Political marketing advances by engaging with new and advanced concepts from both of its parent disciplines. One of the most recent fields of brand research—the study of the human brand—is taken into the political marketing arena in this essay. Human branding is an emergent topic in mainstream marketing. The value as a brand of a person who is well-known and subject to explicit marketing communications efforts is being investigated in many fields. The concept has clear prima facie value in political marketing, where the role of a political leader as part of the political marketing offer has been recognized extensively. Politics is also a unique context given the relationship between leaders and parties, each of which has some unique brand associations. The process of exploring the application of human branding in politics also provides a context in which some of the interactions among party and leader, human brand, and organizational brand can be explored and further developed. Among the conclusions are that political party leaders require brand authenticity as an advocate of the party policy platform and brand authority to command the organization and deliver on the policies being advocated. Implications for party and campaign management are outlined.  相似文献

This Research Note presents a new dataset of party patronage in 22 countries from five regions. The data was collected using the same methodology to compare patterns of patronage within countries, across countries and across world regions that are usually studied separately. The Note addresses three research questions that are at the centre of debates on party patronage, which is understood as the power of political parties to make appointments to the public and semi‐public sector: the scope of patronage, the underlying motivations and the criteria on the basis of which appointees are selected. The exploration of the dataset shows that party patronage is, to a different degree, widespread across all regions. The data further shows differences between policy areas, types of institutions such as government ministries, agencies and state‐owned enterprises, and higher, middle and lower ranks of the bureaucracy. It is demonstrated that the political control of policy making and implementation is the most common motivation for making political appointments. However, in countries with a large scope of patronage, appointments serve the purpose of both political control and rewarding supporters in exchange for votes and services. Finally, the data shows that parties prefer to select appointees who are characterised by political and personal loyalty as well as professional competence.  相似文献

Over the last three decades the federal public sector has been the focus of government policies aimed at recasting federal public sector employment arrangements from a structure characterised by a considerable autonomy from government to a set of institutions more responsive to government direction; and more recently to a regime marked by considerable operational autonomy within a framework of substantive and substantial government control. These developments had the consequence of promoting a more explicitly managerial employment framework and a more individualised workforce. As part of this process the federal public sector was reorganised as a series of agencies. These 'managerial agents' of governments were authorised to secure more effective employee compliance with these changes. A key element in this process is the response of public sector unions to these developments and the way they have both contributed to, and been affected by, the construction of a more explicitly managerial public sector.  相似文献

An important aspect of the welfare state is public provision of private goods, primarily education and health care. In Norway the provision of these services has been organized through the local public sector. The development of the welfare state has to a large extent been the development of welfare communes. The important revenue sources of the local and county governments, grants and income tax revenue, have been controlled nationally, and the paper addresses the determinants of these revenues during 1900–1990. The approach combines a demand model of local public services emphasizing price and income-elasticities with a political economy model of central government ideology and strength. The decision making is understood as bargaining between the government and interest groups, and the political structure consequently is of importance for the policy outcome. The analysis shows how politics matter, and the results indicate that a minority coalition government implies 30% more grant and income tax revenue to local and county governments than one party majority in the long run.  相似文献

This paper investigates the link between local budget outcomes and the intensity of party competition, measured as the margin of victory obtained by the incumbent in the previous local election (i.e. the difference between the vote share and 50%). Two competing hypotheses are tested in the paper. On the one hand, the Leviathan government hypothesis suggests that the lower the intensity of party competition is, the greater is the increase in the size of the local public sector, irrespective of the ideology of the party in power. On the other hand, the Partisan government hypothesis suggests that the incumbent will find it easier to advance its platform when intensity of competition is low (i.e., parties on the left/right will increase/decrease the size of the local public sector when the intensity of the challenge from the opposition is low). These hypotheses are tested with information on spending, own revenues and deficit for more than 500 Spanish local governments over 8 years (1992–1999), and information on the results of two local electoral contests (1991 and 1995). The evidence favors the Partisan hypothesis over the Leviathan one. We found that, for left-wing governments, spending, taxes and deficits increased as the electoral margin increases; whereas, for right-wing governments, a greater margin of victory led to reductions in all these variables.  相似文献

