Against premature claims about the declining political relevance of social class in post-industrial democracies, recent research indicates that class continues to be a relevant determinant of political preferences. In post-industrial societies ‘old’ class divides on economic issues coexist with ‘new’ class alignments on cultural topics. While there is cumulated evidence of social classes’ distinct placement on these issues, this paper argues that the strength of class divides depends on the extent to which these issues are politicized by political parties. Studying preferences on economic and cultural issues (attitudes towards redistribution, immigration, gay rights and European integration), this study shows that class divides in preferences are context dependent. The multilevel analyses drawing on data from the European Social Survey and the Chapel Hill Expert Survey for 27 European democracies demonstrate that classes’ differences in preferences are accentuated on issues strongly contested and emphasized by parties, and mitigated on issues where party conflict is weaker. Adding to recent literature on parties and class conflict, this study identifies another stage at which parties can affect the strength of class voting. The varying strength of class divides across contexts also has implications for parties’ ability to garner support beyond a single class. This becomes increasingly unlikely in contexts of high issue politicization.  相似文献

As the connection between an individual’s socioeconomic status and electoral participation originates from the socialization process in childhood and adolescence, inequalities in voting are often argued to be relatively stable throughout the life cycle. However, social mobility during adulthood may mitigate the effects of family background. Using individual-level register-based data, this study examines the extent to which changes in adults’ social class and income between 2000 and 2011 influenced voting propensity in the 2012 Finnish municipal elections. The results show that turnout among socially mobile voters settles between the stable members of their socioeconomic group of origin and destination. Our findings imply that intra-generational social and economic mobility can constrain the socioeconomic gradient in turnout.  相似文献

Recent studies of welfare state attitudes in the knowledge economy find very high generalized support for generous welfare state policies, both among the working and the middle classes. Has class become irrelevant as a predictor of social policy preferences? Or do we simply mis-conceptualise today's class conflict over social policy? To what extent has it changed from a divide over the level of social policy generosity to a divide over the kind of social policy and – more specifically – over the relative importance that should be given to different social policies? Answering these questions is not only relevant to understand welfare politics in the twenty-first century, but electoral politics as well: only when we understand what working- and middle-class voters care about, can we evaluate the role distributive policies play in electoral processes. We use original survey data from eight West European countries to show that middle- and working-class respondents indeed differ in the relative importance they attribute to social investment and social consumption policies. Middle-class respondents consistently attribute higher absolute and relative importance to social investment. We also show that this emphasis on investive policies relates to the middle class expecting better future economic and social opportunities than the working class. This divide in anticipated opportunities underlies a new kind of working- versus middle-class divide, which contributes to transforming the class divide from a conflict over the level of social policy to a conflict over the priorities of social policy.  相似文献

ABSTRACT

How do legislators deal with having preferences that go against those of the principals that they represent in parliament? This article analyzes the debate in the aftermath of the Brexit referendum in the House of Commons to explore the relationship between divergent preferences and legislative speeches. It finds that legislators who defy the will of their country or constituency are rather communicative, and their speeches reveal higher levels of negativity. In contrast, those defying their party refrain from speaking in parliament, but if they speak, they use a significantly less negative language. These findings suggest that legislators behave strategically in deciding whether and how to justify their positions publicly when in conflict with their various principals.  相似文献

This article unearths the salient factors that trap the aspiring middle class in their progression towards a stable middle class in the City of Johannesburg, South Africa. The study utilises a quantitative case study design, drawing on a sample of 449 aspirants and 578 middle-class heads of households from the 2021 Gauteng City-Region Observatory Quality of Life Survey. A binary logistic regression model was used to analyse these salient factors (key determinants) and their impact on the social mobility of the aspirant middle class. Findings reveal a significant relationship between social mobility and education, racial inequality, asset ownership, access to economic opportunities and proximity to amenities. We suggest local government policies that positively influence the conditions of these determinants for sustained mobility of the aspirant middle class over time.  相似文献

Abstract

Since the early 1980s, an increasing number of initiatives have been introduced to link housing programs and policies with efforts designed to promote family economic self‐sufficiency. This article reviews a set of programs that have worked to manipulate various components of the housing bundle to improve the economic well‐being of acutely poor families. They include programs that modify the characteristics and services available in the local community, alter families’ residential location, provide incentives and opportunities for homeownership, and link the provision of housing subsidies to increasing local capacity for service delivery.

