Abstract

The new concept of social responsibility is strongly linked to the idea of the social enterprise as a living system, that is, a system capable of regenerating itself by producing “knowledge” and “trust” resources. Nevertheless, these resources can only spring from a tight relationship with the reference environment in which the enterprise operates. This paper aims at making some first considerations on the relationship between social responsibility and the environment, and upon how the environment may develop in symbiosis with the “living company.”  相似文献

ABSTRACT

This research focuses on parents’ participation in their children’s education via self-organizing through non-profit organizations (NPOs). The aim of this article is to uncover the factors which have an impact on Russian parenting organizations participating in collective coproduction in schooling. Quantitative analysis revealed three groups of explanatory variables: a) the “economic” variables, namely GRP per capita and poverty rate; b) a “high status” of a school; and c) variables capturing the “federal district effect” on the probability of collective coproduction. Results of the quantitative analysis highlight the significant discrepancies in regional conditions for emerging NPOs in coproduction in schooling.  相似文献

ABSTRACT

Networks of organizations involved in public policy implementation require strong interaction, concerted action and high degrees of collaboration to be effective. However, little is known about how different types of organizations involved in implementation of multi-sectoral social policies interact in these networks. In this article the relationship between organizational characteristics and network position is explored, as well as how the intensity of collaborations can also determine organizations’ involvement in networks. The nature of funding (public/private) and the remit of activity of organizations are found to determine their influence and importance in social policy networks. Furthermore, the network position of the organizations also depends on the level of intensity of their interactions. These results can guide public administrators when developing and promoting networks to involve a particular type of actor and also policymakers as to which types of ties are more aligned with the implementation of a particular policy.  相似文献

Abstract

“Twister,” developed by Miguel Freitas, is a social network platform centered around micro-blogging, much like Twitter. However, rather than relying on centralized servers owned and maintained by a single firm, Twister users operate a blockchain combined with distributed hash table (DHT)–like and BitTorrent-like protocols to both make posts and send private messages, and also to receive entries from other users. Twister’s raison d’etre is that it offers a social networking platform that cannot be censored and cannot itself censor. The software does not record the Internet Protocol addresses users use to access the service, nor does it notify other users of an account’s online/offline status. Growing adoption of blockchain services means that it is possible that the concept of decentralized social networks could become a norm. It is suggested in this article that blockchain-based peer-to-peer social networks present challenges to the current counterextremist practices for content removal and censorship. While there are methods to disrupt usage of blockchain-based peer-to-peer services, these approaches may have the net harm of curtailing bona fide use of legal and novel technologies. Given this opportunity cost, non-transitory online violent extremist content may need to be tolerated.  相似文献

Why did settlers, natives, and metropolitan agents fight each other as “French” and “Algerian” during the famously brutal Algerian War of the 1950s? While scholars identify key factors in launching and escalating the war, they take for granted that it was fought between “the French” and “the Algerians” when evidence shows that those terms were also a source of struggle among the parties involved in the war. Drawing on insights from the fields of colonial studies and collective action, along with archival sources, the article explains why this particular set of terms framed the war, in other words, why the categories “French” and “Algerian” predominated in the political discourse, and why they were so opposed to each other. It contends that punctuated political conflicts among state authorities and social-movement organizations in the late 19th and early 20th centuries, rather than indigenous cultural or social structural factors, played a key role in constructing this identity framework. The article concludes by challenging our basic definitions of the war and the prevailing theories about its course and outcomes.  相似文献

Scholars have developed several rationalist explanations for the use of suicide attacks by terrorist organizations. Using evidence from Palestine, Israel, Lebanon, Sri Lanka, Chechnya, and Turkey, these authors have created plausible and rational models for attacks, which many consider to be “irrational.” Although the conflict in Iraq has, by most accounts, experienced more suicide bombings than any other struggle, its contemporary nature has made research and analysis on the subject difficult. This article analyzes four of these models and their implications with respect to the events in Iraq. Although the evidence is not conclusive, the data suggests that organizations are not using suicide attacks to (1) gain nationalist objectives, (2) signal strength to a foreign government, or (3)“outbid” rival organizations, as many scholars suggest. Instead, the evidence suggests that these attacks are used for (1) tactical advantages and (2) to aid the global recruiting effort of Al Qaeda–linked organizations.  相似文献

