One of the core principles of EU interventions under the Common Security and Defence Policy (CSDP) has been local ownership. While the EU takes pride in fully respecting this principle, the existing research suggests that the implementation has been far from smooth. However, we still know very little how this principle is conceptualised and operationalised, let alone why its implementation has been so difficult. Drawing on document analysis and 27 in-depth interviews, the article makes 3 arguments. First, ownership is increasingly construed in the EU policy rhetoric as a middle ground between imposition and restraint. Second, in practice, ownership is operationalised as an externally driven, top-down endeavour, resulting in the low degree of local participation. Third, in addition to the obstacles normally faced by other peace-builders, the EU’s efforts to implement ownership are constrained by the politics and policy-making of CSDP. The arguments are illustrated in a case study of the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP Nestor).  相似文献

ABSTRACT

Security Sector Reform (SSR) is an important element of the EU’s external intervention toolkit. In an increasingly uncertain global security environment, the EU has currently stepped up its SSR endeavours. However, success of these efforts largely depends on the EU’s capabilities in navigating complex context-specific challenges. In particular the EU needs to be able to simultaneously address the functional and normative-societal imperatives that underpin SSR. This article considers the case of the EU’s ongoing SSR mission to Ukraine – the European Union Advisory Mission (EUAM). It asks, what are the unique context-specific challenges faced by EUAM in Ukraine? How do these challenges influence the EU’s ability to satisfy both the normative-societal imperative of SSR through the EUAM? This article mainly relies on secondary data, and applies a “Whole of Society” approach to conflict prevention and peacebuilding (WOS). Amidst a situation of ongoing multiple armed conflicts and EU-Russian relations of mutual dependence, a key finding is that the mandate of the mission has become more narrow and exclusive by sacrificing vertical coherence and the normative-societal imperative. We recommend EUAM adopt a more “revolutionary” approach to SSR, by adhering to key SSR normative principles so that the mission can overcome the challenges of the unique reform environment of Ukriane. This will also make it able to contribute more meaningfully to the wider reform process in an effective and sustainable manner.  相似文献

This article examines the little explored issue of non-state actor (NSA) participation in the European Union’s (EU) Common Security and Defence Policy (CSDP). Despite the fact that NGOs and civil society are shielded from formal access to CSDP, EU staff in both Brussels and the missions engage with them informally. Drawing on interviews with policy-makers and NSA representatives, the article analyses the practices of the EU in its engagement with NSAs, focusing on civilian missions in Georgia and Palestine. It shows that such engagement is more intense during implementation at the level of CSDP missions rather than during policy-making in Brussels. It argues that a combination of rational choice-based (functional needs of policy-makers and intensity of NSA advocacy) and constructivist (organisational and individual cultures) explanations helps us better understand why CSDP structures open up to NSAs. The article contributes to the nascent academic and policy debate on EU–civil society cooperation in CSDP and, more broadly, to the studies of informal governance in the EU and NSA participation in international organisations.  相似文献

This article analyses what may be termed as the European Union's (EU) post-liberal approach to the Moldova–Transnistria conflict. Since 2003, within the ENP framework, the EU has become increasingly committed to its transformation. Such an engagement is further confirmed by the establishment of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) in 2005, aimed at building confidence between the parties, stimulate their economic interdependence and change perceptions about the conflict. The mission's outcomes are moving beyond its technical scope, supporting the conflict peaceful transformation. The focus on bottom-up initiatives and local engagement allows for a broader understanding of the complex dynamics underlying the conflict, which together with the high-level negotiation process may provide a holistic approach to its resolution and increase the likelihood to reach a sustainable settlement.  相似文献

Abstract

This article will analyse the challenges facing the Common Security and Defence Policy (CSDP) through an evaluation of the impact that differing member state strategic cultures have on the EU Battlegroup Concept, highlighted through the examples of Germany and Poland. The concept was initiated to give the EU an increased rapid reaction capacity. However, as emphasised through the cases of Germany and Poland, divergences in EU member states' strategic cultures remain, including when, where and how force is used. When this is combined with the cost of plugging military capabilities' gaps, the political willingness to deploy a Battlegroup can be affected. Whilst the article highlights that the role that member states want to play within CSDP as well as international expectations can override constraining factors, the Battlegroups rely on a rotation system. As some member states are more willing to deploy the Battlegroups than others, the concept risks becoming a declaratory policy thus undermining CSDP.  相似文献

