In contrast to previous studies on the political opportunity structures of anti‐immigrant parties, this article argues that voters’ perceptions of policy convergence between mainstream alternatives affect their short‐term propensity for supporting such partisan challengers. Drawing upon leading research in the field, two hypotheses about voters’ perceptions of policy convergence, in two policy areas (economic redistribution and immigration), are presented. The main findings in the article suggest that policy convergence between mainstream parties has a more immediate impact on the electorate than commonly recognised. Using unique data from Sweden, the article shows that perceived convergence between Swedish mainstream parties in the field of immigration policy increases potential support for the anti‐immigrant party, the Sweden Democrats (SD). Yet the results are the opposite when it comes to perceptions of convergence in the field of economic‐distributive policies. In contrast to widespread assumptions, the article thus finds that policy convergence between mainstream parties only appears to create short‐term opportunities for anti‐immigrant parties if it takes place on their own policy turf. These results indicate, in other words, that the potential electorate of the SD – which is a wider group than hard‐core xenophobes – is largely driven by preferences about immigration policy, rather than the short‐term urge to protest against mainstream parties. The article, therefore, concludes that the cordon sanitaire to isolate the SD in Sweden – which is underpinned by de facto convergence between mainstream parties on immigration policy – could improve, and is unlikely to curb, the short‐term electoral opportunities of this party.  相似文献

Immigration and new class divisions, combined with a growing anti‐elitism and political correctness, are often used as explanations for the strong gains for right‐leaning populist parties in national elections across Europe in recent years. But contrary to what we might assume, such parties have been very successful in the most developed and comprehensive welfare states, in nations—such as the Nordic countries—with the best scores on economic equality and social inclusion and long established political and judicial institutions enjoying a high degree of popular legitimacy. As argued in this article, this seems to happen because a duopoly of the centre‐left and centre‐right political establishment has kept issues such as immigration and new class divisions off the public agenda and hence paved the way for right‐leaning ‘disruptor’ populist parties with an anti‐immigration agenda in times of increasing immigration.  相似文献

In this article, we consider the causes of the increase in voting for anti‐immigration parties in western Europe in the past decade. We first note that one of the most commonly assumed reasons for this increase is an associated increase in anti‐immigration sentiment, which we show is likely to be false. We also outline the major theoretical explanations, which we argue are likely to be incomplete. We then introduce our proposed explanation: these parties have benefitted from a sharp increase in the salience of immigration amongst some voters. We show that there are strong correlations over time between the salience of immigration and the polling of such parties in most western European countries. We argue that aspects of immigration in the last decade have activated pre‐existing opposition to immigration amongst a shrinking segment of the populations of western European states.  相似文献

In the 1990s doors have been closing in the Western world against refugee claimants. Although there are multiple causes for declining generosity towards refugees, arguments that refugees pose security problems to host nations have been particularly prominent. An historical analysis reveals that the so‐called ‘golden age’ of postwar refugee settlement from the 1940s to the mid‐1970s was a by‐product of Cold War security and propaganda considerations. The end of the Cold War and the pressures of refugee movements generated by Third World and former Communist bloc conflicts has restructured Western refugee discourse. Refugees now tend to be seen as importers of external political conflicts into the West. At the same time growing European and North American resentment of ‘foreigners’ competing for declining job opportunities and reduced social services have encouraged anti‐immigrant political movements. By tightening barriers and controls over refugees on security grounds, Western governments are able to respond in part to these pressures. The Cold War policing and security alliance in Europe has been retooled to form the basis of a new post‐Cold War cooperation over immigration and refugee security, without the necessity of creating a new framework of supranational institutions.  相似文献

The emergence of anti-immigrant parties in Western Europe has provoked very different responses from mainstream parties. Some have tried to counter the anti-immigrant parties while others have tried to recapture lost voters by taking a tougher stance on immigration. Country comparative studies have tried to determine the effectiveness of different strategies, but systematic testing has been impaired by small-n problems. This paper therefore exploits sub-national variation in 290 Swedish municipalities to investigate the effect of mainstream party strategy on anti-immigrant electoral success. The paper finds that a tougher stance on immigration on the part of mainstream parties is correlated with more anti-immigrant party support, even when controlling for a large number of socio-economic, historical and regional factors. This result indicates that mainstream parties legitimize anti-immigrant parties by taking a tougher position on immigration. However, the results presented in the paper show that it is not sufficient for one mainstream party to take a tougher position; it is only when the entire political mainstream is tougher on immigration that the anti-immigrant party benefits. What is more, the toughness of the parties on the left seems to be more legitimizing than the toughness of the parties on the right.  相似文献

