Debates abound regarding the link between trade and industrial policy and the adoption of sustainable energy technologies in developing countries. Some purport that open trade regimes support technology diffusion, while others indicate that more interventionist regimes are more conducive. This paper uses empirical evidence from Mexico City and São Paulo to argue that sustainable energy technology uptake can be more prevalent in settings with partially open trade policy regimes. These regimes have afforded countries more opportunities to develop local capabilities, which, in turn, has had knock‐on effects on sustainable energy technology uptake. Specifically, having more local technology sources (equipment, expertise) brought quicker access to these technologies, created more perceptions of technology “ownership,” fostered more effective mobilization, and helped create well‐established standards, which in turn contributed positively to sustainable energy technology uptake, while taxes and tariffs were less influential.  相似文献

Although empirical research has generally demonstrated that democracies experience more terrorism than autocracies, research suggests that this depends upon complex institutional differences that go beyond the democracy‐autocracy divide. This study examines these differences, linking institutions to strategies of coercion and co‐optation. Using zero‐inflated negative binomial regression estimations on Geddes’ (2003) autocratic regime‐type data for 161 countries between 1970 and 2006, we find that single‐party authoritarian regimes consistently experience less domestic and international terrorism relative to military autocracies and democracies. This finding is robust to a large number of specifications, underscoring the explanatory power of regime type for predicting terrorism. Our explanation for these findings is that party‐based autocracies have a wider range of coercion and co‐option strategies that they can employ to address grievance and dissent than do other, more strategically restricted, regimes.  相似文献

The idea that policy makers in different states or countries may learn from one another has fascinated scholars for a long time, but little systematic evidence has been produced so far. This article improves our understanding of this elusive argument by distinguishing between the policy and political consequences of reforms and by emphasizing the conditional nature of learning processes. Using a directed dyadic approach and multilevel methods, the analysis of unemployment benefits retrenchment in OECD countries demonstrates that policy makers learn selectively from the experience of others. Right governments tend to be more sensitive to information on the electoral consequences of reforms, while left governments are more likely to be influenced by their policy effects.  相似文献

Governments in many industrializing democracies face difficult policy trade‐offs. Liberalization and informality have placed electoral pressure on them to expand noncontributory social spending. However, governments in developing democracies face constraints when attempting to finance this expansion. In some countries, the informal labor market is very large, thereby undermining the revenue that can be collected through income tax. We argue that this has given rise to a paradoxical situation. Left governments in developing democracies with large informal labor markets have a strong electoral incentive to expand welfare regimes to previously excluded outsiders, but to fiscally underwrite this expansion, they have increasingly been forced to fund their redistributive strategies via a regressive policy instrument, indirect consumption taxation. We examine this argument for a sample of 17 Latin American countries between the years 1990 and 2016. Our results suggest that labor informality forces left governments to turn to indirect taxation.  相似文献

Why are some governments able to undertake controversial policy reforms and others are not? Conventional wisdom argues that single-party majority governments are best able to implement reforms because there are fewer veto actors within the government that can block the reforms. However, these accounts fail to consider the veto power of societal actors and particularly of trade unions, which can stall reform even in the presence of a unified executive. This paper argues that controversial reforms require broad societal and, consequently, political consensus, which are easier to achieve under minority governments or governments of broad coalitions. Evidence from 22 OECD parliamentary democracies over 35 years shows that minority and large coalition governments have been more successful in reducing social security contributions and pensions than narrower majority governments. This is especially true in countries where trade unions are militant and often resort to industrial action.  相似文献

We explore the relationship between FDI, regime type, and strikes in low‐ and middle‐income countries. We argue that FDI produces social tensions and opportunities for protest that can result in higher levels of industrial conflict. However, the effect of FDI is moderated by regime type. While democracies tend to have higher levels of protest overall, they are better able than authoritarian regimes to cope with the strains arising from FDI. We cite two reasons. First, political competition forces regimes to incorporate workers, which shifts conflict from industrial relations to the political arena. Second, democracies provide workers with freedom of association rights, which facilitate institutionalized grievance resolution. We test the argument using a new dataset of labor protest in low‐ and middle‐income countries for the period 1980–2005.  相似文献

We develop and apply a new conceptual framework and measure for evaluating electoral systems, focusing on (in)equality in parliamentary representation. Our main arena of interest is proportional representation with districts, an electoral system employed by more than half of democratic states, and we draw on an almost entirely overlooked fact: Electoral regimes vary substantially within countries, with some voters casting their ballot in semi‐majoritarian districts of few representatives and others in large and proportional ones. This within‐country institutional variation, we contend, affects representational (in)equality. Evaluating equality in parliamentary representation, we demonstrate that districted proportional representation often leads to overrepresentation of voters supporting right‐leaning parties. Utilizing district‐level data from 20 Western parliamentary democracies and complementing our within‐country approach with a cross‐country analysis, we further show that where parliaments are elected by large and small districts, representational inequality among voters is greater compared with countries in which parliament is elected by even‐magnitude districts.  相似文献

