Much attention has been paid to government ‘blunders’ and ‘policy disasters’. National political and administrative systems have been frequently blamed for being disproportionately prone to generating mishaps. However, little systematic evidence exists on the record of failures of policies and major public projects in other political systems. Based on a comparative perspective on blunders in government, this article suggests that constitutional features do not play a prominent role. In order to establish this finding, this article (a) develops theory‐driven expectations as to the factors that are said to encourage blunders, (b) devises a systematic framework for the assessment of policy processes and outcomes, and (c) uses fuzzy‐set qualitative comparative analysis to identify sets of causal conditions associated with particular outcomes (i.e., blunders). The article applies this novel approach to a set of particular policy domains, finding that constitutional features are not a contributory factor to blunders in contrast to instrument choice, administrative capacity and hyper‐excited politics.  相似文献

The structural adjustment policies of international development organizations have been undermined in many developing countries by weaknesses in administrative capacity to manage economic reforms. If economic reform policies are to be implemented more effectively in the future, international organizations must take a broader view of the development process and assess more carefully the administrative and political capacity of the state to guide the decisions of public and private organizations toward development goals in four policy arenas. The experience of developing countries that were more successful at economic and social development during the 1970s and early 1980s, indicates the characteristics of development administration that policy analysts must assess in order to determine governments' capacity to implement economic reform policies effectively.  相似文献

Treatments of race and police violence in the fields of public administration and policy have drawn eclectically from many disciplinary sources in historical, political, and managerial analysis. From an institutional perspective, emphasis has been on how organizational practices, rules, norms, and values, along with role socialization, shape germane behavior. Of particular interest to the authors is the phenomenon of race‐related police violence in its systemic but also attitudinal and behavioral manifestations in the policing role. How does an academic or practitioner researcher specify evaluative perspectives applicable to this policy and administrative challenge? There is a prior need for defined analytical and ethical positions drawing closely from public administration and policy sources. This article suggests ways to develop such grounded frameworks, built on these distinctive traditions but also going beyond them, so as to allow for an integrative approach to evaluative analysis and action on this grave and contentious issue.  相似文献

The idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty‐first‐century public administration. What are the effective limits of taxable capacity in the modern state, as debt‐ridden governments seek to reduce debt levels and budget deficits after the financial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so‐called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fields of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.  相似文献

This article argues that administrative burden—that is, an individual's experience of policy implementation as onerous—is an important consideration for administrators and influences their views on policy and governance options. The authors test this proposition in the policy area of election administration using a mixed‐method assessment of local election officials. They find that the perceived administrative burden of policies is associated with a preference to shift responsibilities to others, perceptions of greater flaws and lesser merit in policies that have created the burden (to the point that such judgments are demonstrably wrong), and opposition to related policy innovations.  相似文献

The COVID-19 pandemic is seen as the biggest crisis since World War II. What started out as a public health issue has quickly morphed into a political, economic, and societal crisis of epic proportions. Administrative capacity is a major factor in determining whether societies will emerge from this unprecedented situation with resilience and optimism or despair and disconnectedness, and whether trust in government will increase or decrease. Autonomous and competent public managers are key producers of such administrative capacity. This essay addresses those public managers, the unsung administrative heroes leading us through times of crisis from behind the scenes. Translating the state of the art in public administration literature, with a particular emphasis on publications in this journal, into accessible practitioner recommendations, it identifies three key competencies paramount to public managers in times of crisis: managing stakeholders, political masters, and collaborative networks.  相似文献

Behavioral public administration is the analysis of public administration from the micro‐level perspective of individual behavior and attitudes by drawing on insights from psychology on the behavior of individuals and groups. The authors discuss how scholars in public administration currently draw on theories and methods from psychology and related fields and point to research in public administration that could benefit from further integration. An analysis of public administration topics through a psychological lens can be useful to confirm, add nuance to, or extend classical public administration theories. As such, behavioral public administration complements traditional public administration. Furthermore, it could be a two‐way street for psychologists who want to test the external validity of their theories in a political‐administrative setting. Finally, four principles are proposed to narrow the gap between public administration and psychology.  相似文献

Researchers have examined the impact of the politics‐administration dichotomy on the practice and theory of public administration within the United States. But the dichotomy also influenced patterns of international engagement by American experts in the 1920s and 1930s. Americans believed that they could set politics aside and collaborate on administrative questions with regimes that did not respect democracy and human rights. This belief was tested after the rise of Adolf Hitler. American experts in public administration engaged with the Nazi regime for three years, ignoring the rising controversy over Nazi policies. The breaking point came in 1936. American experts finally recognized that it was impossible to ignore political questions and became forthright proponents of “democratic administration.” This struggle to define the boundaries of international engagement is relevant today, as specialists in public administration again find themselves in a world in which a shared commitment to democracy and human rights cannot be taken for granted.  相似文献

Will welfare reform lead some states to race to the bottom?At least for Kansas, the answer appears to be a resounding no.Data gathered as part of the State Capacity Study's analysisof welfare reform suggest that in Kansas, elected officialsand the bureaucracy have responded in a fashion consistent withthe state's political and administrative culture: cautiouslyand incrementally. First, Kansas' welfare reform policy hasbeen driven primarily by bureaucratic decisions. Welfare administrators,supported by the governor, have minimized legislative resistanceto their policy objectives. Second, from the perspective ofwelfare generosity, Kansas has not deviated significantly fromits typical "middle" position relative to other states' policies.Third, Kansas' administration of reform embraces three primarystrategies: decentralized management authority; new links withother agencies to tackle specific welfare problems; and a newlyintegrated approach to frontline welfare case-management.  相似文献

