ABSTRACT

Okamura reviews the 2008 US presidential campaign and the election of Barack Obama as a ‘post-racial candidate’ in terms of two different meanings of ‘post-racialism’, namely, colour blindness and multiculturalism. He also discusses his campaign and election from the perspective of Asian America and Hawai'i given that Obama has been claimed as ‘the first Asian American president’ and as a ‘local’ person from Hawai‘i where he was born and spent most of his youth. In both cases, Obama has been accorded these racialized identities primarily because of particular cultural values he espouses and cultural practices he engages in that facilitate his seeming transcendence of racial boundaries and categories generally demarcated by phenotype and ancestry. Okamura contends that proclaiming Obama as an honorary Asian American and as a local from Hawai‘i inadvertently lends support to the post-racial America thesis and its false assertion of the declining significance of race: first, by reinforcing the ‘model minority’ stereotype of Asian Americans and, second, by affirming the widespread view of Hawai‘i as a model of multiculturalism.  相似文献

ABSTRACT

Bernard explores the myth of racelessness as it is currently circulating in American social discourse. The election of the first black American president has unleashed the term across the cultural landscape, from the mainstream media to the classrooms in which she teaches African American literature. Students use the term as a twenty-first-century incarnation of the civil rights-era concept of colour blindness. But racelessness does not represent an aspiration for equality as much as it represents an ambition to turn away from the realities of difference. It is code for a common ambition to avoid the realities of institutional racial inequalities, as well as personal experiences of cultural difference. The myth of racelessness intersects uncomfortably with current academic discourse that promotes the view of race as a social construction. Scientifically proven and irrefutably true, this discourse does not allow any room for the social experience of race and racial difference as it is lived by everyone every day, whether we like it or not. The election of President Barack Obama is a portal on to this current confusion about the concept of race, specifically, and blackness, in particular. Many pundits have speculated that Obama would not have been electable if he had had dark skin, if he were irrefutably black, in colour and culture. The fact that he himself has elected to call himself ‘black’ serves as the platform of Bernard's essay on the case of race in the United States.  相似文献

Abstract

This paper challenges the commonly made claim that the work of Pierre Bourdieu is fundamentally anti-Hegelian in orientation. In contrast, it argues that the development of Bourdieu's work from its earliest structuralist through its later ‘post-structuralist’ phase is better described in terms of a shift from a late nineteenth century neo-Kantian to a distinctly Hegelian post-Kantian outlook. In his break with structuralism, Bourdieu appealed to a bodily based logic of practice' to explain the binaristic logic of Lévi-Strauss' structuralist analyses of myth. Effectively working within the tradition of the Durkheimian approach to symbolic classification, Lévi-Strauss had inherited Durkheim's distinctly neo-Kantian understanding of the role of categories in experience and action—an account that conflated two forms of representation—‘intuitions’ and ‘concepts’—that Kant himself had held distinct. Bourdieu's appeal to the role of the body's dispositional habitus can be considered as a retrieval of Hegel's earlier quite different reworking of Kant's intuition-concept distinction in terms of distinct ‘logics’ with different forms of ‘negation’. Bourdieu commonly acknowledged the parallels of his analyses of social life to those of Hegel, but opposed Hegelianism because he believed that Hegel had remained entrapped within the dynamics of mythopoeic thought. In contrast, Durkheim and Lévi-Strauss, he claimed, by instituting a science of myth, had broken with it. This criticism of Hegel, however, relies on an understanding of his philosophy that has been rejected by many contemporary Hegel scholars, and without it, the gap separating Hegel and Bourdieu narrows dramatically  相似文献

