George W. Bush's presidency presents two major puzzles. TheRepublican Party has traditionally stood for "limited government,"but Bush's principal legacy for federalism is centralizationof power in the federal government and the executive branch.Most modern presidents have neglected their partisan duties,but Bush has been a uniquely vigorous party leader. Here, weshow that Bush's puzzling lack of attention to federalism issuesis in large part the result of his efforts to strengthen theRepublican Party to cope with the political and electoral challengescharacteristic of the contemporary political context. We explainwhy the Bush administration's strategy for redressing the Republicanparty's shortcomings has presupposed the deprecation of federalism,and consider the implications of our argument for the developmentof federal arrangements.  相似文献

President Bush was praised early in his first term as a tough-minded decision maker who knows how to get things done. This essay argues that President Bush possesses formidable political skills that have helped him achieve many of his policy goals, focusing on his most important national security policies: the war in Iraq, the war on terrorism and the treatment of detainees, the use of intelligence leading up to the war, and the reorganization of the executive branch. In the end, however, President Bush's deficiencies as a public administrator have undermined his policy successes.  相似文献

  • George W. Bush won the 2004 US Presidential election despite the facts of one thousand people losing their life in the Iraq war, the highest rate of increase in unemployment in 70 years and a vitriolic propaganda campaign (Michael Moore, etc.) against him. This case study seeks to explain the success through the prism of marketing theory and conceptual structures, that is, that the Bush team had a superior communications strategy and, within those parameters, superior marketing elements. Thus we seek to surface and integrate a number of causal explanations for his victory that arose from a political marketing orientation, specifically the offer of a ‘coherent narrative’; the conduct of a ‘permanent campaign’; more effective negative advertising (especially by pro‐Bush 527 groups), targeting and packaging; the success of the late campaign ‘big tent’ ploy. None of this however seeks to exclude the more purely political explanations for his success (located in such phenomena as the mobilization of the ‘Christian Right’ and the continuity to the aura attached to the ‘911 President’); nor is the application of marketing thought to political contexts treated uncritically.
  • A further aim is to introduce political marketing modes of analysis to a political science audience—not to present them as a new ‘correctness’, for they are certainly vulnerable to challenge, but rather to precipitate more of an intellectual exchange between these two disciplines.

Alasdair Roberts's recent book The Collapse of Fortress Bush: The Crisis of Authority in American Government is an appraisal of the George W. Bush administration's response to the 9/11 attacks and its management of the global war on terrorism. This war, Roberts argues, is a neoliberal war designed to accommodate assumptions about the boundaries of governmental action that became prevalent after Ronald Reagan's election to the presidency in 1980. Concerns about the renaissance of the "imperial presidency" are simplistic and misplaced, Roberts proposes, because they largely ignore how executive authority in the United States has been weakened by political, economic, and institutional forces. President Bush's actions after 9/11 reflect the limitations of his power. His White House was unable to impose significant burdens on citizens or the economy, felt forced to expand power surreptitiously, and chose to act militarily because the armed services enjoyed a level of legitimacy that was absent from the rest of government.  相似文献

  • A theory of caricature is used to analyse and explain the nature of—and reactions to—a controversial political cartoon depicting Jacob Zuma, the highly publicized president of South Africa, and how the cartoon both played on and affected his political image and brand. Jacob Zuma has crafted his image as a person who has overcome insurmountable injustices to lead his nation. The cartoon directly questioned Zuma's claims of discrimination by the justice system. The cartoonist (Zapiro) was able to use the cartoon to further solidify Zuma's image as an embattled yet contentious and divisive leader. The framework that follows depicts the spoofing of a political brand, in a marketing environment in which parody and spoofing of more conventional products and services are increasingly common.

