Abstract.  This study investigates how the information environment in the Danish 2000 euro referendum campaign served to crystallize opinion on the issue within the context of a number of other hypothesized influences on the vote, based on previous studies of referendum voting. Our data include a nationally representative two-wave panel survey and a content analysis of news coverage during the referendum campaign. We develop a weighted measure of exposure to news on public and private television channels, that takes into account the volume and tone of the coverage towards the YES and NO campaigns, and using this we find that exposure to public television news significantly influences vote choice when controlling for other predictors. We also find varied levels of support for hypotheses concerning the influence of other key variables such as ideology, economic evaluations, government approval and issue-specific contextual variables. The findings emphasize the importance of considering the information environment during referendum campaigns.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

Scotland’s future within the European Union (EU) played a prominent role in the 2014 independence referendum. The story goes that latent supporters of independence voted to stay within the UK to maintain EU access. Defeated, Scottish leaders declared the referendum a once-in-a-life-time event only repeated if conditions substantially changed. With the UK now facing a chaotic exit from the EU, proponents of Scottish independence have suggested that a second referendum may occur after Brexit negotiations are completed. Faced with a consensus among Scottish party leaders in supporting EU membership, those hoping for a second independence referendum, we argue, looked to alternate sources of information that saw Brexit as an opportunity to create the conditions that would spur a second referendum. Using panel data from the British Election Study, we examine whether Scottish voters voted tactically to leave the EU. We argue that Scottish National Party voters were likely to interpret statements on the conditions for a second independence referendum as an implicit signal to vote “Leave.” The results have important implications for the role of referendums in representative democracy, strategic voting, and the importance of intra-party division on individual vote choices.  相似文献

This analysis explains why Poles voted overwhelmingly to join the EU and how the 50% turnout requirement was achieved fairly easily. It argues that most Poles appeared to accept the historical significance of the referendum and de-coupled the issue of EU membership from that of confidence in an extremely unpopular government. This occurred because most key political and social actors, including the opposition parties, called for a Yes vote, while, at the same time, a vigorous campaign by pro-EU civic organisations presented a ‘non-political’ face to the campaign. Although the No camp made tactical errors and had difficulties staying focused on its main arguments, lack of both access to the public media and a convincing or attractive alternative made it extremely difficult for them to mount an effective campaign. At the same time, the stability of the opinion polls in the years leading up to the referendum suggested that most Poles had already made their minds up about the issue well in advance. In spite of the low levels of trust in political parties, partisan cues appeared to be a better predictor of referendum voting behaviour than socio-economic and demographic factors.  相似文献

This article traces the changing funding relationships between Scotland and the UK government. Beginning from the Barnett Formula, it examines how the changing support within Scotland for greater political autonomy from Westminster has influenced the mechanisms that have determined Scotland's fiscal structure. Increasing support for the SNP, and then for the Yes campaign in the September 2014 independence referendum, has led to a mixture of new powers being granted to the Scottish Parliament. The Scotland Act 2012 extends the Scottish government's control over income tax and some other small taxes. Although independence was rejected by the Scottish people in September 2014, the ‘Vow’ made by the Westminster parties immediately before the vote is leading to far‐reaching changes in the UK's fiscal structure. This will cause a very substantial change in intergovernmental relations within the UK, which the Barnett Formula may not survive.  相似文献

The 2014 elections were widely viewed as a referendum on the presidency of Barack Obama. Republicans ran against the incumbent president, and many view the Republican Party's victories in 2014 as a mass rejection of President Obama's policies. We argue that this account of the 2014 elections is incomplete. We advance the theory of racial spillover—that associating an attitude object with President Obama causes public opinion to polarize on the basis of racial attitudes—to explain both vote choice and referendum voting in the 2014 elections. In an analysis of the CCES and an original survey, we show that congressional vote choice was strongly racialized in 2014. We go on to show that perceptions of the election as a referendum on President Obama were also racialized, and that these perceptions mediated the link between racial animus and 2014 congressional vote choice. This represents the first study to show that racialized congressional evaluations continued into 2014 and we provide direct evidence that attitudes about President Obama mediated the effect of racial animus on congressional vote choice. We conclude by discussing the implications for referendum voting, racial spillover, and the 2014 midterm elections.  相似文献

This survey examines the background to and the campaign preceding Malta's EU accession referendum. The result of the referendum, which was held on 8 March 2003, and which was the first of the EU accession referendums of 2003, was a 53.65% vote in support of membership, on a turnout of close to 91%. Explaining both the relatively low support for EU accession and the high turnout on referendum day involves weighing up the relative impact of distinctive features of Malta's political culture and institutional framework against more immediate campaign effects. While the conclusion is that the high turnout in the Maltese EU accession referendum can be traced to Malta's political culture, the relatively low but positive vote in favour of membership can only be fully understood by focusing on a range of factors, including campaign-related factors, such as the credibility of the arguments presented by the ‘yes’ and ‘no’ camps and the balance of resources available. The most important factor explaining the result of the Maltese referendum are, however, the cues provided by the political parties prior to and over the course of the referendum campaign.  相似文献

