Introduction to the Symposium on Exploring the Complexities of Performance Management

ABSTRACT

The editors of this symposium hope that this collection of articles can help advance the public administration literature stream across the multiple organizational and cultural settings in which these performance management studies were conducted. However, this symposium also focused on articles that can help advance the practice of performance management, where specific recommendations are needed to help public officials collect, analyze, and use meaningful outcome measures specifically for the benefits for making better management and policy decisions.     

POLICY AND ORGANIZATIONAL TERMINATION

The goal of this symposium is to encourage the exploration of the topic of policy and organizational termination. This introductory article reviews the most recent published literature in this field and summarizes the articles included in this symposium. Four original, commissioned, research articles are included in this symposium. Although the topic of policy and organizational termination continues to be underattended, this symposium is the latest of a number of recent publications that have contributed to greater understanding of the phenomenon of termination.     

Administrative development issues in china's economic reform: an introduction

This introduction article provides the background information about the present symposium and the summary of the articles addressed in the symposium. On the background information, the article reviewed the process of economic reform and key measures of administrative reforms. On the symposium summary, the article explained issues and conclusions of the following articles: administrative decentralization and state-society relations, the role of government in economic development, ethical codes in China's civil service, transportation infrastructure and regional economic development, characteristics of recent financial reforms, and privatization of urban housing provision.     

THE CHALLENGES TO TEACHERS,TEACHING, AND POST-SECONDARY TEACHING INSTITUTIONS: ASSUMPTIONS,PREDILECTIONS, PROCESSES,AND PROJECTIONS

ABSTRACT

The contemporary forces impacting teachers and teaching are capable of becoming an overwhelming, uncontrollable wave of disaster or an opportunity for proactively redesigning teaching at a higher level of commitment, performance, and relevance to make and shape critically important intellectual and societal contributions for the future. This symposium aims to galvanize the teachers in post-secondary education to reject the deadly viruses of reactive fear, credentialed complacency, and intellectual rigidity in their current stages and replace them with proactive options, alternatives, and designs.

More specifically, this Introduction clarifies why the respective articles were commissioned to appear in this symposium based on the reasons, concerns, and observations that stimulated the Editor to pursue and design a symposium on teaching in the social sciences.

The concluding contention of this Introduction is that all teachers can, and must, influence the events in both their personal and professional lives by actively immersing themselves in the values, visions, and cultural anchors of their profession, discipline, craft, society, and belief systems. There is no doubt in the Editor's mind that the symposium presentations will add much substance that will help make all of us great teachers.

EU LEGISLATION AND NATIONAL REGULATION: UNCERTAIN STEPS TOWARDS A EUROPEAN PUBLIC POLICY

The EU with its supranational powers is a unique institution. Contrary to other international organizations, it can make laws that are binding to its member governments as well as to their citizens and enterprises. However, reviewing the literature, we find little consensus as to its true role as a lawmaker. This article and the articles that follow in this symposium remedy this empirical deficiency. The present article presents a comprehensive analysis of the scope of binding EU regulation. The EU is presented as an important lawmaker. It has, with considerable effectiveness, been able to overcome recurrent crises that have often called its very viability into question. But the same analysis also reveals that the EU, in spite of several treaty reforms expanding its responsibilities into new policy areas, remains a predominantly economic regulator. Finally, EU lawmaking is to an increasing extent delegated to the European Commission, dedicated to the de facto task of maintaining the internal market. Although this article and the articles that follow it cover the present, and refer to the European Union (EU), the EU, since its creation in the 1950s, has changed its official name several times.     

Dynamics of Unfree Labour in the Contemporary Global Economy

This short introduction to the symposium sets the context for the collection of articles, locating them in debates about labour conditions in the global economy. It outlines the two central questions which animate the symposium. First, what forms do unfree labour take in the contemporary global economy, and what are the implications for the most vulnerable workers in diverse contexts? Second, which processes, conditions and dynamics generate and facilitate unfree labour, and which theoretical and analytical perspectives do we need in order to understand them? It summarises some of responses to these questions which emerge in the collected articles, and highlights their contributions to the task of advancing fresh ways of thinking about unfree labour.     

Introduction: The Symposium and Its Authors

Abstract

This symposium addresses the question “Has public administration grown up?” as a provocative vehicle for free-ranging inquiry into the state of the field. Its articles originated from a panel of the same name held at the 2003 national conference of the American Society for Public Administration. The authors, each of whom make a quite different response, consist of the panel's original five members plus four participants from the audience who later contributed their ideas in written form.     

