The “rights revolution” has become a central feature of modern political consciousness and has resulted in a proliferation of theories about children's rights. Yet mainstream liberal theories in which children's rights are theorized rarely take children's rights as citizens seriously, due to the normative stance of liberal theories that construct children in terms of “not-yet-citizens”. This article argues for a difference-centred theory of children's citizenship rights by situating the analysis within feminist, anti-racist, gay, lesbian and transgendered theories of citizenship that are difference-centred. It discusses an alternative, difference-centred, articulation of children's citizenship rights through an analysis of their rights of liberty and equality. Through a broadening of liberal, normative notions of liberty defined around exercising individuated autonomous decision-making or the participation in citizenry duties, the article re-defines children's rights of liberty in relational terms that addresses their agency and acknowledges their presence as participating subjects in the multiple relationships in which they interact. It also re-articulates their rights of equality from a mainstream liberal interpretation of “equality-as-same” to one that treats children as “differently equal” members of the public culture in which they are full participants. Normative social institutional practices and assumptions become the focus of the analysis, which concludes that these have to change as they act as barriers that exclude and marginalize children's citizenship rights on the basis of their difference (real and constructed) from an adult norm assumed of citizens.  相似文献

The United Nations Convention on the Rights of the Child has advanced a model of active citizenry for children, which is difficult to reconcile with the still dominant Western notions of childhood that fetishize innocence and attribute passivity and incompetence to children. This article explores the manner in which state policy, Canadian courts, and children's politics in Canada have responded to the imaginary of the active child citizen. The Canadian government has provided limited political space to young people and has narrowly construed children's participation rights as limited to family law and juvenile justice. The reluctance of adult decision-makers to open up policy-making to the contributions of children has been further hindered by the current anti-democratic cast of neo-liberal governance. This article examines how quasi-judicial tribunals and the Canadian courts have invoked the Convention in their dealings with child asylum seekers, only to construct childhood participation and childhood protection as mutually exclusive. The article concludes with a brief exploration of the alternative model of children's citizenship revealed by the children's movement organization, Free the Children. In contrast to the relative failure of adult decision-makers to implement the participation rights of children, the contemporary children's movement advances a view of children as empowered, knowledgeable, compassionate and global citizens, who are nonetheless, like other marginalized groups, in need of special, group-differentiated protections.  相似文献

This article explores what the diversification of British political history might look like. Building on an expanded definition of citizenship and attention to ‘ordinary’ politics, it suggests several questions which might diversify political history's content and approach. Whom do we count as political actors? Who has access to democratic processes and where does politics happen beyond these processes? To what forms of political thought do we attend? Drawing on examples from my own research on refugees and asylum seekers in modern Britain, and on the wider field of modern British history, I demonstrate the possibilities of diversification as a way to enliven political history's future.  相似文献

A variety of scholarship across disciplines suggests that an environmental ethic begins in childhood. However, few studies have been conducted with children to learn more about the factors that contribute to an environmental ethic. This paper aims to investigate children's pre-reflexive political engagements with their physical environment in an effort to learn more about the development of an environmental ethic. Through an ethnographic study with children aged 9–11 in rural New Zealand, analysis shows that children's relationship with their environment is substantially influenced by their social relationships with friends and family. Therefore, this paper argues that to reach a better understanding of the development of children's environmental politics, more research is needed to explore the politics of friendship.  相似文献

UK society has probably never witnessed the kind of activism now emerging to tackle the roots of age-based discrimination and inequality. Everyone appears to be consulting and listening to children. The most favoured response by statutory and voluntary agencies for encouraging children and young people's participation has been the setting up of youth councils. This paper considers the extent to which youth councils enable participatory citizenship and democratic participation. In so doing, the commonplace suggestion that young people exhibit a lack of enthusiasm for involvement in ‘political’ matters and issues of local representation is challenged. The concept of active citizenship is mobilised to highlight particular ethical and methodo logical issues that need to be addressed at a local level if successful partner ship working that includes young people is to be achieved.  相似文献