The populist radical right constitutes the most successful party family in postwar Western Europe. Many accounts in both academia and the media warn of the growing influence of populist radical right parties (PRRPs), the so‐called ‘verrechtsing’ (or right turn) of European politics, but few provide empirical evidence of it. This lecture provides a first comprehensive analysis of the alleged effects of the populist radical right on the people, parties, policies and polities of Western Europe. The conclusions are sobering. The effects are largely limited to the broader immigration issue, and even here PRRPs should be seen as catalysts rather than initiators, who are neither a necessary nor a sufficient condition for the introduction of stricter immigration policies. The lecture ends by providing various explanations for the limited impact of PRRPs, but it is also argued that populist parties are not destined for success in opposition and failure in government. In fact, there are at least three reasons why PRRPs might increase their impact in the near future: the tabloidisation of political discourse; the aftermath of the economic crisis; and the learning curve of PRRPs. Even in the unlikely event that PRRPs will become major players in West European politics, it is unlikely that this will lead to a fundamental transformation of the political system. PRRPs are not a normal pathology of European democracy, unrelated to its basic values, but a pathological normalcy, which strives for the radicalisation of mainstream values.  相似文献

Immigration is one of the most widely debated issues today. It has, therefore, also become an important issue in party competition, and radical right parties are trying to exploit the issue. This opens up many pressing questions for researchers. To answer these questions, data on the self‐ascribed and unified party positions on immigration and immigrant integration issues is needed. So far, researchers have relied on expert survey data, media analysis data and ‘proxy’ categories from the Manifesto Project Dataset. However, the former two only give the mediated party position, and the latter relies on proxies that do not specifically measure immigration. The new dataset presented in this article provides researchers with party positions and saliency estimates on two issue dimensions – immigration and immigrant integration – in 14 countries and 43 elections. Deriving the data from manifestos enables the provision of parties’ unified and unfiltered immigration positions for countries and time points not covered in expert surveys and media studies, making it possible to link immigration and immigrant integration positions and saliency scores to other issue areas covered in the Manifesto Project Dataset. Well‐established criteria are used to distinguish between statements on (1) immigration control and (2) immigrant integration. This allows for a more fine‐grained analysis along these two dimensions. Furthermore, the dataset has been generated using the new method of crowd coding, which allows a relatively fast manual coding of political texts. Some of the advantages of crowd coding are that it is easily replicated and expanded, and, as such, presents the research community with the opportunity to amend and expand upon this coding scheme.  相似文献

This article tests an often‐stated assumption in the “machinery of government” literature: that government parties’ issue and policy preferences affect the ministerial structure. Using a new Dataset on Immigrant Integration Governance (DIIG) that documents the ministerial structure of immigrant integration in 16 Western European countries during 1997–2017, the analysis finds that divergence and change characterize the ministerial structure. The analysis finds that right‐oriented governments are more inclined to couple integration with immigration and justice than are left‐oriented governments, indicating different policy preferences. However, it does not find that governments with radical parties are more inclined to signal “integration” in ministerial titles. The study's comparative approach challenges the generalizability of existing knowledge on drivers of ministerial changes. Additionally, it fills a gap in current immigrant integration literature: the study of the horizontal governance structure.  相似文献

Most scholarship on immigration politics is made up of isolated case studies or cross‐disciplinary work that does not build on existing political science theory. This study attempts to remedy this shortcoming in three ways: (1) we derive theories from the growing body of immigration literature, to hypothesize about why political parties would be more or less open to immigration; (2) we link these theories to the broader political science literature on parties and institutions; and (3) we construct a data set on the determinants of immigration politics, covering 18 developed countries from 1987 to 1999. Our primary hypothesis is that political institutions shape immigration politics by facilitating or constraining majoritarian sentiment (which is generally opposed to liberalizing immigration). Our analysis finds that in political systems where majoritarianism is constrained by institutional “checks,” governing parties support immigration more strongly, even when controlling for a broad range of alternative explanations.  相似文献

