This article engages with critical ipe scholars who have examined the rise of China and its impact on the neoliberal world order by analysing whether China poses a challenge to the neoliberal norm of free movement of capital. We argue that China's capital control regime is marked by a contradiction between its domestic social relations of production and its global geo-economic ambitions. On one hand, the key raison d'être of China's capital controls is to protect and consolidate an investment-led accumulation regime that redistributes income and wealth from Chinese workers to its state-owned enterprise sector. Dismantling these controls would result in changing social relations of production that would not necessarily benefit Chinese industrial and financial capital. On the other hand, China's accumulation regime has found itself increasingly constrained by the dynamics of US monetary hegemony, making the contestation of US structural monetary power a key global geo-economic ambition of China's ruling elites. In this regard, China would have to challenge the dominance of the US dollar by promoting the international role of the renminbi and developing liquid financial markets. Since it would have to abolish its capital controls in order to achieve this, there is a plain contradiction between its domestic and global objectives. A good understanding of this contradiction is necessary in order to be able to assess whether China will be capable of challenging the neoliberal world order in general and the norm of free movement of capital in particular.  相似文献

China's post-Mao market reform, even after the Asian crisis, does not conform to the standard IMF/World Bank model and the state continues to mediate market reform. Three principal factors have influenced how the state mediates China's market reform: path dependency, a result of China's communist and nationalist revolution; China's geography, which favours developmental-state-type industrialisation; and most important of all, the Chinese Communist Party's successful post-Mao self-reinvention that has enabled it to remain in power as a monopolistic party. These factors determine that China's engagement with neo-liberalism will be a loose hug rather than an intimate embrace.  相似文献

This research examines the evolution of information technology policy formation and policy-making in the People's Republic of China. The paper analyzes, from an institutional and a macro perspective, the basis and formation of the IT policy in China, the policy makers, and the effect of corresponding policy initiatives which contributed to the development and prosperities of China's telecommunication service sector. Embedded in the backdrop of P.R. China's political history and the world trend of liberalization, deregulation, privatization and the entry of the WTO deal in telecommunications community, this paper reveals the unique features of socialist China in transforming its IT industry from a monopolized government sector into managed domestic competition and ultimately opening up to the international investors.  相似文献

China is now the world's second largest oil consuming nation. China's external quest for oil has thus generated much attention and is believed by many to destabilise the world order. This article attempts to provide an overview of China's external initiatives for satisfying domestic oil demands and to examine the implications of China's oil diplomacy on regional and global political stability. The article suggests that China has taken three steps to satisfy its growing domestic demand for oil—expanding overseas oil supplies from the Middle East, diversifying its importing sources by reaching out to Africa, Russia, Central Asia and the Americas, and securing oil transport routes. This article argues that China's oil diplomacy strengthens its ties with oil-producing nations and complicates those with oil-importing nations. Nevertheless, contrary to pessimistic predictions, China's oil diplomacy has neither upset the USA's fundamental policies towards Iraq and Iran, nor has it generated armed clashes in the South China Sea. China has largely accommodated the USA in these areas and has forged joint efforts in energy exploration with its Asian neighbours, except for Japan. China's benign oil diplomacy can be explained by the minor role of oil imports in its energy consumption and, more importantly, by China's peaceful-rise strategy.  相似文献

This article seeks to examine constraints and challenges that the Association of Southeast Asian Nations (ASEAN) states are confronted with in formulating and implementing their strategies in response to evolving regional environments represented by the rise of China. It argues that China's southern neighbours have adopted purposeful strategies in order to mitigate potentially negative effects from China's growing capabilities in East Asia. These strategies led to the expansion of membership in the East Asia Summit (EAS) and positive involvement in the Trans-Pacific Partnership (TPP) agreement, encouraging America's substantial commitments to the Asia-Pacific. However, ASEAN has failed to form the unified front on the EAS and TPP because its members have adopted diverse stances on and policies towards the two institutions. Moreover, an identity issue constitutes a crucial impediment to promoting cooperation between ASEAN members and the USA. While Washington has intensified diplomatic linkages with ASEAN, the US identity shown in its adherence to the results-oriented approach still provokes some concerns among the ASEAN members.  相似文献

The historical conflict between Tibet and China goes back almost a thousand years. Both sides use history to argue their point about the core issues in this dispute – Tibet's claim of independence and autonomy, and China's of suzerainty. This article looks at the historical roots of this conflict, particularly since 1949, when China began its gradual takeover of Tibet. Chinese policies toward Tibet, which have been driven by a desire to communize and sinicize Tibet, has been met by stiff resistance from the Tibetans, who see Han Chinese dominance as a force that will, over time, destroy Tibet's unique religion, language, culture, and history. This resistance has drawn the attention of the West, who see Chinese policies in Tibet as a symbol of the failings of Beijing's rulers to embrace a strong commitment to human rights at the same time that China is becoming a global economic power. The 14th Dalai Lama, a key figure in this conflict, and his government-in-exile have served as bridges to Western efforts to try to force Beijing to embrace more open, humane policies toward Tibetans throughout China. His retirement as political head of the exile government in 2011, coupled with China's growing economic and strategic power globally, raises serious questions about the willingness of the USA, and other democratic powers to risk their relationships with Beijing to continue to promote true human rights and autonomy throughout the Tibetan Plateau.  相似文献

Income growth in Africa that is high enough to achieve the internationally agreed development goals implies a rise in the region's per capita income by the early 2020s to about Latin America's current level. The paper shows that such income growth would be associated roughly with a nine-fold increase in Africa's manufactured exports, but also with a tripling of its primary exports, which in absolute terms would account for two-thirds of the increase in the region's total exports. Focusing on the demand potential for such an increase in Africa's primary exports, the paper argues that rising global demand from sustained rapid growth in natural-resource-poor Asian countries, particularly China, provides sizeable new opportunities for Africa's primary exports. In Africa, extractive industries are poised best to benefit directly from China's rising imports, while exporters of agricultural products are more likely to benefit indirectly from rising world market prices associated with Asia's growing primary imports.  相似文献

Among the few papers that have examined the determinants of inflation dynamics in mainland China, the majority of those that have investigated this matter argue that the traditional Phillips curve does not fit China's data. Some authors, however, conclude that the New Keynesian Phillips Curve does a better job of describing Chinese inflation behaviour in recent decades. This paper conducts an analysis of China's inflation behaviour from the late 1980s onwards by estimating both traditional and new Phillips curves using improved econometric techniques. We find that the New Keynesian Phillips Curve performs poorly in explaining China's inflation behaviour, whereas the traditional ‘old’ Phillips curve does significantly better.  相似文献

Since China's post-Mao leadership introduced material incentives to promote productivity in its bid to catch up with industrialized countries, the nation's fledgling civil service has been infected by widespread unethical behavior among bureaucrats. One of the measures taken to combat corruption has been the enactment of ethical codes for government officials. To promote China's modernization and development, the post-Mao Chinese leaders have implemented several reform measures that gradually changed the country's traditional cadre system. This study examines the experience of China's post-Mao administrative reform implemented since the late 1970s. First, the study reviews the background and scope of the administrative reform.