Nonperforming assets (NPAs) crisis in Indian public sector banks is one of the biggest challenges before the current government in 2017. The finance ministry, Government of India, and the central bank, the Reserve Bank of India, are worried about the surging NPAs in Indian public sector banks because of their huge macroeconomic impact and systemic risk to the financial system. If not paid timely attention, it can hamper the economic and financial stability of the nation. Rising NPAs in Indian public sector banks are a result of bank specific, macroeconomic, and political factors. In order to control the surging NPAs in Indian public sector banks, the government and the Reserve Bank of India have implemented new crisis management framework which however is not immune to several challenges. This paper looks at NPAs crisis from the lens of crisis management, stakeholder's engagement, government relations, and issue management. Harris and Fleisher ( 2016 ) identify crisis management, stakeholder engagement, government relations, and issues management as important organizational activities that constitute part of public affairs. This paper follows a tripartite structure where it first investigates the causes of NPAs in Indian public sector banks. Second, it examines the crisis management framework developed by the policy makers and highlights the key challenges. Third, in light of these challenges, it makes recommendations to tackle the NPAs crisis in Indian public sector banks.  相似文献

Mass media coverage of government is often blamed for inciting anti-public sector sentiment. Yet there have been few empirical assessments of these claims. To address this gap in the literature, this study examines whether relationships between citizens’ expectations of public sector performance, satisfaction with public services, and levels of trust in government vary according to their use of online mass media for information about government. Using data collected in 2012 from a survey of 1,100 Seoul citizens, we find that greater use of online mass media to obtain information about government reinforces negative relationships between (1) expectations of public sector performance and satisfaction with public services, and (2) expectations of public sector performance and trust in government. Moreover, the size and strength of the negative indirect relationship between expectations of public sector performance and trust in government increase as respondents use online mass media more frequently for information about government.  相似文献

This paper analyses recent developments in wage bargaining in the New South Wales public sector under the Labor government. It contrasts the approach taken by the former Coalition government with that of its successor. The discussion is focused on the Memorandum of Understanding between the Labor government and the public sector unions. With the agreement of the unions, the government has reasserted both substantive and procedural control over public sector industrial relations. This has not, however, prevented widespread industrial action in schools, hospitals and public transport and continuing tensions between the principal public service union and the government.  相似文献

Abstract: The relatively small and open South Australian economy has been facing the difficulties associated with the structural adjustment of its industry for over 15 years. In addition, the South Australian public sector has been contending with financial difficulties largely as a result of a reduction in grants from the commonwealth before the failure of the State Bank of South Australia. This paper reviews the growth and current level of government indebtedness in South Australia and discusses which group(s) is likely to bear the main burden of such debt. The main consequences of high levels of state public sector debt, including budgetary inflexibility, are also examined. The paper suggests that it will be necessary for relative wages and prices to adjust more freely if the negative impacts of an inevitable state government budgetary consolidation are to be minimised. If wages and prices are not free to adjust then unemployment will continue to take the brunt of the adjustment process. In addition, out-migration of businesses and people from South Australia will accelerate, leading to a further erosion of the taxation base. The State Bank indemnity arrangements and consequent levels of public sector debt incurred will require the state government to reduce the level and quality of services provided by the state public sector, sell state public sector assets and further improve efficiency and effectiveness. However, there are a number of important arguments why taxation should be an important means by which the South Australian government moves to retire public sector debt as soon as practicable. Not the least important of these arguments is the need to ensure accountability by elected representatives of government for their expenditure decisions.  相似文献

What happens when political party branding is modeled according to the preferences of either voters or party members? Employing the concept of brand identity and the analytical GAP model, this empirical study details the consequences of brand management decisions by political parties using the example of the two biggest parties in Germany. Strategic branding decisions have an impact not only on voting probabilities but also on their internal conflict potential, such as when a branding decision conflicts with the internal image a party maintains among its members. It thus can be highly beneficial for a political party to encourage its members to communicate their image of the party to other voters.  相似文献

