The degree of fiscal decentralization in Spain is similar to main federal countries and greater than unitary ones. The demand of public sector decentralization is based on a supposed efficiency gains that is far from being obvious. Using a data set for the Spanish regions, we reject the null hypothesis of a significant relationship between growth in per capita gross domestic product (GDP) and expenditure distribution among fiscal administrations. Nonetheless, we find empirical support for a relationship between revenue decentralization, far less advanced than the expenditure one, and growth. In both cases we do reject the null hypothesis of a nonlinear linkage between fiscal decentralization and growth in per capita GDP. 相似文献

Natural resource management policies like the Pacific salmon harvest policy developed by New York State often did not anticipate the extent of social, economic, and ethical concerns that would be generated, largely because the agency concentrated on biological considerations. The number of concerned stakeholders grew in proportion to both the success and failure of the initial policy. Had all participants been equally willing to recognize both the successes and the failures, development of a revised policy through group negotiations may have been possible, resulting in a cooperative mode of decision making. Instead, institutional mechanisms based on legislated process were ultimately the approach chosen for policy revision. 相似文献

While some recent evidence suggests that more decentralizationis associated with reduced corruption, no empirical work hasexamined whether different types of decentralization havedifferential effects on corruption. The theoretical literaturehas emphasized that expenditure decentralization will only beeffective if accompanied by the devolution of revenuegeneration to local governments. In this paper we examine thishypothesis empirically, by studying the mismatch betweenrevenue generation and expenditure in U.S. states. Largerfederal transfers are associated with higher rates ofconviction for abuse of public office, supporting the theorythat soft-budget constraints created by federal transfers arepotentially problematic. 相似文献

The United Nations Convention on the Rights of the Child has advanced a model of active citizenry for children, which is difficult to reconcile with the still dominant Western notions of childhood that fetishize innocence and attribute passivity and incompetence to children. This article explores the manner in which state policy, Canadian courts, and children's politics in Canada have responded to the imaginary of the active child citizen. The Canadian government has provided limited political space to young people and has narrowly construed children's participation rights as limited to family law and juvenile justice. The reluctance of adult decision-makers to open up policy-making to the contributions of children has been further hindered by the current anti-democratic cast of neo-liberal governance. This article examines how quasi-judicial tribunals and the Canadian courts have invoked the Convention in their dealings with child asylum seekers, only to construct childhood participation and childhood protection as mutually exclusive. The article concludes with a brief exploration of the alternative model of children's citizenship revealed by the children's movement organization, Free the Children. In contrast to the relative failure of adult decision-makers to implement the participation rights of children, the contemporary children's movement advances a view of children as empowered, knowledgeable, compassionate and global citizens, who are nonetheless, like other marginalized groups, in need of special, group-differentiated protections. 相似文献

This article analyses the relationship between decentralizationand the extent of fiscal discipline in the Swiss cantons between1984 and 2000. From a theoretical point of view, decentralizationand federalism can be associated with both an expansive anda dampening effect on government debt. On the one hand, decentralizedstructures have been argued to lead to a reduction of debt dueto inherent competition between the member states and the multitudeof veto positions which restrict public intervention. On theother hand, decentralization has been claimed to contributeto an increase of public debt as it involves expensive functionaland organizational duplications as well as cost-intensive, oftendebt-financed, compromise solutions between a large number ofactors that operate in an uncoordinated and contradictory way.Our empirical results show that in periods of prosperous economicdevelopment, the architecture of state structure has no impacton debt. However, the degree of decentralization influencesdebt in economically poor times: In phases of economic recession,administratively decentralized cantons implement a more economicalbudgetary policy than centralized Swiss member states. 相似文献

Citizen Service Centers are government offices where different authorities are co-located and where several public services are offered in the same physical location. The goal of implementing such One Stop Shops for public services is to solve problems with a malfunctioning government bureaucracy for frontline service delivery. In spite of reforms in at least 70 countries, however, there are few evaluations. This paper evaluates the impact of Poupatempo (“Savetime”), a Brazilian Citizen Service Center reform that has inspired similar programs in other countries. We collect data on one of the most common errands at the Brazilian bureaucracy, driver's license renewal, and evaluate the impact of Poupatempo on the time, number of trips, and payments needed to undertake the renewal, and on other variables representing transaction costs, red tape, and transparency in the citizen-state interaction. Our difference-in-differences estimates indicate large reductions in the time expended by citizens and in proxies for transaction costs, but are less encouraging for the social quality of the licensing procedure, which we also evaluate. We discuss whether incentives to speed up processes prevailed where other steering instruments would have been more appropriate, and explore remedies. We also discuss limitations to establishing a true One Stop Shop. 相似文献

