产业结构调整的污染溢出效应研究——基于空间动态面板数据的实证分析

对二元经济结构特征明显的发展中国家来说,"污染避难所"假说不仅存在于承接国际产业转移的过程中,而且可能发生在国内产业结构调整的过程中。在构建产业结构调整统计量和环境污染指标的基础上,运用空间动态面板数据模型对我国2001-2013年的省级面板数据进行分析研究发现,我国产业结构调整过程中的环境污染存在显著的空间相关性,某些区域的产业结构调整在改善自身环境质量的同时形成了对其他区域的污染溢出负效应,其中环境规制梯度下的大气污染溢出和流域越界效应下造成的水污染溢出均十分明显。这意味着我国需要在健全产业结构绿色化调整的区域协调机制、强化地方政府政绩评价的绿色化导向、建立污染产业跨区域转移的监控机制等方面做出更多探索。

产业结构的状态总是随着经济发展的变化而处于不断变动过程中.以美国和日本为代表的世界发达国家从20世纪80年代开始了新一轮的产业结构调整,这次调整呈现出世界产业结构转换的新趋势--产业结构软化.世界产业结构软化趋势为我国产业结构调整和升级换代提供了宝贵的经验与启示.     

论产业结构变动在我国经济发展中的作用

本文依据改革开放以来我国三次产业结构及其9大产业结构变动与经济发展的轨迹，借鉴混合增长和结构增长模型，对结构变动在我国经济发展中的贡献进行了实证分析。研究表明，无论是三次产业结构，还是9大产业结构的变动在我国经济增长中的贡献走势基本趋同，结构贡献不超过13％，但产业结构变动在经济增长中的贡献呈逐年累积效果。而且，随着工业化的进一步推进，结构变动对经济发展的影响也将不断加大。为此本文以深圳市为例，以进一步分析结构变动对经济发展的贡献。结果表明，产业结构变动对经济增长贡献较大，调整产业结构，加快产业转移，促进产业升级，对深圳市经济发展意义重大。对于处在工业化中期的我国经济而言，推进工业化，防止工业大起大落，以及由此导致的产业结构和比例关系失调，同样具有极大现实意义。