In the backdrop of India's rising prominence in BRICS (Brazil, Russia, India, China, and South Africa), understanding of its political environment, electoral competition, and constituent parties with their political ideologies contesting to form government attracts immense interest from the researchers in political science, political marketing, and public policy. Although literatures in political marketing are more than two decades mostly carried out in developed democratic systems like the United States, United Kingdom, Australia, and New Zealand, India as a posttransition democracy received relatively less attention. The article has been conceptualized in the context of 2014 Indian general elections Lok Sabha 2014 as an attempt to study application of political marketing principles in a cross‐cultural democracy. The author has probed the emergence of new political party Aam Aadmi Party riding on the success of Janlokpal (civil society movement), the marketing approach used by Aam Aadmi Party, essentially positioning and branding strategies, during the national elections and party institutionalization. Research strategy followed secondary research of published data for examining the new party creation from a marketing perspective.  相似文献

Abstract. This paper analyses the spending preferences of local government elected politicians. It is argued that the median voter model is inappropriate in multi-party systems that provide multiple government services, and that the preferences of the representatives are consequential to local resource allocation. We develop a micromodel in which service demand is conditioned by exogenous public revenue, prices, and demographic factors. We hypothesise that politicians demands are affected by party affiliation, public sector occupation and committee assignment. The estimates of the micro demand functions are based on data pertaining to Norwegian local governments. It is found that the estimated income elasticities correspond approximately with elasticities of output studies. Party affiliation has an impact on demand patterns, while government occupation and committee appointment are major determinants of politicians desired allocation of public services. Further analyses reveal that the numerical strength of parties impacts weakly on the actual service allocation, whereas the representation of government employees has occasional effect. The budgetary allocations are imperfect expressions of the elected council's underlying preferences.  相似文献

The literature of the last decade indicates two important lessons for future research. The first is that political scientists and scholars in related fields have rediscovered the nature and ubiquity of politics. In particular, they have realized that neither public administration nor organization theory can solve political issues. The second lesson is that the growth of government has enlarged the list of important political actors with the addition of numerous 'public' groups, organizations, and institutions. The combined message of the two lessons is that analyses of the public sector and policy-making should be sensitive to the importance of political actors in the public sector. This paper is a preliminary attempt (based on elite questionnaire data) to map the general structure of the Danish policy-making system by focusing on the interactions among government bureaucrats, interest organizations, and MPs. These elites are further included in an analysis of public expenditure problems, with particular emphasis on the (often neglected) role of political parties and their relationships to various groups and segments of society. The emergent overall picture of the policy-making system indicates problems that presumably cannot be 'solved' within the framework of a democratic polity.  相似文献

Abstract: This paper argues that theories of organisational power which are based on the concepts of dependence and uncertainty may constitute a useful approach for explaining the manner in which government policies come to be implemented. In the intra-organisational context, studies by Crozier and Hickson demonstrate that subgroups which can control sources of uncertainty and create dependencies rise to positions of relative power within the organisation and may use this position to bargain for increased organisational rewards. Subgroups within public sector organisations that achieve power in these terms may, as their organisational reward, seek to impose particular values on policy programs carried out by the organisation as a whole. Activities in the inter-organisational context may be viewed from a similar perspective. The work of J. D. Thompson indicates that organisations can possess positions of power relative to other organisations in their task environment. In the public sector such power may be used to influence the policy programs of dependent departments. The paper then suggests that in the public sector intra- and inter-organisational theories of power may be combined to explain how subgroups can evolve into organisations in their own right and, in so doing, succeed in considerably changing the stated direction of government policy. To show how such a situation can occur, a case study of the evolution of Queensland's institutes of technology is included. The paper concludes that theories of organisational power can be of value to policy implementation theorists but require some modification to accommodate the particular characteristics of the public sector environment.  相似文献

Privatization of state government services is commonplace, but our understanding of its effects is limited by data availability. We study the relationship between American state government contracting and public sector wages. Governments have used public sector employment to support a variety of goals, including social equity and economic development, but privatization, as a new public management (NPM) reform, may shift the focus. Our empirical analysis shows that state privatization of service delivery is associated with decreases in the public sector wage premium, but that these effects are not driven by gender, race, or low-levels of educational attainment. The fidelity of the implementation to NPM values conditions these effects. We also find that contracting service delivery is associated with a lower public sector wage premium for middle-class workers.  相似文献