Drawing upon the Foucauldian approach of governmentality, this article argues that the democratic deficit of the EU's Common Security and Defence Policy (CSDP) is the outcome of how governmental power flows in CSDP governance and more precisely within the governance practices of the policy. To support this argument, the narrative explores the secrecy/confidentiality, informality and normalisation of the exercise of governmental power in a concrete example of CSDP governance, the recent pooling and sharing initiative. The example shows that the official makers of CSDP pursue efficiency of governance to the detriment of the democratic quality of the policy, and this is related with the productive and expansive rationality of governmental power flowing in and between the EU institutions. Despite the fact that governmentality usually links to structural explanations, allowing limited space for the role of agency in politics, the article concludes with reflections on how the political agency of the governing EU political subjects contributes to the social construction of the democratic deficit of CSDP.  相似文献

Fifteen years ago, the European Union (EU) launched a Common European Security and Defence Policy (CSDP). Since then, the CSDP has been the focus of a growing body of political and scholarly evaluations. While most commentators have acknowledged shortfalls in European military capabilities, many remain cautiously optimistic about the CSDP’s future. This article uses economic alliance theory to explain why EU member states have failed, so far, to create a potent common defence policy and to evaluate the policy’s future prospects. It demonstrates, through theoretical, case study-based and statistical analysis, that CSDP is more prone to collective action problems than relevant institutional alternatives, and concludes that the best option for Europeans is to refocus attention fully on cooperation within a NATO framework.  相似文献

This article will work towards a multi-level collective action approach for understanding the deployment of Common Security and Defence Policy (CSDP) military operations. It is multi-level because it uses three levels of analysis: firstly, the international level, where events that create threats to certain values catalyze the process leading to the deployment of an operation; secondly, the national level, where EU governments formulate their national preferences towards prospective deployments based on utility expectations; and thirdly, the EU level, where EU member states negotiate and seek compromises to accommodate their different national preferences. The strength of the model will be demonstrated through empirical case studies on the deployment processes of EUFOR Althea in Bosnia and Herzegovina and EU NAVFOR Atalanta off the coast of Somalia. The article will also provide an overview of the existing theoretical literature on the deployment of CSDP military operations.  相似文献

Abstract

Common Security and Defence Policy (CSDP) missions have increased substantially in number, functions and geographic spread since their inception in 2003. Despite their expansion in numbers and scope, especially in the Western Balkans, few systematic assessments of the contributions that CSDP missions make to peacekeeping and peacebuilding efforts have been undertaken to date. This article addresses that lacuna by assessing the contributions CSDP missions have made in recent years to peacekeeping and peacebuilding in the Western Balkans. It explores whether CSDP missions in that region: make an intrinsic contribution to peacekeeping and peacebuilding in those countries or merely profit (or take credit) from the initial groundwork laid by United Nations (UN) and North Atlantic Treaty Organization (NATO) missions; are adequately coordinated within the European Union (EU) and between the EU and other international organisations, including NATO; are sufficiently embedded or effectively linked to other EU instruments, such as the Stability and Association Process to the Western Balkans; and engender adequate elite or public support or ‘ownership’ in these countries.  相似文献

Common Security and Defence Policy (CSDP) police/rule of law missions in the Western Balkans are increasingly guided by externally imposed normative agendas that respond primarily to EU internal security needs rather than functional imperatives or local realities. In line with these needs, EU police reform efforts tend to prioritise effectiveness and crime fighting over longer- term democratic policing and good governance reforms. In practice this means that police reform initiatives are technocratically oriented, yet value ridden fitting EU security concerns and needs. As a result, the police reform process can be—and often is—disconnected from the political and socio-economic reforms necessary for long-term stability and sustainable peace. Police assistance in Bosnia and Herzegovina has been shaped by a determined albeit questionable focus on organised crime and corruption. The focus of EU police reform in Macedonia on primarily crime-fighting aspects of policing has compromised thefunctioning of the Macedonian police. Similarly, the politics of (non-)recognition of Kosovo's self-proclaimed independence and the intrusiveness of EULEX Kosovo's executive mandate contravene meeting local challenges.  相似文献