This article suggests that the centrality of housing in fostering or impeding economic mobility makes it a key element in dealing with acute poverty and part of a creative strategy for intervening in the dynamics of poverty. Several important areas need to be taken into account when evaluating current policy; and multiyear evaluations will be necessary to determine the success of these programs.  相似文献

Theoretical and empirical accounts of public opinion show that people’s social policy preferences are affected by the state of economy. According to the countercyclical view, economic downturn increases citizens’ demands for social policy whereas the procyclical view states that citizens demand less social policy during economically tough times. This article argues that individuals’ differences in political sophistication and, specifically, the commonly associated social-psychological characteristics are part of the micro-foundations for those different responses. People acquire and process information differently, which influences their political preferences. Public opinion and macroeconomic data from Europe during the economic crisis support the argument. The results show that people with lower levels of political sophistication tend to be procyclical, whereas this relationship weakens and moves towards countercyclical opinion structures with increasing levels of sophistication. These findings help to explain social policy preferences in response to the economy, and they offer insights into the origins of social policy preferences.  相似文献

The paper shows that if the class of admissible preference orderings is restricted in a manner appropriate for economic and political models, then Arrow's impossibility theorem for social welfare functions continues to be valid. Specifically if the space of alternatives is R + n , n ≥ 3, where each dimension represents a different public good and if each person's preferences are restricted to be convex, continuous, and strictly monotonic, then no social welfare function exists that satisfies unanimity, independence of irrelevant alternatives, and nondictatorship.  相似文献

This article analyses the performance of Belgian civil servants in the working groups of the European Council of Ministers. If one takes the evaluation by their peers and the success of their networking efforts as criteria, one has to conclude that they perform comparatively well. This is all the more surprising because these ‘Euro‐Belgian’ civil servants have been recruited and socialised into the vertical (bureaucratic) networks of the Belgian civil service before being transferred to the horizontal (negotiation) networks of the working groups. Their professional routines are of little use when making the transition and neither is their political culture, which proves to be ill adapted to their new work setting. In spite of these cultural and organisational handicaps they perform as well, sometimes even better than other civil servants in the working groups. Why? This question might be of some relevance to the functioning of the growing internationalised administration of the European Union.  相似文献

This article considers contemporary class inequalities and how they might shape a progressive politics in the UK. Drawing on findings from the BBC Class Survey, it outlines changes in the class structure, class mobility and class identities. It is argued that the class structure is increasingly polarised and fragmented, with a wealthy elite, a vulnerable precariat and fragmented middle and working classes in between. Declining upward social mobility is a source of anxiety for middle‐class and working‐class parents alike. Class identification, especially working‐class identification, has weakened over time, although class snobbery is far from dead. Class has changed and the class basis of politics is changing now too. A progressive politics is possible if the political parties of the centre‐left appeal to the majority of the electorate rather than one class, acknowledge common concerns and worries and appeal to shared hopes and dreams that straddle class boundaries.  相似文献

The rise of the radical right fundamentally changes the face of electoral competition in Western Europe. Bipolar competition is becoming tripolar, as the two dominant party poles of the twentieth century – the left and the centre‐right – are challenged by a third pole of the radical right. Between 2000 and 2015, the radical right has secured more than 12 per cent of the vote in over ten Western European countries. This article shows how electoral competition between the three party poles plays out at the micro level of social classes. It presents a model of class voting that distinguishes between classes that are a party's preserve, classes that are contested strongholds of two parties and classes over which there is an open competition. Using seven rounds of the European Social Survey, it shows that sociocultural professionals form the party preserve of the left, and large employers and managers the preserve of the centre‐right. However, the radical right competes with the centre‐right for the votes of small business owners, and it challenges the left over its working‐class stronghold. These two contested strongholds attest to the co‐existence of old and new patterns of class voting. Old patterns are structured by an economic conflict: Production workers vote for the left and small business owners for the centre‐right based on their economic attitudes. In contrast, new patterns are linked to the rise of the radical right and structured by a cultural conflict.  相似文献

