This article recommends that MPA Programs not already doing so consider two ideas. First, explicitly include skill development as an important program objective. Second, use the strategy of incorporating skill development and reinforcement into existing courses rather than adding new courses. A process for identifying skills and deciding where to locate them in the curriculum is presented. A list often generic skills is suggested along with a discussion of how they might fit within an MPA core curriculum.  相似文献

A framework for understanding Islamic State of Iraq and al-Sham (ISIS)'s apocalyptic theology as an internal strategy to “coercively radicalize” its captive subjects is presented, by comparison to the Lord's Resistance Army (LRA), which shares key stages of captive indoctrination with ISIS. A violent experience of “entry,” religious rules learned in an “assimilation” process, and millenarian “grand narratives” framing violence as purification, are examined. These stages construct an image of group leaders as divinely endowed with spiritual knowledge and access (i.e., charismatic authority). This can create a sense of dependency on the leaders and their instructions, potentially motivating violent and altruistic behavior from initially unwilling subjects.  相似文献

A new political geography has emerged in the Middle East and North Africa (MENA) after the Arab Spring. The transformative impact of the popular upheavals appeared to put an end to long-term authoritarian regimes. Today, the region is far from stable since authoritarian resilience violently pushed back popular demands for good governance and is pushing to restore former state structures. However, the collective consciousness of the popular revolts endures, and a transformative prospect may emerge on the horizon. The chaotic situation is the result of an ongoing struggle between those who seek change and transformation and others in favour of the status quo ante. A critical evaluation of the Arab Spring after five years indicates a continuous process of recalculation and recalibration of policies and strategies. There are alternative routes for an eventual settlement in the MENA region, which are in competition against both regional and transregional quests for a favourable order.  相似文献

This is an examination of whether city size is truly an independent variable when the relationships between city size and certain economic and social phenomena are considered. A new hypothesis is presented that postulates that relative or systemic city size is an independent variable that affects urban growth patterns through varying, non-optimum migration flows. One can imagine two futures for public administration, public management and public service around the world. A first would be what we see as a continuation of the status quo: with public administration essentially continuing as a series of national discourses, with perhaps a bit of cross‐fertilization, but with this characterized by a classic core‐periphery model. The preferable model, outlined in this paper, would see the development of an integrated community of scholars of public affairs. At least three hurdles need to be overcome to arrive at this integrated community. A first concerns the tension in the periphery between an epistemic nationalism and epistemic colonialism. The second hurdle to be overcome concerns the central role of the American literature in intellectual discourse in public administration. A third hurdle is more specific to public administration: what Canadian Iain Gow has referred to as public administration's profile, as ‘une science empirique par excellence’.  相似文献

This article proposes that the eventual outcomes of local government strategic policy deliberations can often reflect the interplay between “expert” administrative staff, democratically elected politicians, and the community they jointly serve. A multi-site case study approach, to examine the generation of local government strategy related to a niche economic activity concludes that broadly conceptualized opinion congruence can sometimes be threatened by substantial pockets of stakeholder vested interest. As such, “expert” and “political” opinion reflects a caution based on both historical experience and political expediency; while community opinion displays an optimism based on eager anticipation of an unknown future.  相似文献

A dialectical model of policy networks is deployed to analyse policy change in the area of GM crops in the UK. The model uses an analysis of the interaction between agents and structure, network and context and network and outcomes to understand and explain how policy change has occurred. A key advantage of the model is that it increases understanding of network transformation, explanation of which has been an alleged weakness of the policy network approach. However, this case study does throw up some weaknesses with the model, including the tendency of the model to emphasize the role of 'insider' agents and downplay the role of 'outsiders' in the policy process.  相似文献

A World Neighbors Programme in Kenya suggests more general conclusions about how NGOs can help to promote strong, inclusive membership organisations. A capacity to recognise the potential and limitations of existing institutions is found to be critical. It is important to address perceived needs, start with something simple to build confidence, and diversify in order to meet the requirements of different constituencies. A clear strategy is necessary to reconcile these sometimes conflicting demands. Success demands a heavy initial geographical concentration of resources, a substantial training input to provide staff with specialist facilitation skills, and an NGO structure which can access a wide range of external resources.  相似文献

A 4-year decline culminating in a collapse of school leaver exam results sent shockwaves through the Tanzanian state education system. Students and citizens attribute the collapse to visible deficiencies in classroom teaching, which is the product of a complex, government-administered system of teacher training colleges, schools, schools inspectorate, an examinations council, and a curriculum development institution. A model of the system is constructed and ‘interrogated’ to establish a research framework of key questions and propositions for functional analysis and evaluation of the system.  相似文献

The stabilization problem of an export economy is defined as smoothing the fluctuations in real income resulting from sharp changes in the value of exports. A stabilizing fiscal policy should be contractionary in good export years and expansionary in bad export years. A norm is developed to measure whether fiscal policy achieves this aim. The revenue impact of the budget is hypothesized to be generally stabilizing and the sample results bear out this hypothesis. However, the total fiscal impact is less clearly stabilizing, as expenditure policy may offset the revenue effect and tend to accentuate rather than smooth out fluctuations in real income.  相似文献

