In 1999, the U.K. government set force‐specific 10‐year targets for recruiting new police officers from ethnic minorities. Using these targets as instrumental variables, this study finds that this policy mandating an increase in the share of ethnic minority officers in a given force is associated with a decrease in the number of crimes in the area under the force's jurisdiction during the 10‐year period. It is argued that greater representativeness and diversity within a public organization improves organizational integrity, which influences bureaucrats’ attitudes and behaviors toward minority citizens. In the context of policing, diversity can mitigate the institutionalized practice of officers acting on implicit assumptions about minorities being inherently more unlawful than whites: Police representativeness is associated with a decrease in the overrepresentation of black individuals among those subject to “stop and search.” Such a change may make minority citizens more willing to cooperate in the coproduction of public values, facilitating the attainment of organizational goals.  相似文献

Given that a majority of states have had some sort of performance‐budgeting initiative on the books for several years, how has implementation of such reform progressed? To answer this question, we surveyed legislative and executive budgeters from the 50 states, asking them for their impressions of performance‐budgeting implementation in their state. Specifically, we asked these budget officers about the reasons for introducing performance budgeting in their state; the types of activities required of their system; responsible oversight bodies; extent of application across state agencies and departments; and perceived levels of effectiveness and problems experienced with implementation of the budget reform. Our findings indicate that implementation of performance‐based budgeting systems is proceeding slowly. While there are some benefits to highlight, results show that implementing performance budgeting is not without problems—perhaps the greatest being differing perceptions of use and success among budget players, particularly across branches of government.  相似文献

Diverse societies present different challenges for police forces that have to gain the trust and legitimacy of minorities. Police forces must develop the ability to engage with diversity and overcome their own biases and prejudices in order to better serve minorities. Police reforms, however, may fail to address the challenge successfully if core problems are not clearly identified. In such a case, reforms may be misdirected and fail to achieve the desired results. This paper, based on a study of the Arab minority in Israel, suggests a bottom-up approach that concentrates on identifying the attitudes of minority groups as the basis for any reform plan. A survey was conducted among Arab citizens to identify general attitudes, perceptions of over-policing and under-policing and assessment of three potential reforms; recruitment of minority members into the police, community involvement in policing, and cultural training for police officers.  相似文献

Are there conditions under which minority bureaucrats are less likely to provide active representation? The authors address this question by testing the link between passive and active representation for race in a police department and in the particular instance of racial profiling. Literature from three areas—racial profiling, representative bureaucracy, and police socialization—is brought together. The findings support the hypothesis that organizational socialization can hinder the link between passive and active representation. Furthermore, the authors find that the presence of black police officers is related to an increase in racial profiling in the division. This finding was unexpected and raises several important questions regarding active representation and race.  相似文献

The debate over possible bias in the use of deadly force has recently been exacerbated by highly publicized killings of African American males around the country. While much research has been conducted examining police behavior, little has been done to investigate the impact of race on police behavior. This article aims to answer this question: are white police officers more likely to use lethal force on minority suspects or people of a specific race? To answer this question, the authors construct a data set of all confirmed uses of lethal force by police officers in the United States in 2014 and 2015. They find that although minority suspects are disproportionately killed by police, white officers appear to be no more likely to use lethal force against minorities than nonwhite officers.  相似文献

Agency accreditation has grown steadily as a management strategy in recent decades. Accreditation is meant to help professionalize public administration work by requiring an agency to adopt policies and practices that are sanctioned by an external organization. Advocates claim that accreditation facilitates the diffusion of best practices and builds a culture of professionalism in an agency. Accreditation clearly leads agencies to adopt formal policies. This article identifies two ways in which accreditation might affect organizational culture: (1) by socializing employees, and (2) by signaling the agency’s priorities to employees. Analyzing attitudinal data from officers in six American police departments, this study finds no association between accreditation and officers’ own values, but finds that accreditation is strongly correlated with officers’ perceptions of their agencies’ priorities.  相似文献

The viability of local government‐sponsored community development of poor ethnic enclaves hinges on the perceptions of residents. If residents view the enclave in which they live as their “community of choice,” they will be more likely to join with local government to coproduce community improvement. Residents who see their enclave as their community of choice tend to hold positive perceptions of neighbors and neighborhood and are less fearful of crime. Conversely, those who see the enclave where they live as a “ghetto of last resort” commonly are not meeting their economic expectations, are uneasy about race related issues, and are concerned about the desirability of their neighborhood. Government should not employ a community development strategy to preserve a “ghetto of last resort” where most residents remain because they feel they have few options. The vast majority of the residents examined here view the enclave where they live as their community of choice.  相似文献

Studies of local law enforcement actions toward immigrants show that while some cities engage in enforcement, many others do not. The extent and determinants of enforcement have been assessed, but these studies have not evaluated the full range of practices, including welcoming practices, toward immigrants. This article introduces the concept of “welcomeness,” develops a framework for measuring it, and, using a nationwide survey of local police departments, examines how widely departments are welcoming (or unwelcoming) to immigrants. The data show that many police departments have consciously and deliberately developed practices intended to foster positive relationships between the police and immigrants and to encourage immigrants to call the police for assistance.