ABSTRACT

Ward explores the diverse ways in which memories, understandings and misunderstandings of the 1960s were mobilized during the 2008 election cycle. At the time, Barack Obama's campaign and triumph were hailed by many as marking a series of a decisive breaks with the past, notably with the culture wars and fiercely ideological political partisanship unleashed in the late 1960s. Others suggested that Obama represented a new kind of candidate who somehow transcended, or might even heal, the racial divisions in the United States, in a fanciful vogue for ‘post-racialism’ that Ward argues was also connected to popular conceptions of the 1960s and, in particular, to a misreading of the social philosophy of Martin Luther King, Jr and his ‘I Have a Dream’ speech. While some commentators stressed rupture and discontinuity with the past in interpreting Obama's victory, others—friend and foe alike—were keen to stress continuities with the past, often explicitly with a 1960s routinely, if simplistically, parsed into ‘good’ early and ‘bad’ later periods. ThusWard considers Obama's connections to the civil rights and black power movements, as well as to other 1960s organizing traditions, charismatic leaders and conceptions of federal government, arguing that the decade continues to offer an important, if ambiguous touchstone in contemporary American politics and social memory.  相似文献

Abstract

The 2012 election resulted in a major victory for President Obama and while his Democratic Party improved its Congressional strength, the House of Representatives remains under Republican control. The election revealed the depth of America's political and voter divisions with each party showing dramatically different areas of strength and weakness. Yet the election did not hinge on foreign policy leaving the Obama administration likely to continue most of its earlier policies toward East Asia as marked by the multilayered ‘pivot’ toward Asia. Relations with China and North Korea are likely to remain difficult to manage while US–ROK links should be far smoother. Of particular concern is the economic sluggishness and rising nationalism in Japan which could well cause bilateral problems with the US and regional problems with Japan's neighbors, including US ally, South Korea. And at home the bipolar divisions over how best to deal with America's economic revitalization could well impede US abilities to exert a convincing multi-dimensional role in the region.  相似文献

ABSTRACT

Historians and social scientists generally understand nationalism to be the defining feature of fascism. Kunkeler's study challenges that assumption with his examination of Swedish fascist movements through the notion of self-identification. Using fascist periodicals, he traces the development of Swedish fascists' identification with the movement—in relation to matters of race, nation and the signifiers of ‘fascism’ and ‘National Socialism’—from the early 1920s, when an overt attachment to Mussolini's project was evident, through a National Socialist phase showing cautious commitment to Nazi Germany, and ending with a final phase of strategic anonymity. In the face of criticism that fascism was an alien import, Swedish fascists adapted their public profile to accommodate such national sensitivities, developing a racialist ideology that was not confined by national borders and was believed to be more in tune with Swedish political culture at the time. When public opinion turned decisively against ‘international fascism’ in the mid-1930s, they were forced to discard the name and image of ‘fascism’ altogether and enter a final phase of public anonymity that, in any case, involved no significant ideological metamorphosis.  相似文献

The Pivot towards the Asia Pacific has been a key component of the grand strategy of the Obama administration. Militarily, the main challenge is represented by the Chinese capacity to erode the American ‘command of the commons’.

The United States have been developing a new operational concept, labelled ‘Air-Sea Battle’ (ASB) aimed at maintaining the capacity to project military power even if adversaries are able to deploy a sophisticated anti-access area denial strategy.

This article takes as its starting point the attack on the late Ralph Miliband, the left‐wing intellectual and father of the current Labour leader Ed Miliband, by the Daily Mail in late 2013. It argues that this attack was a response by the Mail to its failed campaign to dub the Labour leader ‘Red Ed’. The article demonstrates that ever since Miliband won the Labour leadership in 2009, the Mail has sought to ‘other’ him by presenting him as ‘alien’—this by constant references to his Jewish background, his upbringing in a wealthy North London intellectual milieu, his supposed extreme left‐wing views and his ineffable ‘oddness’—at least, an oddness as characterised by the newspaper. The paper will conclude by asking why the Daily Mail's ‘Red Ed’ moniker failed to catch on, while noting that their ‘Odd Ed’ moniker seems to have had more resonance.  相似文献

