This paper concerns the emergence of a specifically 'economic' way of governing poverty at the start of this century, an event which is to be accounted for, though by no means exhaustively, by the discovery of 'unemployment'. The latter will make it possible to relate the nineteenth-century 'problem of the unemployed' to an object domain that is primarily economic, rather than cultural or moral. A new object of regulation will emerge from this economic problematization of the 'social question': the labour market. The paper pays particular attention to the national labour exchange system, the political technology that will visibilize the labour market in new ways. Together with unemployment insurance, it will suggest new ways of governing poverty and a new course for social policy.  相似文献

Moses argues that the study of indigenous genocides and the Holocaust is marred by dogmatically held positions of rival scholarly communities, reflecting the genocidal traumas of the ethnic groups with which they are closely associated. In particular, those who study genocides of indigenous peoples in colonial contexts (and many others) object to the thesis of the Holocaust's 'uniqueness' or 'singularity' on the grounds that it overshadows 'lesser' or 'incomplete' indigenous genocides-if indeed they are considered genocides at all-that are considered marginal or even 'primitive', thereby reinforcing hegemonic Eurocentrism. They claim that the moral caché of indigenous survivors of colonialism is consequently diminished in comparison to that of Jews. Such scholars counter that genocide lies at the core of western civilization, and some extend its meaning to cover a wide variety of phenomena, thereby raising the issue of definition. These positions are reflected in the two schools of thought regarding genocide: liberals who emphasize intentionality and agency, and post-liberals who highlight impersonal structures and processes. The question almost raises itself: should the victim's point of view be authoritative in this regard, when different victim groups make incommensurable, indeed competing, claims? If we are to move beyond this unproductive intellectual and moral stalemate, rehearsing the now familiar arguments is insufficient. A critical perspective that transcends that of victims and perpetrators and their descendants is clearly necessary. Moses argues that laying bare the group traumas that block conceptual development and mutual recognition can aid in their being worked through, as well as in stimulating the critical reflection needed to rethink the relationship between the Holocaust and the indigenous genocides that preceded it. Such a perspective can transcend liberal and post-liberal positions if it links the colonial genocides of the 'racial century' (1850-1950) and the Holocaust to a single modernization process of accelerating violence related to nation-building that commenced in the European colonial periphery and culminated in the Holocaust.  相似文献

This paper considers the implications of the rise of the new molecular genetics for the ways in which we are governed and the ways in which we govern ourselves. Using examples of genetic screening and genetic discrimination in education, employment and insurance, and a case study of debates among those at risk of developing Huntington's Disease and their relatives, we suggest that some of the claims made by critics of these new developments are misplaced. While there are possibilities of genetic discrimination, the key event is the creation of the person 'genetically at risk'. But genetic risk does not imply resignation in the face of an implacable biological destiny: it induces new and active relations to oneself and one's future. In particular, it generates new forms of 'genetic responsibility', locating actually and potentially affected individuals within new communities of obligation and identification. Far from generating fatalism, the rewriting of personhood at a genetic level and its visualization through a 'molecular optic' transforms the relations between patient and expert in unexpected ways, and is linked to the development of novel 'life strategies', involving practices of choice, enterprise, self-actualization and prudence in relation to one's genetic make-up. Most generally, we suggest, the birth of the person 'genetically at risk' is part of a wider reshaping of personhood along somatic lines and a mutation in conceptions of life itself.  相似文献

Knight discusses both domestic and foreign aspects of the post-war Austrian 'landscape of memory', going back to the Anschluss and the antisemitic violence that followed it. In the years after 1945 this memory was sidelined, first by the West in the interests of the Cold War and then by the Soviet Union, although it has persisted in a subterranean sort of way. Since the 'Waldheim affair' it has surfaced to join a new international politics of sensibility about the Holocaust and related issues. Austria started in 1945 from a position similar to that of Germany but thereafter took a different course in respect of the 'national question' and the creation of a governing party coalition. Paradoxically, at a time when Austria has ceased to be exempt from scrutiny, sections of its society have become more sensitive about the magnitude of Nazi crimes than they ever were before.  相似文献

