Since 1964 the Labour Party has been closely associated with the development in government of a conception of planning which gives pride of place to economic rather than representative opinion. Although ofneo‐liberal inspiration, its adoption by Labour is by no means circumstantial but is historically embedded in social democratic ideology concerning economic organisation. This convergence with neo‐liberalism is especially notable for its tendency towards the denial and ultimate impoverishment of politics. Yet the theoretical basis exists for an approach to planning—ultimately more realistic politically—incorporating and developing rather than devaluing representative democracy.  相似文献

While some believe that economic development prompts democratization, others contend that both result from distant historical causes. Using the most comprehensive estimates of national income available, I show that development is associated with more democratic government—but mostly in the medium run (10 to 20 years). This is because higher income tends to induce breakthroughs to more democratic politics only after an incumbent dictator leaves office. And in the short run, faster economic growth increases the ruler's survival odds. Leader turnover appears to matter because of selection: In authoritarian states, reformist leaders tend to either democratize or lose power relatively quickly, so long‐serving leaders are rarely reformers. Autocrats also become less activist after their first year in office. This logic helps explain why dictators, concerned only to prolong their rule, often inadvertently prepare their countries for jumps to democracy after they leave the scene.  相似文献

Going beyond conventional conceptions of political representation, Ernesto Laclau takes representation to be a general category and not just limited to formal political institutions, and he takes representation to be performative in that it also brings about what is represented. This article examines the implications of this conceptualization of representation for Laclau’s theory of populism. Laclau takes populism to be exemplary of his conception of representation because populism is a discourse that brings into being what it claims to represent: the people. This is important for current debates about populism and the crisis of democratic institutions, whether domestic or international. I show how our conceptions of representation inform how we think about populism and liberal democracy, and specifically about populism as a threat to liberal democracy at the domestic or global level. I show this in the context of a reading of Jan-Werner Müller’s influential critique of populism.  相似文献

This special edition reflects on the contemporary relevance of the insights and concerns of David Marquand's book The Progressive Dilemma. In this Introduction, the editors set the scene for these reflections. They consider the structural changes that have occurred in politics since the 1990s: the impact of globalisation, the erosion of class identities, the rise of ‘identity politics’ and the continued fragmentation of the party system. There has been no reconciliation between the parties of the centre‐left, nor any re‐examination of the ‘liberal tradition’ and the potential for a new synthesis with revisionist social democracy. On the one hand, Corbynism is a radicalised metropolitan species of liberalism, while on the other there are plenty in Labour who stress the need for the party to re‐engage with the traditional, socially conservative values of the working class in a new ‘postliberal’ appeal. Yet the authors argue that those who broadly identify with progressive causes in British politics—animated by the various overlapping strands of social liberalism, social democracy and liberal socialism—have still to work out how to address the historic failings that Marquand so eloquently exposed, to create a new and inspiring intellectual vision that unites and energises the left and centre‐left.  相似文献

This article examines whether there are significant differences between liberal democracies which warrant them being classified as different forms of democracy. The article begins by outlining six features of liberal democracy which are crucial in understanding how this type of government works. The subsequent section examines the origins of liberal democracy and considers the relevance of arguments derived from American 'exceptionalism'. Attention is then focused on liberal democratic governments today - by reference to Lijphart's distinction between 'majoritarian' and 'consensus' democracies. Finally, the article looks at whether the form of liberal democracy is changed substantially when it is transplanted into a cultural context different from the one in which it originated. The general conclusion is that there is no case for identifying different forms of liberal democracy.  相似文献

Recently, not only has dictatorship resurfaced, but a new form of government has appeared that is neither democratic nor dictatorial. There are various names for this new form: “competitive—authoritarian”, “illiberal democracy”, or simply “hybrid”. Some obvious examples are Hungary, Poland and Turkey. Some connect the origin of hybrids in modern times to the rise of populism. Populism is connected to the illiberal or hybrid idea in that populists tend to repress minorities as a way of appealing to the majority. Authoritarian populists typically divide the population into “us” versus “them”. This paper develops a model of how a hybrid can arise from democracy. I introduce a “strongman or strongwoman” as a leader who can implement repression and gain power. I develop a simple model of a “hybrid” regime in which repression is less than that under dictatorship but greater than that under liberal democracy. The hybrid regime is a special case of Wintrobe’s general theory of dictatorship, but it goes further than that by endogenizing equilibrium extremism of the regime as well as repression. I show how the hybrid regime reacts to exogenous shocks, and develop optimal policy for other countries and institutions interested in reducing repression (the UN, US or EU) towards hybrids.  相似文献

To identify what is needed to sustain local democracy we need a model of democratic government and an idea of the kind of social and economic context that is supportive of democracy. Local democracy requires a combination of a liberal democratic model of local government and the prerequisites of democratic stability: economic development, equality, political culture and the development of civil society. However, a number of factors, non-local as well as local, may undermine local government and local democracy, especially centralization, economic decisions, external conflicts, dependency on civil servants, the dilution of elected representation, formalistic participation, skewed representation, class conflict and official attitudes. However, democratic local government can contribute to economic development, the reduction of inequality, a democratic political culture and the development of civil society, thereby strengthening local democracy.  相似文献

