The main purpose of this article is to establish to what extent migration from Bulgaria and Romania to Spain first, has a temporary and circulatory or a long-term and permanent nature, and secondly, responds to family or individual strategies. Several indicators are analysed: demographic composition; family reunification processes; migratory strategies within the family framework; the age of immigrants' children; and the frequency of movements between the destination and origin. The article demonstrates that many immigrants do not follow family reunification strategies but rather adopt individual strategies and that long term migration is the predominant pattern.  相似文献

This article examines renewable energy policy in Bulgaria and Romania (2007–17) and the reasons behind the unexpected rapid growth in renewables followed by a policy reversal. While we find strong formal compliance with EU legislation regarding targets for renewable energy, an examination of institutional change and policy dismantling in both countries finds that this was not supported by a paradigmatic policy change or a transformation of the energy system. Veto players worked to dismantle renewable energy policy once targets were reached. We use insights from the intersection of socio‐technical systems and historical institutionalist literatures to explain policy dismantling in the energy sector. In doing so, we develop a socio‐technical account of renewable policy in Romania and Bulgaria. We show that this is related to the historically conditioned, path‐dependent processes of institutional change, where energy materiality shapes the parameters of political possibility and the costs of policy implementation.  相似文献

This paper traces the origins of the different monetary regimes adopted in Bulgaria and Romania in 1996–97 and examines their performance during the EU accession. The findings indicate that the constraints of the currency board in Bulgaria shifted economic activity towards the private sector, while the discretionary policies in Romania turned public finances into both a contributor and a response mechanism to economic imbalances. While the prospects of EU accession initially enhanced the performance of the monetary anchors, the implicit insurance of EU membership increased moral hazard and led to a rapid rise in private and public debt. The paper also explores the historical parallels between the monetary regimes of Bulgaria and Romania in 1996–97 and 1925–1940.  相似文献

The article analyses the process of EU enlargement with reference to the progress that Bulgaria and Romania have made within it. It is argued that leaving them out of the wave of accession finalised in May 2004 for ten of the candidate states, has placed them in a situation of double exclusion. Firstly, their geographical belonging to the region of Southeast Europe has been rendered non-essential by their advanced position within the EU enlargement process. Secondly, their achievement in economic and political transition has been removed from the progress of the ten states, which joined the EU in May 2004 by delaying the time of their accession. As a result, any efforts in regional cooperation and integration between Bulgaria and Romania on one hand, and other Southeast European states on the other, have been effectively cancelled. Moreover, in current European politics, the two countries have come to serve the unenviable role of exemplifying on the part of the European Union how progress is being awarded and hesitation punished.  相似文献

This article investigates the educational attainment, employment and living conditions of young Roma adults in Bulgaria, Hungary and Romania with the aid of national generations and gender surveys and other sources of information. It shows that in spite of a small improvement in the educational attainment of young Roma in comparison to the generation of their parents, the educational achievement and employment gaps have increased considerably during the post-communist period. The article also compares living conditions of the Roma with other population groups. It concludes with a discussion of policy challenges.  相似文献

This paper focuses on the current political and socio-economic situation in the two most recent EU member states, Bulgaria and Romania. Overall, the post-accession period in both countries has been comparable to that in the East-Central European members that had joined the Union on 1 May 2004. However, there have been some significant differences in the post-accession path of Bulgaria and Romania, which set them apart from the rest of the EU-10, as well as among themselves. For instance, the problem of corruption has been a particularly salient theme for the political elites of both countries and it led to the paralysis of the cabinet in Romania during the first year of its membership and to the rise of powerful populist alternatives in Bulgaria. What has probably been even more distinguishing in the cases of Bulgaria and Romania is their apparent inability to swiftly deal with the political and social challenges emerging after accession, as well as to adequately respond to the process of Europeanization. The main reason for this has been the unfinished political and socio-economic transformation of both countries, accompanied by the consolidation of certain ‘reserve domains’, occupied by the former secret services and semi-mafia structures.  相似文献

The purpose of this article is to clarify the relationship between forms of political legitimacy employed by communist regimes in East and Central Europe and subsequent models of revolutionary change in 1989. The conceptual basis of the analysis lies in Max Weber's theoretical framework of legitimacy. The four cases selected for comparison are Bulgaria, Hungary, Poland and Romania. The attempts of de-Stalinization and reformation of these party-state regimes through the introduction of paternalistic and also more goal-oriented measures could not prevent their disintegration in the 1980s and their subsequent collapse in 1989. But, I argue, it was the withdrawal of ideological support by elites that ultimately brought communism to an end. The differences in revolutionary scenarios and transitions to democracy in the four cases indicate the importance of a shift in both rulers and masses towards interest in dialogue and compromise. Hungary and Poland represent the clearest scenarios in which communist parties acted as agents of regime change in a rational-legal direction. The Bulgarian case stands as an intermediary case between these two and Romania. Finally, Romania represents an extreme case of violent revolution and the overthrow of a traditionalist and sultanistic regime and illustrates the difficulties following a complete collapse of political authority.  相似文献

