In order to shed further light on the discussion about decentralisation‐poverty linkages in developing countries, this article introduces a conceptual framework for the relationship between decentralisation and poverty. The framework takes the form of an optimal scenario and indicates potential ways for an impact of decentralisation on poverty. Three different but interrelated channels are identified. Decentralisation is considered to affect poverty through providing opportunities for previously excluded people to participate in public decision‐making, through increasing efficiency in the provision of local public services due to an informational advantage of local governments over the central government and through granting autonomy to geographically separable conflict groups and entitling local bodies to resolve local‐level conflicts. Based on the experience with decentralisation in Uganda, it is shown that these channels are often not fully realised in practice. Different reasons are singled out for the Ugandan case, among them low levels of information about local government affairs, limited human capital and financial resources, restricted local autonomy, corruption and patronage, high administrative costs related with decentralisation and low downward accountability. Why are some local governments more successful than others in managing resources and delivering services? And even more vitally, how can malfunctioning governments be reformed so that they perform their responsibilities more effectively? This article contributes to our understanding of theses overarching questions by exploring the interactions between political institutions and public sector performance in the context of decentralisation and local governance. It shows–both theoretically and empirically–that performance outcomes are determined by the extent to which people can hold their governments accountable through political institutions. The basic hypothesis underlying this research is that political accountability, either by encouraging sanctions upon non‐compliant public agents or simply by reducing the informational gap regarding government activities, will create forceful incentives for elected officials and civil servants to reduce opportunistic behaviour and improve performance. Using a cross‐sectional regression the hypothesis is empirically tested against evidence from newly empowered local governments in Indonesia. The empirical findings broadly support our hypotheses. Improved public services on the ground, both in terms of quantity and quality, require informed and well functioning decision‐making processes that allocate resources to priority areas that meet the demand of the broader community. To improve overall market sustainability, governments and their donors are ramping up efforts to strengthen stewardship in developing country health markets. Key stewardship functions include generating intelligence that enable policymakers, ministerial leaders, and program managers to develop evidence‐based policies and strategies to improve the resource management, supply, and use of health products and services. The total market approach (TMA), an analytic and policy framework, generates market intelligence and improves evidence‐based decision‐making, and also strengthens other stewardship functions, such as building and sustaining partnerships, strengthening tools for implementation, aligning government policy with market interventions, and ensuring accountability/transparency. TMA evolved in response to the phase out of donor support for reproductive health (RH) and family planning (FP) programs and the need to improve coordination among public, private, nongovernmental organizations, and civil society to achieve greater equity, health impact, and market sustainability. To assess TMA's role in strengthening the stewardship of RH/FP markets, this article reviews three countries that applied TMA principles: Mali, Uganda, and Kenya. It identifies how TMA processes influenced stewardship functions and assesses to what degree these processes have contributed to concrete actions to improve market efficiency and sustainability.  相似文献

The particular characteristics of natural resources make the decentralisation of their management to elected local governments even more complex than the decentralisation of services and infrastructure. Nevertheless, natural resources are equally important to rural development concerns in the Third World. Numerous countries have begun to implement policies for some form of decentralisation involving natural resources and the environment, and many local governments are already making decisions that affect the future of local resources. This article reviews experiences with decentralisation of forest management in Bolivia, Brazil, Costa Rica, Guatemala, Honduras and Nicaragua. Based on those experiences, it proposes a working model for more effective decentralisation strategies. The model addresses the legal structure for decentralised forest management and relevant variables that define the local decision‐making sphere, as well as key mediating factors that also affect outcomes. After ratification of the European Charter of Local Self‐Government in 1993, Turkey has witnessed major local government reform efforts in 2000s. The policy objectives of these reforms were granting more political, administrative and fiscal discretion to local governments along the principles of democratic decentralization and strengthening accountability linkages between citizens and local governments. We employ a diagnostic framework to analyse the impact of these reforms. In this article, we study which institutional factors shape citizens' views of the local accountability of their public officials. Our departing assumption is that evaluations of local accountability reflect not only citizens' poltical attitudes and beliefs but also whether local institutions contribute to an environment of mutual trust, accountability and ultimately democratic legitimacy. Combining public opinion data from a large‐N citizen survey (N = 10 651) with contextual information for 63 local governments in Ethiopia, we look at access to information, participatory planning and the publicness of basic services as potential predictors of citizens' evaluations of local public officials. Our findings suggest that local context matters. Jurisdictions that provide access to information on political decision making are perceived to have more accountable officials. Moreover, when local governments provide public fora that facilitate citizens' stakes in local planning processes, it positively affects citizens' evaluations of the accountability of their officials. Our study adds to the empirical literatrure by showing that establishing local institutions that can foster citizen–government relations at the local level through inclusive processes is crucial for improving public perceptions of accountability. While democratic decentralisation is viewed as an important vehicle for development in sub‐Saharan Africa, its viability in practice is often doubted. Lack of resources, expertise, marginalised populations and the inexperience of local electors are all barriers to successful decentralisation. However, often overlooked are the diverse ways in which local people use the opportunities provided by democratic decentralisation to engage local authorities and demand accountability. Using examples from Uganda and South Africa,1 this article demonstrates how local people use democratic openings to meet the challenges of marginalisation and demand accountability. While the data is from the mid to late 1990s, the evidence presented here is relevant to the continuing debate over democratic decentralisation for it reveals something that is not always recognised: lack of resources is not necessarily the problem; developing political capacity for demanding accountability for existing resources is what is important. The implication is that for decentralisation to be effective, practitioners must develop a better understanding of local political engagement so that their efforts may strengthen rather than thwart emerging political relations of accountability. Performance management and citizen participation are being used by local governments to improve government accountability and responsiveness. In some cases, local governments are integrating these two trends. One area of local government in which this trend has not been assessed is special districts. This paper uses data from a study of nine special districts in the state of Texas to fill this void. To assess citizen participation in performance management among the districts, we interviewed district managers, analyzed minutes from governing board meetings, and conducted citizen focus groups in three regions of the state. Our findings suggest that although districts may not yet be in tune with the latest performance management trends, they are making efforts to engage citizens in other ways. We recommend ways that districts can build on these experiences and more effectively incorporate citizens in the development, analysis, and reporting of performance measures.  相似文献

