ABSTRACT

China as a victim rather than a proponent of modern colonialism is an essential myth that animates Chinese nationalism. The Chinese statist project of occupying, minoritizing and securitizing different ethno-national peoples of Central Asia, such as Uyghurs and Tibetans, with their own claims to homelands, is a colonial project. Focusing on China’s securitized and militarized rule in Xinjiang and Tibet, the article will argue that the most appropriate lens through which this can be understood is neither nation-building nor internal colonialism but modern colonialism. It argues that the representation of Uyghurs and Tibetans as sources of insecurity not only legitimizes state violence as a securitizing practice but also serves contemporary Chinese colonial goals.  相似文献

Over the past two decades, state-directed Han settlement and capitalist development in the Uyghur homeland in Chinese Central Asia have uprooted thousands of Uyghurs, causing them to move to the city. In this article, I explore how low-income male Uyghur migrants and Uyghur culture producers build a durable existence despite these challenges. Based on analysis of migrant responses to the Uyghur-language urban fiction and indigenous music as well as ethnographic observations of Uyghur migrants from Southern Xinjiang, I argue that indigenous knowledge provides underemployed male Uyghurs a means to refuse the alienating effects of settler colonialism and economic development. By broadening the scope of what counts as ‘resistance’ to Chinese attempts to eliminate aspects of Uyghur society, I show that ‘refusal’ can be a generative way of embodying sovereignty, particularly when confronted by structural violence.  相似文献

ABSTRACT

Both China and India have witnessed extensive land expropriation by the state from farmers for use in industrialisation and urbanisation projects. Land conflicts have ensued from these developments. This article poses two questions: (i) Why do we see a similar escalation of land dispossession in both countries, despite their distinctively dissimilar political systems, one being a one-party authoritarian regime, the other being a multi-party democracy?; and (ii) How does the different regime type affect the politics of dispossession? Despite their diverse political institutions, government officials have been given similar incentives to chase growth by developing land, but the institutions create diverging environments for aggrieved citizens to mobilise for collective action. While it is unsurprising that the interests of the poor and weak are not protected in an autocracy, democracy provides no automatic safety valve in defending marginalised citizens either.  相似文献

ABSTRACT

This article examines the political narratives around a two-decade -old process of land acquisition and development in the “global city” Rajarhat, a former rural settlement in the Indian state of West Bengal. These narratives are built against the backdrop of a neoliberal state acting as a corporate facilitator, particularly in matters of land, and the concomitant dispossession. The multifaceted politics of Rajarhat took shape during the erstwhile communist regime in West Bengal, the dichotomy of a self-identified Left state engaged in forceful and violent land acquisition thus forming an interesting paradox. The article also presents evidence against the long -held political myth of caste relations being irrelevant in Bengali politics, by examining the upper-caste -dominated social relations in Rajarhat and the formation of low-level cartels or “syndicates” in the area . In conclusion, the article points to the reinvention and redeployment of caste relations – even in increasingly urban spaces where “hierarchical” caste practices are usually taken to be on the decline – rooted in the duality between land struggles and development.  相似文献

ABSTRACT

Since spring 2017, the Xinjiang Uyghur Autonomous Region in China has witnessed the emergence of an unprecedented re-education campaign. According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question.  相似文献

ABSTRACT

In Your Western Regions, My Turkestan (2007), Chinese dissident Wang Lixiong warned of the ‘Palestinization’ of the Xinjiang question, defined as reaching ‘a critical point in time’ where Uyghurs and Han Chinese enter an interminable ‘ethnic war’. Following the knife attack on Han civilians in Kunming (2014), seen by many as an act of Uyghur terror, Wang reminded us that he had foreseen this trajectory seven years earlier. This article outlines Wang’s six interpretations of ‘Palestinization’ in the Xinjiang context, then shows how tightened regulations on religion and intrusive religious policing was the main catalyst for local retaliatory violence in 2012–2015. I contend that state securitization of religion was counterproductive, heightening societal insecurity and promoting inter-ethnic conflict between Uyghur and Han communities. In Chen Quanguo’s era of ‘de-extremification’, the state’s purported attempt to ‘purify’ Islamic practice continues to be experienced on the ground as violation of pure, halal space.  相似文献

ABSTRACT

In 2014, the state of Andhra Pradesh was bifurcated by the Indian government, leaving the truncated state without a capital city. A period of political uncertainty before bifurcation and the announcement of the new capital city created possibilities for land speculation and for the acceleration of the commodification of real estate in different parts of the state. Concentrating on Guntur-Vijayawada in the Coastal Andhra region and Donakonda town close to the Rayalaseema region, this article explores how speculative investments based on political calculations by members of regional elite castes translated into the emergence of competing regional investment zones as possible future choices of the capital city. Through an extended and largely ethnographic study, this article shows how caste politics and regional processes of land speculation led to land transfers without violent struggles between different groups. Rather, the cultural politics of regional differentiation and the economy of anticipation allowed a pragmatic convergence of interests to emerge, where acquisition of agricultural land was followed by silent dispossession.  相似文献