This article examines judicial reforms in the new member states of the EU in a comparative perspective. It explores the interactions between domestic and European actors in the Czech Republic, Poland, Hungary, Romania and Bulgaria and explains why the EU has had a differential impact on the way the principle of judicial independence has been implemented nationally. The differential impact of the EU is explained by considering both the nature of EU conditionality and the relationship between the judiciary and the political actors at the domestic level. The comparison reveals that the power of the EU is greater when tensions at the domestic level between judicial and political actors increase.  相似文献

Abstract

This article examines why incumbents facing non-violent demonstrations resign or remain in office. It presents a theoretical framework to analyse five major anti-government protests in Bulgaria (1990–2014) and select protests in Serbia, Romania and Macedonia. Incumbents remain in office if they perceive both the extra-institutional and electoral threats to them as low and unlikely to increase. They resign if either threat is high or increasing. To remove incumbents from power, peaceful protesters must employ an electoral strategy. This article builds on the social movement and colour revolution literatures, while underscoring the relationship between barricades and ballots.  相似文献

The Democratic Alliance of Hungarians in Romania (RMDSZ) has been the most stable actor in the Romanian party system over the past two decades. However, in this article, we argue that beyond this apparent stability, the linkages between RMDSZ and its voters have undergone a gradual, yet significant shift. The ethnic block voting of Transylvanian Hungarians was closely connected to the concept of a self-standing and parallel “Minority Society,” and to the practices of institution building that the minority elites engaged in in the early 1990s. However, since its first participation in the Romanian government in 1996, RMDSZ has gradually departed from this strategy, a phenomenon that was also closely connected to a process of elite change within the organization. The present RMDSZ leadership puts less and less emphasis on policy programs that could reinforce the institutional system of the minority; consequently, it is unable (and unwilling) to organizationally integrate the community activists of the minority society who previously had played a key role in the process of (electoral) mobilization. At the rhetorical level, RMDSZ did not abandon the goal of building a parallel Hungarian minority society, but in its linkages to the Hungarian electorate, clientelistic exchanges have become predominant.  相似文献

This paper posits that a great deal of cross-national variation in clientelistic investment strategies can be explained through an examination of the different forms of risk faced by the political elite of different types of regimes. It also maintains that demand from clients/potential clients is, by itself, insufficient to explain the level or scope of clientelistic investments. The argument is advanced through an examination of the linkages (and non-linkages) between patrons/potential patrons and clients/potential clients amongst the ethnic Uzbek populations of Tajikistan and Kyrgyzstan. In Kyrgyzstan, a semi-authoritarian state, electoral risk predominates; however, the character of electoral risk in Kyrgyzstan provides Uzbek members of the political elite with an incentive to diversify their clientelistic investments. Consequently, many engage in direct exchanges with their constituents while simultaneously investing in private, cultural organizations that serve party-like functions. Alternatively, in contemporary Tajikistan, best described as an authoritarian state, electoral risk has been replaced with the risk of expulsion from the presidential clientelistic network. As a result, members of the Tajikistani political elite have a disincentive to publicly invest in constituent clients as this investment may increase the risk of expulsion.  相似文献

This article explores the status of Turks in Bulgaria under the transition from Communism to post-Communism. After a summary of the demography of the Turkish population in Bulgaria, the paper focuses on developments in three specific areas: religious, political, and educational issues. For each issue a brief historical background is given but the emphasis is on developments since 1989. Since the article is an expanded version of a presentation on East European Linguistic Minorities, the issue of Turkish language and Turkish language education in Bulgaria is discussed in greater detail than religious and political issues. Using cross-national governance indicators and evidence from a recent Bulgarian survey, this essay examines political reforms in Bulgaria and Romania since EU accession and, in particular, the ‘backsliding’ hypothesis—that these countries have abandoned or reversed the reforms they introduced in order to qualify for membership of the European Union. It finds no systematic evidence either that these countries have been backsliding or that their trajectories differ significantly from their first-wave Central and East European neighbours, though governance reforms have slowed after accession. The second part of the essay focuses on the mechanisms responsible for the lack of significant backsliding, emphasising the role of continued conditionality through the safeguard clauses, EU funding and increasing linkage between new and old EU members, including opportunities for East Europeans to work and travel in Western Europe.  相似文献