Coalition governments in established democracies incur, on average, an electoral ‘cost of governing’. This cost varies across coalition partners, and is higher for anti‐political‐establishment parties. This is because, if such a party participates in a coalition, it loses the purity of its message by being seen to cooperate with the political establishment. In order to demonstrate that anti‐political‐establishment parties suffer an additional cost of governing, this article builds on the work by Van der Brug et al. and refines the standard cost of governing theory by ‘bringing the party back in’. The results of the analyses, based on 594 observations concerning 51 parties in seven Western European countries, cast doubt on the conventional concept of a cost of governing that pertains to all parties equally. The findings call for a major revision of the standard cost of governing literature, while adding a significant contribution to the debate on strategies against parties that may constitute a danger to democracy.  相似文献

Immigrants are blamed for economic and social problems throughout Europe. This article explores the theoretical argument that electorates support new right parties because they are placing more emphasis on specific issues like immigration. The findings provide evidence that immigration explains much of the electoral support for the new right parties in Germany. Areas with larger immigrant populations provide fewer votes, while areas where immigrants ‘commit more crime’ provide greater support. This suggests the problems associated with immigration explain the new right's support, rather than simple xenophobia. As long as such problems continue, the potential for new right success will remain.  相似文献

Western democracies have developed complex policies to manage migration flows. Much of the scholarly literature and political discourse assume that countries have become increasingly selective and that they prioritise economic intakes. Despite clear efforts by policymakers to distinguish between refugees and migrant workers, we know surprisingly little about how countries combine different policy dimensions and which factors shape their relative openness to different target groups. In this article, we shed light on how countries combine two of the main admission channels, asylum and labour migration, by introducing the concept of the ‘immigration policy mix’. A comparative analysis of 33 OECD countries between 1980 and 2010 examines the pattern and drivers behind their immigration policy mix: Does the policy mix follow a pattern of convergence, is it subject to political dynamics or is it path dependent? The results reveal that despite a shift in political sympathies from asylum to labour migration, countries' immigration policy mixes have strongly converged into more liberal policies overall. The immigration policy mix primarily reflects governments’ limited room to manoeuvre due to competing political pressures. These insights demonstrate that the immigration policy mix serves to enhance our understanding of countries’ complex regulation of immigration.  相似文献

With the increased electoral success of anti‐immigration parties, questions regarding what impact the parties actually have naturally follow. Previous research has rarely explored this question. Furthermore, within this body of research, one is given different answers. While some argue that anti‐immigration parties have made an impact on public policy, others find no such evidence. This article shows that some of this inconsistency is a consequence of the methodological strategies that have been employed. Previous studies are either single case studies or comparisons of a small number of countries. Consequently, different parties in different institutional settings are compared, making it difficult to estimate the actual impact of the party of interest. In order to circumvent such methodological problems, this article explores the question of anti‐immigration party impact on a local level and asks if the Sweden Democrats (SD) have managed to influence decisions on refugee reception in Swedish municipalities. The analysis shows mixed results. First, while unable to find an independent effect of the size of the representation of the SD, it appears that the party's impact is conditioned by them holding the balance of power. Second, the SD's impact is not dependent upon whether there is right‐wing or left‐wing rule, although local migration policy is stricter when the main right‐wing party has strong support.  相似文献

Why is ‘the immigration issue’ rarely polemical for the Swedish mainstream when it divides parties across Europe? Several factors suggest fertile ground for conflict, yet parties hesitate to capitalise on anti-immigration cues. Based on interviews with Swedish MPs, the article discusses two interlinked issues. First, immigration crystallises conflicting ideological streams: market liberalism vs. value conservatism (for the centre-right) and international solidarity vs. welfare state/labour market protectionism (for the centre-left), and stressing the ‘wrong’ stream detracts attention from parties' core competencies. Second, since competition, when present, revolves around issue ownership, parties that are less trusted on immigration will divert attention to areas of higher competence. Whether immigration becomes politicised is not necessarily dependent on electoral grievances or a radical right presence but on parties' ability to handle and negotiate these conflicting streams and issue priorities. An appreciation of the party politics of immigration is thus central to understanding when, and why, immigration becomes an ‘issue’.  相似文献

