In this paper, we argue that a new policy model for science and technology is needed and must be evolutionary in nature. The paper proposes utilizing the idea innovation network theory as a framework for assessing sectoral innovation patterns and identifies six types, or “arenas,” of research that are linked to innovation within these networks. Following the idea innovation network theory, the paper argues that two societal trends, the fragmentation of markets and the growth of knowledge, are driving organizations toward greater functional differentiation. Successful innovation will occur when these differentiated organizations become closely linked within innovation networks that integrate the arenas of research. The paper argues that this framework has predictive power, in that it allows the identification of path-dependent blockages or gaps within idea innovation chains that prevent the emergence of effective innovation networks in different countries. Policy makers can play an important role by fostering the development of tightly coupled networks that include organizations involved in each of the types of research. The paper provides empirical support for the framework using a cross-national European study of the telecommunications and pharmaceutical industries.  相似文献

Despite clear evidence of a link between religion and welfare state development, research on public support for redistributive social policies has been slow to incorporate religion into models of public preferences. Does religious belief influence support for redistribution? If so, does religion necessarily increase hostility to redistribution as suggested by existing research? Or, do the Catholic and Protestant traditions generate different patterns of preferences consistent with Weber’s notion of a Protestant work ethic? This research explores these questions by comparing public support for redistribution across 13 European states. The data reveal a powerful and complex effect of religious belief on support for redistribution that works on both the individual and cultural levels. The evidence challenges existing research by demonstrating that the impact of religion is not uniform, but varies across different religious traditions, with Catholicism producing significantly greater support for redistribution than Protestantism.  相似文献

The situational perspectives theory of job performance is a fundamental aspect of organizational and managerial psychology. Consequently, there is growing interest in conducting additional research to assess situational factors and job performance through the theoretical frameworks of social learning and social exchange theories, which are seldom applied in these domains. The data has been collected from 365 employees working in Pakistan Telecommunication Company Limited (PTCL). It was found that supervisor support stimulates job performance. It is also deduced that self-efficacy mediates the relationship while work engagement does not mediate the relationship between supervisor support and job performance. The situational perspectives theory of job performance provides a supportive framework for the development of PTCL employees. This work should be of interest in the area of situational factors and performance improvement. This study is one of the very few studies conducted to empirically assess the influence of situational factor on performance through the mediating role of work engagement and self-efficacy.  相似文献

This article examines the link between citizens’ policy attitudes and the institutional context in which policies are carried out. The article develops a theory of opinion formation toward policies that impose costs on citizens in order to invest in broadly valued social goods. In this framework, problems of agency loss and time inconsistency leave citizens uncertain about whether promised policy benefits will be delivered. Citizen support for public investments thus depends on whether the institutional context makes elites’ policy promises credible. We consider hypotheses about how the institutional allocation of authority and the institutional rules governing implementation affect citizen support for public investment, and we find broad support for the framework in three survey experiments administered to representative samples of U.S. citizens. The results shed light on the link between political institutions and citizens’ attitudes, the capacities of voters for substantive political reasoning, and the political prospects for public investment.  相似文献

This article examines the relationship between information and communication technologies (ICTs) and regional integration as a pathway to socioeconomic development in Africa and South America. Both regions share a colonial legacy often characterized by stronger economic ties to the developed world than within the regions. In recent decades, regional organizations have been involved in efforts to strengthen the infrastructure for ICTs, as well as the enhancement of economic and political integration as strategies to achieve development. However, the literature continues to show distinct research agendas that unwittingly overlook the connections between these areas. This article proposes a theoretical framework combining research on integration, ICTs, and development. It provides a brief analysis of each region and its ICT initiatives, the potential impact on regional integration, and how this relates to development. We suggest possible applications of the framework to identify and research the processes of integration and expected outcomes of development.  相似文献

It has recently been argued that the fiscal relationship between the Federal Reserve and the Treasury, by which the Fed keeps a portion of its earnings, imparts an inflationary bias to monetary policy because that relationship gives the Fed an incentive to increase its earnings by increasing the monetary base. This hypothesis is tested within the framework of a Federal Reserve objective function incorporating bureaucratic and social goals, and no evidence is found to support it.  相似文献

At the stage of the development of a new social welfare system in Ukraine, it is important to investigate all possible models and develop recommendations for the implementation of the most effective ones. The relevance of this paper lies in the study of the legal framework that operates in Ukraine and the possibilities of its improvement and consolidation into a more specific regulation. The purpose of the research was to study the principles of the social welfare system in Ukraine and to study foreign practices of the social welfare system. Within the framework of this study, the existing systems and models of social welfare systems in different countries were analyzed. The study identifies the most positive examples of social welfare policy for implementation in the current legal framework to improve and enhance the quality of social services in Ukraine. The analyzed foreign practices helped to identify the most effective models of social security. It was concluded that with the successful redistribution of funds, the introduction of a system of audit and control of social assistance financing, as well as being guided by foreign experience, Ukraine will be able to build a social welfare system that would satisfy all of the existing social needs of citizens.  相似文献

Scholars have engaged in an ongoing dialogue about the relationships among management, politics, and law in public administration. Collaborative governance presents new challenges to this dynamic. While scholars have made substantial contributions to our understanding of the design and practice of collaborative governance, others suggest that we lack theory for this emerging body of research. Law is often omitted as a variable. Scholarship generally does not explicitly include collaboration as a public value. This article addresses the dialogue on management, politics, and law with regard to collaborative governance. It provides an overview of the current legal framework for collaborative governance in the United States at the federal, state, and local levels of government and identifies gaps. The institutional analysis and development framework provides a body of theory that incorporates rules and law into research design. The article concludes that future research on collaborative governance should incorporate the legal framework as an important variable and collaboration as a public value.  相似文献