In his recent memoir, William Waldegrave wrote that no country run by John Major and Robin Butler was likely to be in much danger of systemic corruption. The fact remains that a quarter of a century ago, John Major, with the guidance and support of his cabinet secretary, decided to establish the Committee on Standards in Public Life under the chairmanship of Lord Nolan. The apparent prevalence of ‘sleaze’ issues in public life—most notably the ‘cash for questions’ scandals involving Tory MPs—provoked the decision. Lord Nolan's committee immediately enunciated seven principles of public life: honesty, accountability, integrity, selflessness, openness, opportunity and leadership. Over the years, many of the Committee's recommendations have been accepted. There is today vastly greater transparency. The principles have been widely accepted; it is clear the public expects that they should be observed by public servants, including, perhaps especially, MPs. Yet it is equally clear that there is a widespread and still deepening mood of public cynicism on standards matters. The Committee is determined to defend the Nolan principles, but without more help from the political class it will be like Mrs Nupkins in The Pickwick Papers: inculcating moral lessons of great importance and generally ignored.  相似文献

ABSTRACT

From the time of his nomination as the Democratic Party's 2008 presidential candidate onwards, Barack Obama was the target of a panoply of political attacks. Conservatives, Republicans and even some Democrats played on his alterity in a way that previous non-white political hopefuls, particularly the Reverend Jesse Jackson, had not had to endure. If the intricate twists and turns of Obama's past did not make those attacks particularly surprising, the way in which he chose to deal with them was. In what stands as a deliberate pre-emptive attack, Obama used two substantive texts, Dreams from My Father and The Audacity of Hope, to create and shape a historical narrative of his own past in such a way as to present himself to the US voting public as a truly American figure, worthy of the presidency. By the time he was running for high office, therefore, Obama had already used his knowledge of the discipline of history to create a usable past with which he and his supporters could denude many of those political attacks of their potency, whether they were focused on the years of his upbringing in an Islamic state, his familial ties to Kenya, his religious background or his purported links to radicalism.  相似文献

ABSTRACT

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

ABSTRACT

Gatti, Irazuzta and Martinez address the intercultural public policies implemented in the education system of the Autonomous Region of the Basque Country (Spain). Focusing on the education system allows them to reconstruct the historicity of identity-alterity production in a region in which language has been central for the establishment of ethnic frontiers. More specifically, they examine the implementation of these policies in three pre-school and primary educational institutions in a multicultural neighbourhood of the city of Bilbao. They look at Euskara—the Basque language—as a key element of the us-them distinction. The various education models regarding language and the teaching in/of Euskara or Spanish pave the way for the specialization and spatialization of the schools analysed. ‘Integration’ policies are implemented in ethnically marked schools only, based on a rhetoric of interculturality that assumes that any ‘racial or ethnic discrimination’ can be overcome through knowledge of the Other. Moreover, the assessment of public policies through ‘interculturality figures and best practice’ developed to address the so-called ‘immigration issue’ promotes a protectionist intervention on behalf of the assumed social vulnerabilities of immigrant schoolchildren and their families, which are read as ‘problematic characteristics’. The article argues that, as a result of the approach based on the social conditions of immigrant children and their families in the Basque Country, the race issue evaporates.  相似文献

The idea that problems in governance have deep roots in social structure has been revisited by Geof Wood in a recent article in this journal. His article takes a position in relation to an ongoing debate about how to improve public administration and management in Bangladesh, a debate that seems to be almost as ‘imprisoned’ in incompatible values and premises as, he argues, are the various Bangladeshi actors in society. But behind this debate are some very practical issues about how the administration there might be persuaded to work better. Key to his contribution is the idea of ‘room for manoeuvre’ or conditions for ‘escape’. This article argues that embedded institutions and values matter but that behaviour is also responsive to opportunity. ‘Old’ values can be put together into new institutional complexes if given a chance. The key to successful institutional change is effectiveness. ‘Escape’ is not only, or even primarily, a matter of changing values but of responding to circumstances and changing institutions—cutting the bars. A close look at institutional and organizational reform in any country, including the UK, shows that, whatever moral language and posture inform the reform agenda, it is constructive compromise that produces the structure that works. ABSTRACT

