The article explores the crisis in Iceland's relations with the Western Alliance following a left-wing government's decisions, in 1971, to expand Iceland's fishery limits and to demand the withdrawal of US military forces. This sparked a cod war with Britain and a diplomatic stand-off with the United States, with NATO in the middle. It analyzes the motives behind Iceland's behaviour – especially the tension between a pro Western foreign policy course and a domestic anti Western nationalism – the Western response within the context of alliance politics and the democratic peace theory, and the role of international mediation and domestic political realignments in diffusing the crisis.  相似文献

This article examines the record of the United States government in promoting democratic reform through the manipulation of development aid flows between 1992 and 1996. The first section reviews the origins of the policy of political conditionality and the subsequent changes in the US Agency for International Development. The next section evaluates the policy's execution by considering trends in the volume and distribution of US official development assistance, statistical linkages between that aid and recipient democratization, and the relationship with other potential foreign policy goals. The study finds that, contrary to the government's pledges, democratic and democratizing states have not received a greater share of aid. Instead, the distribution has been closely linked with security concerns ‐ a pattern consistent with the cold war record ‐ and US economic self‐interests have also been evident. Finally, three obstacles to the policy of ‘building democracy’ are considered: domestic ambivalence over the US's grand strategy in the post‐cold war era; coexistent foreign policy objectives that conflict with democratization; and the practical difficulties of eliciting reform overseas through the blunt instrument of development assistance.  相似文献

当前,"新自由主义"国际秩序遭遇来自美国国内的严重冲击。这与一百年前,"古典自由主义"国际秩序遭遇来自英国国内的冲击十分类似。为何在一百年间,英美两国均遭遇国内对国际秩序的严重冲击?本文指出,各国不同的产业-金融联系是一项"关键前情"。在解除对资本跨国流动的管制后,英美两国疏远的产业-金融联系加剧了资本跨国流动带来的问题。由于缺乏国内利益纽带约束,能够"用脚投票"的英美两国资本生产意愿降低;相对当地政府以及普通民众的议价能力提升。资本分得更多的经济份额。由贫富分化引发的政治问题日益凸显。理性的政治家利用国内分化的政治结构,动员国内民众,给自由国际秩序构成巨大压力。与英美不同,德国等有着紧密产业-金融联系的国家,即便面临资本全球化浪潮,国内冲击自由秩序的压力相对较小。基于其政治经济安排的特点,中国能为维护国际秩序做出积极贡献。  相似文献

The Trump administration has worked to restrict the People's Republic of China's ability to manufacture and acquire semiconductor chips since 2018. Caught in the crossfire of this burgeoning tech war is Taiwan, which is home to Taiwan Semiconductor Manufacturing Company (TSMC), the world's largest semiconductor chip manufacturer. With the United States banning companies that use U.S. technology in their chip manufacturing process from doing business with Huawei, TSMC can no longer do business with the Chinese tech company, one of its most important clients. Until the Trump administration announced the license restriction on Huawei, TSMC had managed to walk the fine line of doing business with both China and the United States, without riling either. This article argues that the TSMC example is indicative of how great power competition between the two countries will play out for the foreseeable future. TSMC has announced that it will build a new factory in Arizona as it faces Chinese firms poaching its employees and Chinese actors hacking its systems and code for trade secrets—all actions demonstrating how great power competition will play out for tech dominance. Avoiding direct live-fire conflict, China and the United States will work to restrict the other's actions and development by forcing important tech companies, such as TSMC, into picking a side.  相似文献

Foreign policy is multi-faceted. It was not only diplomatic, political, socio-cultural, economic, Imperial, and strategic factors that structured—and limited—Britain's foreign policy during the interwar period; so, too, did those of other countries. Given the number and variety of Britain's—and the interconnected other Powers'—interests in China, Britain's relationship with China during the opening years of the Second Sino–Japanese War provides a useful insight which has wider implications on Britain's road to war narrative. Given the topic's neglect, one can be forgiven for inferring that events in Europe entirely eclipsed those of East Asia. This article demonstrates the contrary. As awareness of Chinese suffering spread and as Japanese aggrandisement threatened British interests, sinophilism became vogue once again. However, the often insurmountable obstacles that the interwar period presented to Britain and others—particularly the United States—limited Britain's ability to aid China. On 6 November 1990, nearly 50 Saudi women staged a protest against the ban on women operating motor vehicles in Saudi Arabia. Occurring in the midst of the First Gulf War, the women's protest was a political statement about the harsh restrictions placed on women in the Middle Eastern country which both reflected and influenced Saudi society’s encounter with their American allies during the war. When United States (US) military personnel flooded into Saudi Arabia during the war, they were shocked at the way American servicewomen were treated by their Saudi allies and the second-class status of Saudi women throughout the country. This article explores Americans' reactions to their encounter with Saudi gender relations during the war and argues that the poor treatment of women in Saudi Arabia—which Americans dubbed ‘gender apartheid’—caused many Americans to question the longstanding US alliance with the conservative Muslim country. In doing so, US journalists, military personnel, scholars and the general public began to demand that concern about women's rights should be integrated seriously into US foreign policy towards the Muslim world.  相似文献