ABSTRACT

In 1949, illiteracy among both Uyghurs and Tibetans was similar to that throughout China and estimated as higher than 90%. Since then, the rate of illiteracy in Xinjiang has shrunk considerably, while in Tibet it has remained the highest in China. This gap can explain the difference between the small volume of literature published annually in Tibet and the extensive literature that appears yearly in Xinjiang. A major reason for the high literacy rate and the emergence of a thriving modern literature in Xinjiang is the system of modern education that developed in the region at the start of the twentieth century. In contrast, in Tibet, the religious conservatism of the Buddhist elite prevented the introduction of modern education in order to retain local cultures. The comparison of the influences of modern education on the creation of literary traditions allows us to examine the continuity of Uyghur and Tibetan cultures in the context of contemporary China.  相似文献

ABSTRACT

During the Mandate period (1920–1948), Haifa attracted thousands of Palestinian rural migrants, who constituted a significant portion of its Arab population. The article examines the experience of rural migrants in urban life and the influence of this social group on urban society. I argue that rural migrants contributed to Haifa’s economic development, participated in political and cultural activity and formed a connecting link between the city and their villages of origin. Rural migrants played a significant role as agents of change in Palestinian society, owing to the conjunction of rural and urban characteristics in their daily life. To demonstrate this, I focus on three arenas of their agency: the labour market, civil society and militias during the Arab Revolt. Their involvement in civil associations and in the Arab Revolt was central to their construction of modernity, and they disseminated it in widening circles in their villages of origin and among their acquaintances in the city.  相似文献

ABSTRACT

This article explores the role of media-led dissent in Vietnam's contemporary land struggles. The analysis focuses on Vietnamese-language material published online by domestic and foreign media about the so-called V?n Giang incident – a high-profile land dispute that shook the country between 2009 and 2012. Looking at how the media treated this incident broadens studies of land struggles in Vietnam, which up till now have focused on peasants’ resistance strategies. This case not only shows that media practitioners engage in dissent with regard to land politics, but also that they engage in more straightforward criticism of the state and its corporate redevelopment partners than what most analyses of rural land struggles in Vietnam, centered on the micro-level and on “lawful” (O'Brien) forms of resistance, would lead one to believe. Illustrating this point, the author shows that media dissent throughout the V?n Giang land dispute openly challenged the government's justificatory discourse about “displacement for development” as well as the mismanagement of land resources on which political and economic elites rely to dispossess peasants from peri-urban lands. If it has not yet provoked major institutional changes, the media's contribution to land struggles has nevertheless succeeded in creating a genuine, national public debate on land politics in rapidly urbanizing Vietnam.  相似文献

ABSTRACT

Widespread “land wars” in contemporary India have rekindled older debates over the implications of capitalism for caste, with some arguing that land dispossession for new economy projects may be liberating for Dalits. We assess this argument through comparative ethnographic and survey research into the consequences of dispossession for Dalits in the cases of two Special Economic Zones built during the 2000s. We advance three arguments. The first, methodological, is that approaching this question requires systematically comparing the outcomes of dispossession for Dalits relative to upper castes. The second, based on such an assessment, is that the interaction between exclusionary growth and caste-based agrarian inequalities has in both cases expanded socio-economic inequalities between upper and lower castes and left most dispossessed Dalits worse off in absolute terms. Third, the cases demonstrate important qualitative differences across generally bad outcomes for Dalits, which derive from the combination of project characteristics and pre-existing agrarian inequalities. While demonstrating how the exclusionary growth driving dispossession in contemporary India is generally unpromising for Dalits, we underscore the importance of comparative ethnographic research into the interaction between different forms of dispossession and specific agrarian social structures.  相似文献

ABSTRACT

This article explores the caste and class dimensions of the local resource politics of conservation displacement. Through long-term study of a conservation displacement site in central India, it interrogates how alliances and rivalries contoured along historical class-caste contestations result in differential patterns of recovery from “green grabbing” and exclusionary conservation. It is argued that contestations within and between subaltern social groups, traditional dominant castes and newly upwardly mobile peasant castes are geared towards cornering resource flows associated with the local welfare/developmental state. Given severely limited avenues of gainful employment for the rural poor in the neo-liberal era, access to the local gatekeeping economy shapes trajectories of accumulation and decline in the context of India’s new land wars.  相似文献

ABSTRACT

This commentary examines how futurity has been imagined across politics and political economy in Burma/Myanmar. Three areas are discussed: the revolutionary horizons of anti-colonialists, who combined Buddhist and Marxist ideas of historical progress; the developmental socialism of the early independence area, with its industrial telos and modernist commitments; and a contemporary development project in southern Myanmar, where processes of dispossession are troubling earlier temporal imaginaries. I suggest that a vision of postcolonial transformation coheres across anti-colonial and early independence claims to futurity. This temporal imaginary, which I call postcolonial futurism, promises transitions from farm to factory, peasant to the proletariat, and precapital to capital. This imaginary resonated widely. Today, however, scholars of South and Southeast Asia argue that modernist promises of transition now lack empirical and political purchase amid ongoing dispossession and trends towards low-wage, informal labour. Yet in the wake of postcolonial futurism, responses to dispossession are creating novel political possibilities. Responding to Kuan-Hsing Chen’s call to rework Bandung internationalism in the present, I consider how struggles over dispossession today indicate both openings and limits for the making of new political futures. Integrating Glen Coulthard’s work on colonialism and dispossession, I argue that decolonizing subjectivity is central to this process.  相似文献