Numerous studies argue that law affects behavior “expressively”—such as when states create focal points that overcome the coordination difficulties firms face. We argue that governments help firms overcome coordination dilemmas by explicating a preferred strategy for firms weighing investment in voluntary regulation. Firms would prefer to coordinate on a common strategy as a way of reducing the costs of voluntary regulation and increasing its benefits. We test our hypothesis about the efficacy of focal point selection with the European Union's (EU) advocacy of the Eco‐Management and Audit Scheme (EMAS) over a rival environmental management system, International Standards Organization (ISO) 14001. EU nations have statistically significantly lower rates of ISO 14001 certification than comparable countries at least in part due to their advocacy of EMAS. These results emphasize the role the state plays in coordinating business behavior even when such policy is simply expressive. 相似文献

The link between business cycles and the democratic politicalsystem has long been recognized by economists. However, thedeterminants of political business cycles are not well understood.We discuss several institutional and behavioral determinants ofthose cycles, such as revolving-door appointments, term limits andpreferences of the incumbent politician, electorate and businesscommunity concerning the intertemporal pattern of publicexpenditure. An important but unattended consideration in citizen participation efforts is whether public officials trust citizens and, if not, whether they can formulate and implement policies that really engage, empower, and emancipate citizens. This study attempts to answer four questions: Is public officials' trust in citizens relevant and important? Is it a valid construct that can be differentiated from other constructs? What factors influence its level? And how does trust influence citizen involvement efforts? Based on a survey of 320 public administrators, the study finds that public administrators' trust in citizens is a relevant and valid construct and a predictor of proactive citizen involvement efforts. Public administrators generally have a neutral (neither trustful nor distrustful) view of citizens. Finally, factors affecting the level of trust are identified at the individual, organizational, and societal levels. 相似文献

We study the effects of the property tax base shock caused by natural gas drilling in the Barnett Shale in Texas—a state that taxes oil and gas wells as property. Over the boom and bust in drilling, housing appreciation closely followed the oil and gas property tax base, which expanded the total tax base by 23 percent at its height. The expansion led to a decline in property tax rates while maintaining or increasing revenues to schools. Overall, each $1 per student increase in the oil and gas property tax base increased the value of the typical home by $0.15. Some evidence suggests that the cumulative density of wells nearby may lower housing values, indicating that drilling could reduce local welfare without policies to increase local public revenues. 相似文献

Performance management has been a focus of scholars and practitioners for more than 25 years, yet the use of performance information has not greatly expanded as a result of this attention. Acknowledging that performance measurement is not an end in itself but rather a means to enhance focus on results and value, this article evaluates the determinants of the use of performance information by local government administrators. An online survey was administered to local government employees involved in the 2015–16 Florida Benchmarking Consortium. Analysis of the data demonstrates that institutionalization of performance measurement has the strongest statistically significant positive association with the use of performance information, followed by the design adequacy of the performance measurement system. 相似文献

Canada has an unusual degree of decentralized authority overnatural resources. A recurring challenge of resource policyhas been to balance interrelated powersof managementand taxation provincial governments and of trade and taxationby the federal governmentwhen there is divergence inthe goals of the two governments. Constitutional amendment in1982 and federal-provincial negotiations in the 1970s and 1980sconfirmed the need for accommodation. This article explores how patterns of information supply on policy problems influence political attention. It advances two central claims. First, different policy areas are associated with distinct practices in monitoring policy problems: Some produce abundant, ongoing, and reliable information, while others yield scarce, sporadic, and/or unreliable data. Second, these variations in information supply are likely to influence political attention, with information‐rich areas associated with a more proportionate distribution of attention, and information‐poor areas yielding punctuated attention. The article tests these claims through comparing U.K. political attention to asylum and illegal immigration. Asylum is observed on an ongoing basis through bureaucratic data, court hearings, and lay observations, producing more constant and proportiate political attention. Illegal immigration is observed sporadically through focusing events, usually police operations, eliciting more punctuated attention. These insights about political attention may also help explain why policy responses may be punctuated or incremental. 相似文献
