Abstract

Social networks have changed the way in which governments communicate with citizens, encouraging them to participate in decision-making processes. Nevertheless, few studies have specifically addressed the use of social networks in public sector from the standpoint of dialogic communication theory. The aim of this study is, first, to analyse the extent to which European local governments are developing dialogic strategies in their Twitter profiles in order to establish and enhance relations with their citizens and then to examine the impact of certain factors on the implementation of these dialogic strategies. The findings show that the situation is open to improvement, because local governments are mostly unaware of the benefits offered by the use of dialogic principles when establishing online relationships with stakeholders. Therefore, this paper sheds light on the dialogic potential that social networks provide in public sector, and particularly, it offers a guide regarding how local government should implement Twitter to foster the dialogic communication with citizens.  相似文献

Abstract

This paper examines the performance of public administrators at the local government level in Nigeria. It traces the development of local governments in Nigeria from 1945 to present times. It argues that the shift in the critical decision‐making powers and functions of local government requires its public administrators to be better‐trained professionals. However, without citizens' participation in governance, public servants' accountability will be low. The study addresses the following questions: How do public sector performance and development of actions by citizens affect accountability in the local governments? How much training do public administrators in Nigeria's local governments have in public management? What is the relationship between performance and citizenship participation in local governments' development process? The question of interests in this study is how public administration at the local government level can better serve Nigeria's communities and in so doing develop authentic relationship with citizen groups, and equitably enhance public trust, legitimacy, and performance of the public sector in the nation.  相似文献

ABSTRACT

This study analyzes Nigerian public managers' perception of the importance of managerial skills and management principles. The study presents an argument that national and state governments in Nigeria should use management principles to “steer, not row” their respective societies. It outlines some of the major steps required to create a dynamic public management and governmental machinery capable of both planning and execution of comprehensive development plans in the future. The study addresses the question: How can Nigeria's government extract management resources from its society and deploy them to create and support a cohesive and innovative administration? It further suggests reasons why public management in Nigeria needs to be reformed to play a more developmental and accountable role in the future. New public management principles are also utilized in evaluating how the reform can be accomplished.  相似文献

ABSTRACT

This article examines how socio-economic status and social mobilisation are linked to local government performance management in Nepal. As part of local government reform, Nepal adopted a social mobilisation policy in selected local governments to empower communities for their effective participation. Our results show that socio-economic status and social mobilisation have a significant relationship with performance management. Female literacy, for example, is strongly and significantly associated with performance management, while area has a significant positive relationship but population has only a weak positive relationship. In contrast, poverty has a significant negative correlation. More importantly, mobilisation has a significant, though modest, positive association with performance management particularly in participatory planning and budgeting, fiscal discipline, and administrative management. This indicates that improving the socio-economic status of citizens and their mobilisation for empowered collective action can be one important strategy to improve the performance capacity of local government.  相似文献

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. Abstract

In the Russian Federation the delivery of social services to deserving population groups is mostly the responsibility of municipalities and other local governments. Services are delivered by municipal agencies. One way to inject competition into the delivery system is for local government to hold competitions to contract for social service delivery. The competitions can be open to nonprofit organizations (NPOs), some of which have been providing assistance in recent years to needy individuals and families similar to those that would be contracted. This article reports the results of an assessment of pioneering pilot competitions for the delivery of social services in three municipalities in 2000–2001: Perm, Velikii Novgorod, and Tomsk. The objective of the pilots was to determine if the local governments could hire NPOs to be service providers following a rigorous and fair competitive process and whether the selected NPOs would do an adequate job in delivering services. In general the results of these competitions indicate the extent of the challenge to improving service delivery in Russia. It seems fair to say that the competitions in Perm and Tomsk were essentially a competitive grant process where the winners were more or less free to determine the services actually delivered. On the other hand, the Novgorod competition had much more in common with a contractual procurement of social services—the competition was nominally open to firms of all legal forms and the services were well-defined. In execution, the reality in Novgorod fell far short of this model.  相似文献

Abstract

Recent years have been characterized by widespread adoption of reforms that called for governments to manage for results. This article tackles the question: what is the impact of results-based reforms in functions that the public management literature has defined as “impossible jobs?” The implementation of strategic planning and performance measurement in the Alabama Department of Corrections provides a case study of such a scenario. The explicit goals of results-based reforms suggest a solution to “impossible jobs” by achieving improved allocation, effectiveness, and efficiency. However, the case evidence suggests that their main use is as a symbol of rational governance, to be used by beleaguered agencies and governments in a bid to increase resources. Beyond this, the public manager in an impossible job finds little benefit from results-based reform, and seeks to devote as few resources as is necessary to comply with reform requirements.  相似文献

