While the notion of governance has received considerable scholarly attention, much less is known about change, and its sources, across modes of governance within respective policy domains. This article explores these neglected issues in two policy domains characterized by multi-level governance characteristics: Land (state)-local relationships in the domain of building administration and relationships governing the prisons domain in Germany. It does so in three steps. First, the article explores governance and considers endogenous and exogenous sources of change. Second, it discusses the institutional arrangements in the two domains and analyses modes of governance and their change. Third, the article compares the different dynamics of change and links these findings to wider debates regarding change across and within modes of governance. The analysis of the two domains suggests that 'hunting around' effects (i.e. permanent instability) are less prominent than suggested by cultural theory, while external pressures for change are filtered by the preferences of the actors within the respective domains.  相似文献

This symposium article examines how the threefold governance framework of the symposium actually works across multiple policy sectors and multiple politically systems. It undertakes a comparative survey of governance‐related developments across three policy sectors: environment, education/higher education and forests. To control for differentiation in political structures, the article studies the policy sectors with respect to three political systems Canada, England and Germany, taking into account the role of the European Union, the federal systems and international actors. This broad macro comparative focus enables the authors to make one of the first empirical efforts to assess the presence and sweep of governance arrangements across both policy sectors and states; and to assess the degree of convergence around particular governance practices.  相似文献

In recent years new modes of regional governance such as peer review, policy networks, and multi-level governance, have emerged not only in the European Union but in other regions such as the Asia Pacific. This article explains the rise of these new modes of governance in terms of the framework of regulatory regionalism. It suggests that these new modes of governance constitute distinctive forms of regionalised governance within the state. Hence emerging practices of regional governance are not above the national state, but instantiated within it. Just as much as the national territorial state was consolidated over the nineteenth and much of the twentieth century, the twenty-first century is likely to see the consolidation of new forms and practices of regional governance in which the ‘regional’ becomes incorporated within the political space of the state.  相似文献

This article considers the role of ideas in New Labour’s approach to the governance of urban regeneration and characterizes this approach as ‘embryonic associationalism’. This approach contrasts with the economic rationalism of previous Conservative governments and leads to a more determined effort to empower local community groups within the policy process. We analyse the effects of this shift in approach in practice through a comparative case study of changing patterns of governance in different areas of the English city of Sheffield over a ten‐year period. We conclude that while other factors are important in shaping the nature of community empowerment, New Labour’s approach has promoted a political environment in which it is increasingly difficult for local state actors to ignore the voice of local communities. However, while we refer to this as ‘New Labour’s approach’, we are clear that this relates to a tradition of ideas that is far from new in Labour thought.  相似文献

This article examines the institutional, political and regulatory dimensions of environmental assessment (EA) processes. While EA is most often conceptualized as a regulatory instrument, this article contends that viewing EA in this narrow fashion obscures the broader implications and significance of EA as a distinct form of governance. When conceived as a mode of governance, EA varies considerably in terms of the key governance characteristics emphasized in this symposium. The empirical evidence rests upon three cases studies looking at very different multi‐level governance contexts: the Tamar Valley Pulp Mill in Australia, the Whites Point Quarry in Canada, and the Byströe Canal Project in the Ukraine. The case study analysis identifies large variations in the institutional, political and regulatory form that EAs take, indicating that approaches identifying EA as a form of ‘New Governance’ are overly simplistic. The analysis also points to the multi‐directional influence of different governance dimensions. The insights derived from the use of the three dimensional framework validate its value as an analytical tool.  相似文献

Abstract

This article uses principal–agent theory to examine the governance of solar energy in China and question the notion of ‘fragmented authoritarianism’ in Chinese governance. It demonstrates that the governance of solar energy in China operates on two levels, with ‘police patrol’ control and monitoring mechanisms at the meso- or sectoral level combined with ‘fire alarm’ modes of political control at the micro-level. Drawing on original interview material, we argue that this two-level model and distinct set of supervisory institutions have allowed China, as a relatively late entrant into the solar energy sector, to address the growing environmental emergency within China and catch up technologically with the West.  相似文献

