Research repeatedly highlights the gap between male and female earnings across the public and private sectors. The authors address an overlooked manifestation of pay discrimination against women in the labor market. Using a survey of 384 public sector chief procurement officers, they analyze the indirect effects of gender on women’s pay through the intervening variable of authority. Gender affects the amount of authority that is delegated to an employee, which, in turn, affects the variance in pay between men and women. Results reveal that gender plays a hidden role in influencing compensation levels by shifting the chain of authority given to executives as they build a career portfolio. The conclusion underscores why gender pay disparities should account for both the indirect and the direct effects of gender on pay.  相似文献

Existing studies examining social capital and housing instability have overlooked structural factors such as discrimination, providing an incomplete explanation of the relationship between social capital and housing instability. This study addresses this limitation by exploring how discrimination and social capital are related to housing instability. This study is a secondary analysis of data collected during the Atlanta Neighborhood Pilot study. The sample consists of mostly African American adults who resided in the Atlanta metropolitan area in 2013 (n = 691). After controlling for sociodemographic characteristics, residential mobility, and public assistance, stepwise logistic regression identified social capital and discrimination as significant predictors of housing instability. Lower social capital and higher everyday discrimination scores were associated with increased odds for housing instability. Individuals 35 or older, those with annual incomes between $25,000 and $50,000, and those who reported receiving public assistance during their lifetime also had increased odds for housing instability. Findings identify characteristics of individuals vulnerable to housing instability and suggest that social capital development as a housing intervention warrants further exploration. These findings can be utilized by policymakers and practitioners to better target funding and to create efficient systems better equipped to deploy early homelessness prevention interventions.  相似文献

Using publicly available data on campaign disbursements, we examine gender gaps in staffing and compensation for congressional campaigns between 2010 and 2016. We find significant differences in both staff representation and pay on the basis of gender. Women make up a lower proportion of campaigns’ staffs, on average, and receive less compensation overall than their male counterparts. These disparities are present across a wide variety of campaigns, but are exacerbated by partisanship, candidate gender, and incumbency status. We find that staffing and wage gaps are larger for Republican candidates, male candidates, and challengers. These findings provide new insight into distinctions in the political networks between Democrats and Republicans and the pipeline of future political candidates.  相似文献

This article demonstrates the impact of public officials’ corruption on the size and allocation of U.S. state spending. Extending two theories of “excessive” government expansion, the authors argue that public officials’ corruption should cause state spending to be artificially elevated. Corruption increased state spending over the period 1997–2008. During that time, the 10 most corrupt states could have reduced their total annual expenditure by an average of $1,308 per capita—5.2 percent of the mean per capita state expenditure—if corruption had been at the average level of the states. Moreover, at the expense of social sectors, corruption is likely to distort states’ public resource allocations in favor of higher‐potential “bribe‐generating” spending and items directly beneficial to public officials, such as capital, construction, highways, borrowing, and total salaries and wages. The authors use an objective, concrete, and consistent measurement of corruption, the number of convictions.  相似文献

This study examines the relationship between salary and employee turnover behavior by analyzing a natural experiment created by the New Jersey Superintendent Salary Cap (NJSSC), which caused salary reductions for 25 percent of NJ superintendents in the initial year. I find that an additional $10,000 reduction in base salary due to the NJSSC corresponds to a 16 percent increase in the likelihood of superintendent turnover. This suggests salary expenditures are important public policy levers to retain employees. This study also contributes to prior research on tax and expenditure limitations (TELs) by documenting one of the first TELs placed directly on public employees.  相似文献

Occupational segregation in government employment is an important issue in public administration. Occupation determines pay and benefits, and when women have greater access to quality jobs—especially in the public sector—this promotes their economic, social, and political advancement. This research addresses two questions: (1) What changes have occurred to alter “glass walls” across departmental functions? (2) What impact does departmental function have on the salary of women? The findings reveal that although occupational segregation has decreased over the past two decades in Michigan’s bureaucracy, it is still prevalent. Gender‐based occupational segregation is linked to departmental function. Redistributive departments have much lower levels of occupational segregation than other functional categories. Mean salary is also linked to departmental mission, with distributive departments having both the highest mean salary and the highest level of occupational segregation. Salary differentials across departmental functions are becoming smaller over time. Overall, women appear to be most successful, both financially and career‐wise, in historically male‐dominated fields.  相似文献

