demonstrated with reference to the ‘Last Night’ document of 9/11. The conclusion is that terrorism which can be understood in political terms is susceptible to political remedies.  相似文献

Because of its dynamic nature, those confronting the al-Qaeda threat must follow its evolution very closely. As demonstrated here, this task is particularly challenging when counterterrorism is carried out under the aegis of international organizations. This article explores the threat identification function of the al-Qaeda Sanctions Committee (also known as the 1267 Committee) charged with supervising the UN sanctions regime against al-Qaeda and its associates. Examination of the role of threat identification in the committee's work, and of the content of the threat analysis presented in the periodic reports of its subsidiary monitoring team, suggests the marginality of strategic threat assessment and underscores the constraints created by bureaucratic and political factors. The article also demonstrates the failure of the Committee and the monitoring team to thoroughly engage in central questions regarding al-Qaeda's nature, objectives, and organizational strategy.  相似文献

This article assesses the scope and nature of the current terrorist threat to the United States and suggests a strategy to counter it. Al-Qaeda continues to pose the most serious terrorist threat to the U.S. today. If the September 11, 2001 attacks have taught us anything, it is that al-Qaeda is most dangerous when it has a sanctuary or safe haven from which to plan and plot attacks. Al-Qaeda has acquired such a sanctuary in Pakistan's Federal Administered Tribal Areas (FATA) and its North-West Frontier Province (NWFP) and surrounding environs. Accordingly, the highest priority for the new American presidential administration must be to refocus our—and our allies'—attention on Afghanistan and Pakistan, where al-Qaeda began to collapse after 2001, but has now re-grouped. This will entail understanding that al-Qaeda and its local militant jihadi allies cannot be defeated by military means alone. Success will require a dual strategy of systematically destroying and weakening enemy capabilities—that is, continuing to kill and capture al-Qaeda commanders and operatives—along with breaking the cycle of terrorist recruitment among radicalized “bunches of guys” as well as more effectively countering al-Qaeda's effective information operations. The U.S. thus requires a strategy that harnesses the overwhelming kinetic force of the American military as part of a comprehensive vision to transform other, non-kinetic instruments of national power in order to deal more effectively with irregular and unconventional threats. This article first discusses the scope and details of the terrorist threat today and then proposes a counterterrorism strategy for the new presidential administration. It focuses first on creating a micro approach to address the deteriorating situation in both Afghanistan and Pakistan. It then considers the requirements of a broader macro strategy to counter terrorism and insurgency.  相似文献

The development of radical Islamist strategic thinking and the impact of post-modern, Western styles of thought upon the ideology that informs that strategy is often overlooked in conventional discussions of homegrown threats from jihadist militants. The propensity to discount the ideology informing both al-Qaeda and nominally non-violent Islamist movements with an analogous political philosophy like Hizb ut-Tahrir neglects the influence that critical Western modes of thought exercise upon their strategic thinking especially in the context of homegrown radicalization. Drawing selectively on non-liberal tendencies in the Western ideological canon has, in fact, endowed Khilaafaism (caliphism) with both a distinctive theoretical style and strategic practice. In particular, it derives intellectual sustenance from a post-Marxist Frankfurt School of critical thinking that in combination with an “English” School of international relations idealism holds that epistemological claims are socially determined, subjective, and serve the interests of dominant power relations. This critical, normative, and constructivist approach to international relations seeks not only to explain the historical emergence of the global order, but also to transcend it. This transformative agenda bears comparison with radical Islamist critiques of Western ontology and is of interest to Islamism's political and strategic thinking. In this regard, the relativist and critical approaches that have come to dominate the academic social sciences since the 1990s not only reflect a loss of faith in Western values in a way that undermines the prospects for a liberal and pluralist polity, but also, through a critical process facilitated by much international relations orthodoxy, promotes the strategic and ideological agenda of radical Islam. It is this curious strategic and ideological evolution that this paper explores.  相似文献