Previous studies report that semi‐democratic regimes are less durable than both democracies and autocracies. Still, mixing democratic and autocratic characteristics need not destabilize regimes, as three highly plausible alternative explanations of this correlation remain unaccounted for: (a) semi‐democracies emerge under conditions of political instability and social turmoil; (b) other regime characteristics explain duration; and (c) extant democracy measures do not register all regime changes. We elaborate on and test for these explanations, but find strikingly robust evidence that semi‐democracies are inherently less durable than both democracies and autocracies. “Semi‐democracies are particularly unstable political regimes” should thus be considered a rare stylized fact of comparative politics. The analysis yields several other interesting results. For instance, autocracies and semi‐democracies are equally likely to experience “liberalizing” regime changes more specifically, and once accounting for differences in degree of democracy, there is no robust evidence of differences in duration between military and single‐party regimes.  相似文献

A large body of literature stresses the benefits of regime stability for economic growth in poor countries. This view, however, discounts the gains from threats to regime security when populations living under dictatorial regimes cannot benefit from the disciplining of political competition available to voters in democracies. This paper applies a model of economic growth to study the sources of the differences in economic performance and repression policy among dictatorships as well as the parallel in dictatorial regimes of the benefits achieved through political competition in democracies. Threats to the security of dictatorial regimes are shown to be a means of benefiting the population through the responses of the regime.  相似文献

Political tolerance is a key democratic value believed to undergird successful and healthy democracies. In nascent democracies especially, citizens must tolerate the views and participation of opposing groups in order to ensure methodical transfers of power with successive elections. Yet, despite its importance, little research considers tolerance outside established democracies. In this paper, we compare political tolerance across eight Eastern European countries and six Western countries. We demonstrate that mean levels of tolerance are lower in the newly democratized countries of Eastern Europe and then examine whether they are a function of East Europeans’ limited experience with democracy. We also test whether established individual-level theories of tolerance replicate across this wide range of new and old democracies. We find some support for theories of democratic learning and also show that models of tolerance operate differently across the range of countries in our sample.

Elections are celebrated in democracies as well as in non-democracies. Studies on the factors explaining turnout normally focus, however, only on democracies. Are turnout patterns different in non-democracies? If so, how different are those? In this paper I address this issue with a unique dataset covering 1251 elections −678 democratic (in 107 countries) and 250 nondemocratic elections (in 81 countries) for the lower house and 209 democratic (in 57 countries) and 114 nondemocratic (in 60 countries)- for the period 1961–2008. I find that the turnout determinants are contingent upon the regimes and that the most important differences lay in the institutional and in the political factors.  相似文献

Abstract. To what extent are variations in public attitudes and outcomes of social/economic policies caused by institutions like consociational democracy, corporatism and regimes of veto players? In dealing with this question, this paper starts from a critical review of Arend Lijphart's argument in Patterns of Democracy that consensus democracies are better, kinder and gentler democracies. I agree that consociational democracy, corporatism, and regimes with veto players have different effects on attitudes and policy outcomes – even after controlling for effects of political power distribution, as well as domestic and international contexts of policymaking. However, consociational democracy is not a 'better, gentler and kinder' democracy, though neither is it worse than majoritarian democracy in governing societies. Corporatism is efficient in reducing unemployment and inflation, and in expanding public receipts and the reach of the welfare state. Finally, regimes of veto players constrain expansion of public receipts. This analysis is based on data covering 22 OECD countries, 1971–1996.  相似文献

This paper studies empirically why price distortions are more prevalent in some countries than in others. We find no significant difference between democracies and dictatorships, but frequent regime changes reduce distortions. Political systems (factional-subordinate) that encourage redistributive activities (RDA) tend to have more distortions. Allowing for different effects of RDA in democracies and dictatorships, there is a positive and significant effect of RDA on distortions in dictatorships. In democracies, “distortions-destroying” lobbying seems more important since no significant relation between RDA and distortions can be found.  相似文献

The countries of the former Soviet Union (FSU) required considerable revision to their budget processes and procedures to establish systems consistent with transformation from controlled dependencies within a larger planned economy to independent governments of fledgling market-oriented democracies. This article considers the degree to which preexisting, reforming, and reformed budget systems in FSU countries deliver the basic expectations of a public sector resource allocation system. Evidence indicates failures to realign budgeting and finance systems designed for command and control environments to the demands of more market based economic systems, with effects often magnified by the hybrid economies of these transitional states. Significant difficulties and shortcomings in the ability of existing systems to perform basic public sector allocation, management, and control functions are the result, but some countries are ahead of others and their experience can guide reforms across the FSU.  相似文献