The European Union Training Mission (EUTM) in Somalia, the EU’s mission to contribute to the training of the Somali Security Forces, was deployed in April 2010 and extended for another 12-month period in July 2011. Despite the positive assessment of the outcome of the first training period, the overall feebleness of Somalia’s Transitional Federal Government puts the political feasibility of the mission into question. EUTM Somalia can be subjected to many of the same criticisms as the liberal peacebuilding agenda in general for trying to contain rather than resolve conflict and maintaining a top-down perspective which ignores organic, indigenous local structures.  相似文献

This article examines how the defence component of the Common Security and Defence Policy (CSDP) has been revisited over the last few years. It argues that while the CSDP has grown predominantly as a security – rather than defence – policy, the latest developments that include the creation of a military headquarter, the launching of a Permanent Structured Cooperation (PESCO) and the new role for the European Commission in defence funding, attest to an evolution towards a more central EU defence policy. In the meantime, the article points to some structural impediments to the materialisation of European defence. The momentum says little about the form and finality of military operations that EU states will have to conduct so as to give a meaning to defence in a European context. Moreover, persisting divergences in the EU member states’ respective strategic cultures and institutional preferences – notably vis-à-vis NATO – are likely to continue to constrain European defence self-assertion.  相似文献

The external dimension of European Union (EU) border management cooperation has recently been developed, in particular through the promotion of integrated border management (IBM). The European Commission has been keen to foster IBM, an attempt to reach EU standards in the absence of an EU common border service. Integrated border management is regulated under the Treaty of Lisbon, and the Stockholm Programme calls for its further development. This article analyses and compares the policy instruments promoting IBM standards beyond EU borders, namely the European Agency for Operational Cooperation at the External Border of the Member States of the EU (FRONTEX) (with the signature of Working Arrangements with the border services of third countries) and the activity of the EU Border Assistance Mission to the Republic of Moldova and to Ukraine (EUBAM) at the Ukrainian–Moldovan border. Moreover, it provides an empirical account of IBM activity carried out in the Eastern Partnership and Russia, and explains the reasons underlying the lack of IBM promotion in the southern Mediterranean countries.  相似文献

In 2014, the European Union (EU) launched the sixth review of the Athena mechanism that finances the common costs of military operations launched in the framework of its Common Security and Defence Policy (CSDP). In the run up to the review, there were expectations that it would improve financial burden sharing in CSDP operations by expanding common funding for them. However, these hopes were disappointed; the review became a diplomatic tug of war between France, the strongest supporter of expanded common funding, and the UK, its strongest opponent. In the end, France agreed to the UK's terms to ensure that the existing level of common funding would not decrease. This article analyses the Athena review from a neoclassical realist perspective. It argues that the review's outcome was due to the imbalance of influence among EU member states and the diverging preferences of their Foreign Policy Executives (FPEs). These factors caused the Athena review to remain in the hands of a small group of member states that had diverging utility expectations and ideological preferences. Thus, the article shows that a surprisingly intense burden-sharing dispute has emerged within CSDP.  相似文献

The EU's Common Security and Defence Policy (CSDP) requires parliamentary accountability. At present, as CSDP-related decisions are increasingly taken in the framework of the UN or the EU, neither the European Parliament (EP) nor national parliaments are able to hold decision-makers accountable. Interparliamentary cooperation can provide added value in bringing about parliamentary scrutiny of CSDP. Nevertheless, despite an official agreement, the EP and national parliaments have different views on what such interparliamentary cooperation entails. There are five conditions – cooperation and complementarity among parliaments, conferential dialogues, coordinated agendas, and comprehensive and comparative scrutiny – that have to be fulfilled to create added value for interparliamentary cooperation on CSDP matters.  相似文献

The language of human security has been prominent in the European Union's (EU) official discourse for a number of years. However, whilst it has been promoted as a new approach for the EU in the development of its security and defence policy, the aim of this article is to assess the extent to which it actually features in the EU's contemporary strategic discourse and practice. It seeks to uncover where and how the concept is spoken within the EU's institutional milieu, how it is understood by the relevant policy-makers in the EU and the implication of this across key areas of human security practice. It is argued in the article that human security has not been embedded as the driving strategic concept for Common Security and Defence Policy (CSDP) in an era of crisis and change in Europe and beyond and that the prospects for this materialising in the near future are rather thin.  相似文献