This article examines the impact of transparency regulations enacted under authoritarian conditions, through a study of China's environmental transparency measures. Given China's decentralized administrative structure, environmental disclosure ends up being weakest in the most polluted cities. However, the measures have allowed nongovernmental organizations (NGOs) to affect environmental governance through unusual pathways. Multinational companies (MNCs) have used NGO pollution databases to monitor Chinese suppliers, whereas local governments have responded to a transparency index with greater NGO engagement. That said, these civil society initiatives have had limited impact on key stakeholder behavior. For the environment ministry, enforcement costs remain high. Local government behavior depends on their economic priorities and the nature of their relations with enterprises. Chinese enterprise behavior depends on the character of their relations with government and MNCs. Given China's authoritarian structure, improved governance does not translate into stronger accountability, challenging common assumptions about the relationship between transparency and accountability.  相似文献

Corruption, maladministration, nepotism, and poor accountability have reached unprecedented levels within the African continent. Consequently, this has impeded the successful and adequate provision of public services and by extension, hampered socio‐economic development and good governance. Undeniably, the entrenchment of civil society is vital for democratic purposes and the consolidation of good governance. For the purpose of this study, Africa is regarded as a unitary entity composed of synchronized autonomous states and governments. As a result, a strict examination of available and relevant literature on the provision of civil society in Africa was applied (were a systematic review of literature irtes was undertaken). The study was able to comprehensively understand the dynamics, challenges, and benefits related to the increasing rate at which is participating in Africa's governance related issues and their overall impact. The study was also able to understand how civil society in Africa has contributed to promoting good governance. It is, however, apparent that the increasing involvement of civil society in governance issues relates to transparency, upholding the rule of law, human rights, and the fight against corruption inter alia. The study also uncovered that the increase in the participation of civil society organizations will have a positive impact on governance as they will have the capacity to act as watchdogs to ensure that governments are effective and serving the needs of the public. Going forward, it will be imperative for civil society to work hand in hand with democratically elected governments in not only fighting corruption and promoting good governance but to also ensure that there is a socio‐economic and by extension political development within the African continent.  相似文献

Given the poor track record of traditional anti‐corruption initiatives, donors and governments are increasingly looking at how civil society can fight corruption in public administration. Social accountability mechanisms intend to perform this role by holding officials directly accountable through citizen engagement. However, this article argues that social accountability mechanisms are only capable of reducing corruption systemically if they activate horizontal accountability and sustain it through the sanctioning mechanisms of electoral accountability. A comparative case study analysis using the cases of the Ugandan Public Expenditure Tracking Survey and the Bangalore Citizen Report Card is applied to test this hypothesis. The Tanzanian Public Expenditure Tracking Survey and an example of citizen engagement in Mumbai are employed as shadow cases to provide additional evidence for the hypothesis. The results indicate that social accountability mechanisms must be inclusive, broad, with public effect and embedded in other accountability relationships to fight corruption effectively. Electoral accountability is key, and support to social accountability mechanisms should therefore always be well placed within a broader agenda aimed at strengthening democratic governance. The rise of “new” transnational governance has intensified debates about a lack of accountability in global politics. Reviewing the mechanisms through which transparency can foster accountability beyond the state, this article explores the determinants of information disclosure in the field of transnational sustainability governance. Examining the institutional design of 113 voluntary sustainability programs, we find a positive correlation between the involvement of public actors and information disclosure. In contrast, the role of civil society is more ambiguous. There is no statistical support for arguments linking non‐governmental organization participation to increased transparency. At the same time, our analysis reveals a robust correlation between civil society‐led metagovernance and information disclosure. Moreover, we find that crowding has a negative effect on transparency, whereas normative peer pressures have no influence. At a broader level, the analysis reveals a lack of “deep transparency” among transnational sustainability governors. This limits the scope for transparency‐induced accountability in this policy domain.  相似文献