Abstract

Contributing to debate on the contextual underpinnings and varieties of the resource curse, this article points to how political and economic dynamics of resource endowments operate in interrelated but potentially contradictory ways across spatial scales. Resource endowments insert a complex set of incentives and interests into the political arena in ways that both enable and constrain actors at different scales. Using a case study of gas governance in Bolivia, the article illustrates the interrelation of these dynamics across local, national and international scales, and in particular how they circumscribe the space for local participation.  相似文献

This article offers a study of the changing role of the state in Denmark under the condition of the overall transformation from government to governance with particular emphasis on the corresponding transition from process accountability to performance accountability. It is argued that although new modes of governance have been introduced, and new interpretations of accountability have been proliferated, neither conventional modes of governance nor older interpretations of accountability disappear. Thus, what we see is a co-existence of competing traditions of governance and different and sometimes contradictory interpretations of administrative accountability, which create potential dilemmas and contradictions for the individual civil servant. Employing an interpretative approach to governance and public administration, the article analyses the constitution of competing traditions of governance and interpretations of accountability, and the way in which these competing traditions and interpretations lead to accountability dilemmas for the individual civil servant.  相似文献

The term 'multi-level governance' synthesizes the overlapping nature of the European Union and implicit theories of EU-state-subnational interdependence. Although stimulating as an overriding framework, the concept's explanatory powers are not self-evident. Using illustrations from implementation of the structural funds within three French regions, this article endeavours to operationalize multi-level governance by concentrating upon what it could help to study and what it might contribute in terms of analysing change. A case is made for focusing research upon variations in patterns of governance through developing a rapprochment between the study of public action and that of political representation.  相似文献

Multi‐level governance, network governance, and, more recently, experimentalist governance are important analytical frameworks through which to understand democratic governance in the EU. However, these analytical frameworks carry normative assumptions that build on functionalist roots and undervalue political dynamics. This can result in a lack of understanding of the challenges that democratic governance faces in practice. This article proposes the analysis of democratic governance from the perspective of multiple political rationalities to correct such assumptions. It analyses the implementation of the Water Framework Directive in the Netherlands as a paradigmatic case study by showing how governmental, instrumental, and deliberative rationalities are at work in each of the governance elements that it introduces. The article concludes by discussing the implications of a perspective of multiple political rationalities for the understanding and promotion of democratic governance in practice.  相似文献

The article highlights the rationale of the special issue in terms of its objectives and guiding principles. It maps different evolutions and challenges within three analytical streams (1) regarding the field of policy analysis, (2) concerning the interaction between domestic and international affairs, and (3) with regards to the transformation of European Union governance in troubled times. These three research avenues highlight how not only European governance itself has evolved in a changing world, but also how the analysis of interests, institutions, and policy-making has morphed, oftentimes transgressing disciplinary and methodological boundaries.  相似文献

Governance research in Korea has been limited to literature reviews or case studies, and little quantitative analysis has been performed to examine varying patterns of governance mixture and their underlying variation. This article provides an important addition to governance research by mapping the terrain of governance mixture using quantitative data. The data were drawn from 96 departments in eight comparable district governments in Seoul, Korea. The results showed: first, all three governance modes – hierarchy, market, and network – existed in a combined form across all 96 departments; second, although all three governance modes were present, hierarchy remained the dominant governance mode across all 96 departments; and finally, the three governance modes were situationally mixed contingent upon the distinct departmental tasks. Metropolitan governance arrangements and their policy purposes have been a matter of debate among researchers and practitioners around the globe. While we may trace three broad schools of metropolitan governance – reform school, public choice theory and new regionalism – with each still having its proponents, we are interested to learn whether there are assumptions on metropolitan governance that have today become general knowledge among urban political elites. By investigating the attitudes and perceptions of city mayors across Europe, we show that functional multipurpose governance bodies are indeed more generally associated with equitable service distribution, whereas the preconditions for cost-efficiency and sustainable development are more equivocally placed at different modes of governance. Moreover, we show that a perceived general lack of problem-solving capacities does not automatically translate into pressures for metropolitan reform, but it is only in combination with a general disaffection with the governance structures currently in place.  相似文献