Abstract

This article focuses on the phenomenon of South Moluccan terrorism in the Netherlands. Beginning with a historical examination of the colonial relationship between the Netherlands and Indonesia, attention is then given to the circumstances in which some 21,000 South Moluccans came to the Netherlands in the early 1950s, and the social, economic, and political conditions of the South Moluccan community in Holland since then. Then follows a detailed examination of the main incidents of South Moluccan terrorism in the Netherlands which climaxed in a series of violent incidents against Dutch and Indonesian targets in the mid‐1970s. Special attention is placed on the ways in which successive Dutch governments have responded to the various outbreaks of terrorism, as well as to the effects of this terrorism on public opinion. The article then shows what effects South Moluccan terrorism has had on the policies of Dutch and Indonesian governments; on national and international public opinion; on the South Moluccans in the Moluccas; and on the international terrorist community. The paper concludes that the focus of South Moluccan terrorism in the Netherlands is likely to shift from attempts to secure an independent homeland for their people to closer contacts with other terrorist groups espousing anti‐colonial, anti‐imperialist, and nationalist ideals.  相似文献

Political rhetoric in the United States is rife with condemnations of public sector workers. The assertion that public sector workers are less creative, talented, or autonomous than those working in businesses pervades in both academic studies and public opinions. Facing constant criticisms, do public managers also perceive that government workers are less able than their private sector peers? If so, and more importantly, does the perceived inferiority of worker abilities shake their confidence, thereby undermining their work attitudes? The present study employs social comparison theory to answer these questions. Based on state government managers' responses in the United States, the results indicate that a clear majority of public managers perceive public sector inferiority with respect to worker creativity, talent, and autonomy. The findings also show that perceived inferiority is related to lower job satisfaction, job involvement, and pride in working for the current organization. Based on the findings, we provide suggestions to both researchers and practitioners.  相似文献

Abstract

This article examines the relationship between government performance and quality of life in the American states. We contend that the management capacity of state governments should have direct, tangible impacts on the overall social and economic well‐being of state citizenry. In order to test this idea, we examine the influence of state management capacity (using the 1999 Government Performance Project grades), alongside other economic and political variables, on two prominent measures of state quality of life—The Morgan Quitno “Most Livable State” Index and State Policy Reports' (SPP) “Camelot Index.” We find that both state economic conditions and governmental policy priorities have significant impacts on state performance levels. But, our results clearly indicate that the management capacity of state governments also contributes directly to improving the overall quality of life for state citizens.  相似文献

ABSTRACT

States and municipalities increasingly pursue privatization as a way to deliver public goods and services because of two expected outcomes, reduced costs and quality improvements. Several reasons are frequently cited for these anticipated benefits ranging from market competition to increased management flexibility and discretion to fewer rules and regulations. One policy area in which government has privatized many services through contracting with nonprofit organizations is social services. Contracted services are as diverse as providing shelters for the homeless, vocational education and job retraining, domestic violence services, refugee esettlement, child and elder abuse services, and food banks. A proliferation of public administration and nonprofit organizational scholarship has examined a range of issues associated with the government-nonprofit social service contracting relationship, not the least of which are topics related to management, measurement, and accountability. This article examines the public management challenges and implications of contracting with nonprofit organizations for the delivery of social services.  相似文献

ABSTRACT

This article focuses on a little-explored area of research, seeking to explain how political changes influence the participation of citizens in the social networks of local governments. In the context of the recent upsurge of anti-system movements and political parties in the European Union, we analyse a new set of data on participation via local governments’ Facebook pages during a turbulent period in European politics. The results obtained show that when a local government is affected by changes in political competition there is a greater degree of citizens’ engagement through social networks. Our analytical framework shows that this increased engagement is directly associated with the vulnerability of political parties, especially when the governing party loses its absolute majority and is constrained or prevented from carrying out political initiatives.  相似文献