This article considers the three main reasons behind Tony Blair's support for the post-9/11 foreign policy of the George W. Bush administration, especially the war on Iraq: first, Blair is on a neo-imperial mission, with deep roots in his personal development, to re-order the world to better suit British interests; secondly, Bush and Blair independently agree that the post-1989 period represents wasted time, years of drift that could have been used to press home Anglo-American dominance; and thirdly, an agreement that 9/11 opened the space for a radical restructuring of international relations and the setting of a more interventionist global agenda.  相似文献

ABSTRACT

U.S. President George W. Bush has had a stormy relationship with Europe. Bush campaigned on a theme of putting America's interests first and eschewing multilateralism when necessary. Since taking office, Bush has been true to his campaign pledges. Bush's style and substance have caused many in Europe to regard him as a “buffoon” at best and a dangerous cowboy at worst. What the Europeans do not seem to understand is that, for better or worse, George W. Bush's view of the world is held by a substantial portion of the American people, and even when the U.S. had a more Euro-friendly leader in President Bill Clinton, America's policies were often at odds with those preferred by its allies in Europe. This is due to a fundamental difference that has developed between Europe and the United States over the last century. Today, no matter who occupies the White House, American foreign policy is likely to be in conflict with Europe's. Far from being a liability, this difference is likely to be a political asset to George W. Bush in the 2004 presidential election.  相似文献

In 2004 President Bush was elected more decisively than in 2000, but he would have lost if Ohio had voted for John Kerry. Turnout in a polarised electorate was the highest since the 1960s. Bush saw his party increase its existing majorities in both houses of Congress - the first Republican candidate to do so since 1924. The Republicans benefited from political trends in the South, international developments and the impact of social issues. Gains by Bush at the time of the national conventions were reduced by Kerry's strong showing in the televised debates. In the end, Americans were unwilling to eject their commander-in-chief during the wars on terror and in Iraq. While the Republicans have been advancing in national politics since the 1960s, it is unclear whether 2004 was a realigning election. There was not a realignment in the classic way that it occurred in 1932.  相似文献

Candidate Qualities through a Partisan Lens: A Theory of Trait Ownership   总被引:2,自引:0,他引:2  
Using Petrocik's (1996) theory of issue ownership as a point of departure, I develop and test a theory of "trait ownership" that provides an explanation for the origins of candidate trait perceptions and illustrates an important way that candidates affect voters. Specifically, I argue for a direct connection between the issues owned by a political party and evaluations of the personal attributes of its candidates. As a result, the American public views Republicans as stronger leaders and more moral, while Democrats hold advantages on compassion and empathy. I also draw on "expectations gap" arguments from psychology and political science to demonstrate how a candidate may gain an electoral advantage by successfully "trespassing" on his opponent's trait territory. National Election Studies data from the 1980–2004 presidential elections are used to demonstrate the existence, durability, and effects of trait ownership in contemporary American political campaigns.  相似文献

While many scholars attribute Barack Obama's success in the 2008 presidential election to his so-called deracialized campaign strategy, I argue that Obama constructed a persuasive message strategy that was fundamentally based on race. I argue that in pursuing what I call a racial distinction strategy, Obama mobilized race differently than previous Black candidates running in White-voter electoral majorities. Specifically, Obama's racial distinction strategy constructed a seamless racial narrative – deployed through constellations of subtle racial language and imagery – incorporating Obama's own personal biography within a broader narrative of the nation, specifically a narrative of American progress. The fact that Obama employed a racial distinction strategy, and the fact that he succeeded in doing so, sheds new light on, and leads us to reconsider the veracity of popular political theories such as post-Blackness, post-racialism and deracialization, along with the general ideology of colorblindness.  相似文献

The increasing visibility of prominent political leaders in news media is well documented in political science literature. The main concern that has been raised in this connection is that the complexity of political processes is being reduced to achievements and standpoints of individual politicians, and the importance of rational opinion building is discounted. The results of the current study provide the first empirical evidence to account for the misgivings about emotional effects of personalized political information on media audiences. Using data from an online experiment, this study shows that news coverage regarding behaviors and personal characteristics of a foreign leader influences (a) evaluations of personal characteristics typical of his or her nation's citizens and (b) emotional perceptions of that leader's country (sentiment and respect). This effect is shown to reflect a psychological phenomenon whereby people project their emotions and perceptions regarding a leader's personal characteristics onto his or her country and people.  相似文献

Hatred of America expressed in the 11 September attack is more than matched by the hatred by Americans for Islamists expressed in the war on Afghanistan, the War against Terror and the threatened wars against the 'Axis of Evil'. It is argued here that there is a pattern of self-reinforcing hatred operating in the world set in motion by the actions of the United States, particularly by George Bush Snr, and embraced and used by George Bush Jr to reinforce and further develop this pattern. To oppose this it is necessary to understand how hatred is generated, how this system operates and how Bush is exploiting it, and then to provide an alternative. It is argued this requires a new story of civilisation as the quest for justice understood as true recognition to oppose to the myths based on hatred promulgated by Bush. In terms of this story, the extreme economic, social, political and military policies of Bush and the myths used to justify them should be recognised for what they are, the challenge of barbarism to civilisation.  相似文献