As the United States became a world Power, journalist and intellectual Walter Lippmann feared that it would become its own worst enemy. During and after the Second World War, he tried to steer the country towards coherent statecraft, to define the national interest and the limits of power, and give geopolitical expression to the role of the United States as the core of an Atlantic strategic system. But in response to world war, the Truman Doctrine, and the Korean War, he became pessimistic about the country's ability to conduct strategy effectively. In the prophetic tradition, he believed that a fatal symbiosis between America's growing strength and domestic politics led it towards crisis. Though at times ahistorical, Lippmann's concept of strategy deserves attention for its dialogue between power and identity, for its questioning of “ends” as well as means, and for its focus on the danger of self-defeating behaviour.  相似文献

Neorealist theory holds that the international system compels states to adopt similar adaptive strategies—namely, balancing and emulation—or risk elimination as independent entities. Yet states do not always emulate the successful practices of the system's leading states in a timely and uniform fashion. Explaining this requires a theory that integrates systemic-level and unit-level variables: a “resource-extraction” model of the state in neoclassical realism. External vulnerability provides incentives for states to emulate the practices of the system's leading states or to counter such practices through innovation. Neoclassical realism, however, suggests that state power—the relative ability of the state to extract and mobilize resources from domestic society—shapes the types of internal balancing strategies that countries are likely to pursue. State power, in turn, is a function of the institutions of the state, as well as of nationalism and ideology. The experiences of six rising or declining great powers over the past three hundred years—China, France, Great Britain, Japan, Prussia (later Germany), and the United States—illustrate the plausibility of these hypotheses.  相似文献

The Progressive Era, from the late 1890s to the entry of the United States into World War One, was marked by a professional commitment to global trade expansion on the part of the State Department and the McKinley, Roosevelt, Taft, and Wilson administrations. Philosophically, the United States embraced the belief that a liberal, democratic, free-enterprise political and economic system would advance human progress on every continent, and that global free trade would remove many causes of war and conflict. Such a policy position attracted young and talented foreign service officers to serve in the American diplomatic corps. One young man was Lloyd C. Griscom, heir to one of the great American shipping fortunes. Griscom's career as a diplomat in Turkey, Persia, Japan, Brazil, and Italy between 1899 and 1909 revealed much about American political and economic interests during a period when the United States emerged as a major power.  相似文献

In The Israel Lobby and U.S. Foreign Policy, we argued that the “special relationship” between the United States and Israel is due largely to the influence of a domestic interest group—comprised of Jews as well as non-Jews—and that this unusual situation is harmful to both the United States and Israel. Jerome Slater's thoughtful review endorses many of our central arguments, but it also highlights several points of disagreement. He argues that we overlooked important alternative sources, defined the lobby too broadly, and exaggerated its influence on Congress and especially the Executive Branch. Although Slater is even more critical of U.S. Middle East policy than we are, he argues that the special relationship is due to strong cultural and religious affinities and broad public support in American society, and not to the influence of the lobby. In fact, the alternative sources cited by Slater do not undermine our basic claims; a broad conception of the lobby makes more sense than his narrower definition; and there is little disagreement between us about the lobby's influence on Capitol Hill or in the White House. Most importantly, public opinion in the United States does not explain why the United States gives Israel such extensive and nearly unconditional backing. Although most Americans have a favorable image of Israel, surveys show that they also favor a more even-handed Middle East policy and a more normal relationship with Israel. Thus, the special relationship is due primarily to the lobby's influence, and not to the American people's enduring identification with the Jewish state.  相似文献

Why did the United States invade Iraq in 2003? Most scholars cite the nonproliferation of weapons of mass destruction (WMD), a neoconservative desire to spread democracy, or the placating of domestic interest groups as the Bush administration’s objectives, but I suggest these arguments are flawed. Instead, I proffer the “performative war” thesis resting on the concepts of status, reputation, and hierarchy to explain the Iraq war. Hegemons desire generalized deterrence, such that others do not challenge their territory, preferences, or rule. However, the challenging of a hegemon’s authority—as occurred on 9/11—generates a need to assert hegemony and demonstrate strength to a global audience. Only fighting a war can demonstrate such strength; no peaceful bargain, even a lopsided one, can achieve the same effect. Consistent with this framework, the United States fought Iraq mainly for its demonstration effect—defeating the recalcitrant Saddam would lead other states to fear the United States and submit to its authority and global order.  相似文献

This article examines Austria's position as a small, neutral state in the international society as framed by the English School. This examination is chiefly done in the face of the effects of great power conflicts and their impact on Western Europe's society of states. In doing so, the article provides insights to the fundamental puzzles concerning the ways power is managed between states, great and small alike. The article surveys how war (such as in South Ossetia in 2008) and war-like incidents affected Austria's position in the international society and the understanding of its place in great power conflicts between East and West. I argue that neutrality, despite European integration in the context of a peaceful international society, remains a political option for small states such as Austria. This option is especially lively if there is a domestic sentimental attachment to it and sticking to it does not undermine domestic or European and international foreign policy rationale and interests.  相似文献