They introduced tactics and strategies that are widely used today in the world of terrorism. Recent claims that Radical Environmentalists are becoming increasingly likely to deploy weapons of mass death are characterized by a selective reading of the facts, a failure to apprehend significant differences among radical groups, and injudicious speculation. A more careful analysis of the likelihood of violence emerging from radical environmentalist, animal rights, and green anarchist groups requires an analysis of the differences that characterize these groups as well as their intersections. Such an analysis suggests that among these three groups, only green anarchism can provide a possible ideological rationale for the use of weapons of mass death, but even in this case, there are many reasons to doubt they will utilize such tactics.  相似文献

This article seeks to explore how the BBC made sense of the al-Qaeda phenomenon in its flagship “News at Ten” bulletin during the aftermath of the September 11th 2001 attacks. Using Critical Multimodal Discourse Analysis, it shows how the BBC’s representations function as a dynamic and continually shifting site upon which a range of fears, identities, discourses and forms of knowledge and power struggle and contend, and through which a number of different “al-Qaedas” manifest themselves. In particular, three shifting modes of visual and verbal representation are identified within the BBC’s coverage which each correspond to a separate understanding of al-Qaeda: the “Islamic” mode, the “Personalised” mode and the “Elusive” mode. These representations both draw upon and challenge the dominant discourses surrounding Islam, non-state terrorism and the identities of terrorist suspects, providing audiences with a variety of often conflicting ways of seeing and speaking about this entity. As such, the article provides insight into the complex nature of the BBC’s representations of al-Qaeda during its coverage of the September 11th 2001 attacks, and shows how such complexity serves, albeit inadvertently, to legitimise the far-reaching counterterrorism policies that were enacted in the aftermath of these attacks.  相似文献

There are several overlooked aspects of the 1987 Palestinian intifadah. This article focuses on its specific time context and offers an alternative theoretical framework for explaining it: the political process model. This model addresses the when question of social movements, and specifically, why it was that the Palestinian public participated at such an unprecedented level during the period of the intifadah. This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

SUMMARY

This article focusses on the ways in which political cartoons, especially in South Africa, are used for political communication. To start with an indication is given of what is meant by political communication and how it forms part of the political socialisation process. Thereafter the focus shifts to the role of cartoons in this process. Emphasis is placed on the procedure of determining a theme or central idea for a cartoon. Three general functions of cartoons are also identified which concentrate on the condensation and simplification of a confusing perceived reality as well as acting as a medium for the mobilisation of political support. Besides, three specific functions are isolated which are determined by the cartoonist's appreciation of the status quo. In conclusion, a few methods available to the cartoonist for designing cartoons to perform these functions are mentioned.  相似文献

Abstract

This article explores the relationship between political memory, state ontological security, and populist movements after state death. When a state dies, ideological space opens up for new state agents to narrate a different version of the past, one that delegitimizes the ideological underpinning of the old state order and creates ontological insecurity in the new polity. Populism becomes an especially attractive ideology, as it feeds on a sense of insecurity at home and abroad. The argument is illustrated with the case study of transformed Holocaust remembrance after the death of Yugoslavia. Tracing the history of the Yugoslav memorial exhibition at Auschwitz, the article demonstrates ways in which post-Yugoslav Holocaust remembrance has focused on delegitimizing Yugoslavia’s communist past, especially its antifascism. Once antifascism is removed from state political memory, political space opens up for a revival and ideological normalization of populist—and at its most extreme—fascist ideological movements in the present.  相似文献

In this article, we examine the relationship between hardening a target and the value that a terrorist group derives from attacking it. We use a simple expected value framework to compare how the expected value of attacking a hardened target varies between a violence-based approach, where terrorists are presumed to be maximizing the physical damage done to the target, and a signaling-based approach, where terrorists are presumed to be maximizing the symbolic value of their attack. We argue that, if it is proper to understand terrorist attacks as costly signals of terrorist strength or determination, hardening a target actually increases the expected value of attacking a target (relative to its value before hardening), even if the attack fails. We go on to examine the evolution of aviation security, and trace how al-Qaeda's views of airplanes and airports as targets have changed since 9/11. As aviation targets were hardened with increasingly onerous security measures, al-Qaeda began to see even attacks that did not result in detonation as successes, in large part because of what they signaled about al-Qaeda's abilities, and the ability of al-Qaeda to impose costs on the U.S. and other countries even in the absence of explosions.  相似文献

