Only two years after the critical elections of 27 March 1994, the Italian parliamentary election of 1996 marks another important step in the transformation of the political class. The extent of turnover is declining, and the renewal of the parliamentary elite shows some signs of stabilization. This article inquires into the differences in the sociological configuration of the new elite, and whether this means that new consolidated pathways to the parliamentary elite now already exist. The article analyzes the distribution of freshmen in the political class, the return of old backbenchers in the new political parties, the social and occupational background of MPs and, finally, their local and political experiences. In the final section, the article discusses some hypotheses about the perspectives on the recruitment of Italian MPs, focusing in particular on the effects of the structural crisis of political parties and the introduction of the plurality system. An empirically–derived typology of professionalization patterns is also provided.  相似文献

This article develops a cognitive institutionalist account of mass and elite evaluations of political ethics, which is tested on a new dataset from the United Kingdom. The analysis explores the extent of contemporary disagreement among British political elites and those they represent by comparing responses to questions asked in a representative survey of the public with similar questions asked of incumbent MPs and parliamentary candidates. There are systematic differences between members of the public, candidates and MPs at both aggregate and individual levels – differences which can be accounted for with reference to the framing effects of Parliament as an institution. Candidates for parliamentary office display significantly more tolerance of ethically dubious behaviour than other members of the public. Within the elite category, elected MPs exhibit more permissive ethical standards than those candidates who are unsuccessful.  相似文献

This article investigates the determinants of parliamentary support for international fiscal aid. Departing from the literature on presidential systems, it analyses an exemplary case of a parliamentary system, Germany. Two theoretical accounts are distinguished. The first perceives MPs as policy-seekers and focuses on the positioning of government and opposition parties and individual MPs on an economic left?right and a pro- versus anti-EU dimension. The second regards MPs as vote-seekers and presumes an electoral district connection. The statistical analysis of a new data-set containing information on 17 Bundestag roll-call votes from 2009 to 2015 finds support for the first account: voting in favour of fiscal aid measures is mainly driven by government membership and EU support. By contrast, neither economic ideologies, nor district or mandate characteristics influence support for fiscal aid. The article contributes to a growing literature on the domestic politics of international political economy.  相似文献

The Belgian party-archy violates the ideal-type chain of parliamentary delegation in many ways, insofar as political parties play a predominant role at each stage. They channel the delegation of power from voters to MPs, from Parliament to the cabinet, from the collective cabinet to individual ministers, and from ministers to their civil servants. Hence, they can be considered the effective principals in the polity, and many actors of the parliamentary chain of delegation, such as MPs, ministers, and civil servants have been reduced to mere party agents. The extreme fragmentation of the Belgian party system in combination with its increasing need for multilevel coordination have further enhanced the position of political parties in the Belgian polity. Yet, at the same time (since the early 1990s), Belgium has also witnessed a gradual decline in the informal system of partitocratic delegation and clientelistic excesses, thereby giving back part of their autonomy to some formal agents, such as the cabinet, top civil servants and some MPs. Still, one can wonder whether these corrections are sufficient to counter the strong outburst of public dissatisfaction with the way parties have run the country in past decades.  相似文献

Why are certain Members of Parliament (MPs) more likely to get re-candidacy for national legislative elections, therefore having the possibility to continue their career? This article answers this question by comparing political elites' long-debated explanations with more legislative behaviour-related factors. By focusing on more than 25 years of the Italian Lower House's history, we have built a novel dataset on the legislative behaviour and career patterns of more than 3500 Italian MPs. A multilevel logistic regression analysis shows that, with the exception of party switching, legislative behaviour does not seem to exert a significant impact on MPs' re-candidacy. On the contrary, the career status of parliamentarians, i.e., their parliamentary position or their ministerial historical record, strongly influences their chances of obtaining re-candidacy.  相似文献

This article scrutinises delegation and accountability in Iceland. In a healthy democracy, the representatives serve the wishes and interests of the main principal, the people. In an ailing democracy, the agents of the people primarily serve themselves.
The main conclusions are as follows. First, the semi-presidential constitutional framework places the voters in a central role. They vote in two systems, electing MPs in the parliamentary system and the president by a national vote. The open primary, adopted by the main political parties, gives the voters the opportunity to participate in the selection of candidates in parliamentary elections. The central role of the voters is, however, often made difficult by the fluctuation and complexity of this dual system of representation. Second, citizen control through party organisations and party membership has all but disappeared. Instead, political parties cater to the fickle electorate and produce government policy aiming at economic stability and economic growth. Third, external constraints – the political presidency, judicial activism and Iceland's membership of the European Economic Area – all weigh in and sometimes override decisions reached by the parliamentary system of government.
The final conclusion is that the Icelandic system of governance has become a rather messy and complicated political arrangement, thereby resembling the situation in other modern democracies.  相似文献