The economic voting literature mostly looks at vote choice, ignoring potential effects on turnout. Studies that do focus on the latter often ignore the former, and come to contradictory conclusions. I develop a model of economic voting that jointly incorporates vote choice and abstention due to alienation or indifference. Analyzing ten elections with validated turnout data and conducting empirically informed simulations, I make two contributions. First, I show that “turnout switching” accounts for up to one third of total economic voting. This second type of economic voting is more common when the number of parties is low and responsibility is dispersed. Second, I show that a bad economy moves some people to abstain while having the opposite effect on others. The aggregate effect is ambiguous and related to macro-conditions in a non-linear way. How do party cues and policy information affect citizens’ political opinions? In direct democratic settings, this question is particularly relevant. Direct democratic campaigns are information-rich events which offer citizens the opportunity to learn detailed information about a policy. At the same time parties try to influence citizens’ decision procedure by publishing their own positions on the issue. The current debate on whether “party” or “policy” has more impact on political opinions has not yet yielded conclusive results. We examine the effect of policy arguments and party cues on vote intention in two Swiss referendum votes using panel survey data. To the simple dichotomous question of “party cues or policy information” we add an additional twist in asking how party cues affect the processing of policy information through processes of motivated reasoning. We find first that both, policy arguments and party cues, have an independent effect on vote intention. However, in a second part of the analysis, we find strong evidence for partisan-biased processing of policy arguments – that is, voters tend to align their arguments with their preferred party’s position. Our conclusions with regard to the democratic quality of these vote decisions are therefore ambivalent.  相似文献

While there is general agreement that economic voting matters, there is less agreement on how to measure it. This paper examines the most recent conceptualization of economic voting: the ownership of economic assets or “patrimonial” voting. Using the 2016 Australian Election Study survey, we show that property ownership and, especially, share ownership were significant influences on party choice. By contrast, ownership of an investment property or a personal superannuation fund had no significant effect on the vote. We explain this finding through the specific policies that the parties advanced in the 2016 campaign. While Labor parted ways from the Coalition by proposing radical changes to the tax treatment of investment properties but with no retrospectivity, the parties had similar positions on the tax treatment of superannuation. The findings emphasize how party policies can shape the electoral significance of asset ownership.  相似文献

This article shows that key to understanding the referendum outcome are factors such as a profoundly eurosceptic public, high levels of citizen uncertainty, divided mainstream political parties on the EU and lack of unity within the ‘Leave’ campaign. The Brexit referendum is more than just about domestic issues and government approval. Utilitarian concerns related to economic evaluations of EU integration coupled with support of or opposition to EU freedom of movement are very likely to influence vote choice. Those campaigns that focus on rational utilitarian arguments about the costs and benefits related to EU membership as a whole but also to EU freedom of movement are expected to swing voters.  相似文献

This article focuses on the experiences of Scotland’s largest foreign-born minority group, namely Poles, in the run-up to the Scottish independence referendum in 2014. We draw on 20 in-depth interviews to explore our participants’ intentions and justifications for voting (or not) in the referendum. We found that our participants tended to emphasise the jus domicili principle when justifying their eligibility to vote in the referendum. However, our participants extended the jus domicili principle in their justifications to also include the intention to stay in Scotland as a central aspect of their continuing stake in (and right to vote in the referendum to determine) Scotland’s future. Through exploring our participants’ justifications for voting in the referendum, we were able to examine and better understand how migrants constitute their citizenship through articulating their substantive attachments (social, economic and relational or familial) in their adoptive country and in their country of origin.  相似文献

The 2014 Scottish independence referendum settled little in terms of Scotland's constitutional future. The after-effects of what was the largest exercise in democracy in Scottish history certainly increased Scotland's devolved authority but, following withdrawal from the EU and with continuing differences and disagreements between the Westminster and Scottish governments, there have been increasing demands for a second referendum. One aspect of these conversations has been about the voting rights of Scots living outside Scotland, whose relationship with the nation would certainly be impacted by any successful vote for Scottish independence. And yet, they have had no voice in that decision and despite calls for their inclusion in any future vote, such inclusion remains unlikely. This article examines the reasons why such inclusion would be challenging and then considers what the Scottish diaspora think about Scottish independence and voting rights, by considering qualitative responses to a survey of members of the Scottish diaspora.  相似文献

In this article, we examine the impact of risk attitudes on vote choice in the context of a salient referendum with high levels of uncertainty about the consequences of the ballot proposal. Using data from a pre- and post-referendum panel survey conducted in the context of the 2014 independence referendum in Scotland, and a specific battery to measure attitudes to risk, we determine how these attitudes operate in such political contexts. We reach two main conclusions. First, risk attitudes have a direct effect on vote choice, even after controlling for alternative explanations of vote choice such as party identification and leaders’ evaluations. In the aggregate, the effect of risk attitudes on the vote choice contributes to the status quo bias found in referendums. Second, we find that information moderates the effect of risk attitudes on vote choice. Voters who are politically knowledgeable have a greater capacity to predict the consequences of political outcomes and, therefore, they are less affected by their risk attitudes when making their ballot choices.

