Scholarly work exists on how Muslim minority positioning affects identity and politics, but what is less known is its impact on religion. Sri Lanka’s 9% Muslim population, the country’s second largest minority, has undergone a series of recent changes to religious identity, thinking and practice, which have been shaped by its relationship to the dominant and warring ‘ethnic others’. As Sri Lanka plunged deeper into armed conflict in the 1990s, Muslims experienced significant shifts in religious thinking and practice, identifying strictly with a more ‘authentic’ Islam. After the war ended in 2009, Muslims became the target of majoritarian Sinhala-Buddhist violence, resulting in a reinterpretation of Islam and a counter process of change. Using the Sri Lankan Muslim case study to engage with scholarly critiques of majority–minority binaries, this article analyses how religious change is brought about through the interjection of minority status with ethno-nationalisms and conflict. Its focus on Islam in Sri Lanka contributes to area studies and to Islamic studies, the latter through a rare analysis of Islamic reform in a Muslim minority context.  相似文献

This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

Long regarded as an embodiment of tolerant Islam and peacefully co-existing with modernisation within a multi-ethnic and multi-religious society, Malaysia unexpectedly aroused much attention as a potential breeding ground for Muslim radicals in the aftermath of catalytic events which pitted the West against the Muslim world. Malaysian Muslims are said to be susceptible to Middle Eastern-originated radicalism, as exemplified in interlocking transnational contacts and agendas sowed between increasingly globalised Muslim networks adept in exploiting latest trappings of modernity. This article urges readers to engage in deeper reflection on the local dynamics of Malaysia's Islamisation process, in order to arrive at a more nuanced understanding of challenges posed by politically engaged Muslims in Malaysia. It is argued that, belying the regime's profession of a progressive Islam known as Islam Hadhari, Malaysia under Abdullah Ahmad Badawi's Premiership witnessed an abrupt escalation of inter-religious tension which not only threatened to disrupt communal harmony and nation-building, but also posed a security risk. The origins of such instability could arguably be located to the peculiar manner in which politically-laden Islam is applied by the regime, in particular by its home-nurtured Islamic bureaucracy.  相似文献

This paper distinguishes between political and militant Islam and analyses the latter's current ability to confront empire and to become a social force in Muslim-majority states. This analysis is within the dialectic of collaboration and resistance, starting with client postcolonial states' pivotal role in bringing to fruition the collaboration between political Islam and US imperialism during the cold war era. The post-cold war period signals the imperialist putsch to confront militant Islam in the ‘Long War’ by employing the cold war strategy of ‘permanent war’ and universalising the idea of the security state. Militant Islam's resistance to the Long War and the security state makes this two-pronged imperial strategy a losing proposition for the USA. Paradoxically this strategy has also become the prime mover for militant Islam's ascendancy. The paper addresses the paradox of the USA's continuation with its losing Long War strategy and securitisation agenda which, although providing succour to militant Islam, is also achieving its larger objectives to buttress capitalist globalism; fuel the military–industrial and security–industrial complexes; and support ‘big oil’.  相似文献

Abstract

This article analyses the rise of political Islam in Turkey in the context of the akp's tenure in power with reference to complex social, economic, historical and ideational factors. It aims to answer one of the key questions, which has wider implications for the West and Islamic world: ‘having experienced the bad and good of the West in secularism and democracy’, as claimed by Samuel Huntington's ‘clash of civilisations’ thesis, is Turkey in transition from a secular to an Islamic state? The article first questions Turkey's ‘bridge’ or ‘torn-country’ status and then explains the akp's ambivalent policies towards religious and identity issues in relation to the increased public visibility of Islam and a ‘performative reflexivity’ of ‘Muslim-selves’. It concludes that the real issue at stake is not the assumed clash of secular and Muslim identities but the complex of interdependence between Islam, secularism and democratisation in Turkey.  相似文献

Islamic politics in Russia's Volga-Urals has been affected by the self-images of some of the regional communities, such as Tatarstan as ‘the cradle of Russian Islam’, Astrakhan as ‘Russia's southern outpost’, and Perm and Buguruslan as remote peripheries of the Islamic world. Moreover, some regional authorities, such as Astrakhan and Orenburg, have tried to use Muslims to stabilise the ethnoconfessional situation of the regions and also make them a bridgehead for economic ventures on the Caspian rims and western Kazakhstan. In contrast, the authorities in highly industrialised and politically stable Saratov and Perm have not been interested in intervening in regional Muslim communities. Thus, Islamic politics in Russia may have much wider and varied political connotations than is usually conceived under the term ethnoconfessional politics.  相似文献

The new Orientalism idea is predicated on the clash of civilisations thesis of Samuel Huntington and others—an outlook which has spread swiftly in Western states since September 11. I explore the implications of the new Orientalism and the assertion of white supremacy for diaspora Muslims in Western societies. Its expression in the media in the form of raced and gendered portrayals and demonised cultural representations of Muslims and Islam, with the accompanying assumption of the superiority of Western culture, is identified here as incendiary racism. This racism also underpins the simultaneous vilification of Muslims and Islam, a claim supported by my analysis of media coverage of the ‘niqab debate’, terrorism and sports. Thus, at one level, I analyse the Western media's depictions. At another, I examine the consequences of securitisation and the Long War, and critically assess the argument that securitisation has existed from time immemorial and represents nothing new—which leads me to challenge its ahistorical assumptions, and the treatment of the securitiser and the securitised as coeval.  相似文献