In terms of the configuration of structures and the distribution of functions for the delivery of public services, the final decisions on the Review of Public Administration in Northern Ireland encompass significant changes compared to those proposed in 2005. This article places that review in the context of a devolved system of public administration. It identifies four different phases of the review process which have had a differential impact on the predominant themes, principles and structures. A range of tensions are identified, particularly between the proposals for structural change in the final outcomes and earlier recommendations, and also between the final decisions on structural changes and the guiding principles set out as underpinning these changes. The review proposals can be located within the public service reforms of the UK government and a number of perspectives are suggested for evaluating the extent to which the outcomes of the review are compatible with key components of the modernizing and devolution agendas of the UK government.  相似文献

In the public context, the efficient and effective management of procurement activities has a crucial impact on the achievement of operational and broader government objectives. In particular, the potential contribution of procurement within local governments has been broadly recognized, and organisational procurement choices represent a strategic aspect that must be managed to contribute to these objectives. Through the analysis of data on 371 Italian municipalities, this paper discusses how to design procurement organisation variables for local governments. Three possible organisational models are identified (i.e., authoritative procurement, silo procurement, and local procurement) and discussed from the perspective of internal and external contingencies that may affect organisational decisions.  相似文献

Abstract

What has driven China, a developing country that has only recently saved itself from nationwide poverty, to increase its investment in social welfare so rapidly and extensively in the past decade? Drawing on extensive field research in a prefecture-level district in southwest China between 2014 and 2017, the authors argue in this article that local governments in China provide welfare housing programmes as a veil for developmentalist industrial policies aimed at industrial upgrading and the improvement of dynamic efficiency. The article demonstrates the unique incentive structure behind the local Chinese governments’ role as the front-line investor in social welfare benefits, and how the local state has cunningly used the façade of welfare provision to (1) divert the earmarked budget to implement development-oriented industrial policy; and (2) fake a discursive congruence between the heavily interventionist local practice and the overall neoliberal central-level policy discourse that features deregulation, small government and a laissez-faire developmental pathway. Exploring this set of strategic dynamics underlining the manoeuvres of the Chinese welfare operation helps us understand the variability of welfare state forms and trajectories of developmental strategy in the Global South.  相似文献

Abstract

Having a birth certificate is a stepping stone to acquiring an array of rights and benefits, including other documents necessary to navigate in and outside of one’s home country. Despite a birth certificate’s importance, many children in the developing world never obtain one. Whether a person does so or not often depends on ethnicity, race, gender, and age. With the rights of individuals as well as groups in mind, this article examines some of the crucial causes and consequences of not acquiring this key document. It concludes that legal empowerment matters. It also underscores what governments can do, if political will exists, to facilitate the process of birth registration and certification among citizens.  相似文献

Abstract

The authors draw on public and official perceptions to discuss the discontinuities between various interpretations of transparency in local government jurisdictions. The article seeks to establish a theoretical understanding of transparency in public administration literature. Transparency in the formative years of a nation is not necessarily the same idea as transparency in a globalizing information age. Likewise, the meaning of transparency in least developed countries is changing with their acquisition of sophisticated information technologies and pressures to reduce corruption. Scholarship on transparency needs to recognize the different changes in meaning ascribed to this very important administrative principle. Evidently, universal lessons might be brought to bear to help develop a coherent theoretical basis on stages and interpretations of transparency reforms in local governments.  相似文献

Much of the recent political dialogue in the U. S. A. has included criticism of government bureaucracy.An especially significant response to this criticism was developed by Gary L. Wamsley and others in what has been c:alled the ‘Blacksburg Manifesto.’ They use the concept of the Agency Perspective to provide a basis for the legitimacy of a role in the governance process for public administration.

This essay explores the application of the concept of the Agency Perspective, which was developed primallly with reference to the national government, to local government and considers the implications of the Agency) Perspective for the future role of local government administration.

The essay concludes that the concept of the Agency Perspective fits local governments as well. If these arguments meet with widespread acceptance, this suggests a growing, more active role for public administration in U. S. local governments.  相似文献

This study is interested in the impact of Facebook as a source for political information on public opinion during political controversies. In a society where the mainstream media are under heavy influence by the dominant power and yet Internet communication is largely open and free, social media may become particularly important for the transmission of critical information and viewpoints. The social media information environment may exhibit an overall ‘anti-establishment bias.’ However, the impact of social media should vary across individuals depending on the extent and character of user selectivity. Analysis of data collected during the political reform debate in Hong Kong (N?=?3,246) show that reliance on Facebook as an information source relates negatively to support for the government’s reform proposal. But the relationship is strongest for people without a strong political orientation and people who do not name any newspapers as their main information source. General theoretical implications of the findings are discussed.  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献