Although not its sole dimension, the idea of equality of rights and resources is one of the basic tenets of liberalism. Liberal equality introduces a reformist thrift in government by determining that government action should aim to create opportunities for the realization of the civil condition. This is a legal and political condition, thereby citizens enjoy a statute of equal rights. Hence, the liberal idea of reformism proceeds by removing the obstacles to the realization of the civil condition and by providing the legal and the material resources for the exercise of citizenship rights. This interpretation is not self‐evident, especially in times when neoliberalism seems to represent the entire liberal tradition. I shall argue that liberal reformism makes up a vital foundation for democracy. Even more, the own survival of democracy in our times depends on its rooting in liberalism.  相似文献

The assumption of this article is that the “second great transformation” proposed by global actors parallels the one advanced by those who resisted laissez‐faire capitalism in the 19th century. Both dispute the unilateral imposition of a new planetary order and endeavor to modify the rhythm and direction of economic processes presented as either fact or fate. In doing so, they effectively place the question of the political institution of this order on the agenda. I look briefly at the familiar underside of globalism and then move on to develop a tentative typology of initiatives that set the tone for a politics of globalization. These include radical and viral direct action, the improvement of the terms of exchange between industrialized and developing countries, the expansion of the public sphere outside national borders through global networks, the accountability of multilateral organizations, and the advancement of democracy at a supranational level. Participants in these initiatives take politics beyond the liberal‐democratic format of elections and partisan competition within the nation‐state. They exercise an informal supranational citizenship that reclaims—and at the same time reformulates—the banners of social justice, solidarity, and internationalism as part of the public agenda.  相似文献

Pursuant to its extensive program of market reforms, China’s government tried to restructure itself to support a market‐dominated economy. Reform efforts have included elements that are familiar to scholars of public administration: streamlining government, strengthening bureaucratic capacity, distancing government from firms, and establishing independent regulators. But how deep have these reforms been, and with what ultimate goals? This article examines a crucial segment of the economy—China’s so‐called lifeline industries—to show how reforms to China’s economic governance system have been mapped onto an existing system characterized by extreme institutional fragmentation and an inability to imbue new governmental bodies with authority. Moreover, for these key industrial sectors, the Chinese party‐state’s strong interests in ownership, revenues, and social policy dictate that it use a variety of tools to protect these interests.  相似文献

It is shown in this article how theories justifying local government in Britain are largely based on the expedience of providing administrative efficiency or stable democracy for the central state rather than ethical grounds that justify local government as an independent entity in its own right. The article critically reviews the development of theories justifying local government within Britain and argues that it is possible on the basis of Mill's arguments within On Liberty to establish a strong ethical justification for local government. It is shown how Mill did not develop this line of thought but established substantive arguments concerning the value of local government for securing a stable liberal democracy and how successive mainstream theorists have modified but not substantially departed from this approach.  相似文献

This article scrutinizes the claim that liberal egalitarians are now the last real torchbearers for the principles of egalitarian reform. This claim might appear eccentric on the surface, but is increasingly common in leftist circles following the recent abandonment of such principles by formerly socialist parties. Programmes of 'social inclusion', for instance, are now widely criticized for substituting a desire to tackle economic inequalities with an incitement for us to become obedient, productive citizens. Focusing here on the claim that liberal egalitarians pose a radical alternative to this kind of discourse, I show that the real deficiencies of much liberal egalitarianism not only resemble but in many ways actually provide the sort of discourse within which parties like New Labour operate.  相似文献

Democracy is generally beneficial for human rights whereas coercive capacity increases government repression. Using data for 161 countries between 1975 and 2010, I consider how different aspects of democracy interact with the size and scope of a country's military apparatus to shape respect for bodily-integrity rights. Does democracy ameliorate the negative effects of coercive capacity? Or, does a strong military overpower the positive impact of democracy? Multivariate analyses suggest that high levels of democracy neutralize the effect of coercive capacity on bodily-integrity violations. At the same time, high levels of coercive capacity increase human rights abuses even in the most democratic regimes, at least when different aspects of democracy—executive constraints, competitive elections, and media freedom—are evaluated in isolation. Regimes that combine respect for media freedom with constraints on executive authority or competitive elections are able to harness coercive capacity for protective purposes.  相似文献

E‐government uses information and communication technology to provide citizens with information about public services. Less pervasive, e‐democracy offers greater electronic community access to political processes and policy choices. Few studies have examined these twin applications separately, although they are widely discussed in the literature as distinct. The authors, Chung‐pin Lee of Tamkang University and Kaiju Chang and Frances Stokes Berry of Florida State University, empirically analyze factors associated with the relative level of development of e‐government and e‐democracy across 131 countries. Their hypotheses draw on four explanations of policy change—learning, political norms, competition, and citizen pressures. All four explanations are strongly linked to nations where e‐government policy is highly advanced, whereas a country’s e‐democracy development is connected to complex internal factors, such as political norms and citizen pressures.  相似文献