This article tells the story of the Liberal Democrats from the final days of the Liberal/SDP Alliance to the general election of 1992. Drawing on the author's roles as an MP and as chair of the party's communications operations, it examines the factors that contributed to the party's troubled birth in 1988, and gives an insider's view on how the party survived to grow in the years after 1990. Key issues include the branding of the party and the development of its policy of paying for improvements to education through increasing income tax. It also lays stress on the importance of the party's activist base and its central campaigns expertise in not only surviving in local elections, but also in securing key by-election victories.  相似文献

This article analyzes current trends in toll motorway privatization in Europe as an illustration of the paradox of simultaneous deregulation/privatization and reregulation. Changes in the form of government intervention are identified as transitions from internal control on processes and inputs to external control on performance outputs. The state guarantees its capability to intervene and seek its own objectives even when giving up public property. In fact, output regulation is a partial substitute for public ownership. We analyze the hypothesis that privatization of motorways spurs price regulation. Indeed, we observe that toll regulation becomes more detailed as the private sector increases in size, which is a regular reaction across different institutional frameworks. This result is consistent with the literature on the rise of a regulatory state, which emerges with a new mode of governance based on indirect government. Moreover, the study provides evidence of the importance of temporal context in modeling public sector restructuring.  相似文献

The Austrian party system has entered a new phase since the controversial ÖVP-FPÖ coalition came into office in February 2000. The party system literature offers two contradicting expectations about party system mechanics in multi-party systems without relevant extremist parties: competition structured by party alliances and strictly competitive relations between government and opposition parties (as suggested by <citeref rid="b30">Sartori 1976</citeref>) versus competition structured by individual parties and some mix of competition and co-operation and perhaps even power-sharing in extra-governmental arenas between government and opposition parties (as suggested by <citeref rid="b3">Dahl 1966</citeref>). Our empirical analysis of party system competitiveness in the electoral, parliamentary and other arenas (in particular, the corporatist arena) between 2000 and 2003 shows that the relations between the government and opposition parties were strictly competitive (i.e. of a zero-sum character) in the electoral arena. Likewise, there was no trading between government and opposition in the parliamentary arena. Finally, the government substantially increased its impact on the official sites (i.e. arenas controlled by the government) and used fire and hire methods more than any of its predecessors to build up its positions in public sector institutions. The opposition parties, in turn, perceived the government parties as a bloc and were united in their goal of undermining the government parties' majority. Yet, while relations between the government and opposition parties remained highly competitive throughout the entire period, relations between the parties on each side of the government-opposition divide became more fluid, partly for tactical considerations and partly for reasons of genuine preferences. In sum, the post-2000 Austrian party system is a weak version of a two-bloc system.  相似文献

Issue ownership has gained a prominent position as one of the key theories to understand how voter’s issue perceptions affect their electoral behavior. Yet, whereas the original theory assumed that party reputations were relatively stable, various studies have shown that issue ownership perceptions fluctuate over time. Despite the growing evidence that ownership perceptions are dynamic, we know surprisingly little about the determinants of change, especially at the individual level. This paper develops an individual-level framework to understand how issue ownership perceptions change over time, arguing that mediated party communication is a key driver of change. It also incorporates individual features of voters, most notably their political predispositions – as determinants of changing issue ownership perceptions. We test our model on unique longitudinal panel data from Belgium, spanning a five-year period. The results suggest that party communications, government participation, party size and voter’s party preferences determine changes in ownership perceptions.  相似文献

The use of customer service ideas in government continues to be widespread, although the concept and its implications for public sector service production and delivery remain poorly developed. This paper presents a series of paradoxes related to customer service and its use in government. The central and most troubling paradox is that customer service techniques and tools applied to government may lead to increased political inequality even as some aspects of service are improved. The argument is structured by examination of the following: the predominant structural features of service management in theprivate sector, the assumption that customer satisfaction is a central objective of service firms, the understanding of customer service that informs current federal reform efforts, and the operational and political challenges of customer service as a public management objective.  相似文献