The structural funds were designed to give the European Commission supranational control over where regional aid was spent. In this article, we argue that domestic ‘pork-barrel’ politics determine which regions are awarded regional aid in the new member states of Eastern Europe. Support for our argument comes from a dataset that includes 1,688 European Regional Development Fund grants to Latvia's 118 regions and 1,533 pre-accession Phare awards to Bulgaria's 264 municipalities. In both Bulgaria and Latvia, we find that regional aid projects went to wealthier not poorer localities, and to those that supported coalition parties in the previous election.  相似文献

Abstract

The Bulgarian government is involved in sub‐version of Western governments, almost certainly orchestrated in Moscow, involving drugs, weapons, and terrorism. Despite U.S. efforts to work with Bulgaria to curb the illicit traffic of drugs and weapons, cooperation has been virtually nil. This has prompted some members of Congress to probe Bulgaria's motives, and on February 26, 1985, Senator Alphonse D'Amato introduced a bill, S. 515, the Bulgarian Interrelation Review Act, directing the President to conduct a comprehensive review of U.S. policy toward Bulgaria. This article analyzes that legislation, the dimension of the drugs and terrorism connection in Bulgaria, and offers further recommendations in dealing with the issue.  相似文献

This article analyses the inter-relationship between political identity, public memory and urban space in South-east Europe through a case study of Parcul Carol I (Carol I Park) in Bucharest, Romania from 1906 to the present. The article analyses how the urban cultural landscape has been reshaped to support the political ambitions of three successive regimes—Romania as a kingdom and liberal constitutional monarchy (1881–1938); state-socialist Romania (1947–1989); and the post-socialist Romanian state from 1989. The article highlights complex continuity from the state-socialist period under post-socialism, rather than destruction of the landscape of state-socialism, combined with the return of pre-socialist landscape elements. The article argues for the need for studies of the fate of state-socialist urban landscapes under post-socialism which consider the complexities introduced by the persistence of landscape elements from the pre-socialist and state-socialist periods and their combination with pre-socialist and post-socialist landscapes to produce hybrid memory-scapes and spaces of the nation.  相似文献

The impact of ageing on community well-being has been part of the policy discourse in the West, but it is a relatively new problem for the post-socialist countries in Eastern Europe. This study focuses on the patterns of ageing in rural Romania and Bulgaria, offering a holistic view of vulnerabilities, including persistent rural disadvantages, ageing in the countryside and the post-socialist transformation. Aggregate statistics and community case studies reveal the links between demographic processes and community development. This paper contributes to the country-specific analysis of the ageing European periphery in the context of social cohesion as a fundamental European goal.  相似文献

Despite many institutional features being changed during the post-communist transition, the regional administration in Romania witnessed a very limited change in post-communist times. Although it was a total political failure, the recent reshaping of the regional administration triggered a vivid public and scholarly interest on the matter. The purpose of the article is to shed new light on political constraints operating when it comes to reshaping regional design in Romania. Whereas official arguments pointed towards the necessity to address EU conditionality, the reshape was more likely underpinned by the government’s attempt to gain electoral advantages in the local elections scheduled for 2012. The decisive opposition made to the project by the Democratic Alliance of Hungarians in Romania (Uniunea Democrat? a Maghiarilor din Romania) reveals the importance that ethnic factors have played in this context.  相似文献

The aim of this paper is to emphasize the role of institutions to attract FDI in 11 former communist European Countries: eight new members of the European Union (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia) and three candidates to a future enlargement (Bulgaria, Croatia and Romania). In a first step we proceed to an analytical framework to understand the link between transition, institutions and FDI. In a second step we test an empirical model based on pooled data. The results of our empirical test confirm our expectation that FDI is sensitive to specific and local institutional arrangements.  相似文献

How do we explain high rates of investment in the production of oil palm in Indonesia under conditions of legal uncertainty and uneven protection of property rights? This article argues that what are commonly seen as deficiencies in the formal institutional environment actually enabled investment, but only when informal institutions were able to provide investor assurances. Although the finding that informal institutions provide investor assurances is not new, this study addresses outstanding questions about how such informal institutions work. An examination of the micro-level details of informal institutions in the oil palm industry shows that informal institutions frequently grouped under umbrella terms such as ‘patronage’ or ‘relational ties’ are not uniform. Rather, two types of informal relational tie operate to provide investor assurances: clientelistic and co-investment. Although they serve similar purposes, clientelistic ties work well only under restrictive conditions and are vulnerable to decay. Co-investment, in contrast, is a more robust informal institution, especially when political power is fragmented. Although co-investment provides investor assurances under conditions of legal uncertainty, it remains a particularistic solution and does not guarantee generalized public interest protections.  相似文献