Too many Western policymakers in the United States and across the European Union still remain attached to an “end of history” worldview, which has somewhat blinded them to the resurgence of great power politics. For the past decade or so, the unipolar world has been breaking apart due to various centrifugal geopolitical trends. The COVID-19 pandemic did not cause these trends, but is accelerating them. A leaderless, multipolar world on the cusp of de-globalization and the onset of a cold war between the United States and the People's Republic of China is a recipe for skyrocketing unpredictability and increased instability. This article traces the origins of these trends and provides a framework to analyze the political trajectories and geopolitical (and ethical) consequences thereof.  相似文献

I analyze a two-level game in which a leader bargains over the spoils of international bargaining with a domestic opposition that can threaten her with a coup or revolution. While fighting an international war shrinks the domestic pie, it also alters the distribution of domestic power. This has three main implications. First, if war will undermine the opposition, fighting may be so attractive that leaders demand more for peace than foreign states are willing to give, leading to war. Second, if war will bolster the opposition, leaders accept harsh terms to avoid fighting—strategic selection that has implications for the observed relationship between war and political survival. Finally, prospective shifts in the distribution of domestic power caused by war can reduce the effects of international asymmetric information, though the result may be to increase or decrease the chances of war.  相似文献

Small states often seek power by exercising authority beyond their borders. Sweden, a prominent protagonist of the global projection of moral values, established itself as a champion of humanitarian internationalism in the post-Second World War period, especially during the Vietnam War. By voicing criticism of the American war effort and putting moral purposes beyond itself, Sweden tried to change American policy. Years of vehement criticism provoked strong reactions in the United States, leading to bilateral diplomatic crises and long-lasting political conflicts. Even though part of a wave of international criticism and based on the power of the better argument and conveyed through open advocacy, Sweden's public diplomacy had little bearing. Its confrontational style was counter-productive; its content badly synchronised with the domestic American debate and lacking originality and centrality; and the criticism generally considered irrelevant. Attention fell on Swedish verbal activism when more conspicuous elements of Swedish Vietnam policy were in focus.  相似文献

Political necessity required President Jimmy Carter to terminate, effective 1 January 1980, the 1954 Mutual Defense Treaty between the United States and the Republic of China (Taiwan). Prior to the effective termination date, the President's action was challenged by Senator Barry Goldwater who sought to prevent termination of the Mutual Defense Treaty unless and until the Senate, or the whole Congress, gave its consent. Neither the United States Constitution nor the historical record could provide clear guidance on the proper means to terminate a treaty. Recognizing the unavoidable interrelationship between diplomacy and domestic‐as well as international‐law, the United States Supreme Court dismissed the case of Goldwater v. Carter as a political question best resolved by the two political branches of government involved. In taking this action, the Court was able to preserve its image of objectivity while implicitly supporting the President's action.  相似文献

China's rise is a bargaining process between China and the outside world—especially with the United States. This article suggests two strategies, “socialization” and “legitimation,” which a rising power can use to seek “accommodation for identity” with the hegemon. Using China's peaceful rise after the Cold War as a case study, the essay then examines how China employed these two strategies to reach bargaining deals on the arms control regimes and anti-separatist movements in Xinjiang with the outside world. It concludes that the United States needs to take China's bargaining efforts seriously and consider possible peaceful accommodation with China.  相似文献

The Trans-Pacific Partnership (TPP), signed in February 2016, is the most ambitious free trade deal of the postwar era. The 12 TPP countries account for nearly 40 percent of the world's economy. Coupled with the Transatlantic Trade and Investment Partnership—which is still being negotiated between the United States and the European Union—the TPP represents an attempt by the Obama Administration to lead in promoting regional trade and investment arrangements despite the failure of the Doha Round to reach a comprehensive global trade deal under the auspices of the World Trade Organization. Although the agreement among the 12 TPP countries has been reached, ratification by their legislatures is pending. Ratification by the US Congress remains uncertain due to complex economic and political factors in the United States, including the presidential election of 2016.  相似文献

During the Vietnam War there were high expectations from the Johnson and Nixon Administrations for Japan and Britain to provide practical and political support for American military and strategic objectives in Indochina. The leader of Japan's conservative Liberal Democratic Party, Sato Eisaku, and the British Labour Party's Harold Wilson, balanced political support for the United States with significant public pressure at home to eschew any entanglement in the highly unpopular conflict. As junior allies of the United States both Sato and Wilson did not want to see the United States fail in Vietnam or the communist sphere expand in Southeast Asia. Both leaders accrued significant foreign policy advantages as a result of politically and publicly supporting American actions in Vietnam. But to placate domestic electorates that clearly felt uncomfortable over their governments providing explicit, albeit non-military, support to the United States in Vietnam, Sato and Wilson expended substantial prime ministerial diplomacy in attempting to play a mediatory role in the conflict. Each was highly successful in balancing domestic and American demands, whilst maintaining their security partnerships with the United States.  相似文献