This article deals with the variation in the demand for self-government in Scotland – as measured by the vote in the two referendums – between 1979, when devolution was rejected, and 1997, when devolution was endorsed. The existing literature mainly deals with each of the two referendums in isolation and does not offer an explicitly comparative analysis of them. However, implicit comparisons contained in analyses of the 1997 referendum tend to identify as the main cause of the variation the 'democratic deficit' created by Conservative rule between 1979 and 1997, which was consistently rejected in Scotland. I take issue with this explanation on theoretical and empirical grounds and advances an alternative account grounded in an explicit comparison of the two referendums. Based on a rationalist approach, the analysis presented here identifies three key elements in the voting dynamics at the two points in time – a gap between support for self-government and the actual vote in the referendum; an interaction effect between attitudes to devolution and to independence; and the role of the European context in shaping perceptions of independence. I argue that significant change in these three variables (rather than a 'democratic deficit') appear to have been the most important determinants of the different results of the two referendums.  相似文献

The goal of this paper is to understand whether perceptions of supranationalisation of economic policy mitigate economic voting in the Eurozone. We focus on two countries with divergent performances in the Eurozone: Germany and Greece, and make use of a novel dataset, which contains all necessary items to test this hypothesis. Our comprehensive vote model shows that in both countries economic voting occurs. However, once we interact perceptions of EU responsibility with perceptions of economic performance, we obtain diverging results: in Germany, the weight of economic perceptions on vote increases when citizens assign a higher responsibility to the EU for the country's economic situation. This is the opposite of what the “blurring of responsibility” posits. On the contrary, Greek electors are in line with expectations of our main hypothesis. Moreover, in this country we also found support for the idea that only citizens with a high level of political sophistication are able to incorporate the distribution of responsibilities for the economic policy in their vote calculus. Our results suggest that the blurring of responsibility effect on the vote may not be systematic across the Eurozone.  相似文献

It is still unclear exactly how gender influences vote choice. Using an information processing perspective, we argue that instead of directly influencing vote choice, candidate gender guides the amounts and types of information that voters search for during a campaign, and that effects of gender on vote choice ultimately come from differences in information search influenced by candidate gender. Using two unique experimental datasets, we test the effects of candidate gender on vote choice and information search. We find that subjects change their search based on a candidate’s gender, seeking out more competence-related information about female candidates than they do for male candidates, as well as more information related to “compassion issues.” We also find that evaluations of candidates’ traits and issue positions are important predictors of subjects’ vote choice.  相似文献

Scotland is not the only sub‐state unit in Europe where relevant political actors make claims for independence. To generate insights on these independence demands, we compare the drivers, arguments and popular support for secession in Scotland, the Basque Country, Catalonia and Flanders. We argue that national identity, party politics and the economy are behind the independence requests, and the exact articulation of these elements varies from case to case. Currently, the most salient of these demands are the ones from Catalonia; Basque demands for self‐determination are less prominent than in the past, whereas the demand for a vote on independence is much less articulated in Flanders. Although the Scottish independence referendum has set a precedent for solving independence disputes, we argue that the possibilities of exporting the Scottish referendum experience to other realities are limited.  相似文献

This article is about comparative voting behaviour in referendums on the EU and explores variation within one country rather than variations across countries. This enables us to control for broad national context while allowing variations in the immediate referendum context, in terms of campaign intensity and incumbency. It analyses voting behaviour in the many referendums that have taken place in Ireland. The major part of the analysis deals with the five referendums since 2001, as this allows the use of the same measurement of EU support and the use of post referendum surveys. Most attention is paid to attitude to the EU, party support and satisfaction with the incumbent government, reflecting the main debates in the literature on the issues and party cues. The relative importance of each is said to depend on contextual factors such as campaign intensity and economic strength. We find both party cues and issues matter consistently, and suggestive evidence that incumbency matters to the effectiveness of cues given by the two main pro-EU parties but the major finding is that variations in the factors driving voting behaviour in different Irish polls on Europe are slight and barely significant.  相似文献

Abstract. In the Irish case, a combination of quite restrictive constitutional provisions for consulting the people and extensive social and political change has produced a variety of forms of initiation of referendums and a surprisingly large number of them (25 since the late 1960s). Referendums in Ireland have frequently been related to underlying political cleavages while only very infrequently evoking major inter–party conflict. This suggests that referendums may have insulated the party system against the impact of potentially contentious issues. However, analysis of voting behaviour in the 1992 general election and abortion referendums indicates some linkage between referendum voting and party choice at the aggregate level. Additionally, evidence from the Nice Treaty referendum of 1901 suggests that the lack of major party involvement in the campaign contributed to a demonstrable gap in people's understanding of the issues. The low level of understanding in turn certainly contributed to the massive level of abstention and to a NO vote that was contrary to the preferences of almost all the parties. Thus, there are limits to the extent to which the organs of representative democracy can, or can afford to, distance themselves from the process of direct democracy.  相似文献