Australia remains one of the last liberal democracies to retain a property franchise at the local government level. This particular feature is both the result of historical particularities and contemporary political arrangements. This article analyses the property franchise in the City of Melbourne, the capital of the Australian State of Victoria, based on democratic theory and an empirical study. It illustrates the tensions between the democratic principles of representation and political equality in defining structures for representation at the local government level. The authors suggest that a more nuanced interpretation of representation can be adopted at a local level based on territorial residency rather than legal citizenship. Despite this, based on analysis of both electoral and non‐electoral mechanisms, the property franchises are found to be anachronistic and indefensible from a democratic perspective and unrelated to the status of capital city. The article concludes that, at a local level, deliberative democracy holds the promise to better represent various interests, including property interests.  相似文献

The modern conception of citizenship contains often unacknowledged key background assumptions – about the role of rights in citizenship, about the citizen modelled on a liberal autonomous and rational individual, and about the equality of citizens within a democratic state. Spinoza's political works give us a useful perspective on the historicity of these assumptions. Whereas the modern conception is abstract, universalist, and depoliticised, Spinoza's sense of the citizen's belonging is adamantly specific, particularist, and political, and offers a way forward for rethinking citizenship. The key concepts of freedom and republicanism are analysed, and a political reading is developed of Spinoza's view of citizenship in terms of a way of conducting politics.  相似文献

This article argues that the ‘rule of law’ has become a central goal in popular struggles the world over, and it is citizenship struggles which infuse the rule of law with substantive, as against a thin procedural, meaning. This is especially true in post-colonial societies like India, with a tradition of inherited colonial law designed for subject-hood rather than citizenship, growing inequality which affects both the enactment and interpretation of law, and the violation of law by those who are meant to protect it. Demanding implementation of existing laws, breaking laws that are patently unjust whether through armed struggle or non-violent social movements, or seeking to change laws in favour of new and more democratic laws, are all major avenues by means of which people express their aspirations as citizens. However, law's mutually constitutive relation with social practice means that people enter into political and legal negotiations already constituted as certain kinds of legal subjects, which constrains their imagination in certain ways.  相似文献

Current analyses of sexual identity and citizenship offer complexity to debates about what it means to be a citizen in liberal democratic societies. However, thus far there is limited inclusion of ethnographic, narrative‐based research that addresses how lesbians and gay men experience and negotiate citizenship in their everyday lives. In this paper, I argue that attitudes about medical power of attorney are a lens through which we can examine how lesbians negotiate and experience citizenship in their daily lives and in medical settings. My analysis demonstrates how normative citizenship structures are experienced, reinforced and challenged by four lesbians living in a community in Ontario's Near North region, Canada. In providing case illustrations, I argue that the inclusion of lived experiences strengthens and deepens textual, historical and political analyses of citizenship.  相似文献

This article focuses on key themes in the liberal philosophical debate over multiculturalism, as well as the responses of Canadian social and political actors to the September 11, 2001 attacks in New York and Washington. Since September 11, there has been a renewed popularity of arguments positing a 'clash of civilizations' between Muslim and Christian societies, and a new legitimacy advanced for 'ethnic profiling' in the name of security. The rapidity with which this has happened in Canada is particularly striking because of the country's liberal-democratic and multicultural tradition. The introduction of a national policy of multiculturalism in 1971 provided a new understanding of Canadian citizenship that was more inclusionary of immigrants and ethnic and racial minorities. Multiculturalism has also become a hotly debated ideal among Canadian, American and European political philosophers concerned with addressing the possibilities and limits of liberalism given ethnic diversity, and the limits of ethnic diversity given liberalism. Multiculturalism is typically presented as a 'problem' for liberal politics and ethics. Building on how multiculturalism policy in Canada has provided a more inclusionary discourse around citizenship, a defence of multiculturalism is advanced which rejects the essentialist treatment of 'culture' and 'cultural' groups. It is suggested that the unfolding discussions in Canada since September 11 demonstrate the ongoing tension between cultural essentialism and liberal individual rights. The Canadian experience points to the value of an anti-essentialist multiculturalism in challenging discrimination given that neither liberalism, nor liberal democratic states, are neutral in their allocation of resources and legitimacy among more and less powerful ethnic groups. It is argued that rather than multiculturalism, it is essentialist thinking, imagery and ideas which present the greatest 'problem' to the ethics of liberalism and the politics of liberal democracies like Canada.  相似文献