Regional and local economic development issues in the united states

The purpose of this symposium is to address several policy and managerial issues related to regional and local economic development in the United States. This symposium introduction first reviews the background information of regional and local economic development and then provides a summary of key issues or findings reported in the symposium articles. The issues and findings identified include: the development of state economic development strategies, the problem of local and regional development strategies, the relationship between government regulation and economic development, the use of strategic management in local economic development, the issue of neighborhood challenges to economic development, and the support of community-based development organizations.     

SYMPOSIUM OVERVIEW: CONCEPTUALIZING NEW GOVERNANCE ARRANGEMENTS

This symposium, ‘Conceptualizing New Governance Arrangements', takes up the challenge of refining governance theory to better integrate work in several disciplines, most notably politics, public administration and law. To this end, we argue for a theoretical framework that profiles three key dimensions of governance: institutional, political and regulatory. This framework, in our view, offers new insights into the nature and operation of various governance arrangements, and offers the potential to assess and measure change within such arrangements over time. After describing our methodology for selecting and analysing the case studies profiled in the symposium, we introduce each of the articles that apply our three‐dimensional governance framework. These articles employ the framework to consider a variety of contemporary governance scenarios that vary widely by sector (environmental, climate change, forestry and education policy) and level of analysis (sub‐national, national, and bi‐national).     

Leadership for public value: Political astuteness as a conceptual link

Both leadership and public value are increasingly seen as concepts highly relevant to public administration, not only because of complex societal challenges but also as ways to address pluralistic interests in society. This article explores in detail the varied conceptualizations of public value and of public leadership. Furthermore, we argue that political astuteness provides an important conceptual linkage between leadership and public value, enabling actors to read, understand and foster coalitions around diverse and sometimes competing interests. In this introduction to the symposium, we analyse the different conceptualizations of public value, of leadership, and also show how the six articles explicitly or implicitly draw on the linking concept of political astuteness. The article assesses how the six articles of the symposium contribute to each of these three concepts.     

Introduction

The seemingly disparate aspects of long-term care (LTC) exist in a broader context of concern for the ability of disabled and chronically ill individuals of all ages to function in everyday life. A focus in LTC, therefore, is on the types of services and products needed for an individual to perform basic activities of daily living.

A primary emphasis in LTC is on the individual who is in need of assistance. Related questions include: What impact will the receipt of LTC have on the autonomy of the individual? How will the care, which may extend over a period of years or decades, be funded? How will the various payment mechanisms affect an individual's access to care? What are potential solutions to the problems encountered as the individual and his or her family deal with the fragmentation and other problems of the LTC system? Such questions are addressed in the articles in this symposium, “Issues in Long-Term Care.” This paper provides a context for the symposium.

2009年6月27—28日，北京大学国际战略研究中心以“国际问题研究的学术性与政策性”为主题举办了一次青年论坛。与会者围绕“国际问题研究中的理论与政策”和“中国国际问题研究的发展方向”两个议题，对学术研究与政策研究之间的关系、存在的问题及解决的思路等问题进行了讨论。本刊“主题讨论”特刊载部分与会者为此次论坛所提交的书面发言。本刊主编暨北京大学国际关系学院院长王缉思为此组讨论文章写了引言。此外，研讨会上，约瑟夫·奈等美国学者的相关文章引起了与会者的广泛关注。经作者及原载刊物授权，本刊将约瑟夫·奈及李侃如的两篇文章译成中文。一并刊发，以飨读者。     

Turks and Tatars in Bulgaria and the Balkans

Generosity is the thought that comes to mind after hearing and later reading the five studies first presented at a symposium in Toronto (2 October 2008) and published here in this issue of Nationalities Papers. My colleagues, who span the disciplines of history, literary criticism, and political science, have been generous with the time they spent in composing their essays and then traveling to Toronto to deliver them in person, and they have been particularly generous in conveying a spirit of constructive criticism and self-reflection that represent the best aspects of our common intellectual enterprise. To each of you – George G. Grabowicz, Taras Kuzio (who initiated this symposium), Serhii Plokhy, Alexender J. Motyl, and Dominique Arel – I express my deep appreciation for your generosity of mind and spirit.     

Innovation in local government: past,present, future

This article discusses the heightened importance of innovation in local government. It examines driving forces of innovation, as well as strategies for implementing innovation. Frameworks are discussed for studying innovation, and an overview of symposium articles is provided. The article concludes with policy implications and directions for future research.     

