Contrary to the conventional wisdom in the literature on United States foreign policy, there was no consensus within the George W. Bush Administration on the parallel between the reconstruction of Iraq and that of post-Second World War Germany and Japan. Systematic analysis of available sources shows that the decision-makers drew a large number of different historical analogies—73 in all. This analysis takes a fresh look at the use of analogies regarding Iraqi reconstruction. We divide the period of April 2003 to June 2008 into four phases, in each of which a different analogy predominates—Afghanistan, Germany and Japan, the Cold War, and Vietnam. Analysis of the analogies embraced by five distinct groups within the Administration’s decision-making team—nationalist hawks, neoconservatives, administrators of Iraq, realist internationalists and the president—clarifies the affinities and tensions amongst them.  相似文献

As within the United States debates have arisen over how much unilateral power the President has to deploy force, so too debates are being raised across Europe. Depending on each country's history, system of government, and economic status, various historic positions are shifting. Public, as well as elite, voices are shaping the debate. Another point of tension is NATO's changing role as countries develop autonomous war caveats. Extended analysis of how Great Britain and Germany are grappling with these concerns has great import for U.S. policy. Learning to skillfully persuade its European allies will gain the United States better cooperation from those who do not share the U.S. war powers model.  相似文献

Prior to the Iraq War, there had been a long series of American wars in which U.S. leaders often maneuvered the other side into “firing the first shot.” This strategy of “passive defense” amounts to an American way of going to war, and it dates back at least to the U.S.-Mexican War. The United States thus retained the moral and legal legitimacy, an asset which is especially important in a democratic political system. The Iraq War represents a fundamental departure from this American way. It might be the worst crisis since Vietnam. but that war was just another entry in the U.S. playbook for how to go to war. The Iraq War not only contradicts longstanding practices in American foreign policy, but it has the potential to issue in far greater international disorder than the Vietnam War. This catastrophe may make future presidents more heedful of John Quincy Adams’ prophetic words: go not abroad in search of monsters to destroy.  相似文献

American foreign policy analysts have generally viewed World War II as the most important of the six wars the country fought in the twentieth century. By entering this war, so the argument goes, the United States prevented the gravest geopolitical threat to its security—German and Japanese hegemonies in Eurasia—from materializing. Careful reexamination of the best case for U.S. entry into World War II, made by Nicholas Spykman in 1942, demonstrates that the traditional view is misplaced: the United States could have remained secure over the long term had it not entered the war and had it allowed Germany and Japan to win. Its standard of living and its way of life, however, would most likely have suffered. Avoidance of those two outcomes was the real reason to have entered the war. The implications of this analysis for balance of power theory and current American grand strategy are spelled out.  相似文献

U.S. foreign policy thinking is based ultimately on the particular historical experience and cultural legacy of the American founding, and at the very base of that founding is the preeminence of Anglo-Protestantism. The religious heritage of the United States, a sixteenth century blend of a theological reformation and the rise of modernity in the Enlightenment, has endowed American politics with a predisposition for egalitarian, anti-hierarchical, and contractual forms, and that disposition applies as well to foreign affairs. The syntax, but not the content, of Anglo-Protestantism shapes basic attitudes particularly when political elites face crisis situations, but it is institutionalized in government and society at all levels. America's current security threats—the insurgency in Iraq, Islamic terrorism, and Iran's efforts to obtain nuclear weapons—seem strange and unprecedented. Parallels can be drawn, however, between the security threats of 2005 and those of fifty years ago. The U.S. foreign policy developed to confront the communist threat offers lessons as we develop strategies to combat today's threat. Two contemporary perspectives on strategic issues—one conservative/realist, one neoconservative/idealist—apply lessons of the Cold War to today's U.S. foreign policy, but each has serious flaws. A third, neorealist perspective, suggests that by leveraging the divisions already present in the Muslim world, the United States can win the global contest against Islamic terrorism. However, this would require a transformation in American strategy that will not be easily achieved.  相似文献

During the Cold War, U.S. foreign policy was dominated by the strategic goal to contain Communism. Human rights and democracy were of secondary importance. In the post-Cold War period, the promotion of human rights and democracy as foreign policy concerns rose in prominence. In the spirit of Andrew Pierre, who once characterized arms transfers as "foreign policy writ large ," this study questions whether the transfer of U.S. arms mirrors America's foreign policy goals. To what extent do U.S. arms transfers reflect a concern for human rights and democracy? As a foreign policy instrument, do U.S. arms transfer patterns mark a transition between Cold War and post-Cold War worlds? To address these questions, I examine the empirical linkage between U.S. foreign policy goals and arms export agreements with developing countries for the years 1981–2002. I use a two-stage model to evaluate the decision-making process. The first-stage addresses whether a country is eligible to receive U.S. arms. If a country successfully passes through the selection stage, it progresses to the second stage where a decision is made about the amount of arms transferred. I use a Heckman model to estimate empirically the determinants of arms at both the initial selection stage and the subsequent amount stage. The findings indicate that during the Cold War years, human rights were not a significant determinant of arms transfers—although democracy was positively linked to U.S. arms in the selection stage. In the post-Cold War period, both human rights and democracy had a meaningful impact in determining the eligibility of a country to receive arms.  相似文献

As globalization accelerates, U.S. foreign policy makers have become less convinced of the influence geopolitics and power politics have on international affairs. They now risk losing touch with rising competitors like China that continue to view the international system in geopolitical terms. Chinese geopolitical strategists have great influence with the country's defense policy makers, who are focusing increasingly on the need for China to establish command of the seas—a goal that threatens conflict between it and the United States throughout Asia. In order to prevent a return to a world dominated by aggressive, geopolitically driven actors, the United States cannot afford to assume that China shares its worldview and that geopolitics has disappeared from international relations.  相似文献