The outcome of the 1992 U.S. presidential election has been explained largely as a function of perceptions of George Bush's economic performance. The economy submerged questions about Bill Clinton's character, awarding the advantage to the Democrat. In this article, we evaluate the effect of economic evaluations along with character attacks on candidate support in the 1992 presidential contest. Claims that the economy submerged character have been somewhat exaggerated. But while character remains an important issue in presidential evaluation, its role in judging candidates cannot be taken at face value. We show that both economic evaluations and character judgments are highly politicized. The findings indicate that those protesting Clinton's character turned almost exclusively to Bush. Those protesting Bush's economic record turned to both Perot and Clinton. Still, the economy did not trump character. The troubles of both major party candidates fueled a strong protest vote that contributed to Perot's strong showing.  相似文献

In this essay, I evaluate Philip Pettit’s theory of republican political legitimacy and maintain that it fails to provide a more satisfactory account of legitimacy than consent-based theories. I advance two interrelated theses. First, I argue that in so far as Pettit successfully narrows the scope that his theory of political legitimacy has to address, his arguments could be adapted to support consent-based theories. Second, I argue that Pettit’s theory fails to satisfy the high standards it sets for itself and is thus unsuccessful. My critique focuses on Pettit’s notions of historical, political and normative necessity, before evaluating whether his requirement of equally individualised popular control of government should be endorsed.  相似文献

Abstract

Utilizing a predictive model of voter behavior, this study identified the motivations behind a sample of voters who cast a ballot for George W. Bush and AI Gore in the 2000 presidential campaign. The motivations of the voters were differentiated on the basis of the “value” they sought in a president. In other words, just as companies in the “commercial marketplace” have to create value to attract customers, so does a candidate in the “political marketplace” who is seeking to carve out a niche for himself that separates him from his competition. Pairwise discriminant analysis is used to identify the motivations behind the choice behavior of voters at both the candidate and party level. The results reveal the complimentary roles that the political party and each candidate's campaign organization played in their respective marketing strategies.  相似文献

In his writings on government foucault commonly uses term ‘political’ as if it were equivalant to a certain understanding of governmental. Thus, in the title of his cotribution to the Tanner Lectures on Human Values, ‘Omnes et Singulatim, towards a criticism of ”political reason“, the object of Foucault's usage of the term ‘political’ to refer to a kind of govrmetal reason. Second, I argue that the practice of what Foucault understands by political reason in fact creates coditions for the emergence of a politics and a political reason of a very different kind. The appearance of this latter political reason poses a range of problems which must be addressed by any political (in the sense of governmental) reason but which play little part in Foucault's discussion. It Suggests, in particular, that Foucault's account of the liberal rationality of government is seriously incomplete. Third, I consider the grounds for Foucault's counterposition of political reason to liberation, noting that his critique of political reason as a principle of subjectivation raises a more general issue, which he describes as ‘the politics of ourselves’ (Foucault 1993: 223). I conclude by noting that Foucault's discussions of political reason lead in two very different directions: towards a powerful analysis of the practices and rationalities of government in the modern West or towards a radical critique of most forms of government, including the modern government of oneself.  相似文献

The administration of President Barack Obama, like those of his immediate predecessors, is focused on trying to improve the quality of, and use of, performance data. The federal government has been pursuing performance‐informed budget reforms for more than 50 years. Most recently, the Bush administration reforms included the President’s Management Agenda and the Program Assessment Rating Tool (PART). The Obama administration reforms include: measuring the effects of the American Recovery and Reinvestment Act; reducing or eliminating poorly‐performing programs; setting a limited number of short‐term, high‐priority performance goals; and funding detailed program evaluations. The administration is taking a more agency‐driven approach than the Bush administration, but continues to find it challenging to move beyond production of performance data to its use. There should be opportunities to show how performance information can be used for decision making, given the change in the political climate and the needs to reduce spending and the deficit. Historically, there has been little appetite in the Congress for evidence‐based decision making. The administration, however, can continue to demonstrate how federal agencies can use performance information to more effectively manage programs.  相似文献