As in many other European countries, the political system has undergone rapid changes in Sweden while a radical right‐wing party – The Sweden Democrats (SD) – has grown from a negligible position into one of the country's largest parties. SD has been winning voters from both the right and the left sides of the political spectrum, and particularly from Sweden's two largest parties, the Conservative Party (Moderaterna, M) and the Social Democratic Party (S). The present study investigated the extent to which SD voters who previously voted for one of these two parties differ from each other, and compared these SD voters with current Conservative Party and Social Democratic voters. The results showed that 1) economic deprivation offers a better explanation for the past mobility from S, than from M, to the SD; 2) no group differences were found between previous M and S voters in attitudes connected to the appeal of an anti‐establishment party; and 3) views on the profile issues espoused by the radical right, most importantly opposition to immigration, did not differ between SD voters who come from M and S. However, SD voters – particularly SD voters who had formerly voted for the Social Democratic party – differed from the voters of their previous parties in several aspects. It is thus possible that many SD voters will not return to the parties they previously voted for, at least as long as the immigration issue continues to be of high salience in the society.  相似文献

The elections to the European Parliament (EP) held in June 2009 marked a breakthrough for the extreme right British National Party (BNP), while in other European states extreme right parties (ERPs) similarly made gains. However, the attitudinal drivers of support for the BNP and ERPs more generally remain under‐researched. This article draws on unique data that allow unprecedented insight into the attitudinal profile of ERP voters in Britain – an often neglected case in the wider literature. A series of possible motivational drivers of extreme right support are separated out: racial prejudice, anti‐immigrant sentiment, protest against political elites, Euroscepticism, homophobia and Islamophobia. It is found that BNP support in the 2009 EP elections was motivationally diverse, with racist hostility, xenophobia and protest voting all contributing significantly to BNP voting. The analysis suggests that the BNP, which has long been a party stigmatised by associations with racism and violent extremism, made a key breakthrough in 2009. While racist motivations remain the strongest driver of support for the party, it has also begun to win over a broader coalition of anti‐immigrant and anti‐elite voters.  相似文献

Three major constraints hinder cross-national comparisons: a lack of data on the immigrant origins of political candidates and elected representatives, incomplete public data on the immigrant origins of national populations or electorates, and cross-national differences in the definition of the minority population. This article addresses these methodological difficulties and the conceptual challenges of studying minority representation. Using public data for a number of West European countries and three ‘Anglo-settler’ immigration countries, it elaborates an index to evaluate representational equity and to compare women’s and minorities’ presence in national legislatures. The index reveals the limits of a ‘national models’ or simple ‘electoral rules’ framework. Future research should focus on dynamics of group mobilisation, ideological contexts and the recruitment practices of political parties.  相似文献

Immigration is profoundly changing the racial demographics of America. In this article, we seek to understand if and how immigration and increasing racial diversity are shaping the partisan politics of individual white Americans. We show that whites’ views on immigration and Latinos are strongly related to their core political identities and vote choices. Using a range of different surveys, we find that, all else equal, whites with more anti‐immigrant views or more negative views of Latinos are less apt to identify as Democrats and less likely to favor Democratic candidates. This rightward shift harkens back to an earlier period of white defection from the Democratic Party and highlights the enduring but shifting impact of race on American politics.  相似文献

There is growing interest in political inequality across income groups. This article contributes to this debate with two arguments about political involvement: poverty depresses internal political efficacy by undermining cognitive and emotional resources; and dissent in the party system reduces the efficacy gap to higher incomes. Specifically, conflict is to be expected between anti‐elite and mainstream parties to simplify political decisions and stimulate political attention among poor voters. These arguments are supported with comparative and experimental analyses. Comparative survey data shows that the income gap in efficacy varies with a novel measure of the anti‐elite salience in the party system. The causal impact of anti‐elite rhetoric is established though a representative survey experiment. Finally, the article investigates how these mechanisms affect both electoral and other forms of political participation.  相似文献

Ethnicity coding means that threat‐based views of ethnic minority members spur opposition to specific welfare programmes. To advance knowledge of the influence of political parties on ethnicity coding, we apply a dynamic approach. Longitudinal analyses show that: a) because right‐wing political parties persistently frame state pensions as benefitting native majority members, a perceived ethnic threat increases support for this welfare scheme, and b) a perceived ethnic threat reduces support for social assistance when right‐wing political parties frame it as favouring immigrants. Extending these findings, we show that opposition to immigrant welfare rights prompts electoral realignment, as left‐wing voters increasingly switch to right‐wing parties. More generally, political parties are capable of stimulating opposition to parts of the welfare state, including electoral mobilization against immigrant welfare rights. We utilize unusually rich mass‐level survey data from Denmark, covering a 25‐year period (1990?2015). The broader implications of our findings for theories of ethnicity coding, political elite persuasion, and welfare state development are discussed in the conclusion.  相似文献