The objective of this article is to clarify the extent and the conditions under which the European Union (EU) induces changes in the policy arrangements of its member states. For an accurate measurement of our dependent variable, we distinguish between EU-induced policy expansion and EU-induced policy dismantling. We argue that the extent to which European requirements lead to an expansion or dismantling of national policy arrangements is crucially affected by the respective governance logic underlying the regulatory activities at the European level, that is: (1) compliance with EU rules; (2) competition between national administrative systems to achieve EU requirements; and (3) communication between regulatory agents across national levels arranged in an EU legal or institutional framework. To illustrate our theoretical argument, we develop hypotheses on the likelihood and direction of national policy change under these three modes of governance, in addition, providing empirical examples from different policy areas.  相似文献

Much of the current donor discussion of governance takes place outside of a historical or theoretical context. This article locates the governance issue within recent political science, development management, and institutional economics literature. The review focuses on accountability, participation, transparency, and predictability or the rule of law, and includes a discussion of the impact of these variables upon economic performance. It concludes that donors can best assist good governance to develop by helping to foster conditions under which developing societies can push their governments to deliver the accountability, transparency and rule of law that sustainable development requires. Deborah Brautigam is assistant professor in the department of political science at Columbia University. She has written and published on various aspects of foreign aid and development, in particular, on China’s foreign aid program in West Africa. This article investigates emerging governance arrangements at the intersection between forest management and climate policy. The authors deploy the symposium's three‐dimensional framework to describe and evaluate developments within two distinct policy sectors (forestry/climate change adaptation and mitigation) at several levels of governance (bi‐national, national, and sub‐national) to explore the nature and operation of the emerging governance arrangements, and assessing and measuring change within these arrangements over time. Drawing on four contemporary case studies from the US and Canada, New Zealand, British Columbia and Alaska, the authors discern little evidence of a generalized, linear trend from ‘government to governance’. Instead, they conclude, across institutional, political and regulatory dimensions of governance, a more variegated and diverse picture emerges. Their analysis also lends support for the Trubek and Trubek (2007) hypothesis that emerging governance arrangements typically interact with extant ones through modalities of rivalry, complementarity and transformation.  相似文献

Although not as eye-catching as their business counterparts, many public and private institutions are currently experimenting with using platforms as a strategy of governance. Governance platforms are now being constructed by a wide array of actors at different geographical scales and across a wide range of issue areas. Although often enabled by digital technology, governance platforms fundamentally embody a new organizing logic to achieve distributed participation and mobilization. While private platforms are transforming the way that companies create and market their products or services and shifting the fundamental logic of how value is produced and appropriated, can this powerful organizing logic be harnessed for public as well as private purposes? We investigate how governance platforms generate powerful effects and survey the extant literature on governance platforms. We conclude that governance platforms do demonstrate promise, although they face a number of challenges.  相似文献

This article summarizes a study of the political, bureaucratic and economic elites in Spain, from the Franco regime through the democratic transition to the socialist governments of the 1990s. Data on the people holding posts in one or more of these elite groups were used to test and extend the theory of elite circulation first formulated by Vilfredo Pareto. The data confirms that Spanish elites became more open to others in the democratic period. Up to the present time, they continue to be integrated through multi-positionality – many bureaucrats also hold political or economic posts – though to a lesser extent than in the past. Our empirical findings enable finer distinctions to be made about the different modes of elite circulation. These results show the changing nature of the networks that form when posts in different sectors become associated through multiple post-holding. These networks are an important component of the social fabric in Spain and elsewhere and deserve further investigation.  相似文献

This article retraces the mutual rapprochement between Policy Analysis and International Relations and addresses its limits. Looking beyond the circle of advanced liberal-democratic economies, three limits are discussed: the need to specify the prerequisites of different modes of governance; to consider the relations of power and domination in these processes; and to look beyond regulatory issues at the political and societal conflicts surrounding policy diffusion.  相似文献

The purpose of this article is to explore the emergence of single issue local authority associations as a response to the changing nature of the central-local government policy community in the past decade. The main theme of the article is that a gap has been created by the restructuring of local governance that neither individual local authorities nor the broad local authority associations are equipped to fill. Hence, new single issue local authority associations such as the Coalfield Communities Campaign , have been formed. They are necessitated by the unwillingness of broad local authority associations to preoccupy themselves with sectional and possibly divisive single issues and the inability of individual local authorities to command sufficient power within the policy community. As such they may well represent a fundamental change in the policy network, though it remains to be seen whether or not they will have a long-term role.  相似文献