While many scholars have discussed the merits of collaborative governance, especially for addressing complicated modern policy challenges, the literature has paid less attention to how business can serve as an effective collaborative partner during the formation of mandatory policies and regulations. Drawing on scholarship in the management sciences and combining it with literature in public administration and public policy, the authors elaborate on four distinct types of business responses to proposed regulations based on degrees of political activity and social responsiveness: defensive, reactive, proactive, and anticipatory. They then characterize the reasons why proactive firms are more likely to be valuable collaborative partners with policy makers and public managers: their engagement may avoid costly stalemates that frequently hinder policy making and help develop cost‐effective, flexible policy approaches to complex social problems.  相似文献

Administrative reform is inseparable from political reform, just as administration and politics share overlapping boundaries. This article reviews the goals for reform established in 1989 for the Maltese public service, against the political culture and administrative history of Malta. It argues that a small state's size encourages certain dysfunctional characteristics of the political culture, and aggravates the difficulties inherent in administrative reform. Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. This article aims to make a cumulative contribution to the literature on role sharing.  相似文献

In recent years there has been a growing body of literature within political science and international studies that directly and indirectly uses, discusses and analyzes the processes involved in lesson-drawing, policy convergence, policy diffusion and policy transfer. While the terminology and focus often vary, all of these studies are concerned with a similar process in which knowledge about policies, administrative arrangements, institutions and ideas in one political setting (past or present) is used in the development of policies, administrative arrangements, institutions and ideas in another political setting.
Given that this is a growing phenomenon, it is something that anyone studying public policy needs to consider. As such, this article is divided into four major sections. The first section briefly considers the extent of, and reasons for, the growth of policy transfer. The second section then outlines a framework for the analysis of transfer. From here a third section presents a continuum for distinguishing between different types of policy transfer. Finally, the last section addresses the relationship between policy transfer and policy "failure."  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献

A growing body of policy feedback work demonstrates that citizens' experiences with public policy influence the way they participate in politics. Most of this work takes place in advanced industrial democracies, but the nuances of policy design influencing participation in advanced democracies are often irrelevant for those in low‐capacity democracies. This study extends the policy feedback framework to address how policies might “feed back” differently in low‐capacity countries with uneven basic service delivery. In low‐capacity democracies, the most salient distinction is between those who have access to basic state‐provided services and those who do not. Using original data collected in Zambia, it demonstrates that those who have even marginal access to state services have higher levels of political engagement and political participation than those without access, indicating that imperfect extension of services may help boost democratic citizenship in developing countries.  相似文献

Contradictory elements in U.S. immigration policy, reflecting a long‐time struggle between inclusionary and exclusionary views, have resulted in federal legislation filled with compromises and tradeoffs that, at state and sub‐state levels, play out in unclear interpretations and uneven, highly discretionary administration and enforcement of immigration law and policy. This research describes a tool of discretionary administration—administrative burden—that is increasingly used in enforcing immigration law and policies at state and sub‐state levels and presents a theoretical frame for more fully investigating and addressing its consequences. The application and implications of administrative burden are explored empirically and qualitatively in a case study analysis of an enforcement‐oriented policy change in Texas that denied access to birth certificates for some citizen‐children born to Mexican immigrants. To better understand the potential consequences of this and related policies, interviews with immigrant parents and longitudinal data from a survey of children of immigrants are analyzed to assess both short‐term and later outcomes of children who are denied economic assistance and other benefits under policies that impose barriers to their integration into society. The study findings point to serious, adverse consequences for citizen children of state and sub‐state immigration policies that create administrative burden and perpetuate racial discrimination, while simultaneously diminishing the transparency, fairness, and effectiveness of public administration.  相似文献

The Conditional Nature of Presidential Responsiveness to Public Opinion   总被引:2,自引:0,他引:2  
How does public opinion affect presidential policymaking? We address this issue by testing a diverse set of hypotheses with data concerning a set of individual policies across time. In particular, the data revolve around presidential budgetary proposals on a set of major policy issues for which there are recurring surveys on citizens' preferences over spending. The analysis suggests that presidents are more responsive to mass opinion on issues that are familiar to citizens in their everyday lives. Also, for reelection‐seeking presidents, responsiveness is shown to depend upon two key political factors. First, presidents are more responsive to public opinion when the next election is imminent. Second, the effect of presidential popularity is nonmonotonic; presidents with average approval ratings are most likely to adopt policy positions congruent with public opinion, whereas presidents with approval ratings that are significantly above or below average have the greatest propensity to take unpopular positions.  相似文献

This article analyzes the way that US foreign policy élites have used pretexts to manage public opinion. Policymakers, it is argued, often seize upon threatening external events, and use these events to create a favorable political climate in which to “sell” policies of militarization and external expansion to the public. The article argues that the Bush administration has used the threat of terrorism as a pretext to implement a wide range of policies that had been decided upon in advance of the 9/11 attacks. It also argues that the recent uses of pretexts by the Bush administration have strong historical precedents: extended case studies of pretexts are presented for the events surrounding the Korea crisis of 1950 and the Afghanistan crisis of 1979–1980, as well as the more recent War on Terrorism.  相似文献