Research on the political economy of immigration overlooks the specificity of human capital in skilled occupations and its implications for immigration preferences and policymaking. Conclusions that skilled Americans are unconcerned about labor market competition from skilled migrants build on a simple dichotomy between high and low skill migrants. In this article we show that natives turn to occupational licensing regulations as occupation-specific protectionist barriers to skilled migrant labor competition. In practice, high skill natives face labor market competition only from those high-skill migrants who share their occupation-specific skills. Licensure regulations ostensibly serve the public interest by certifying competence, but they can simultaneously be formidable barriers to entry by skilled migrants. From a collective action perspective, skilled natives can more easily secure sub-national, occupation-specific policies than influence national immigration policy. We exploit the unique structure of the American medical profession that allows us to distinguish between public interest and protectionist motives for migrant physician licensure regulations. We show that over the 1973–2010 period states with greater physician control over licensure requirements imposed more stringent requirements for migrant physician licensure and, as a consequence, received fewer new migrant physicians. By our estimates over a third of all US states could reduce their physician shortages by at least 10 percent within 5 years just by equalizing migrant and native licensure requirements. This article advances research on the political economy of immigration and highlights an overlooked dimension of international economic integration: regulatory rent-seeking as a barrier to the cross-national mobility of human capital, and the public policy implications of such barriers.  相似文献

In this article, state public sector Equal Employment Opportunity (EEO) outcomes of housing agencies in three states, New South Wales, Queensland and Western Australia are analysed and compared. EEO policies, programs and subsequent outcomes for women in the areas of reducing gender-based job segregation and income disparities, providing avenues for career progression and access to non-traditional jobs are evaluated to determine how different types of administrative and managerial structures influence equity outcomes. The research addresses the question of whether a centralised administrative structure or a devolved corporate management approach provides a more appropriate model for delivering public sector equity policies and programs. The case study findings indicate that a traditional administrative structure based on central control provides no guarantee of better equity results.  相似文献

Although social capital has made inroads into the public administration literature, little is known about the gender dimensions of social capital in the context of a disaster. This article examines what kind of benefits, if any, social capital offers for women who are affected by disasters. Studying this question is important because it would help public administrators overcome the unique vulnerabilities of women and strengthen their capabilities in preparing for, responding to, and recovering from disasters. This case study of the city of Gölcük, Turkey, suggests that social capital offers benefits for women affected by disasters because it is therapeutic in nature and helps women gain empowerment and avoid the stigma of public assistance. The article offers lessons on how public administrators could build social capital in disaster‐stricken communities by enabling face‐to‐face interaction, initiating leadership programs, and putting in place institutions and policies that are conducive to collective action.  相似文献

Comparable worth, the lkivil rights issue of the eighties, is based on the notion that women in traditional female occupations such as nursing make, on average, wages 20 percent lower than men In traditionally male occupations such as truck drivers despite the fact that both jobs are of equal value to the employer. The question is who will bear the cost; employers who implement comparable worth will bear the cost, but if pay inequities continue, women will. The cost can be mitigated if comparable worth is implemented incrementally. The problem cannot be solved by women shifting to male dominated occupations, for that would cost more than comparable worth. Comparable worth would help the women who work full time but are still below poverty and, while it would cost employers, taxpayers would realize a savings of $186 million. If the employer is a public agency, the taxpayer burden remains constant.  相似文献

A quickly developing literature has shown that the Affordable Care Act's (ACA) Medicaid expansions have improved health insurance coverage, health, and financial well‐being among low‐income adults without dependent children. This population includes noncustodial parents. With substantial overlap in the population that is typically obligated to pay child support and the population that has strongly benefited from the expansions, there may be potential implications for child support enforcement. In this paper, I examine the effect of public health insurance eligibility to low‐income adults on child support outcomes. I find that the ACA Medicaid expansions increased child support distributed to custodial families as arrears by 8.5 percent. Evidence also suggests current support distributions increased by about 2 percent. There were no significant effects on paying toward a child support order. Among unmarried mothers, the likelihood of child support receipt increased by 8 percent. These results imply that access to public health insurance can increase the ability of noncustodial parents to pay child support.  相似文献

This article advances a resource endowment theory of human capital and performance in government organizations. Building on research on human capital and firm location in business economics and task complexity in public management, the authors argue that an agency's ability to implement policy is determined both by its scale and by the human capital of the population from which it draws its employees. The authors cast labor as a factor of production in public agencies and argue that access to higher‐quality labor improves government effectiveness. The effect of human capital on performance is especially pronounced when agencies are charged with the implementation of technically complex tasks. The empirical subject is U.S. municipal water utilities’ compliance with the Safe Drinking Water Act. Comparing records of compliance with more and less complex regulatory requirements provides evidence consistent with the general model. The findings carry important implications for public management and policy design.  相似文献

During the decade 1983-1992, approximately $1.4 trillion of municipal bonds were sold in 87,000 in separate issues, primarily to finance capital projects for education, electric power, transportation, health care, housing, and other public and private purpose activities. Approximately two-thirds of these financings were originated by financing authorities, quasi-government agencies which are the creation of state legislature. Despite the growing role played by quasi-public authorities in capital finance, their impacts have not been studied systematically. We first describe the issuers of tax-exempt debt in the health sector and then derive measures for describing the mix of issuers between state and local levels, and between both government and quasi-government sectors. We present abbreviated test results of the impact that different mixes have on the cost of capital. First, competition is good: using a Herfindahl index analysis we show that states with less concentrated issuers have a lower cost of capital than those with a more concentrated market, including state-level finance monopolies. On the other hand, we cannot assert unequivocally that market deconcentration, in and of itself, should be a goal. For instance, there are economies of scale in the health care finance industry that allow larger (often state-level) issuers to lower the cost of capital.  相似文献