ABSTRACT

Since the advent of democracy in the 1990s, the South African political settlement has ushered into policy a progressive framework for the realization of socio-economic rights, enshrined by the Constitution. However, this political settlement has failed to translate into an economic and social settlement that results in just livelihood strategies and equitable service delivery that addresses historical grievances. Inadequate implementation of socio-economic policies designed to address injustice has contributed to weakening vertical cohesion between state and society. Analysing these two core conflict issues, access to service delivery and livelihood strategies, this article argues that the interaction of the political settlement and the ability of institutions to deliver effectively has negatively affected state-society relations and the legitimacy of the reconciliation agenda meant to support inter-group cohesion.  相似文献

ABSTRACT

This is the introductory paper for a special issue which focuses on an exploration of how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The papers incorporate both federal, as well as decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. Jointly, the papers examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, highlighting the political dynamics that shape fiscal decentralization reforms and the welfare state. This introductory essay reviews existing scholarship, and highlights the contribution of the special issue to understanding these issues beyond OECD contexts.  相似文献

ABSTRACT

Worker and environmental alliances are critical to advancing economic and environmental transformation, yet they have been very challenging to promote and sustain. This article analyzes these difficulties by providing a class analysis of “divide and conquer” strategies instigated by capitalist firms to subvert worker/environmental alliances. It situates the relationship between workers, environmentalist and capitalist firms in two historical contexts, namely of Keynesian welfare state capitalism and neoliberal capitalism. It highlights some contextual factors that shape “divide and conquer” strategies of capital—particularly the paradigm of economic growth characteristic of these historical periods. The conclusion contemplates some of the possibilities that a post-capitalist economy might provide for workers and environmentalists to rethink economic and ecological agendas without the distorting influence of the “divide and conquer” strategies employed by capitalist firms.  相似文献

This article argues that Karl Marx and Friedrich Engels’s theory of history contained racist components. In Marx and Engels’s understanding, racial disparities emerged under the influence of shared natural and social conditions hardening into heredity and of the mixing of blood. They racialized skin-colour groups, ethnicities, nations and social classes, while endowing them with innate superior and inferior character traits. They regarded race as part of humanity’s natural conditions, upon which the production system rested. ‘Races’ endowed with superior qualities would boost economic development and productivity, while the less endowed ones would hold humanity back. Marxist race thinking reflected common Lamarckian and Romantic-Nationalist assumptions of the era.  相似文献

Abstract

This article examines the effect of the economic crisis on voting preferences in the 2011 Spanish national election. Specifically we demonstrate that Spanish voters' reactions to the economic crisis were not uniform and that their evaluations of the economic situation and final electoral decisions were conditioned by prior ideological preferences. Our findings have several important consequences for the economic voting model. First, in a more polarized party system how voters evaluate the economic performance of the incumbent is a better predictor of vote choice than evaluations of the economy as a whole. Second, this effect varies depending on where parties are located and competing ideologically. Finally, those effects are more conditional on voters' ideological predispositions than the effects of voters' evaluations of the situation of the economy.  相似文献

Abstract

After describing the distinctive features of various policy models of residential mobility, we examine the long‐term outcomes of the Gautreaux program. Administrative records provide baseline characteristics for all participants, and we located recent addresses for over 99 percent of a random sample of 1,506 participants an average of 14 years after original placement.

Although 84 percent of the families made subsequent moves, the racial composition of the current address is strongly related to program placement, even among movers, and after family attributes and premove neighborhood characteristics are controlled. Combined with our prior findings, these results suggest that residential mobility has an enduring, long‐term impact on the residential locations of these families. Contrary to models that assume that families’ enduring preferences will quickly erase these moves, these results suggest the need for further research to consider whether mobility alters preferences or structural barriers.  相似文献