Multi-organizational partnerships are now an important means of governing and managing public programmes. They typically involve business, community and not-for-profit agencies alongside government bodies. Partnerships are frequently contrasted with competitive markets and bureaucratic hierarchies. A more complex reality is revealed once partnerships as an organizational form are distinguished from networks as a mode of social co-ordination or governance. Data from studies of UK urban regeneration partnerships are used to develop a four-stage partnership life cycle: pre-partnership collaboration; partnership creation; partnership programme delivery; and partnership termination. A different mode of governance - network, market or hierarchy - predominates at each stage. Separating organizational form from mode of governance enables a richer understanding of multi-organizational activity and provides the basis from which theory and practice can be developed. The key challenge for partnerships lies in managing the interaction of different modes of governance, which at some points will generate competition and at other points collaboration.  相似文献

A focus on character ethics has the power to transform public adminstration, and transform governance as we know it. Virtue demands of us many things that professionalism, efficiency, effectiveness, and ordinary bureaucratic practices do not. It requires that we be perceptive and discerning, and that we have a predisposition to make judgments and act with courage. Focusing on character ethics would transform governance because a public service characterized by virtue and the attending fundamental respect for the dignity and worth of others, would not deny the public their rightful role in self-governance. A virtuous public servant will be an enabling and empowering force in our institutions of governance, helping reinvigorate civic virtue among both public administrators and the general citizenry. But if an ethic of character is to take hold in public administration, we need to design organizational environments and management practices more conducive to the development of virtuous habits. Fortunately such changes are also likely to foster productivity, creativity, and effectiveness.  相似文献

This paper is the first report on a national program for increasing bereavement support for suicide survivors in the Flemish region in Belgium. A Working Group consisting of representatives of a wide variety of mental health institutions, social programs, and suicide survivor groups in the area determined that a program developing networks between the services seems to hold the greatest promise for both an increase in the number of services available and an improvement in the quality of services offered.  相似文献

A State's regulatory climate is an important determinant of utility capital costs and construction expenditures. This paper demonstrates the relationship of public (both proxy and qrassroots) advocacy movements with state regulatory climate and the cost of electricity. The perceived indifference of the utility industry and the regulatory process to public advocacy movements may be exploited by politicians seeking public office on an anti-utility platform. The result can be the weakening of the industry's long-run ability to produce a reliable power supply.  相似文献

The outbidding model of ethnic politics focuses on party competition in an ethnically perfectly segmented electoral market where no party appeals to voters across the ethnic divide. The power sharing model retains this assumption, yet tries to prevent outbidding through moderation-inducing institutional design. Empirically, imperfectly segmented electoral markets and variance of ethnic party strategies beyond radical outbidding have been observed. To provide a stepping stone towards a more complete theory of ethnic party competition, this article introduces the notion of nested competition, defined as party competition in an imperfectly segmented market where some – but not all – parties make offers across ethnic divides and where competition in intra-ethnic arenas is nested within an inter-ethnic arena of party competition. The notion of nested competition helps explain why ethnic outbidding is not omnipresent in contemporary multi-ethnic democracies. A moderate position on the ethnic dimension that appears inauspicious from the perspective of intra-ethnic competition can turn into the strategically superior choice once ethnic parties take the whole system of competitive interactions within intra- and inter-ethnic arenas into account. A case study of nested competition for Hungarian votes in the Vojvodina region of Northern Serbia illustrates the conceptual innovations.  相似文献

A prominent name in modern-day philosophy and a true public intellectual, Mohammed Arkoun (1928–2010) enjoys an international academic reputation. The present article aims to analyse the relationship Arkoun maintained with a specific learning space, the Institute of Ismaili Studies (IIS). This research institute, based in London, strives to promote research that focuses on Islam and on Muslims and serves as a junction point for the Ismaili community. This paper will attempt to clarify the processes at play in this collaboration between a thinker and an institution: what are the conditions that influence the institutional ties of an intellectual? The aim of the study was to assess suicide risk in psychiatric outpatients with specific cluster C personality disorders (avoidant, dependent, and obsessive-compulsive). A sample of 142 psychiatric outpatients was used for the study. The sample was composed of 87 outpatients meeting diagnostic criteria for a personality disorder and 53 psychiatric outpatients meeting criteria for an axis I disorder only. The results showed that dependent, but not avoidant or obsessive-compulsive, personality disorders, as well as the clusters A and B personality disorders, were significantly associated with suicide attempts. This association remained significant after controlling for both a lifetime depressive disorder and severity of depression for the cluster A and the cluster B personality disorders, but not for dependent personality disorder. The results underline the importance of assessing suicide risk in patients with cluster A and cluster B personality disorders, while the assessment of suicide risk in patients with cluster C personality disorders seems to be irrelevant as long as assessment of a comorbid depressive disorder is appropriately conducted.  相似文献
