This article discusses whether different motivations for and perceptions of the police role, either as ‘law and order‐oriented thrill‐seekers’ or as ‘social workers’ lead officers to adopt different approaches towards the public. The first category police rank‐and‐file officers' desire for action and excitement, causing them to perceive policing as a mission, also causes them to have a distorted view of reality whereby they perceive members of the public either as significant adversaries or as insignificant ones. For them, ‘real police work’ means chasing and catching villains, and this delusional picture of what policing is may lead them to enlarge and redefine ‘insignificant criminals’ and thus perceive them as ‘villains’ who merit and justify police targeting. However, as these insignificant criminals—beggars, drug addicts, vagrants, ethnic minority youths, and drunks—are not perceived as actually ‘significant adversaries’, the targeting of and encounters with them also produce fatigue in police officers as these activities fail to comply with many police officers' desire to ‘catch the villain’, and the encounters are repetitive and tedious. Police fatigue and stereotyping may entail cynicism due to the ways in which some groups respond to police targeting, such as accusing the police of racism or threatening them with complaints. It is argued that the first type of police officers to a larger degree will experience fatigue and cynicism than the second type of officers—‘the social workers’—who are motivated by a will to ‘help others’, and who receive more rewarding responses from the public.  相似文献

Citizens have always had an important role in the crime control process; they are most often responsible for the detection of crime. It is imperative, therefore, that citizens perceive police officers to be competent and just in the execution of their duties; in the absence of such confidence, the process suffers. Ironically, the groups which are most often the victims of crime hold the most negative attitudes toward the police. Minorities in urban communities, particularly blacks, fit this pattern. These attitudes appear to be linked to the perception of negative, differential experiences with the police, experiences which often lead to the filing of a formal complaint. Using a data set from the complaint files of a large American city, this article explores the relationship between the attitudes of blacks toward the police, experiences with the police, and complaints lodged against the police.  相似文献

A growing body of evidence shows that minorities are disproportionately the targets of police brutality, but important theoretical questions about the causes of that inequity remain unanswered. One promising line of research involves structural‐level analyses of the incidence of police brutality complaints; however, existing studies do not incorporate variables from alternative theoretical explanations. Drawing on the community accountability hypothesis and the threat hypothesis, we tested the predictions of two prominent structural‐level explanations of police brutality in a study of civil rights criminal complaints. The study included cities of 150,000+ population (n = 114). The findings reveal that two community accountability variables—ratio percent Hispanic citizens to percent Hispanic police officers and the presence of citizen review—were related positively to police brutality complaints, partially supporting that perspective. Two threat hypothesis measures of threatening people—percent black and percent Hispanic (in the Southwest)—were related positively to complaints, as predicted. The relative degree of support for the two hypotheses is assessed.  相似文献

ABSTRACT

Given the growing complexity in British policing, the College of Policing are implementing a Police Education Qualification Framework through a professionalization agenda. This aims to standardise entry to the police and allow serving officers to gain accreditation for their previous training and experience. Part of this process involves the development of a national police curriculum for higher education institutions to deliver to new recruits. Different definitions of what constitutes professionalism can impact on officers’ interpretations of this concept and how they subsequently engage with the proposed reforms. This paper, which is based on in depth qualitative interviews with serving officers who have undertaken an academic qualification in policing, suggests that the relationship between police education and the development of professionalism is complex. Officers need to be trusted and encouraged to use their learning in a way that develops their own personal sense of professionalism. However, this paper will argue that current perceptions amongst officers are sceptical of the wider agenda and brings into question the development of a standardised curriculum which may ultimately be viewed as further governance over officer behaviour.  相似文献

Officer‐involved domestic violence (OIDV) is a national problem, with police officer families having higher rates of domestic violence than non–police officer families. OIDV is also an underresearched problem with few studies or proposed solutions. Many victims of OIDV do not report their abuse precisely because their abuser is a police officer, whom they fear is in a unique position to protect him/herself from any legal consequences. Often, OIDV complaints are not investigated properly in a nonbiased manner. While a handful of police agencies around the country have developed specific policies and procedures to deal with OIDV, Washington State has enacted legislation that requires its police agencies to adopt OIDV‐specific policies. The International Associations of Chiefs of Police (IACP), an organization that addresses various issues confronting law enforcement, has also developed a model policy on OIDV. This Note proposes that, in light of the Washington legislation and the model policy proposed by the IACP, each state should enact a statute that requires its police agencies to develop policies on OIDV. This Note also outlines a specific set of procedures that such statutes should, at a minimum, require its police agencies to adopt, ranging from educating police officers on domestic violence to developing guidelines on responding to and investigating OIDV complaints.  相似文献