During the quarter century before the First World War, anarchist terrorism was often blamed on the impact of anarchist agitators on naïve immigrants. This article seeks to investigate the truth of this claim, focusing particularly on Italian emigrants, but also looking at some examples of Spanish, French, and Russian emigrants. My conclusion is that, with a few exceptions, radicals emigrated, but emigration did not create radical terrorists. A particularly good example of this can be found by examining the large Italian emigration to Argentina. At most, the emigrant experience may have heightened a pre-existing radicalism or given more precise configuration to its violent expression.  相似文献

This article seeks to determine the relationship between the implementation of drone strikes and any changes in al-Qaeda’s portrayal of the United States. To this end, the study examines the changes in frequency of 26 different accusations made against the United States in al-Qaeda propaganda published “pre-drone strikes,” as compared to propaganda published during the “drone strike era.” The statistical significance of changes in frequency was evaluated by conducting a series of proportions tests in STATA. The results indicate that al-Qaeda has shifted from more ambiguous claims that the United States meddles in foreign countries’ affairs, tolerates immoral acts, and is an occupying force to more specific accusations that the United States cowardly commits illegal acts and indiscriminately kills civilians.  相似文献

Iraq still faces the same economic challenges that contributed to the rise of al-Qaeda and the Islamic State. And unless these challenges are resolved, the likelihood of future political stability is low. The extremely high level of unemployment and underemployment among Iraq's youth, combined with massive corruption, is contributing to widespread poverty and radicalization. The Iraqi government's efforts to deal with these challenges are hamstrung by the expectation that current low oil prices will continue for a decade or more. These obstacles will constrain state-led development efforts severely. This article addresses three questions. The rise of radical Islamic movements in Southeast Asia, the links between Jemaah Islamiyah (JI) and al-Qaeda, and the challenge to Southeast Asian states from JI. Desker gives an overview of radical Islamic organisations in Southeast Asia resorting to violence, and their reciprocal connections and ties to the global al-Qaeda network. These organisations and their actions draw attention to the interplay between transnational non-state actors, postcolonial states and regional integration processes in the Association of South-East Asian Nations (ASEAN). Desker points out the fragility of postcolonial states challenged by religious, ethnic and linguistic groups promoting separatist or transnational agendas. As new states protective of their sovereignty and the primacy of their national identities, the ASEAN members generally have pursued individual national interests in confronting such transnational actors. As such the ASEAN member-states have not relied on their multilateral relationships, highlighting the erosion of the ASEAN security community after the Cold War. Contemporary research and policies often reduce Islamic insurgency to a simpli?ed notion of jihad, and, simultaneously, the religious doctrine of jihad to pure militancy. Such an approach fails to consider the complexities that de?ne and di?erentiate Islamic insurgents, and hinders further understanding of when, how and if they implement jihad. This paper attempts to address these shortcomings by considering how the ideological histories in?uencing territorially-based movements yield either an adherence to a modern jihad doctrine or a secular nationalist doctrine. Hezbollah in Lebanon and Hamas in the Palestinian Territories provide the case studies wherein this distinction is manifest in their respective popular bases, institutions and military relations. Responding to assumptions of an emergent ‘third form’ of jihad—the network—this study applies the inverse model of the territorial doctrines to the Arab-Afghans and al-Qaeda (the network headed by Osama bin Laden) in order to elucidate its potential explanatory limitations, as well asto o?er some insights.  相似文献

Trade unions in Africa have become increasingly vocal in calling attention to the widening socio-economic inequalities that have accompanied global market integration across the continent. This article argues that, in their quest to challenge neoliberal policies, labour movements have contributed to processes of democratization in Africa by acting as instruments of political socialization for their members. Using survey data from respondents in 18 African countries, this article demonstrates an empirical relationship between trade union membership and political participation. The article finds that membership in a labour organization increases one’s propensity to participate in a range of political activities. Specifically, labour movements encourage participation by forging “participatory spillover effects”, which mobilize unionists across different arenas of the political landscape. Finally, the article finds that the effect of union membership on political participation is stronger in countries where unions maintain independence from ruling parties. This research contributes to literature on political participation across Africa and furthers our understanding of the role of labour movements in bottom-up processes of democratization on the continent.  相似文献