The impact of institutions on the economic vote stands as a well‐established proposition for the advanced democracies of Europe. We know less, however, regarding the institutional effects on the economic vote in the developing democracies of Latin America. Carrying out an analysis of presidential elections in 18 Latin American countries, we offer evidence that the usual Eurocentric conceptualization of the clarity of responsibility is not ideal for understanding the economic vote in this region. There does exist a powerful effect of institutions on the economic vote within Latin American democracies, but one uniquely associated with its presidential regimes and dynamic party systems. Rules for these elections—such as concurrence, term limits, and second‐round voting—suggest that we should reconceptualize the notion of the clarity of responsibility in Latin America, focusing more on individuals in power and their constraints, and less on the political parties from which they hail.  相似文献

What explains the variation in institutional adaptation of national parliaments to European integration? Whereas the existing literature has mainly focused on domestic conditions, this article explains institutional adaptation to integration by focusing on inter‐parliamentary diffusion. The argument draws on ‘learning’ mechanisms of diffusion on the demand side and on ‘emulation’ mechanisms on the supply side. Parliamentary demand for external inspiration is related to uncertainty about functional oversight institutions, and the selection of sources to perceptions of similarity and success. Demand arises in new European Union member parliaments and young democracies that then turn towards culturally alike countries and old democracies. Using spatial econometrics, support is demonstrated for the argument in the article while ruling out alternative diffusion mechanisms such as spatial proximity and learning from Scandinavian frontrunners once links along cultural similarity and democratic experience are controlled for. The results underline the limits of the ‘isolated polity’ approach in the comparative study of institutions in Europe's closely integrated political system, while also showing that, even in this favourable environment, diffusion pathways are contingent on the mechanisms generating demand among policy makers and shaping their selection of sources for external information.  相似文献

Scholars have discovered remarkable inequalities in who gets represented in electoral democracies. Around the world, the preferences of the rich tend to be better represented than those of the less well-off. In this paper, we use the most comprehensive comparative dataset of unequal representation available to answer why the poor are underrepresented. By leveraging variation over time and across countries, we study which factors explain why representation is more unequal in some places than in others. We compile a number of covariates examined in previous studies and use machine learning to describe which mechanisms best explain the data. Globally, we find that economic conditions and good governance are most important in determining the extent of unequal representation, and we find little support for hypotheses related to political institutions, interest groups or political behaviour, such as turnout. These results provide the first broadly comparative explanations for unequal representation.  相似文献

As COVID-19 rapidly spread across the globe, every government in the world has been forced to enact policies to slow the spread of the virus. While leaders often claim responses are based on the best available advice from scientists and public health experts, recent policy diffusion research suggests that countries are emulating the COVID-19 policies of their neighbors instead of responding to domestic conditions. Political and geographic considerations play a role in determining which countries imitate one another, but even among countries that are politically or geographically distant, nationalist regimes seem to favor certain approaches towards the pandemic. We investigate why this is the case by examining whether countries that embrace a nationalist ideology are more likely to emulate the COVID-19 policies of similarly nationalist regimes. We demonstrate that, even after controlling for domestic circumstances and linguistic, trade, geographic, and political connections, nationalist countries are emulating each other’s responses. These results are robust and shed light not only on new mechanisms of policy diffusion but also on the growing international cooperation of nationalist regimes and leaders.

Lijphart's spectrum of democracies – recently expanded by Jack Nagel to a sub-majoritarian sphere of pluralitarian systems which use disproportional electoral systems in order to manufacture majority governments from minorities in the electorate – is based on only one dimension: inclusion of preferences. Political scientists in the Lijphartian tradition wrongly assume that inclusion of preferences, which is an input characteristic, automatically leads to responsiveness, which refers to actual policy decisions and hence is an output characteristic. We therefore add 'responsibility' as a second input characteristic and employ it alongside the inclusiveness of institutional regimes. We argue that in representative democracies there exists a trade-off between inclusiveness and responsibility. This trade-off helps us to measure the democratic quality of institutional regimes. The now expanded spectrum of democracies based on these two dimensions shows that majoritarian democracy proper – in which governments represent a majority of individual preferences but not more than necessary – is the best possible combination of the two democratic values.  相似文献

The flow of foreign direct investment into developing countries varies greatly across countries and over time. The political factors that affect these flows are not well understood. Focusing on the relationship between trade and investment, we argue that international trade agreements—GATT/WTO and preferential trade agreements (PTAs)—provide mechanisms for making commitments to foreign investors about the treatment of their assets, thus reassuring investors and increasing investment. These international commitments are more credible than domestic policy choices, because reneging on them is more costly. Statistical analyses for 122 developing countries from 1970 to 2000 support this argument. Developing countries that belong to the WTO and participate in more PTAs experience greater FDI inflows than otherwise, controlling for many factors including domestic policy preferences and taking into account possible endogeneity. Joining international trade agreements allows developing countries to attract more FDI and thus increase economic growth.  相似文献