This article addresses the efforts of local governments to involve citizens in administrative processes. In particular, we explore the following questions: What social and political groups in the community promote citizen involvement? Which groups awre likely to succeed? What barriers obstruct citizen involvement efforts? Do administrative attitudes make a difference in undertaking citizen involvement? Using survey data, this study tests a framework that assumes the decision to involve citizens in administrative processes reflects administrative responsiveness to salient community stakeholders, normative values associated with citizen involvement, and administrative practicality. The statistical results confirm the bureaucratic responsiveness framework and point to future directions for citizen involvement research and practice.  相似文献

There is growing interest in the social sciences in the concept of social capital and the role it plays in facilitating collaborative and collective actions. Within political science, it is the work of Robert Putnam which has dominated social capital research. This paper argues that the 'Putnam-school' approach is lacking in two main respects. First, the role played by public authorities in the creation of social capital is neglected. Second, the implications for governance cannot simply be read off from associational activity and 'stocks' of social capital. The concept of the political opportunity structure is offered and adapted to develop a framework for social capital analysis. Original empirical material from Birmingham is drawn upon and compared to earlier studies of the city in order to support and illustrate the arguments of the paper.  相似文献

Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction.  相似文献

This study examines the roles of task characteristics, organisational social support, and individual proactivity on innovative work behaviour (IWB) in the public sector. Analysing empirical data from 154 employees from a government agency in Australia, we found that task characteristics, organisational social support, and proactive personality have a positive impact on IWB. Proactive personality is also found to be a moderator in the relationship between task characteristics and IWB. The findings suggest the need to design human resource practices that better identify proactive and innovative job applicants in the recruitment and selection process. Further, we highlight the requirement to organise and design work that recognises the need to develop social support to improve IWB. The implications of the study for further research on IWB are discussed.  相似文献

This article provides an analytic framework to guide regimes that are designing or implementing decentralization programs. It is based on a comparison of three Asian cases of fast-track decentralization. The framework suggests that regimes contemplating devolution must face fundamental issues of (1) background support, (2) culture and institutions, and (3) technical design and sequencing. It can be used by regimes to compare the relative difficulty of fundamental challenges to decentralization with their own capacity and potential for effective response. The three regimes responded similarly to the first two issues and differed in how they performed technical activities to implement the decentralization programs. Within this technical sequence, the regimes varied widely in performance. In that the Philippine program has attained better performance so far, the different responses of that regime are significant. More research is required to explain differences in technical performance in the Philippines and other similar programs and to attribute measures of decentralization success to these differences.  相似文献

Organizational scholars and institutional theorists have shown a great deal of interest in the concept of social capital. To a large extent, this interest has been fueled by accumulating evidence that social capital plays a vital role in the development of more cooperative, productive, and stable relationships within organizations and institutions. Recognizing these benefits, a major focus of recent theoretical efforts has been explicating the antecedents of social capital. Drawing on concepts from social identity theory and related theories of the self, this paper develops a framework for conceptualizing how individuals' psychological identification with a collective enhances their willingness to engage in behaviors that contribute to the creation and maintenance of social capital. The paper reviews empirical evidence in favor of the framework and draws out some of its theoretical and applied implications.  相似文献

In this article we set out to bridge a surprising methodological gap between two time-honored research traditions – news media content analysis and the policy sciences analytic framework. Lasswell, a recognized pioneer of both the method and the framework, discussed the mutual benefits of each decades ago. But few researchers, if any, have formally linked the two. To that end, in this article we (1) make the case for using news media content analysis to inform research studies using the policy sciences analytic framework; (2) introduce an original content analysis categorical system for that purpose; (3) demonstrate that system with a study of 90 national news articles about the stratospheric ozone hole; and (4) compare our system to others used to examine news content. We report that our system, used by human coders, is well geared to describing and mapping trends in the social process surrounding the development of the Montreal Protocol ozone treaty during the intelligence gathering and promotion phases encompassed by our data sample. We argue that other content analysis systems fall short – in structure and purpose – of meeting the promise ours holds to the policy scientist.  相似文献

Universities worldwide have increasingly been encouraged to incubate and create business enterprises in order to fulfil national and regional economic development objectives via rapid research commercialization, technology transfer, and open innovation. The definitions of university-level entrepreneurship appear to be controversial in the extant literature, with special reference to government–university–industry partnerships under the overarching theoretical framework of institutional entrepreneurship. No longer do universities act only as agents for knowledge transmission and diffusion but also as business enterprises to help change formal institutional arrangements to meet evolving economic and social demands and to graft the entrepreneurial paradigm into academic culture and structures. As a transitional economy, have China's universities also acted as institutional entrepreneurs for change? In this paper, we address this research question by exploring the nature of government–university–industry links and the application of “institutional entrepreneurship” to Chinese universities. We use a case analysis of the Industry Technology Research Institute of Geo-Resources and Environment Co. Ltd. established by the China University of Geosciences to support our argument that Chinese universities are artificial institutional entrepreneurs. As a result of our analysis, we identified several success factors and constraints on universities as institutional entrepreneurs in the context of China.  相似文献
