The Burma Issue in Sino-U.S. Relations

In January 2007, China and Russia vetoed a UN draft resolution on Burma with the result that the Burma issue has become yet another point of conflict between the U.S. and China. Although the Burma issue has been present for nearly 20 years, China and the U.S. have both successfully kept their differences under control. In the short term, it is unlikely that conflict will break out between China and U.S. over Burma. However, in the long term,there is still the possibility that the Burma issue could trigger a conflict between China and the U.S..     

The Gwadar Port Issue in Sino-U.S. Relations

Because of its unique geopolitical importance,China's aid to construct Gwadar Port has caused much concern in the U.S. and other countries. The U.S. sees it as strategic expansion in the Indian Ocean and claims that China is intent on using Gwadar Port as a naval base in its "string of pearls strategy." The U.S. and China maintain conflicting interests on this issue. Although Sino-U.S.relations may not be affected greatly in the near future, the negative influence in the long term cannot be ignored.

伊朗出于维护国家安全,谋求海湾乃至中东地区大国的实力与地位,以及开发本国丰富核能资源的需要,坚持发展核计划。鉴于种种原因,伊朗核问题不可能在短期内解决。即使伊朗核问题走向激化,伊朗可能会遭到美国等严厉的经济制裁,美国对伊朗动武的可能性不大。美国只有对伊朗采取系统的、务实的接触政策,与伊朗就核问题、地区稳定问题等开展直接深入的对话,尊重伊朗在海湾乃至中东地区的安全利益,积极同伊朗建立海湾地区安全机制,才是缓解和改善美伊关系的良策     

Sino-U.S. Cooperation in North Korean Nuclear Issue

China and the United States have cooperated closely in resolving the second North Korean nuclear crisis.China and the United States have worked together with South Korea, Russia and Japan to prevent the North Korean nuclear issue from spiraling out of control, and they have also tried to make progress in the six-party talks. Despite differences over the issue, both sides are maintaining the momentum of cooperation with increasing mutual understanding and trust. The current U.S.-North Korea rapprochement has progressed quickly, adding a new factor in Sino-U.S. cooperation. Apart from bilateral contact with North Korea, the United States is insisting on a multilateral approach, continuing to persuade China to share responsibility for a nuclear-free Peninsula, and jointly advancing the process in the second phase set forth in the February 13 Agreement on Initial Actions. China's role,therefore, remains indispensable.     

Sino-U. S. Relations

A New View on Sino-U. S.Relations Sino-U. S. relations seem to have emerged into a more positive light in recent years. China and the United States have sustained a strong relationship since 9/11, for the simple reason that international relations at present require mutual support.     

The Zimbabwe Issue in Sino-U.S. Ties

The United States has criticized the domestic and foreign policies of the Mugabe regime, and has attempted to raise the Zimbabwe issue in the UN Security Council, thus creating a point of potential conflict in Sino-U.S. relations.China differs from the United States on this issue not because of the measures taken by the Western countries such as economic sanctions and political pressure, but,more significantly, because of the Western conception of democracy and human rights, and the difference between the U.S. and Chinese strategies in Africa. The policies of China and the United States on the Zimbabwe issue can be interpreted as a struggle between two powers in Africa. In the short term, however, it is the Middle East that will continue to preoccupy U.S. foreign policy, and Zimbabwe will not become a major flash point in Sino-U.S. relations.     

The Three Images of Sino-U.S. Relations

In the early 1950s, Kenneth W. Waltz＇s book Man, State and War laid the cornerstone for a new branch of international relations theory called the Level of Analysis. The author of this paper believes that Sino-U.S. relations can be studied in a similar multi-dimensional way. Among Waltz＇s three images, the world strategic structure, i.e. the international image, has been the most decisive factor in the development of Sino-U.S. relations over most of the past 40 years.