With the looming reality of Brexit drawing closer, it is the intention of this article to explore Theresa May's post‐referendum communicative behaviour on Brexit—the very issue that came to define her premiership agenda—and uncover what legacy it has left behind. Building upon, extending and updating the emerging literature on May's discourse, the inquiry helps us understand how May acted through language in order to influence and change other people's attitudes towards and ways of looking at Brexit. The article argues that there are at least seven ways, closely interrelated and feeding into each other, in which her discursive construction of Brexit has left a somewhat bitter legacy, contributing to the Brexit political paralysis and inspiring substantial levels of confusion and exasperation, both within the UK and abroad.  相似文献

ABSTRACT

Henry Wickham Steed (1871–1956), then editor-in-chief of the London Times, adopted an ambiguous position with regard to The Protocols of the Elders of Zion when the tract first appeared in English in 1920. He neither endorsed nor rejected it but instead mused in the editorial pages of The Times about whether it might be authentic. The following year, when The Times correspondent in Istanbul brought out proof that The Protocols was a forgery, Steed accepted his correspondent's findings and publicly retracted his earlier ambivalent position. This incident reflects on Steed's (deserved) reputation as an antisemite but it also suggests something of the complexity of his position. Steed's denunciations of Jewish influence, discovered, by his own account, through his experience as a foreign correspondent in Vienna before the First World War, are recurrent in his writings. At the same time, Steed lent strong support to Zionist aspirations at the time of the Balfour Declaration and thereafter, and, in the 1930s, he was among the very first English critics of Hitler's antisemitism. In this article, I propose to offer some hypotheses regarding Steed's antisemitism. Strange as it may sound in the wake of the Second World War, it was Steed's visceral Germanophobia that lay at the heart of his antisemitism. Until the advent of the Third Reich, Steed identified Jews with Germans and with German interests. As an ardent exponent of the ‘principle of nationality’, however, Steed consistently extended his advocacy of statehood for various Eastern European nationalities to the Jewish national cause. A final factor that helps to explain Steed's suspiciousness and gullibility is that, by disposition and as a lifelong journalist, he was drawn to conspiracy theories. He created a number of sensations in his career and, to return to the example of The Protocols, he was loath to discount so spectacular a conspiracy story.  相似文献

This article considers David Cameron's proposal to repeal the Human Rights Act (HRA) and replace it with a British Bill of Rights. Cameron's proposal has been heavily criticised by a range of political, academic and non‐state actors and was described by a current senior Coalition Cabinet member as ‘xenophobic’ and ‘legal nonsense’. This article takes a slightly different direction to those lines of attack and critique that have been developed of the Conservative's proposals. The central proposition of the article is that Cameron's proposal is profoundly un‐Conservative at two levels. Firstly, at the level of Conservative approaches to constitutional reform and secondly, at the level of Conservative political philosophy.  相似文献

Niskanen's model has been largely criticized, but it still remains a standard explanation of bureaucracy's behaviour. In this paper we criticize the monopoly power that Niskanen assigns to the bureaucracy. A bilateral monopoly between bureaucrats and politicians might be a much more adequate framework for explaining the bureaucracy's behaviour than Niskanen's original formulation of a perfect discriminating bureaucracy. In a bilateral monopoly model, in no case the type of relationship which holds between the sponsor and the bureau leads to an oversupply of output. Should an excess output occur, it would be a consequence of the political decision-making mechanisms. This result stands in sharp contrast to the Niskanen's model, but, at the same time, it is coherent with the fact that, when the sponsor introduces control and monitoring mechanisms, the sponsor does not pretend to decrease the output but rather to supervise and to reduce the costs of producing the output.  相似文献

Airport language is a spectacle, an interface for social relations between humans and machines. Signage intensifies social relations--reconfiguring territories of geophysical/architectural space into territories of recognition that speak to a productive power of language that is fundamentally non-representational. Airports are walked, the signs don't accompany or reflect upon the airport, they are machined into it. The traveller navigates through a highly textually mediated space where the signs not only enact semioticised territories but also directly intervene into the material machinic processes of travelling. As Guattari (1992: 49) might say, these point-signs 'don't simply secrete significations'. They activate the bringing into being of ontological universes. This paper focuses on 'signage' in a quite expanded yet also limited sense. It focuses on the increasing standardisation of the signifying semiologies of transit wayfinding systems which signal the primacy of pragmatic interactivity in the communicative event of walking the airport. If the controlling semiosis of non-places is, as Auge´ (1995) notes, the dominant space of supermodernity, then a thorough consideration of such signifying technologies would seem in order. This paper focuses on one of the most ubiquitous signs at the airport: the arrow. The airport's arrow is an asemic figure through which perhaps to read the semiotic technologies of the airport itself. The arrow is both a tool and a trope for the imperatives of global transit: it turns place into passage, striates space into controlled flows, and urges the traveller to 'move on'. It is a point sign that leads the way to a consideration of the technologies, both semiotic and a-semiotic, that provide the navigational and behavioural guidance that is increasingly in evidence, not only at the airport but in all public spaces.  相似文献