Theoretical elaboration and conceptualisation of children's political geographies is presently in a state of modification. Since the concepts of childhood and politics are not commonly brought together, there is plenty of work to be done. This article concentrates on revealing some political aspects of childhood and bringing up other focal questions concerning children's political geographies. Special attention is paid to children's agency and tactics to reach a better understanding of their ways of participating in politics. The theoretical foundations for this paper are in critical social theory. Following the thoughts of Michel Foucault, Pierre Bourdieu, Michel de Certeau and Nigel Thrift on the potentials of non-representational theory, it explores performativity and body politics in general.  相似文献

As inequalities in the United States have intensified in recent decades, Washington, DC’s advocacy system has thrived. Why has this proliferation of interest groups failed to deliver more substantive equality? The dominant response to this question typically cites the advocacy realm’s “upper-class accent,” portraying interest group representation as imbalanced and unresponsive to a broad range of voices. Yet this prevailing account—which I term “post- pluralist”—does not sufficiently explore the inegalitarian ways that neoliberalism shapes contemporary political advocacy. To this end, this article builds upon post-pluralist and post-Marxist insights to outline the advocacy system’s “politics of affirmation.” Using recent antigay legislation to explore this concept, I argue that today’s political advocacy circumscribes, rather than enlivens, prevailing standards of democratic participation by mobilizing hegemonic, neoliberal expressions of democratic citizenship. The article concludes by outlining how groups might pursue a transformative politics in order to destabilize neoliberalism’s hegemony.  相似文献

In this article, a comparative analysis is presented of two ethnographic case studies on mothering practices in Belgium. Interviews with, and participant observation among, both undocumented migrant mothers from the South and Belgian white adoptive mothers of black Ethiopian-born children provide an insight into the way in which mothering plays an important role in the pursuit of citizenship. In our analysis, we draw on critical theorizations of citizenship from feminist, multicultural and globalization perspectives, and of care, intimacy and the affective in order to show how mothering can be viewed as a citizenship practice that transcends boundaries of the private, public and the nation. In their ‘carework’ and ‘culturework’, both undocumented migrant and white adoptive mothers negotiate prevalent ideologies of mothering that are often exclusionary of their own and their children's sense of identity and belonging. Their mothering involves building new networks and strengthening their children's identities in culturally creative ways. We argue that although these mothering practices are embedded in a multiplicity of intersecting privileges and inequalities, within restraints imposed by the nation-state context, this carework attests to the agentic capacity of mothering and its potential to affect politics of inclusion, recognition and changing hegemonic understandings of citizenship and belonging.  相似文献

In this essay I examine certain conceptual resources available in the work of Jacques Rancière for those interested in attending to the aesthetic and political complexities of democratic citizenship. I argue that the best way to broach these resources is to consider Rancière's manner of impropriety regarding the forces of unity and disunity that comprise democracy's insurgence, as well as his account of the phenomenality of democratic life and the conditions that make political subjects visible, audible and perceptual. This involves a sustained critique of the proper and the sensible as criteria for political inclusion. Democracy is thus not an institutional form of government but an event of appearance that arises out of the dissonant blur of the everyday. Rancière's insights into the insensibility of democracy's emergence, I conclude, complicate the constitutionalist solution to citizenship by raising the question of equality and emancipation as a question of how to relate to the impropriety of democratic citizenship.  相似文献

In this paper, the authors imagine a Citizen of Empire. This is a conceptualization of global citizenship as it might appear in Hardt and Negri's global social order of Empire. The article draws on Hardt and Negri's Empire as the model of global society to imagine what citizenship might look like on a global scale. Hardt and Negri's conceptualization of Empire offers a palette of new and emerging social relationships from which a vibrant conceptualization of citizen and citizenship can be imagined and new democratic politics practiced. First, the authors examine the concept of Empire to unearth foundational concepts upon which a notion of Citizen of Empire can be built. Second, the authors imagine a citizen who ‘calls Empire into being' rather than participating in the ready-made political, cultural, and economic institutions of the nation-state. Without institutional support, citizenship in Empire must be highly generative and creative, and it will operate on a virtual and poetic terrain by enacting mechanisms of deterritorialization, networking, and communication.  相似文献