This article argues that a successful strategy for fighting the Global War on Terror (GWOT) requires actions aimed not only at defeating the Al Qaeda network and denying its operatives sanctuary, but also efforts to delegitimize Al Qaeda's ideology; the United States has focused on the former at the expense of the latter. The GWOT requires a new strategy, one that continues to target Al Qaeda operatives and their assets, while undermining Al Qaeda's message. This requires a better understanding of Al Qaeda's ideology, how U.S. foreign policy may fuel that ideology, and a strategy for undermining militant Islam's worldview.  相似文献

National and foreign political identities are discursively constructed, not least through the media. Starting from the contention that Europe serves as the main Other used to define the idea of Russia, this article uses media texts (online and press) to analyse how Russia is constructed as a foreign policy actor in relation to Europe and the ‘West’ more generally. In so doing, the article draws on three discourses around Russia’s foreign policy: ‘Russia as Europe’; ‘Russia as part of Greater Europe’; and ‘Russia as Alternative Europe’. The article suggests that discursive developments in the 2000s have paved the way for a return of Cold War discourses in characterising relations between Russia and the West.  相似文献

This article examines the dominant conception of world order in India’s post-Cold War foreign policy discourse. Drawing on a poststructuralist, discourse-theoretical framework, I argue that the discourse uses foreign policy and world order as sites for the (re-)production of India’s identity by placing India into a system of differences that constitutes ‘what India is’. The article shows that India’s foreign policy discourse frames world order in accordance with India’s own national experiences and thus seeks to upheave India’s identity to a position from where it can represent the universal: a global political community. This notion of Indian Exceptionalism constitutes the affective dimension of the discourse that obscures the absence of an extra-discursive foundation on which national identities could be grounded by endowing the Self with an imaginary essence and seemingly unique qualities.  相似文献

The paper explores forms of sociability and partner relationships among pious young Muslims in Sarajevo with a focus on the emic concepts of Islamic cafés (hospitality establishments perceived to operate according to Islamic moral principles) and Sharia dating (premarital relationships perceived to be sanctioned by Sharia). It draws on 10 months of ethnographic fieldwork conducted in different spaces of Islamic worship, learning, and sociability. This paper places the renewed interest in Islam within the context of a post-Dayton Bosnia characterized by complex and impractical government structures, lingering post-war grievances, and a brutal transition to a neoliberal capitalist economy. Although it acknowledges the continuing relevance of Islam as a resource for Bosniak nation building, it suggests treating the Muslim faith community as overlapping but distinct from the Bosniak community. By focusing on gendered interaction and partner-seeking strategies, this paper explores how young members of this faith community contextually negotiate their Islamic beliefs with mainstream local expectations of conventional behavior. The paper argues that believers’ varying responses to this predicament can be observed as an example of the localization of Islam, but they do not constitute a return to local, traditional gender roles and marriage practices, nor are they an introduction of foreign cultural patterns.  相似文献

Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern—the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather ‘EU-ise’, minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement.  相似文献

This article profiles Dhiren Barot, a convert to Islam who was convicted in Britain in October 2006 on charges of conspiracy to commit murder for planning terrorist attacks in the United States and the United Kingdom. Upon his conviction, much of the British press, and many other observers, claimed Barot was a high-level Al Qaeda figure whose plans were on the verge of execution. Other observers, and Barot's defense attorneys, however, argued that these allegations were exaggerated. Barot, they claimed, had done nothing more than sketch vague plans for which he had no funding and was merely being used by the British government as an example in the War on Terror. This article details Barot's life and terrorist activity. It argues that he was a committed jihadi, was likely an Al Qaeda member, and did indeed represent a security threat. Nonetheless, the lack of public information available on his life suggests that certain allegations about his status within Al Qaeda and the immanency of his plans should be treated skeptically. It concludes by considering to what extent Barot fits the profile of other Islamic terrorists.  相似文献

The article provides an analysis of Russia's image that the Kremlin has been projecting in Western countries in the years of Vladimir Putin's presidency. The negative character of Russia's image in the West was recognised as one of the major security threats for the country, and an energetic public relations campaign was launched to improve it. The article explores the core elements of this ‘constructed’ image, and examines how they are related to the self-images of Russia held by Russian political elites. Finally, it considers the implications of the ambition to create this ‘desired’ image for Russian foreign policy.  相似文献

The dominant perspective in the literature linking governance, globalization and public policy argues that globalization undercuts state capacity, weakening a government's ability to effectively regulate its domestic affairs. This paper shows otherwise with special reference to the Australian experience in financial regulation. It challenges the conventional wisdom that the Australian state is weak and cannot adopt anticipatory industrial policies. This paper argues that the adoption of the ‘twin peaks' model of financial regulatory arrangements is an example of the existence of government‐led steering in Australia which can adopt a proactive approach to financial regulation by steering and coordinating policy networks. ‘Governance through hierarchy’ in the financial services industry may be a function of the government's political entrepreneurship; its skill in setting and implementing an agenda; and an ability to create new policy communities and networks.  相似文献