Abstract

China's influence in the South Pacific appears to be growing rapidly. Some analysts are concerned that China is on its way to replacing the West as the dominant power and China's rise in the region poses a major threat to the West. However, there is no clear evidence to suggest that China's deepening involvement in the South Pacific is a calculated strategic move for its military security. The move can be strategic mainly in the sense that it has strong implications for China's reunification strategy and it serves China's long-term development strategy. The strategic value of the South Pacific to China's national security is limited at present and will remain so in the foreseeable future. China also lacks the military capability to challenge the US-led West in the region in the years to come. Chinese influence in the region is not deep-rooted and is largely based on its ‘no-strings-attached’ aid and its increasing economic interactions with the region. China has serious image problems in the region and these problems are unlikely to be resolved in the near future. China thus has neither the hard power nor the soft power to become a genuine hegemon in the region.  相似文献

The new Parliament will be asked at some point to make critical decisions about the BBC's future at a time when it is facing full‐frontal assaults from competitors who view the BBC as a major barrier to their own advancement. Whether it be newspaper groups seeking to monetise their online activities, commercial children's channels, terrestrial competitors or the owners of music radio stations, media conglomerates rail against the BBC's size and public funding with increasing regularity. Our aim is to remind our legislators of the vital contribution this institution makes to British life: from a journalism inscribed with values of fairness, integrity and impartiality—and valued throughout the world for its professional engagement with foreign affairs—to its creative commitment to British story‐telling, music, comedy, arts and children's programmes, the BBC's contribution to our democratic and cultural welfare is immense. It is a beacon for Britain, which provides social glue for its citizens at a time of fragmenting audiences and identities, within a uniquely non‐commercial space, accountable to both Parliament and its licence payers. It may distort the market, much as the National Health Service distorts the market for health care, but is held in high esteem by the British public and is admired throughout the world. This article explains why the BBC is a national treasure that underpins our creative economy as well as our cultural vitality, and argues that it must be protected from those who argue self‐interestedly for its diminution.  相似文献

Abstract

The re-emergence of China as a major economic and political power has drawn attention to the role it might play in solving regional problems. Prominent among many Asian issues on Beijing's agenda is its southwestern neighbour, Myanmar, and in particular the military machine that has long ruled the country with an iron fist. The junta in place today is both acknowledged as problematic by policymakers in Beijing, and seen by the wider world as a regional challenge on which China should take the lead. However, there is little agreement on ways forward. To determine how Beijing might handle the Myanmar problem, this article first examines the concept of intervention, reviewing the manifold modes found in the contemporary world and drawing up a typology. Then it surveys arguments about intervention, focusing on perspectives that are relevant in this context. Next it presents arguments about intervention in Myanmar, and follows up by looking in some detail at China's current low-level engagement. Finally it considers where Beijing might go from here in dealing with Myanmar. The argument pulled together in the conclusion is that while nobody has a full solution to the Myanmar problem, a case for enhancement of China's role can be grounded not only in its global obligations, but also in precepts found deep in its national tradition. It is here that efforts to boost Beijing's engagement should be directed.  相似文献

The multifarious relations between the general and the particular, between distance and proximity and between 'belonging' and 'difference', relations that pertain to the realm of judgement, are of central significance in recent debates in the social sciences and their concepts of 'identity'. Therefore, Friese explores the implicit or explicit concepts of 'identity' in anthropological theorizing that assume not just the unity and coherence of the subject and its alleged belonging to a well-defined social configuration - be it a group, an ethnos, a nation - but presuppose the stability and continuity of its structural features. In order to gain distance from such theoretical edifices and a stable ontology of the social world, she brings into play approaches that resist the construction of unequivocal and stable identities by conceptualizing social relations in terms of mutual 'othering' and temporality. By referring to these approaches, perspectives are opened up that question not only the presuppositions of (theoretical) 'pre-judice', but also the assumptions of the new 'politics of identity'. What is proposed is a rewriting of the project of Enlightenment and an abandonment of any politics that is based on the heteronomy of judgement and that aims at establishing unquestioned ontologies of belonging and identity.  相似文献