Abstract. Unlike most European countries, party leadership roles in Britain are largely concentrated into the hands of one person. The pattern was established in the nineteenth century, when the posts of Prime Minister and party leader were intertwined, and has been maintained by the modern parties. Each of the main British parties has changed its method of selecting its leader in the last thirty years and between them the parties use, or have used relatively recently, the four basic methods of selection—by the party elite, by parliamentarians, by activists and by party members. The broad trend has been for the parties to make their procedures more open and participatory. While this pattern has reflected the 'spirit of the age' the major reasons for the change have been political considerations. The Conservatives changed from selection by party elites to selection by MPs in an attempt to modernise their image. Labour adopted an electoral college as a result of power struggles between left and right in the party. The Liberals eventually accepted that it was not sensible for their leader to be selected by just a dozen or less MPs (and the Social Democrats and Liberal Democrats duly followed this logic). Despite the adoption of more open procedures the selectorates are still relatively small (with only the Liberal Democrats involving all members), while control over the process of nomination remains firmly in the hands of the MPs. One consequence of this is that British party leaders have been characterised, above all, by the extent of their parliamentary experience. Within that characteristic, however, the detailed rules of the different selection procedures have been crucial in determining which particular parliamentarians would emerge.  相似文献

This article analyses the drivers of individual dissent in floor voting in parliamentary regimes. It focuses on the effect of ideological heterogeneity in legislative parties on individual MPs’ voting behaviour, as well as the different incentives caused by the differing consequences of defection and abstention. Combining individual-level survey and voting data from the Swedish Riksdag, neither of which is subject to selection bias, the study overcomes several limitations of previous research. It shows that MPs’ decisions to dissent are partly driven by ideological differences with their party, but also by the imperatives of maintaining a government majority in a parliamentary regime, along with the level of influence MPs exert on legislation. It also highlights the importance of distinguishing between abstaining from voting and defecting. Merely pooling the two oversimplifies the behaviour of MPs.  相似文献

Abstract

A legislature’s ability to engage in oversight of the executive is believed to derive largely from its committee system. For example, powerful parliamentary committees are considered a necessary condition for the legislature to help police policy compromises between parties in multiparty government. But can other parliamentary instruments perform this role? This article suggests parliamentary questions as an alternative parliamentary vehicle for coalition parties to monitor their partners. Questions force ministers to reveal information concerning their legislative and extra-legislative activities, providing coalition members unique insights into their partners’ behaviour. In order to test our argument, we build and analyse a new dataset of parliamentary questions in the British House of Commons covering the 2010?2015 coalition. As expected, government MPs ask more questions as the divisiveness of a policy area increases. Legislatures conventionally considered weak due to the lack of strong committees may nevertheless play an important oversight role through other parliamentary devices, including helping to police the implementation of coalition agreements.  相似文献

Most countries struggle to implement CO2 reducing policies. Implementation is politically difficult since it typically forces politicians to trade-off different concerns. The literature on how parties and members of parliament (MPs) handle these trade-offs is sparse. We use structural topic models to study how MPs in an oil dependent environment responded to a shock in the oil price that created spatially concentrated costs of climate policies. We leverage the rapid oil price drop between parliamentary sessions and MPs’ constituency adherence in a difference-in-differences framework to identify if MPs respond differently to variation in the salience of trade-offs. We find that MPs facing high political costs of climate policies tried to avoid environmental topics, while less affected MPs talked more about investments in green energy when the oil price declined. Our results suggest that the oil price bust created a ‘window of opportunity’ for advocates of the ‘ green shift’.  相似文献

This article shifts the analysis of parliamentary oversight tools to the level of the political party, asking how political parties make use of written parliamentary questions. It theorises that the use of parliamentary questions is related to the ideological and electoral competition between political parties, borrowing from theories on issue competition and negative campaigning. It provides an empirical test, using data on written questions from the lower house in the Netherlands (1994–2014). The analysis shows that parties tend to put questions to ministers whose portfolios are salient to them, in line with issue ownership theories. Moreover they ask questions of both ministers from parties that are ideologically distant and those with whom they have considerable electoral overlap in line with studies of negative campaigning.  相似文献

This study addresses the hypothesis concerning the ideological convergence of political parties in light of election campaigns in Finland. The basic expectation is that the parties have become more alike in terms of their orientation vis-à-vis the electorate and in their use of propaganda techniques. The empirical data consists of editorials in the leading newspapers of the four largest Finnish parties in connection with the parliamentary election campaigns of 1954, 1966, 1975 and 1987. The main hypothesis is clearly corroborated, as traditional elements such as class orientation have been replaced by references to the nation at large and to the political elite. A re-ideologization could be noted in connection with the 1975 campaign, followed by a strong de-ideologization in 1987. Despite the virtual disappearance of offensive propaganda techniques, recent campaigns were not found to be decisively less 'propagandists' than the earlier ones.  相似文献