Increasing the accountability of local government is an important objective of decentralisation. One way to achieve greater accountability is to enhance the reliance of local governments on locally raised taxes. Property taxes are a prime source of increased revenue for local governments. However, it is difficult to levy them effectively in clientelist political systems, like that of Colombia. Recent reforms there have increased the capacity of municipal governments to raise revenue through property taxation. Giving responsibility for assessments of property values to an independent national agency has been especially useful. Municipal government finances are now to some degree independent and protected from the influence of clientelistic political parties. However continuing problems include: the reluctance of mayors to enforce taxation liabilities; the obstacles to opening local political debates on taxation; and the problems faced by national governments in trying to monitor municipal revenues and expenditures. Local government financial reporting reforms in Australia in the late 1980s and early 1990s were promoted on the basis of usefulness for decision making and for enhanced accountability purposes. Persistent criticisms of these reforms continue to be made, including those made by councillors and other ratepayers who often appear to find such information to be too narrow, too complex and often bewildering. A case is made for rethinking the present mentality, requirements and practices, especially with respect to the contrived recognition of ‘community assets’. Instead, an emphasis is placed on advancing broad‐scope accountability and meaningful financial reporting. To this end, the disclosure of a set of factual, reliable and interpretable indicators is proposed to enable a broader, more functional notion of accountability to be applied in Australian local government within prevailing social and organisational contexts. This article examines the relationship between electronic participation (e‐participation) and trust in local government by focusing on five dimensions of the e‐participationprocess: (1) satisfaction with e‐participation applications, (2) satisfaction with government responsiveness to e‐participants, (3) e‐participants’ development through the participation, (4) perceived influence on decision making, and (5) assessment of government transparency. Using data from the 2009 E‐Participation Survey in Seoul Metropolitan Government, this article finds that e‐participants’ satisfaction with e‐participation applications is directly associated with their development and their assessment of government transparency. The findings reveal that e‐participants’ satisfaction with government responsiveness is positively associated with their perceptions of influencing government decision making. Furthermore, there is a positive association between e‐participants’ perception of influencing government decision making and their assessment of government transparency. Finally, the article finds that there is a positive association between e‐participants’ assessment of government transparency and their trust in the local government providing the e‐participation program.  相似文献

The structure of the local political system has completely changed since decentralisation. However, the presentation of peripheral power made by Pierre Grémion before decentralisation has not really been updated. Most academic research concentrates on either rural or urban issues. From the analysis of the current attempt of the French state to enhance co‐operation between communes, it is possible to make a general presentation of the current decentralised political system. Local authorities are increasingly part of a multi‐actor system combining many public and private institutions. However, they also are developing a specific political mode of organisation and relationship with one another. Social accountability institutions are at the forefront of democratic reformers’ efforts to improve well-being by harnessing the power of citizen participation. This article builds on recent research identifying a positive relationship between participatory budgeting (PB) and well-being. The article is the first large-N study to identify relationships between specific rules of PB programme design and well-being. A unique dataset of 114 Brazilian municipalities with PB programmes from 2009 to 2016 is constructed to evaluate whether internal mechanisms within PB explain variation in local infant mortality rates – an outcome associated with wellbeing. Hypotheses are tested that correspond to citizen participation, the scope of deliberation and embeddedness within local institutions. It is found that PB programmes are associated with lower infant mortality rates when they broaden participation, expand deliberation and embed the new institutions in ongoing policy-making venues. The results offer a framework for designing PB programmes and other social accountability institutions to maximise impact.  相似文献

Local administrative professionals typically are accountable to multiple stakeholders, including other governmental units, special interests in the business and nonprofit sectors, and citizens. How are these accountability relationships ordered? What is the position of citizens in that hierarchy, particularly the influence of citizen participation? Focusing on patterns of hearing participation and citizen impact on budgeting decisions for the Community Development Block Grant program, this statistical analysis employs ordered probit regression. The authors find that communities in which grant administrators feel most accountable to citizens for grant performance have higher degrees of citizen participation in hearings and higher levels of perceived citizen impact on budgetary processes. This relationship holds even in the presence of simultaneity between bureaucratic accountability to citizens and citizen participation. The findings point to the importance of instilling a public service ethic among government employees that places a high value on engaging as well as listening to citizens.  相似文献