Since the adoption of UNSCR 1325, more female peacekeepers are participating in peacekeeping missions than ever before. Nevertheless, the current literature on peacekeeping effectiveness is largely gender neutral, discounting the unique role female peacekeepers may play in peacekeeping operations. This article addresses this missing piece in the literature by assessing how female peacekeepers and locals view the role of women in peacekeeping operations. Using interviews and focus groups conducted with peacekeepers in the UN Mission in Liberia (UNMIL) and original surveys conducted in Liberian communities, it finds that there is an “access gap” that prevents female peacekeepers from fully contributing to the mission’s operations and therefore prevents the peacekeeping mission from reaching its full potential. The findings have broader implications for how to improve peacekeeping missions’ effectiveness moving forward.  相似文献

This article examines the limited Europeanization of contemporary Portuguese security policy and highlights how the persistence of North Atlantic Treaty Organisation (NATO) and the emergence of the Lusophone world have shaped Portuguese participation in the European Union's (EU's) Common Foreign and Security Policy in recent years, particularly in Common Security and Defence Policy (CSDP) missions in Africa and in the European Defence Agency's co-operation activities. Europeanization's conceptual weaknesses, combined with the mutually reinforcing nature of transatlantic, EU and Lusophone security co-operation, have reinforced the ambiguous nature of what a “Europeanized” vision for European security might look like, especially given long-standing loyalties to NATO. This affords states considerable margin for manoeuvrability in defining their security priorities, so long as they are seen as being broadly consistent. This article reassesses the appropriateness of the Europeanization concept and shows how Portugal has approached this strategic balancing act, supporting the development of the EU's CSDP whilst remaining loyal to NATO and seeking to develop security relations in the Lusophone world, achieving legitimacy by stressing complementarity and multilateralization in security co-operation.  相似文献

ASBTRACT

My article addresses the role of the two post-Lisbon High Representatives (HRs), Catherine Ashton and Federica Mogherini, in EU approach to the Eastern neighbourhood. Adopting a broad conceptualisation of EU foreign policy and drawing on the scholarly literature on new intergovernmentalism, it focuses on events that marked the HRs' mandates in the cases of Kosovo and Ukraine. In the case of Kosovo, it examines the HRs' role in the conclusion of the so-called Brussels Agreement (April 2013); and of the August 2015 agreements. In the case of Ukraine, it reconstructs how the HRs dealt with the events leading up to the November 2013 Vilnius Summit; and with those leading up to the conclusion in February 2015 of the Minsk II Agreement. The article argues that the European Council exerts tight control over the post-Lisbon HR, and EU foreign policy-making processes more generally. Nonetheless, the empirical analysis demonstrates that, under certain circumstance, the HR can significantly influence EU foreign policy in the post-Lisbon era.  相似文献

Abstract

This article argues that many of Ukraine's problems are long-standing and remain unresolved because government policies are virtual (i.e. do not conform to official documents or statements) thereby reducing the effectiveness of the West's (here understood primarily as NATO and the EU) engagement with Ukraine and the ability of Kyiv to pursue its declared foreign policy objectives. The article discusses Ukraine's relations with the West through cycles of Disinterest, Partnership and Disillusionment. Under Presidents Leonid Kravchuk and Leonid Kuchma three cycles equated to Kravchuk's presidency (Disinterest, 1991–94), Kuchma's first term (Partnership, 1994–99) and second term (Disillusionment, 2000–04). Three cycles partially repeated itself during Viktor Yushchenko's presidency with Partnership (2005–06) after the Orange Revolution followed by Disillusionment (2007–09), often described as ‘Ukraine fatigue’. US Disinterest in Ukraine from 2009 is an outgrowth of the Barrack Obama administrations ‘re-set’ policies with Russia resembling the ‘Russia-first’ policies of the early 1990s George W. Bush administration. US Disinterest covers the late Yushchenko era and continued into the Yanukovych presidency. The West held out a hope of Partnership for Viktor Yanukovych following his February 2010 election after taking at face value his claim of becoming a more democratic leader, compared with during the 2004 elections, coupled with an expectation he would bring political stability to Ukraine. Partnership quickly evaporated into Disillusionment the following year.  相似文献