Abstract

This article (and more broadly this special issue) indicate that various types of policy networks, including governance networks, social networks, proto‐networks, and issue networks are defining the way that policy processes take place in various parts of the world. By focusing on network behavior in Africa, eastern Europe, and Denmark, it is clear that interorganizational cohesion, accesibility, trust generation, and “framing” issues are central to understanding network policy outcomes. Important implications regarding links between network characteristics and democracy are also suggested.  相似文献

The paper deals with research into the innovative provision of public services by the non-governmental organizations in the field of housing. The paper describes the legislation of the housing system in Slovakia and aims to analyse innovation in social housing provision. The paper contributes to the knowledge on innovative social housing solutions provided by non-governmental organizations. The use of cost benefit analysis reveals the benefits of innovation in housing provision by an internationally awarded organization ETP Slovakia. The analysis proves the government´s possible savings of public expenditures if it would decide to support the innovative approach in social housing provision.  相似文献

This study examines social media utilization in nonprofit organizations (NPOs) for increasing organizational capacity. Using data from a survey of human service NPOs in the Los Angeles metropolitan area, the study finds that NPOs that post frequently on their social media sites and use dedicated funding are more likely to perceive social media as being effective in increasing their organizational capacity. However, NPOs that use Twitter, videos, and community-building posts are less likely to perceive social media as being effective. The study also reveals that NPOs face major challenges in social media use regarding resources, expertise, leadership and constituency.  相似文献

Abstract

In the 1990s, many health care organizations adopted restructuring strategies that were inappropriate to an industry in which the effective use of workers' knowledge, skills and social relations was essential to productivity. Workforce cuts and the withdrawal of workplace supports without sufficient consideration of human consequences led to a demoralized and short‐staffed workforce rather than cost containment. This paper uses two neo‐capitalist perspectives to illustrate the impact of restructuring initiatives on nursing, the most numerous health care profession. It describes how reconsideration of strategies adopted during restructuring has led to a search for new approaches to institutional change that make optimum use of human and social capital.  相似文献

Abstract

This study examined the impact of hospital restructuring moves on a sample of Australian nurses' health. The role of organizational support, assessed via levels of consultation with staff, social support, and nurses coping were examined as further contributors or mediators of the relationship between the impact of restructuring and nurses' health. Data from 201 hospital nurses indicated that the factors in the model explained 41% of the variance in nurses' health. “Top–down” communication style by management contributed negatively to nurses' health and increased their perceptions of the impact of restructuring. Support from peers, supervisors, and family together with seeing the demands of impact of restructuring as a challenge, contributed positively to nurses' health and reduced the level of avoidance strategies used. Abstract

Recent years have been characterized by widespread adoption of reforms that called for governments to manage for results. This article tackles the question: what is the impact of results-based reforms in functions that the public management literature has defined as “impossible jobs?” The implementation of strategic planning and performance measurement in the Alabama Department of Corrections provides a case study of such a scenario. The explicit goals of results-based reforms suggest a solution to “impossible jobs” by achieving improved allocation, effectiveness, and efficiency. However, the case evidence suggests that their main use is as a symbol of rational governance, to be used by beleaguered agencies and governments in a bid to increase resources. Beyond this, the public manager in an impossible job finds little benefit from results-based reform, and seeks to devote as few resources as is necessary to comply with reform requirements.  相似文献

Public policy usually develops in complex networks of public, quasi-public and private organizations. It is now generally accepted that these networks set limits to the governance capability of the administration. A good deal less is known about the opportunities which policy networks offer for tackling social and administrative problems. This article deals with the way network management enables government organizations to benefit from networks. Building on the theoretical concepts of‘networks’and‘games’, two forms of network management are identified: game management and network structuring. Four key aspects can be identified for both of these management forms: actors and their relations, resources, rules and perceptions. At the same time, criteria for the assessment and improvement of network management are examined. The article concludes with a consideration of the limits of network management.  相似文献