Is pork produced by feeble budgetary processes? By fixing weak budgetary procedures, can wasteful spending and opportunities for corruption be reduced? This essay looks at three varieties of pork: earmarked, ad hoc, and presidential. What can be done to curb the excesses of each one? By examining the problem of congressional earmarking, this timely article proposes a new process for controlling “earmarked” pork by supporting a new (constitutional) presidential line‐item veto/reprogramming. “Ad hoc pork,” generated by emergency or stimulus bills, is also analyzed. Its downsides can be fixed, according to the essay, by creating a preapproved roadmap for the appropriations process, thereby enhancing the quality of spending oversight. Finally, “presidential pork” derives from chief executives rewarding congressional allies and from government agencies allocating program resources so as to engender support from congressional members. This third variety of pork can be controlled if agencies improve their operational transparency plus strengthen their procedures for selecting projects. A key component of crime deterrence is the certainty of detection, but in 2005 seat belt laws in 27 states prohibited law enforcement officers from ticketing an observed violation unless the driver is stopped for another offense, which is referred to as secondary enforcement. Thirteen states and the District of Columbia have upgraded from secondary to primary enforcement, which authorizes police to stop a motor vehicle if a driver or occupant covered by the law is observed not using a seat belt. To test the impact of seat belt enforcement provisions, cross‐sectional time series regressions are estimated for annual driver and occupant fatality rates in the American states from 1990 to 2002. Using several control variables for other traffic policies and state demographics, the results indicate primary enforcement is more effective in saving lives than secondary enforcement. Furthermore, upgrading to a primary law enhances the effectiveness of an existing state mandatory use law. © 2006 by the Association for Public Policy Analysis and Management  相似文献

Killings of civilians by police officers have become a matter of intense public concern in the United States. High‐profile deaths, especially those of black citizens, have caused outrage and sparked the Black Lives Matter movement with calls for dramatic changes in how police agencies operate. However, little systematic research exists to answer questions about which policies should be ended or put in place to reduce these deaths. The authors leverage a large data set of gun deaths by police officers in the United States, combined with agency‐level policy data and community demographic data, to examine whether certain policies are associated with lower or higher rates of officer‐involved gun deaths. Findings show that one policy—the requirement that officers file a report when they point their guns at people but do not fire—is associated with significantly lower rates of gun deaths.  相似文献

American policing faces a crisis of legitimacy. A key source of this crisis is a widespread police practice commonly endorsed by police leaders to fight crime. This is the investigatory stop, used to check out people who seem suspicious and to seize illegal drugs and guns and make arrests. Using data from an original scientific survey of drivers in the Kansas City metropolitan area, the authors show that racial disparities in police stops are concentrated in investigatory vehicle stops. In these stops, but not others, officers disproportionately stop African Americans and question and search them. The overwhelming majority of people stopped in this way are innocent, and the experience causes psychological harm and erodes trust in and cooperation with the police. Many of the most controversial police shootings during the past two years occurred in these stops. Reforming this practice is an essential step toward restoring trust in the police.  相似文献

Is China’s “socialist rule by law” (社会主义法制) qualified to be called “rule of law” (法治) or a “thin rule of law” proposed by Randall Peeremboon, without abolishing the political supremacy of the Chinese Communist Party and the establishment of an independent judiciary? Since the mid-1990s, the Chinese legal system and its judiciary have gone through reforms and on the whole modernized. However, the Chinese judiciary still faces many problems, and among them the lack of professional jurists, corruption and local protectionism appear as crucial ones. The current political and institutional arrangements and lack of freedom of the press and freedom of association clearly intensify these problems. “Rule of law” (法治) or “rule by law” (法制) in China is still more often interpreted in the light of the respective political, bureaucratic and economic powers of the parties involved than according to principles of law or equity. The modernization of the legal system will continue, but the political translation of the legal demands of society and the international community will take time to materialize. In the meantime, risks, setbacks and difficulties will continue to prevent China from establishing a truly independent judiciary and what is universally called a rule of law.  相似文献

ABSTRACT

A possible “dark side” of goal setting, namely perfectionism and its relationship with employee performance, was investigated. A study of police officers (n = 235) revealed that perfectionists' predisposition to (1) set goals that they perceive to be extremely high, and (2) base evaluations of self-worth on the attainment of those goals were positively related to maximum performance, namely promotional exam scores. The mediating variable was perceived effort. In the second study involving police officers (n = 242), however, perfectionism displayed a complex relationship with typical performance. The two dimensions of perfectionism, perceived high goals and contingent self-worth, were negative predictors of this criterion through their relationship with emotional exhaustion. Nevertheless, the goal difficulty dimension was a positive predictor of typical performance.  相似文献