Influential recent scholarship assumes that authoritarian rulers act as perfect agents of economic elites, foreclosing the possibility that economic elites may at times prefer democracy absent a popular threat from below. Motivated by a puzzling set of democratic transitions, we relax this assumption and examine how elite uncertainty about dictatorship—a novel and generalizable causal mechanism impacting democratization—can induce elite support for democracy. We construct a noisy signaling model in which a potential autocrat attempts to convince economic elites that he will be a faithful partner should elites install him in power. The model generates clear predictions about how two major types of elite uncertainty—uncertainty in a potential autocratic successor's policies produced by variance in the pool of would‐be dictator types, and uncertainty in the truthfulness of policy promises made by potential autocratic successors—impact the likelihood of elite‐driven democratization. We demonstrate the model's plausibility in a series of cases of democratic transition.  相似文献

Israel's citizenship discourse has consisted of three different layers, superimposed on one another: An ethno-nationalist discourse of inclusion and exclusion, a republican discourse of community goals and civic virtue, and a liberal discourse of civil, political, and social rights. The liberal discourse has served as the public face of Israeli citizenship and functioned to separate Israel's Jewish and Palestinians citizens from the non-citizen Palestinians in the occupied territories. The ethno-nationalist discourse has been invoked to discriminate between Jewish and Palestinian citizens within the sovereign State of Israel. Last, the republican discourse has been used to legitimate the different positions occupied by the major Jewish social groups: ashkenazim vs. mizrachim, males vs. females, secular vs. religiously orthodox. Until the mid-1980s the republican discourse, based on a corporatist economy centered on the umbrella labor organization – the Histadrut – mediated between the contradictory dictates of the liberal and the ethno-nationalist discourses. Since then, the liberalization of the Israeli economy has weakened the republican discourse, causing the liberal and ethno-nationalist ones to confront each other directly. Since the failure of the Oslo peace process in 2000, these two discourses have each gained the upper hand in one policy area – the liberal one in economic policy and the ethno-national one in policy towards the Palestinians and the Arabs in general. This division of labor is the reason why on the eve of its 60th anniversary as a state Israel is experiencing its worst crisis of governability ever. While Israel's economy is booming and the country's international standing remains high, due to the global ‘war on terror,’ public trust in state institutions and leaders is at an all-time low, so that the government cannot tend to the country's pressing business.  相似文献

Populism is often thought to mark a sharp break with liberal democracy. But to what extent is this the case? In this contribution the connections between populism and liberal democracy are sketched in the context of several areas where discussions about populisms have stressed their discontinuity with the liberal democratic tradition and its practices. The discussion concentrates upon the notions of the people, their representation, elites, constitutional issues and economic policies. In each case it is suggested that continuities are as strong, and sometimes stronger, than discontinuities in these relationships. The contribution ends with a discussion of how it might be possible to defend liberal democracy from a non-liberal position in the face of the critique from populisms.  相似文献

Right‐wing populist parties tend to combine criticism of how liberal democracy functions with calls for greater direct democracy. But do their voters share that support for direct democracy? In this article, survey data is used to examine, first, whether right‐wing populist candidates in Australia, Canada and New Zealand were more supportive of direct democracy than candidates of other parties. Second, the views of right‐wing populist voters about the functioning of democracy and direct democracy are investigated. While right‐wing populist candidates turned out to be far more likely to support direct democracy, right‐wing populist supporters did not mirror the candidates. Although these were among the most dissatisfied with how democracy worked, they did not necessarily favour referendums more than other voters. The findings have implications both for how we conceive of the relationship between populism and direct democracy and the remedies proposed for redressing populist discontent.  相似文献

In this essay I argue that neoliberalism is both an economic and a political doctrine and that its historical trajectory, both conceptual and political, especially in the United States, is better understood in relation to its complex relationship of affinity with liberal democracy. The intersection between liberal democracy and neoliberalism is thus better apprehended from the perspective of the separation of the economic and the political in capitalism and the relative autonomy that it structurally grants to each field of power. Liberal democracy has provided a depoliticized framework that nurtures neoliberalism, while providing it with a cloak of legitimacy. Stated somewhat differently, the historical trajectory of liberal democracy, as a theory and as a practice of power, betrays an anti-democratic tendency that leads to depoliticization and has quelled the democratic politics that once gave credence to it, thus paving the way for the rise of neoliberalism.  相似文献

This article examines how ideological differences between political officials and agencies may have affected the implementation of an ostensibly nonpartisan, government‐wide administrative initiative: the George W. Bush administration's Program Assessment Rating Tool (PART) review of federal programs. The analysis reveals that managers in agencies associated with liberal programs and employees (“liberal agencies”) agreed to a greater extent than those in agencies associated with conservative programs and employees (“conservative agencies”) that PART required significant agency time and effort and that it imposed a burden on management resources. Further analysis reveals that differences in reported agency effort can be explained partly by objective differences in the demands that PART placed on agencies—liberal agencies were required to evaluate more programs and implement more improvement plans relative to their organizational capacity—and partly by the ideological beliefs of employees—on average, liberal managers reported more agency effort, even after accounting for objective measures of administrative burden.  相似文献