Appropriate adults are supposedly a safeguard for vulnerable detainees, whether they are children or adults. Their role is unclear. Custody officers are responsible for calling appropriate adults, but often fail to do so. They mistakenly pass responsibility to police surgeons, who confuse fitness to plead with the need for an appropriate adult. Better guidance to assist custody officers in identifying mental disorder is required. Lay and professional people undertake the role of appropriate adult, but are inadequately trained. Social workers do not necessarily understand the role and family members sometimes act contrary to the detainee's best interest. A more 'professionalized' and inter-agency approach is required, as in Scotland. The voluntary sector has an important role to perform. There is also scope for extending the use of appropriate adults beyond detainees in police stations to cover all vulnerable witnesses at all stages of the criminal process.  相似文献

Abstract

The research presents the summary and analysis of ten-year data (1991-2000) involving the People's Law Enforcement Board (PLEB). It describes the types of police officers and the police departments that had cases before the People's Law Enforcement Board (PLEB). It also examines the types of cases that were handled by these civilian review boards as well as the manner of dispositions of these cases, the number of times its decisions were affirmed, reversed, or modified by an appellate board, and the composition and qualifications of the members of the boards. The data indicate that the propensity of police officers for receiving complaints in the boards may be a function of both rank and assignment. The data also suggest that the PLEB tends to be lenient in its disposition of cases. However, the People's Law Enforcement Board appears to make good quality decisions as indicated by the appellate boards' upholding of PLEB decisions.  相似文献

There is a long tradition of research into police integrity in the USA. Over the last few decades the focus of this research has shifted from regarding police misconduct as an individual problem to viewing it as an occupational/organisational one. Very little research has been conducted in this area in Scandinavia, however. This article presents findings from a Swedish questionnaire survey of levels of intolerance for corruption and other forms of misconduct within the Swedish police force. The study was conducted as part of an international project. Thirteen percent of Swedish police officers were included in the sample. Attitudes towards police misconduct are characterized by a high degree of consistency. The more seriously a behaviour is viewed, the more severely officers feel it should be sanctioned and the more willing police officers are to report it. Levels of intolerance towards theft are very high, whilst this intolerance is more moderate in relation to the use of excessive force, and is more or less non-existent when it comes to using a police car to ferry a fellow officer to work. At the same time, the patterns visible among the officers' responses are indicative of both ego-defence and of the existence of a code of silence. The article also compares the Swedish findings with responses from similar surveys conducted in the USA and Croatia. Differences between the circumstances in which the studies were conducted make comparisons between the different police forces difficult. The most conspicuous trend, however, is that different types of misconduct are ranked almost identically across the three countries.  相似文献

Police training is the process of imparting knowledge, skills, and values to police personnel. The study analyses a survey data on the perception of trainees and senior experienced officers regarding desired professional qualities in police officers. There is a high degree of congruence, in the assessment of values which are important for police, among the two groups. There are also differences among the two groups regarding the evaluation of the importance of interpersonal skills and human qualities. The study attempts to explain the similarities and the differences in perception by examining the conservative and innovative nature of police training, and the role of experience in developing an appreciation of human qualities. The study underlines the importance of police training as a mechanism to maintain the stability of operations in the organisation and its pivotal role in bringing about change in the police.  相似文献

Police misconducts have very rarely been studied by the self‐report method because it is assumed that the ‘code of silence’ is too hard to break even in an anonymous survey research situation. In this study a self‐report method was carried out in a police unit in Finland. Respondents were shown a list of 16 possible conducts. They were asked whether they knew a police officer who had been engaged in misconduct mentioned in the list or whether they themselves had engaged in one or more of the misconducts mentioned in the list. The analysis results indicated that, in an anonymous self‐report survey context, police officers are clearly willing to report on service misconducts, both their own and those of their fellow officers. Thus, the assumed ‘code of silence’ does not seem as strong as the literature suggests.  相似文献

ABSTRACT

Evidence-based policing is rapidly becoming adopted by policing agencies among policing jurisdictions. Many academic programmes have been established in higher education to train police managers in applied criminology. However, there is a lack of literature for police officer practitioner researchers (POPR) who might undertake qualitative research, especially research projects that examine police behaviour. This paper reflects on the changing role of the practitioner-researcher and suggests that police officers undertaking qualitative research need to learn to ‘switch off their police role’ and ‘switch on their researcher role’. The author’s insights are drawn from his own experience of qualitative fieldwork working with police officers from New Zealand Police and South Australian Police.  相似文献