Organizational behaviorists have long argued that inequity in worker compensation is problematic. The authors use data on 254 public and private nonprofit research universities to evaluate the antecedents of salary differences between male and female full‐time assistant professors. Drawing on representative bureaucracy theory, they hypothesize that female representation among the associate and full professor ranks, as well as in executive management positions (including the university president), will be negatively associated with gender pay gap differences. Findings support the hypotheses, although the impacts for many of the variables differ between public and private institutions. Important effects are also found related to a variety of institutional characteristics, including funding from state appropriations.  相似文献

A great deal of attention has been focused on the human capital crisis in the public sector since the mid-1990s. Experts and practitioners give many reasons why the current crisis emerged. This article examines the important factors that led to the crisis, what is being done about them through presidential agendas, legislators, oversight agencies, professional societies, and public policy think tanks. Concerns are many in terms of a large number of upcoming retirements, early retirements, unplanned downsizing, difficulty in attracting new generations to public service, and the changing nature of public service. However, the human resource crisis also presents an opportunity to fundamentally change those features of public sector human resource management practices that have become outdated for contemporary organizations and position government agencies for the twenty-first century by meaningfully reforming the civil service. This transformation would require public sector organizations to take a more strategic view of human resource management and to give greater policy attention to human capital issues.  相似文献

The elderly's immobility is of public policy concern because it may jeopardize both individual and community welfare. Elderly households may face obstacles to moving which either lock them into their current homes or out of suitable alternatives. Only one federal policy (the one-time capital gains exclusion), addresses the mobility of the elderly, but it has been ineffective and probably inequitable. Alternative policies range from targeting the provision more tightly to reallocating its $1 to $2 billion in annual revenue losses for appropriate categorical assistance. Until the elderly's immobility is more clearly understood, tighter targeting is the preferred course.  相似文献

Despite clear implications for human capital accumulation, there has been little research on the postsecondary educational experiences of students living in public housing. While there is significant and growing research exploring outcomes for public housing tenants, even in the education sphere, little of this work focuses on postsecondary outcomes and what role, if any, public housing plays in human capital accumulation. Our case study, New York City, is home to both the nation's largest urban public university system and the largest public housing authority. In this work, we use matching techniques to identify and describe the residential characteristics of students at the City University of New York. We explore how students who live in public housing developments differ from their peers in terms of characteristics associated with success in college, including demographics, neighborhood poverty, and high school preparation. We use regression techniques to test the relation between public housing residence, neighborhood income, and two indicators of early college performance: successful completion of credits attempted and one-year retention. In a naive model (including only residence and high school characteristics), public housing residence is negatively associated with our outcomes of interest, but less so when we control for other factors, including neighborhood income. Specifically, for students pursuing an associate's degree, we find a negative relation between public housing residence and credit completion and a less pronounced negative relation with retention. We find no significant relation between public housing residence and either baccalaureate outcome.  相似文献

Although state and local public pension plans hold approximately one-third of the $3 trillion asset total of U.S. pension funds and represent sixteen million workers, relatively little research has been done on their funded status. This article presents the results of a longitudinal and comparative analysis of the funding condition of state and local public pension plans. The study includes 205 plans representing 91 percent of the total assets and approximately 94 percent of the members of state and local public pension plans. By examining the period from 1988 through 1992, the article provides a general 'assessment of the funded status of state and local public pension plans and concludes that, as a whole, the plans are adequately funded and have improved in their funded condition over time.  相似文献

In 1982, disabled workers who came on the social security disability insurance rolls from mid-1980 to mid-1981 had median monthly incomes of less than $500 if they were unmarried and less than $1,300 if they were married. These median monthly income levels, which include the income of a spouse and minor children if present, are roughly half those of the noninstitutionalized population aged 25-64. Social security benefits are the most important source of income for disabled workers and their families: They account for 40 percent of the total family income of married disabled workers and 65 percent of the total income of unmarried disabled workers. Social security benefits provide at least half of all income for more than 80 percent of unmarried disabled-worker beneficiaries and for 50 percent of the married beneficiaries. For married disabled-worker beneficiaries, earnings of the spouse are the second most important income source. Spousal earnings account for 28 percent of total income. Pensions and asset income each account for about 10 percent of total income for these married beneficiaries. Earnings are not an important source of income for unmarried disabled-worker beneficiaries for whom they amount to only about 3 percent of total income. Pensions, asset income, and public transfers each account for about 10 percent of total income of the unmarried beneficiaries.  相似文献