The election of the Scottish National party as a majority government in 2011 is as challenging to the British state as it was unexpected. While explanations for SNP success focused on Labour's faulty campaign and poor leadership, the last half‐century has seen the rise and rise of the nationalist agenda in Scotland. Scotland's politics are now more different from England's than at any time since the 1950s. The Scottish parliament is the effect of that change rather than its cause, while party competition between Labour and the SNP north of the border has shifted political gravity centre‐left in contrast with England. It is not inevitable, however, that Scots would vote for Independence in a referendum. Nevertheless, Scotland is a more semi‐detached country than at any point in the history of the Union, and the future of the British state, at least in its present form, cannot be taken for granted.  相似文献

Against the background of research on Italian parliamentary debates on immigration, ter Wal looks at the ideological positions of the extreme-right Alleanza nazionale (AN) concerning both immigration and integration policy. In order to unravel the ideological implications she focuses on examples of various rhetorical strategies enacted in speeches by several of the party's MPs: including stategies of self- and other-presentation, and of justification and causal explanation. This analysis shows how the AN manages to propagate an ideology of ethnic nationalism that eschews the egalitarian norms and cultural pluralism necessary for full participation by migrants. The AN's transformation and re-interpretation of the meaning of the key values of equality andsolidarietàfunction as a justification for the restriction of migrants' rights. Speakers shift the perspective from immigrants' problems to the socio-economic problems of Italians in order to recommend a policy of 'the own people first'. While the AN's discourse thus continues to build on traditional extreme-right beliefs and claims, on the other hand it also espouses New Right ideologies of cultural relativism. Moreover, unlike that of radical-right parties, the AN's discourse does not express blatant forms of ethnic prejudice in the form of stereotypical beliefs and negative representations of immigrants' personal characteristics, nor does it blame immigrants, who are rather represented, and sympathized with, as victims. The moderation of and internal contradictions in its discourse makes the AN difficult  相似文献

This article seeks to analyse the performance of the leader of the French National Front, Jean‐Marie Le Pen, and that of his Party, at the Presidential and Municipal elections of 1995. The elections took place after a period of apparent stagnation in the Front's political fortunes. Le Pen's relative success in the Presidential election was followed by the Front's capture of three significant towns at the municipal elections. However, its victories were in large part facilitated by the failure of the mainstream parties to rally against it. The elections ushered in a period of organisational and ideological change within the Party, which has, none the less, firmly established itself in the French political system.  相似文献

The 2013 decision by the U.S. Supreme Court in the Fisher v. University of Texas at Austin case clarified when and how it is legally permissible for universities to use an applicant's race or ethnicity in its admissions decisions. The court concluded that such use is permissible when “no workable race‐neutral alternatives would produce the educational benefits of diversity.” This paper shows that replacing traditional affirmative action with a system that uses an applicant's predicted likelihood of being an underrepresented racial minority as a proxy for the applicant's actual minority status can yield an admitted class that has a lower predicted grade point average and likelihood of graduating than the class that would have been admitted using traditional affirmative action. This result suggests that race‐neutral alternatives may not be “workable” from the university's perspective.  相似文献

This article considers the levelling-up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short-lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments’—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system-wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the ‘power-hoarding’ tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling-up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short-termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government.  相似文献

This article begins by clarifying the meanings attributed to pluralism; it then places the European case in a global context. The body of the article looks at the management of religious pluralism in Europe in terms of commonality and difference. At one and the same time, Europe is becoming increasingly secular and religiously plural—both trends are important if we are to understand the issues at stake. A close examination of four individual cases (Britain, France, the Netherlands and Greece) reveals, however, that it is important not to jump to conclusions regarding outcomes. Each country must be considered on its own terms. The final section introduces a rather different feature: the European Court of Human Rights, noting its place in the management of religious pluralism. A growing jurisprudence emanating from the Court is becoming increasingly influential.  相似文献