战略对话与中美关系

8月1-2日,中美举行了战略对话。这实际上是中美之间首次机制化的战略对话。中美双方商定,这样的对话今后将轮流在对方首都举行,每年两次。中美双方就各自重大国家利益和战略关切首次举行全面、机制性的高层对话,意义不可低估,因此成为举世瞩目的大事。舆论在关注这次战略对话本身的同时,更希望充分了解战略对话的缘由如何、为什么要搞战略对话、如何评估首次战略对话的成果、战略对话对双边关系有什么影响等问题。为此,本刊编辑部特邀请中国现代国际关系研究院美国所的专家学者就此进行对谈,以期能够有益于相关研究、有助于读者全面深入地了解有关情况。     

The Strategic Dialogue and Sino-U. S. Relations

On August 1-2, China and the United States held a strategic dialogue. This is in fact the first mechanized strategic dialogue between China and America. Both sides decided to hold such a dialogue alternatively in each other's capital twice a year.The significance of the first comprehensive and mechanized senior dialogue between the two sides to discuss strategic issues of common interest cannot be underestimated. Therefore, it was an event that attracted worldwide attention. Apart from paying attention tothe dialogue itself, the media hope to fully understand the cause of the dialogue, the result of the first strategic talk, the influence of the talk on bilateral relations. The Editorial Department of Contemporary International Relations invited scholars from the Institute of American studies of China Institutes of Contemporary International Relations to hold a discussion to provide our readers some food for thought over relevant issues.     

Transforming Sino-U.S. Strategic Relations

Sino-U.S. strategic relations have undergone profound transformations over the past thirty years. It is increasingly urgent to change and transcend Sino-U.S. strategic relations. However, rapid adjustments and changes in world pattem prevent China and the U.S. from drawing a clear picture of each other＇s strategy. Vagueness in strategy awareness leads to difficult strategic adjustment, impacting virtuous interaction and stable development of Sino-U.S. strategic relations. The U.S., as relatively more important part in bilateral strategic relations, needs to take an initiative in substantial moves.     

Darfur and Sino-U.S. Relations

The Darfur issue has been influencing the Sino-U.S. relationship since July 2004. There are at least three reasons to say so. Firstly, China and the U.S. disagree,both on the nature of the issue and on its solution. Secondly,China and the U.S. have conflicting interests, especially their oil interests in Sudan and the African continent.Finally, U.S. domestic political forces have forced the issue onto the agenda of Sino-U.S. relations. Although the issue has become an unharmonious factor in the Sino-U.S.relationship, it has not damaged the bilateral relations too much. Instead, the two countries have been cooperating on the issue.     

Google and Sino-U.S. Relations

U.S. Secretary of State Hillary Clinton＇s speech against Internet censorship on January 21 raised contention with China over cyber policy, which flared after Google Inc. last week warned it could pull out of China over hacking and restrictions. The Google incident has attracted a great deal of attention and become a new hot issue between China-U.S.

Eight Myths about Sino-U.S. Relations

In recent years,copious amounts have been written on Sino-U.S.relations.However,there has been little in the way of critical examination of the ideas proposed.Commentators are eager to put forward their judgments,but they are lax in testing their veracity and very few people have bothered to critically assess their logic,reasoning processes and the reliability of the facts they put forward.This article attempts to reflect on some of the most popular judgments on Sino-U.S.relations in recent years and to provoke further discussion.

Sino-U.S. Relations in the New Century

On September 21, 2005, the Deputy Secretary of the United States Robert B. Zoellick in his speech at the National Committee on U.S.-China Relations pointed out that, the United States agrees that China is taking a peacefully developing path and it＇s a successful way of opening and joining the economic globalization that ＂＇no other newly emerged power has ever taken.＂ Zoellick emphasized that the United States should ＂encourage China to be a responsible stakeholder in the international system. ＂ If both the United States and China take the strategic interest into consideration, Zoellick＇s speech will definitely have positive impact on the Sino- U.S. relations ＇future.