Abstract

The article contrasts two visions of Islamic incursion into western Africa and the resultant tension between the indigenous population and Muslims. Ousmane Sembéne's ‘Ceddo’ depicts, cinematographically, the resistance of indigenous Ceddos in their attempt to maintain their animist autonomy against the forceful imposition of Islam in their rural community. Maryse Condé, in Segu, shows the gradual imposition of expansionist Islam on the Bambara, riddled themselves by internal dissent and weakened by slavery as well as by the diverse attractions, literacy and architecture, of Islam. In his film of the late 1970s, Sembene incarnates the resistance in a young Ceddo princess. In her Segu, the first volume of which was published in 1984, Condé charts a weak-spirited, ineffective resistance that is presented as an initial stage of the decline of the civilization that had impressed Mungo Park, during his first visit to Africa, and continues all the way to the alleged socialism of Sékou Touré.  相似文献

The Polish response to the crisis that escalated across Europe in 2015, banning refugees from crossing its borders, has been one of the least welcoming in Europe. Poland has been reprimanded by the EU for its lack of solidarity with other countries that accepted refugees. The government’s response was that it does indeed welcome refugees as long as they are not Muslims, since letting Muslim refugees in would be a security risk. The figure of the Muslim terrorist posing as a refugee has become a key trope through which xenophobic nationalist politics have been employed. In this sense, Poland can be seen to be drawing particular inspiration from the Eurosceptic politics of Orbán’s Hungary while also reflecting a broader European trend towards Islamophobia in countries such as France, Germany, Sweden or the UK. This article maps responses to refugees from key public actors. It focuses on how three key players in the Polish public sphere—the Catholic Church, the State and civil society actors—responded to the looming perspective of welcoming refugees to Poland. The paper argues that the Polish response to the so-called refugee crisis should be analysed as subtext to a broader political change in the country towards nationalism that has as its goal to push out all foreign ‘invasion’. Mobilised within this are new and old manifestations of racism, suggesting that Poland’s long history of racial Othering and exclusion has not been sufficiently accounted for.  相似文献

Neglect of the cross-cutting confluences between different domains of security can lead to insular notions of global security as well as to lost opportunities for security sensitive contributions to the adjoining issue areas. This article attempts to overview the patterns of interactions during three security scenarios of early 2003: wars, as, for example, the War against Terror and the war in Iraq; pandemics such as severe acute respiratory syndrome (SARS); and air mobility. The overview approach is meant to draw attention to the synoptic interplay between global security scenarios that go beyond the usual disciplinary and conceptual boundaries separating security studies, global health and mobility infrastructures. How does the context of war amplify other security concerns? What were the synoptic interactions within temporally situated ‘bundles’ of security-related concerns? How did global air mobility politics and pandemic politics construct their combined security problematiques? The main research findings point to the relatively unique yet momentary qualities of the emergent nexus of security scenarios. This sheds light on the difficulties of managing pandemic diseases as purely epidemiological processes, on the complexities of securing global air mobility networks, and on how tense situations are prone to lead to speculative projections as people's fears find different somatic, material and political manifestations. The primary material for the textual analysis is provided by World Health Organization's SARS chronology.  相似文献

The article examines the phenomenon of ‘multi-vector’ foreign policies that have been adopted by a variety of states in Russia and the EU common neighbourhood. It traces the origins of ‘multi-vector’ foreign policy to a series of asymmetric bargaining ‘games’ between smaller states and two competing regional powers over the terms of cooperation. During these bargaining games, they either accommodate the demands of more powerful actors to relieve external pressure, or manoeuvre between two external actors to extract concessions from and negotiate more favourable agreements with one or both. The model illustrating how ‘multi-vector’ states behave is tested in the case of Ukraine's energy policy in the period from 1999 to 2009.  相似文献

Abstract

Scholarly consensus postulates a sharp contrast exists between liberal values and realist interests in US foreign policy in the Middle East and North Africa (MENA) region, which finds its expression in the ‘security–democracy’ dilemma.? This means the US rhetorical determination to abide by the values of a ‘liberal’ foreign policy is neutralised by the ‘realist’ priority of maintaining US strategic interests, which requires support for friendly authoritarian rulers. Scholarship tends to apply this reasoning indistinctly to the entire region, providing an encompassing framework of analysis for understanding US foreign policy, which is valid across time and space. This study challenges this theoretical assumption and argues that while the US might indeed have a comprehensive regional approach in the MENA, the resulting foreign policy follows country-based trajectories that respond to national specificities and the perceived implications for US strategic interests. Exploring US foreign policy in the MENA after 9/11, the article demonstrates that while the US emphasis on liberalism crumbled when faced with security issues, the US liberal approach to Tunisia unfolded more consistently. Although the US continued formal cooperation with Ben Ali’s regime, it empowered at the same time a coalition of democratic opponents, solving the security–democracy dilemma and positively influencing the Tunisian democratisation.  相似文献