The conventional wisdom of US foreign policy has at its core a set of widely held yet underexamined beliefs. Together, these notions constitute the essence of what has become tendentiously known as “the blob,” or the official mind of US national security. Debates and analyses can proceed more productively if foreign policy beliefs, rather than the people who hold them, are moved to the center of analysis. The blob is a mindset, not a group of individuals—one that is based on a few basic assumptions about the world and the United States’ place in it. What are the determinants of international cooperation in exchange‐rate management? To answer this question, coordination of foreign exchange intervention by the United States and Japan from 1977 to 1990 is analyzed. An examination of the data raises two empirical puzzles: (1) Why do the periods of active intervention and high cooperation coincide?; (2) Why does Japan intervene unilaterally more often than the United States? Some hypotheses drawn from various theories of cooperation are tested, but none of them receive strong support. Instead, intervention volume and learning by U.S. administrations account for the variance in coordination. These findings resolve the two puzzles: (1) The periods of active intervention are the time of high need for cooperation; (2) Japan is obliged to intervene unilaterally while the United States is learning to cooperate.  相似文献

The decision in the case of Holder v. Humanitarian Law Project raised important issues about civil liberties in the United States (2010), including freedom of speech and freedom of association, in relation to U.S. foreign policy actions. While the decision has the potential to infringe on certain liberties, the decision itself was based on very limited information on the nature of terrorism, the foreign terrorist organizations involved, and the processes by which terrorist groups can be induced to peacefully re-enter domestic political systems. There are also concerns about what can be the arbitrary designation of groups as foreign terrorist organizations. These issues raise serious questions about the role of the Supreme Court in the overall political system and judgments in cases involving terrorism and foreign policy.  相似文献

The United States has played an important role in European security since the early 20th century. From the time of the end of the Cold War, this role has changed as a consequence of the lack of a common territorial threat and the overwhelming power of the United States relative to Europe. How have European states responded to the challenges of the American world order? Are they adapting their security policies to match the challenges of US security policy and the American world order? What are the implications of the European response for the transatlantic relationship? This article seeks to describe and explain European security behaviour in the American world through the prism of two realist theories: balance of power realism and balance of threat realism. Despite sharing a common starting point in realist assumptions, each theory allows us to tell a different story about Europe's position in the American world order as well as the opportunities and challenges it faces.  相似文献

Since the end of the Cold War, and particularly since September 11, 2001, the U.S. Government has substantially misunderstood its circumstances and has launched policies based on a compound error that has made those circumstances worse. The error consists of three parts: thinking the United States had more usable power after the Cold War when it had less; misreading the sources of apocalyptical terrorism; and failing to correct its misreading because of a bias set deep in its own political culture. Seeing the situation and the problems as they really are would lead to vast changes in both foreign and homeland security policies.  相似文献

Feedback in foreign policy occurs when a state's foreign policy affects the international context of that state and those changes in context subsequently impact on the state's future foreign policy decisions. In this way, feedback loops can develop, which may become self-reinforcing and in which foreign policy and international context continuously affect each other. Even though such processes are ubiquitous especially in a globalized world, they have hitherto received little systematic attention. We introduce cybernetics as a perspective that puts such feedback effects at the centre of attention and provides an accessible sequential framework for analysing them. Such a cybernetic analysis not only demonstrates the significance of feedback processes in foreign policies but also speaks to several recent debates in international relations theory and foreign policy analysis. In particular, it highlights processes of learning and change, of non-linearity and indeterminacy, and enables the researcher to integrate insights from structure- and agency-based approaches. We outline the merits of a cybernetic analysis by discussing the effects of feedback in the United States' War on Terror.  相似文献

The United States has criticized the domestic and foreign policies of the Mugabe regime, and has attempted to raise the Zimbabwe issue in the UN Security Council, thus creating a point of potential conflict in Sino-U.S. relations.China differs from the United States on this issue not because of the measures taken by the Western countries such as economic sanctions and political pressure, but,more significantly, because of the Western conception of democracy and human rights, and the difference between the U.S. and Chinese strategies in Africa. The policies of China and the United States on the Zimbabwe issue can be interpreted as a struggle between two powers in Africa. In the short term, however, it is the Middle East that will continue to preoccupy U.S. foreign policy, and Zimbabwe will not become a major flash point in Sino-U.S. relations.  相似文献

This article presents summary findings from a content analysis of the foreign news coverage of four U.S. elite newspapers. Overall, the pattern of foreign news attention in the elite American press tends to reflect the “relative distances” between the United States and other national news targets. The more proximate another society is to the United States along economic, political, and cultural dimensions, the more likely the U.S. press will perceive its activities to be newsworthy. The country‐by‐country distribution of foreign news largely corresponds to existing hierarchical divisions within the international system. The reported foreign news is concentrated among the economically‐advanced, politically‐prominent, and culturally‐western societies; that is, the pattern of foreign news coverage is western‐oriented, big‐power dominated, and Eurocentric.  相似文献

Liberal theory asserts that the need for cost-effective, technologically advanced weapons requires the United States to acquiesce to increasing defense globalization even as this restrains U.S. power. Realist logic dictates that the United States should resist defense liberalization to retain its self-sufficiency. This is a false choice; the United States encourages defense globalization in order to extend its international political influence. This paper proposes an alternate theory of technological hegemony that explains the U.S. policy of massive R&D investment in both the late Cold War and the current era of American preponderance. Modern weapons' complexity and economies of scale tend to produce monopolies, and the value chain for the production of these monopolistic goods is dominated by the systems integration techniques of prime contracting firms. In turn these prime contractors remain largely enthralled by U.S. market power. The United States gains international influence by controlling the distribution of these weapons. Put simply, technology with international political effects is likely to have international political origins.  相似文献