While race is often discussed in relation to police, there is still little empirical evidence on the role of race in shaping citizens’ evaluations of government performance. Using an experimental design, this study examines how different levels of police performance affect perceptions of police trustworthiness and to which degree observed effects vary by individual race and across communities with different racial makeups. Specifically, we study the effect of different levels of performance on perceived trustworthiness in two communities—one predominantly African American and one predominantly White—and replicate across two samples: a sample consisting of primarily White participants and another consisting of only African American participants. Results indicate that the interaction between the racial composition of a community and individual race plays a critical role in shaping the effects of performance among White participants, who appeared more sensitive to community context than African American participants. Implications for research and practice are discussed.  相似文献

After 1984 local law enforcement agences in the U.S. substantially increased arrests for drug offenses relative to arrests for property and violent crimes. This paper explores why this reallocation of police resources occurred, focusing on alternative “public interest” and bureaucratic self interest explanations. The Comprehensive Crime Act of 1984 is shown to have altered the incentives of police agencies by allowing them to keep the proceeds of assets forfeited as a result of drug enforcement activities. Empirical evidence is presented which shows that police agencies can increase their discretionary budgets through the asset forfeiture process.  相似文献

The number of objects in Earth’s orbit has continued to grow since the space race between the United States and the Soviet Union. The historical “few objects, large space” principle left satellite operations a relatively benign environment, but that construct has shifted significantly due to the advent of the commercial space sector, the small satellite industry boom, and the resurgence of the desire for human space flight. The regulations for space operations both at the international and national level have always been sparse, but there is a large desire for more now that commercial capital is at stake. The purpose of this article is to bring to the surface available regulations for on-orbit operations to identify the gaps to fill and highlight the change for the Department of Defense. The international community and commercial sector recognize the need for a state like the United States to set a standard to influence the international community. This national-to-international framework is a technique used in other arenas, such as maritime traffic management and air traffic management, and the lessons learned from these fields are applicable to the space domain.  相似文献

What is the effect of contractors' nonprofit and for‐profit ownership on the scope and nature of performance measurement used by government agencies? Quantitative and qualitative data were generated through semistructured interviews administered to a sample of state and local public agencies and private contractors across five jurisdictions. The findings of this study suggest that monitoring officers working with nonprofit rather than for‐profit contractors are more likely to rely on qualitative performance data and examine equitable access to services, contractors' reputation, and compliance with industry rules and regulations. Although organizational ownership may not be well understood by practitioners, performance appears to be conceptualized differently across sectors. The author calls for a better understanding of the impact of the identified differences in performance measurement on the effectiveness of contract monitoring.  相似文献

ABSTRACT

Pay-for-performance reforms create “high-powered” incentives for civil servants to meet or exceed specified performance objectives as measured by such things as customer satisfaction. Economists and social psychologists have advanced the claim that high-powered incentives for performance may empirically lessen the effect of civil servants' intrinsic motivation toward achieving agency goals (motivation can be “crowded out”). Nonetheless, well-designed pay-for-performance incentives may “crowd in” intrinsic motivation. A number of federal agencies and subagencies have undergone personnel management reforms that raise the specter of this pattern of “motivation crowding.” Does it happen? Is intrinsic motivation crowded in or crowded out? This paper employs item response theory to create measurement models for the estimation a latent trait of intrinsic motivation for employees of the Internal Revenue Service (IRS) and Office of the Comptroller of the Currency (OCC) using data from the 2002 Federal Human Capital Survey. The IRS, but not the OCC, implemented a paybanding system that imposed high-powered performance incentives on supervisors, but not on non-supervisory personnel. Results suggest that the IRS reward structure crowded in intrinsic motivation at the lowest levels, but that at the highest levels of motivation intrinsic motivation is crowded out, a pattern not seen in the OCC data.  相似文献

Baumgartner and Jones (1993) showed how radically new policies emerge on government agendas as a consequence of exogenous shocks to policy subsystems displacing privileged interests. But how do these policies evolve post-punctuation? In this paper, we present three different models of policy change. Policies may revert to the old status quo if displaced interests re-assert themselves, or they may be “locked-in” by new interests now reaping the benefits. Alternatively, they may incrementally change as lawmakers “learn” how to better meet target population needs, particularly by witnessing how other jurisdictions address similar problems. We test these models with data on change in state charter schools laws over time. We find that whether old status quos are overthrow, and the fate of charter policies when they are enacted, is influenced more by competing political interests, especially interest groups, than elite and public perceptions of broad systemic crises. Yet, we also find that changing demands on the state and learning from the successes and failures of neighboring states also play significant roles.  相似文献