Abstract

Little is known about the predictors of quality of life among refugee women. 104 refugee women-at-risk were recruited within 6 months of arriving in Australia. A structured questionnaire was administered using standardized tools to assess pre-migration trauma, post-migration living difficulties, social capital, social networks, and quality of life. Hierarchical multiple and logistic regressions assessed factors predicting quality of life. Post-migration factors such as low trust in the community, and lack of support from individuals in their social networks predicted poorer quality of life. These findings have implications for community and social programs for refugee women-at-risk.  相似文献

Abstract

The provision and governance of personal social services is nowadays often thought as a matter of finding the right balance between market principles and state regulation. However often, personal social services depend as well from a third resource and mechanism of governance: It is the impact of the social capital of civil society, which makes itself felt not only by resources such as grants, donations, and volunteering, but as well by networking and social partnerships. A number of crucial changes in welfare and service provision have led to a situation, where service systems and service units, rather than being part of a clear-cut sector, have increasingly to be seen as hybrids, combining varying balances of resources and mixes of governance principles usually associated with the market, the state, and the civil society.  相似文献

Despite an increase in knowledge about human trafficking, little is understood about interpersonal power dynamics between traffickers and their victims; particularly in relation to coercion. Understanding victims’ perceptions of power is critical to developing trauma informed, targeted services for prevention, intervention, and aftercare services for survivors. This paper explores human trafficking victims’ (n = 31; adult, female, international) perceptions of traffickers’ interpersonal social power as influenced by prior entrapment factors and traffickers’ characteristics during the controlling period of the exploitation, the “maintenance phase”. Findings from this study reveal that entrapment factors and shared characteristics between victims and traffickers influenced perceptions of specific kinds of power. Moreover, findings suggest that more investigation is need to explore how much influence dynamics outside of the trafficking relationship (i.e., social and environmental factors) have on victims’ perceptions of traffickers’ power. Further, results suggest a need for anti-trafficking professionals to be particularly cognizant that victims may perceive individuals in positions of power such as social service providers and law enforcement, as similar to their traffickers.  相似文献

Abstract

As voluntary and community organizations in the UK (VCOs) expand their role in the provision of public services, they are under increasing pressure from governmental funders to improve their management and organizational systems - to “build their capacity.” This paper considers the theoretical and practical challenges posed by the idea of “capacity building.” It also looks at the challenges for VCOs of meeting the capacity building agenda while simultaneously retaining organizational distinctiveness and independence. Abstract

Social networks have changed the way in which governments communicate with citizens, encouraging them to participate in decision-making processes. Nevertheless, few studies have specifically addressed the use of social networks in public sector from the standpoint of dialogic communication theory. The aim of this study is, first, to analyse the extent to which European local governments are developing dialogic strategies in their Twitter profiles in order to establish and enhance relations with their citizens and then to examine the impact of certain factors on the implementation of these dialogic strategies. The findings show that the situation is open to improvement, because local governments are mostly unaware of the benefits offered by the use of dialogic principles when establishing online relationships with stakeholders. Therefore, this paper sheds light on the dialogic potential that social networks provide in public sector, and particularly, it offers a guide regarding how local government should implement Twitter to foster the dialogic communication with citizens.  相似文献

This article explores the historical and recent patterns of Armenian emigration and immigration and the impact that the population shifts have had and are having. The interconnections between peoples' homeland and new land and the intersection among institutions in the homeland and new land are illustrated. The development of social work as a profession along with a variety of non-governmental organizations in Armenia developed through a unique collaboration between a school of social work in the United States and the major university in Armenia is discussed and illustrated.  相似文献

This article draws attention to the advantages and disadvantages derived from decentralized recruitment and selection for a form of local public administrative unit, the municipality. This was examined within the context of Thailand, a unitary transitional country where bureaucratization and centralization had been the norms in its public administrative system for centuries. It argues that local fiscal management and reformed local government structure would not be successful when executed by incompetent local civil servants. To summarize, recruitment and selection function as a “vacuum” and “filter” that organizations employ to obtain proficient and skilled human resources for their organizations. In Thailand at the local level, it appears that discussions of recruitment and selection functions barely disguise the inept procedures that occur in reality. These are grounded in actions looking towards recentralization, local-cronyism, and nepotism that have traditionally rooted and underpinned the Thai local administration in the area of personnel administration.  相似文献