The EU referendum has raised questions about the nature of democracy, which is not just majority rule. It is wrong to claim that direct democracy has now replaced representative democracy, as Parliament is required to answer all the questions that the referendum did not. The conduct of the referendum reflected the worst aspects of Britain's political culture of sterile adversarialism. Both left and right have shared assumptions about governing that have made it difficult to develop a culture of democratic citizenship. The political system still reflects its pre‐democratic origins (as in the survival of a House of Lords and the obsession with titles) and the role of money in politics represents a form of corruption. Institutional reforms depend for their success on the nurturing of a democratic culture, which is a task for many hands.  相似文献

Democratic theory hears silent citizenship as disengagement or disempowerment. Normatively, silent citizenship evokes the specter of civic passivity – of democratic citizens variably characterized by apathy, disaffection, selfishness, or a lack of political knowledge. Empirically, silent citizenship is linked to deficits of democracy – including voter turnout rates, the quality of political representation, and overall government responsiveness. One problem with these conclusions, however, is that we lack any systematic conceptualization of the range of different attitudes democratic citizens might hold in silence. This article seeks to fill in this conceptual gap by mapping the range of possible motivations for citizens to remain silent in developed liberal democratic systems. The key to doing so, I argue, is to distinguish between two measures of democratic citizenship: empowerment and communication. Separating these two measures reveals an entire spectrum of motivations for silence, which I organize into five distinct degrees of silent citizenship.  相似文献

Focusing on the past 25 years in three central arenas of political, social, and civil rights, this article engages in the current debate over policy change and the direction of German politics by analysing the issue of gender equality. Combining T.H. Marshall's concept of citizenship and Hall's analysis of policy change, I obtain a two-level framework that differentiates between policy changes and categorises reform in Germany in three different domains. The case studies are: quotas in political representation (political citizenship), women and reconciliation policy (social citizenship), and anti-discrimination policies (civil citizenship). Comparing policy change across domains demonstrates that change in these three arenas has occurred to different degrees and for different reasons; electoral competition has fostered policy change in representation, while the male-breadwinner model has slowed down reform for reconciliation of family and employment. A conservative affirmative action regime stands in opposition to individual anti-discrimination and limits potential change. This comparison across domains defines the dependent variable ‘policy change’ in a more nuanced way, helping to pinpoint and differentiate specific areas of reform.  相似文献

Patterns of interdependence among and between citizens add an additional level of complexity to a comparative analysis of democratic politics. In this article we examine communication and disagreement among citizens in Japan and the United States. We argue that a majoritarian bias in political communication operates in both settings, but it tends to perpetuate a system of one-party dominance in Japanese politics. Comparative studies of democratic citizenship have focused generally on the variation across national contexts in the political beliefs and values held by individuals. Our argument is that citizenship and the alternative cultures of democratic politics have less to do with the idiosyncratic beliefs and values that individuals carry with them and more to do with the contextually embedded nature of political communication. We address these issues using two community-based studies, one conducted in South Bend, Indiana, in 1984 and the other in Bunkyo Ward, Tokyo, in 1997.  相似文献

This essay aims to re-evaluate the quality of democratic consolidation in South Korea from a participatory democracy perspective. In order to do so, I, drawing on Barber's theory of strong democracy, redefine democratic consolidation in terms of the active citizenship and political dynamism that it breeds rather than in terms of stability, which overly prefers a liberal-pluralist, yet inherently conservative, civil society to a more vibrant and sometimes intractable form of civil society. Understanding democratic consolidation as an open-ended, non-teleological, and perennial struggle for citizenship, I then focus on the Koreans' collective response to the deaths of two teenage girls struck by a US military vehicle in 2002 to explore how Koreans critically re-evaluate their collective identity and actively repossess citizenship in civil society through the inculcation and practice of ch?ng, the Koreans' familial affectionate sentiment. I conclude by presenting “affectionate citizenship” as the most practicable model for Korean democracy.  相似文献