This article seeks to contribute to a better understanding of elite and institutional (in this case parliamentary) changes in times of political transitions, and more specifically, to a better understanding of the political changes currently under way in Germany. In doing so, it illuminates patterns of élite change by looking at the composition of the state diets (Landtage) in the five new federal states which were created in October 1990. The focus is on predictors of explanation in elite recruitment and elite replacement. Elite replacement in 1990 was thorough and continued in 1994. Members of parliament display remarkably similar background and career characteristics within and across states. In turn, commonalities of origin and career have facilitated efficiency in parliamentary work.  相似文献

Research has consistently shown that women are less likely than men to participate in political parties as members and activists; this participation gender gap has persisted despite narrowing gender gaps in education, employment and in other types of political participation.  Yet while the gaps are widespread, their size varies greatly by country as well as by party.  To what extent do party organizational factors help explain these disparities? More pointedly, are there any lessons to be learned from past experiences about party mechanisms which might help to reduce these gaps? To answer these questions, this study investigates grassroots partisan participation in 68 parties in 12 parliamentary democracies, considering whether factors that have been shown to boost the number of women candidates and legislators are also associated with changing the traditionally male dominance of grassroots party politics.  We find evidence of links between some party mechanisms and higher women's intra-party participation; however, because the same relationship holds for men's participation, they do not alter the participation gender gap. Only greater participation of women in parties’ parliamentary delegations is associated with smaller grassroots gender gaps. We conclude that parties which wish to close grassroots gender gaps should not rely solely on efforts aimed at remedying gender gaps at the elite level.  相似文献

In May 2009, revelations made in The Daily Telegraph about the way that MPs had used and abused the House of Commons expenses and allowances regime threw the British political system into turmoil, forced the resignation of the Speaker of the Commons along with a number of implicated MPs, and ignited talk about a crisis in parliamentary democracy and a collapse of public trust in politics. This article explores the events that led to this situation, from the structure of MPs pay and allowance system, the Freedom of Information context that framed the disaster, and the crisis of transparency which the House of Commons has itself precipitated. It argues that, talk of parliamentary reform aside, MPs must radically rethink the way that they approach their representative role and the nature of their broader engagement with the public they claim to serve.  相似文献

The Brexit referendum of 2016 brought a new concept to British politics, namely the ‘people’s will’, one that is seemingly at odds with conventional notions of parliamentary sovereignty, even a threat to its very existence. This article argues that although the device of the referendum is relatively new, the kind of popular control over Parliament and the executive that it invokes has long been a part of British politics. Ranging over 200 years, examples are drawn from the recall and deselection of MPs, mass petitioning campaigns, the role of the Speaker, and the flourishing of independent parties.  相似文献

MPs have not previously been assigned a major role in electoral campaigning, being considered only one element of a political party's ‘marketing’ tools for winning votes. Evidence now suggests that the relationship between MPs and their constituents is changing. The concept of ‘constituency service’ implies that individual MPs can have a much greater influence on local voters and so possibly buck national trends. At the same time the concept of the ‘permanent campaign’ is transforming political campaigning whereby the political elite needs ever‐greater control of the tools used to provide messages to voters. The internet is a potential battleground between MPs who want greater control of their own local campaigning and the party elite who want to ensure a consistent, coherent and controlled message. The Internet is a new addition to the campaigning armoury, yet the focus so far has been on e‐government, e‐democracy and election campaigns. By concentrating on how and why MPs use their websites this paper considers whether MPs have fully understood and utilised this new medium. Key questions include whether their websites are ‘sticky’, interactive and a means of creating a targeted message. The findings of this detailed study of MPs' websites show that apart from a few pioneers, MPs have not progressed beyond using the Internet as ‘shovelware’ — the vast majority view their website as an electronic brochure and not a new form of two‐way communication. Despite extensive research on Eurosceptic challenger parties, our knowledge of their influence on political opposition has so far been sparse. In this article we make an in‐depth assessment of parliamentary EU opposition, based on 4,264 statements made by national parliamentarians in the European Affairs Committees (EACs) of Denmark and Sweden. Our analysis shows that the presence of Eurosceptic challenger parties in the national parliamentary arena impacts patterns and practices of EU opposition significantly. A greater presence of ‘hard’ Eurosceptic parties in parliament is associated with more opposition in EU politics. These parties deliver a vast majority of the polity‐oriented opposition towards the EU and present more policy alternatives than mainstream parties. The findings presented have implications for our understanding of national parliamentary EU opposition as well as for the assessment of the impact of Eurosceptic challenger parties on the process of European integration.  相似文献