This study suggests that police departments who promote counseling benefit from officer stress reduction. Officers from sixteen municipal police departments (n = 1,114) across the state of Alabama possessed moderate stress, but were influenced significantly by organizational demographics (including counseling opportunities). A majority of officers believed that stress signs were not predictive of police suitability but remained reluctant to share fears and anxieties with fellow colleagues, suggesting that officers feared the stigma associated with the need for stress counseling. Officers working in supportive counseling climates had significantly less stress, a reduced need for counseling, and a greater willingness to use counseling. Officers who engaged in counseling (at least occasionally) also reported more stress, indicating an awareness of their need for counseling. The authors concluded that police departments should consider requiring mandatory and periodic counseling for all officers, a procedural tactic that camouflages counseling need while concurrently treating the source of officer stress.  相似文献

This article describes the development of training and educating police officers in Taiwan. The current system, which has largely survived the democratic transition between 1986 and 2000, is unique. It is a two-track system in which Taiwan Police College (TPC) is responsible for training low ranking police personnel, whereas Central Police University (CPU) is responsible for educating police management personnel. Currently, the presidents of CPU are no longer chosen from the military, but their backgrounds require experiences as police officers. The Examination Yuan opens up the new route into TPC and CPU through competitive national civil examinations. Echoing the outcry for reform within Taiwan and abroad, we advocate to liberate new cadets from the closed system so that they can learn together with other non-police students and to add more social science materials into the police education curriculum.  相似文献

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

Up to 1992, all illegal use-of-force complaints against police officers in Israel were handled internally by the police department. In 1992, following public and political pressure, an external civilian board was established to handle such cases. In this framework, investigations of suspect police officers are conducted by former police officers. In this study, investigators' and suspects' personal and organizational characteristics were examined, as well as their attitudes to the civilian board and the manifestation of police violence. In general, the two groups were found to differ significantly on both levels. The employment of former police officers with high professional qualities seems to have some advantages in this investigative situation.  相似文献

ABSTRACT

An important issue for police services across the world is the training and education of police personnel. Both training and education have often been linked to the professionalization of policing. An overview of current developments in police training and education in Poland is provided by a discussion and delineation of learning pathways for Polish police officers and the relevant pieces of legislation that have influenced these pathways. This contributes significant knowledge to international literature by being the first repository of information about Polish police training and education. The historical context of police and police training in Poland is introduced first, followed by an overview of the two-tier system of training. Finally, developments of police training in the Polish context are critically assessed to demonstrate the slow, yet undeniable, approach toward professionalisation of police officers in Poland.  相似文献

Joining insights from the work of Richard Sennett and Erving Goffman, I probe the power relations which underlie the performances and negotiations of respect and authority in interactions between young men and police officers. Two cultures or codes of conduct most often clash in these confrontations, which interestingly enough bear some key similarities. The officers from the local police office that I observed attempted to avoid unnecessarily engaging youths in confrontations and thereby evaded contests of face. Their assignment in the field was to make their presence felt in the area they were patrolling and to bring the youth to an understanding that they were sharing this territory with them. The officers from the ‘street peace group’ had a different agenda and sought out confrontations with youths and thereby engaged them in public show‐downs over face. Their assignment in the field was to bring respect among the youth for the authority of the police, that is, to force a submission to their authority, and this is most readily accomplished through contests of face—contests in which they had the upper hand and through which they demonstrated time and again that they (the police authorities) controlled the streets (at least momentarily).  相似文献

This article identifies the characteristics of police officers (officers' background attributes, arrest activity, and assignment) who most frequently receive complaints from citizens regarding the use of excessive force. The data for the study were obtained from a large mid-western municipal police department. The results show that arrest activity, officer age, and officer gender are most strongly related to the receipt of citizen's complaints about excessive force and differentiate high-complaint officers from low-complaint officers. Implications of the findings are discussed.  相似文献

Images of police officers riding in armored vehicles and carrying military-grade weapons have become part of the public consciousness following the events in Ferguson, Missouri and several other high-profile police–citizen encounters. Although a great deal of research has investigated how and why US citizens perceive the police in various ways, almost no empirical work has asked how citizens perceive the militarization of the police. The current study analyzes data from a survey of 1005 US citizens to identify characteristics that are related to support for the use of military weapons and vehicles by local police departments. The results indicate that several demographic factors and perceptions of crime and the police are significantly related with citizen support for the militarization of the police.