INTRODUCTION: DETERMINANTS OF PERFORMANCE IN PUBLIC ORGANIZATIONS

The performance of public organizations is one of the key topics in public administration research and practice. This topic was examined at the 'The Determinants of Performance in Public Organizations II' conference held at the University of Hong Kong in December 2006. The conference was held in association with the Public Management Research Association . In the present symposium we introduce four of the articles presented at conference. The articles explore: network performance (Kenis and Provan), goal ambiguity (Lee et al .), environmental shocks (Meier and O'Toole), and diversity (Pitts and Jarry). Alongside this we spotlight the importance of this field and introduce three research themes—contingency theory, measurement and data, and analysis.     

THE FUTURE OF NETWORK GOVERNANCE RESEARCH: STRENGTH IN DIVERSITY AND SYNTHESIS

The popularity and scope of network governance research and practice continues to expand from its divergent foundations, assumptions and methodological positions. This paper introduces a symposium of papers on this substantial sub‐field by first summarizing the sprawling research endeavour that comprises it. The main theoretical and empirical approaches that have been used to guide it to date are then briefly described, emphasizing recent debates about interpretivism and decentring. Next, it suggests that a robust and interesting future for network governance requires diversity, rather than adherence to a single approach. It is argued that more sophisticated approaches for examining network governance are fashioned through a synthesis of ideas and methods to create an analysis of networks as networks. This is especially the case where some formal analysis of network structure is used in concert with an interpretive examination of action and process. Finally, the papers in the symposium are introduced.     

REINVENTING EXCELLENCE OR HOW BESTSELLERS THWART THE SEARCH FOR LESSONS TO TRANSFORM THE PUBLIC SECTOR

What makes a best-seller in the study of public management? In the 1980s there was Tom Peters and Robert Waterman (1982), In Search of Excellence. In the 1990s there is David Osborne and Ted Gaebler (1992), Reinventing Government. Throughout this period managing the public sector remained a live issue, many books of great interest and merit were published on the topic, but none had an equivalent impact. Earlier contributions to this symposium have discussed the practical application and strengths and weakness of Reinventing Government. This article discusses two other books both of which could make an important contribution to improving public sector management: Gareth Morgan (1993), Imginization and Robert E. Lane (1991), The Market Experience. The discussion has two objectives: to show the relevance of each book and to identify the distinguishing characteristics of a best-seller.     

Dismantling,disintegration or continuing stealthy integration in European Union environmental policy?

This symposium assesses the trajectory of European Union (EU) environmental policy and integration in light of the rising pressure for policy dismantling and disintegration. This introductory article discusses the literature and the mixed evidence of EU environmental policy dismantling. Building on the three symposium articles, we investigate the role of the European Commission in this process, evaluating its role as a general ‘motor of integration’ and more specifically as an environmental policy entrepreneur. We find that the current political context does push the Commission to reconsider its entrepreneurial role and adopt the role of a ‘normalized bureaucracy’. Nonetheless, organizational features, such as new hierarchies and presidential leadership, and ideas that frame policy initiatives explain continued policy evolution and resistance to outright dismantling. Scholars should also pay close attention to implementing measures and patterns of enforcement to detect the more subtle policy shifts.     

Accountability and hybridity in welfare governance

Hybridity has become a central characteristic of accountability in public governance. Contemporary service delivery is increasingly defined by the mixing and layering of public, market and social accountability regimes operating as overlapping ‘hybrid’ accountability arrangements. Although hybrid accountability is not a new phenomenon, recent trends have accelerated the process of hybridization, particularly in welfare state governance. In this symposium, we seek to advance our understanding of the under-theorized concept of hybrid accountability and empirically examine what is actually going on. In this introductory article, we put forward a definition of what hybridity means in public welfare governance and explore its origins and dynamics. We then present the articles of this symposium, showing how they go beyond fixed and static typologies to grasp the dynamics of interactions between actors, values and mechanisms under hybrid accountability. We conclude by reflecting on a future research agenda for studying hybrid accountability arrangements.     

Foundations of public administration: Introduction to the symposium

The nature of retrospectives on the literature of public administration has taken a turn in recent years away from polite respect for our heritage, and toward a belief that the older literature can solve some of our most pressing current problems in administration. Specifically, modern works often bemoan a lack of fundamental purpose or moral direction for administration, and these were among the strongpoints of more dated literature. The articles of this symposium largely seek to find current answers in the investigations of long ago.