ABSTRACT:

This article proposes that the Emergency counterinsurgency campaign of the British colonial state should be viewed as a conjunctural episode of dispossession of Malayan laboring people. Conjunctural episodes of dispossession of working people through state violence and racialized rhetoric emerge as a response to crises in capitalist accumulation occurring at multiple and overlapping scales of capitalist systems – the imperial, the national/colonial, and the local/regional. During these episodes state and capitalist strategies destroy political organizations and solidarities among laboring people and demoralize them over long periods of time, through processes simultaneously material and semiotic. Employing new theorizations of the global anthropology of labor, this article first examines the postwar and Emergency years when the multiethnic and industry-wide bases of Malayan trade unions were destroyed while an estimated half a million working people were forcibly concentrated in so-called New Villages. This had the effect of suppressing a discourse of class and class struggle in favor of a dominant discourse of ethnic conflict. In an effort to articulate class struggle despite the presence of this dominant discourse of essential ethnic difference this essay examines the formation of a new working men's “society” in 1978–1980 and a dispute between truck drivers and truck owners in northern Malaysia.  相似文献

ABSTRACT

This article analyses the underlying economic, social and political processes that contributed to democratic progress in the rural areas of northeast Thailand. After the 2006 military coup villagers in the region played an important role in anti-coup activities and actively demanded for democratic rule. To defend democratic rule, villagers not only opposed military intervention but also challenged elites, who they considered had masterminded the coup. The coup was a landmark change in terms of the relationship between the highest authority in Thailand and the rural masses. According to the Thai hierarchical order, villagers are regarded as inferior who must obey the elite. Any action that does not conform to this rule is considered morally wrong and to be punished. Why did rural dwellers dare to engage openly in political action that defied the hierarchical order? To comprehend such actions the article examines structural changes in Thailand’s countryside that released villagers from traditional bonds and enabled them to engage in a new form of political mobilisation. It is argued that the emergence of a democratic movement in the rural northeast is a result of two important processes: rural socio-economic transformations and political democratisation.  相似文献

This article provides an overview of People’s Republic of China (PRC) counter-terrorism policies targeting Uyghurs since 2001 when the state first asserted that it faced a terrorist threat from this population. In reviewing these policies and their impact, it suggests that the state has gradually isolated and excluded Uyghurs from PRC society. Drawing on the writings of Michael Foucault, it articulates this gradual exclusion of Uyghurs as an expression of biopolitics where the Uyghur people as a whole have come to symbolize an almost biological threat to society that must be quarantined through surveillance, punishment, and detention. Rather than suggesting that these impacts of China’s “war on terror” coincide with the intent of state policy, the article argues that they are inevitable outcomes of labeling a given ethnic population as a terrorist threat in the age of the Global War on Terror.  相似文献

The classic works on modern China—by Harold Isaacs, Edgar Snow, Jack Beiden, even Mao Tse-tung himself—have all led us to believe that the revolutionary ferment which surged through China in the twentieth century was the result of rural impoverishment, economic stagnation and governmental weakness and decay. ABSTRACT

This article extends understandings of “shadow economies” – networked, economic exchanges outside formal state regulation – and specifically how they are socially, economically and politically nested within frontier landscapes. The article analyses two related commodities that are often cast differently upon the legality spectrum: timber and cassava. By comparing the actors, relationships and practices that facilitate timber and cassava trade across the Cambodia-Vietnam border, two significant points of connection are identified: border checkpoints and land transactions, both through state actors. The analysis therefore exposes the systemic role of state actors in shadow economies and broader processes of frontier commodification, supported by their regulatory mandate. Methodologically, the study illustrates how examining relationships between commodities can help to illuminate the mechanisms, relationships and ambiguities of shadow economies operating in resource frontiers in border areas.  相似文献

Summary

The Development of Peasant Communities in the Helvetic Confederation

Traditional Swiss historiography saw the history of the cantons as a fight by burghers and peasants for freedom against feudal rule. More recently this black and white picture has been modified by showing that the urban cantons, notably Bern, Zurich and Lucerne, pursued a traditional city‐state policy of territorial expansion and subjection of the peasantry. This picture, in its turn, is now being shown as too extreme since it does not account for the development of the Swiss Confederation and for its evident attraction to communities beyond its borders. A study of the Oberland of Bern shows that, especially in the fifteenth and the early sixteenth century, village and peasant communities were able to get rid of serfdom and acquire from their local feudal lords extensive rights of self‐government and judicial authority, with a displacement of feudal law by common law (Landgesetz). The city of Bern supported these developments. While more detailed studies are required for other parts of Switzerland, it looks as if this development may well have been common.  相似文献