Barack Obama was more successful in the South in the 2008 election than many previous Democratic presidential nominees had been. While John McCain continued Republican dominance in the conservative region, it was a major breakthrough for a northern liberal Democrat, especially an African American from Illinois, to win three southern states and secure 55 electoral votes. Florida, North Carolina and Virginia were good opportunities for Obama because, demographically, they had come to resemble other large states outside the South. In these ‘converging’ southern states, the Latino and Asian communities had grown substantially. The percentage of college-educated Whites had increased and there had been large-scale migration from other regions of the country. The states that Obama won in the South were not as ‘southern’ as they once were. In some southern states, those called the ‘neo-Confederate South’ in this article, white support for Obama was less than John Kerry had received in 2004. This decline in white voting for the Democratic presidential nominee occurred despite the difficult economic times that enveloped the country in the months preceding the election, and the general unpopularity of the incumbent Republican administration headed by George W. Bush. Some of these states, like Alabama, Arkansas, Louisiana and Mississippi, had been among the most intransigent states in resisting the claims of the civil rights movement for social and political equality for African Americans in the 1950s and 1960s. In the future it may be more accurate to speak of more than one South, rather than refer to the region as an undifferentiated whole.  相似文献

Abstract

Strongly positive uses of terms that designate an absence, a cognitive or ontological impossibility or a sensory privation are among the persistent conceptual figures of Benjamin’s thought. This article analyses the moves by which Benjamin gave his concept of ‘the expressionless’ (das Ausdruckslose) its intriguing semantic meaning and moral value. Drawing on the poetics and philosophy of the sublime from Greek antiquity through modern times, the article reveals key historical reference points of Benjamin’s concept and, furthermore, his strategy of advocating a novel theory of the sublime as an antithesis to, or an interruption of, the beautiful by selectively integrating older traditions (such as the topos of god’s “imagelessness”) with theorems previously unrelated to these traditions (such as phenomenological reflections on body perception and colour and the twentieth-century discourse on “decision”).  相似文献

ABSTRACT

CasaPound Italia (CPI) is an Italian extreme-right movement. It has its headquarters in Rome but the movement has branches in other northern and southern cities. Members of CPI define themselves as ‘Fascists of the Third Millennium’. Bulli’s article focuses on the mix of cultural imaginaries that the organization offers to its members and sympathizers as well as for public consumption. The movement is able to function at different levels of political mobilization—and to recruit members by presenting a targeted set of incentives designed to engage them politically—which include various forms of cultural identification. All these levels are linked by a common idealized subjectivity that brings together classic elements of historic Fascism, including cultural references to the ‘speed of action’ typical of Futurism, with an overcoming of the party-centred post-Fascist Italian political subculture. Bulli’s article emphasizes CPI’s strategic construction of a multifaceted cultural imaginary in which language, communication and codes of conduct play a role comparable to values and ideology.  相似文献

ABSTRACT

Roche’s article discusses ‘language oppression’ as a form of domination that is coherent with other forms of oppression along the lines of ‘race’, nation, colour and ethnicity. Scholars have defined language oppression as the ‘enforcement of language loss by physical, mental, social and spiritual coercion’. It is part of an evolving suite of concepts from linguistics, sociolinguistics and linguistic anthropology that examines issues of language discrimination, or ‘linguicism’. Roche explores one aspect of linguicism—language erasure—and how it relates to language oppression, focusing on Tibetans in the People’s Republic of China (PRC). He examines how language oppression is produced through practices of erasure: the ways in which certain populations and their languages are systematically rendered discursively invisible. He argues that the erasure of certain languages in the Tibetan context is systematically reproduced by two otherwise opposed political projects: the colonial project of the PRC state; and the international Tibet movement that seeks to resist it. He refers to the contingent cooperation between these two opposed projects as ‘articulated oppression’. In concluding the article he examines how the disarticulation of this oppression is a necessary condition for the emancipation of Tibet’s minority languages, and discusses the broader significance of this study for understanding language oppression, and its relation to other forms of oppression.  相似文献

Speculation about the relationship between Barack Obama's election to the presidency and race in the United States was rife prior to, during and after his successful campaign. King looks at three aspects of this issue. First, as a kind of outsider, Obama had to prove himself black enough for African Americans of the traditional sort and not too dangerous for Whites. How did he achieve this? Second, Obama's election was made possible by changes in the voting behaviour of white Americans, particularly in the North, and the way that African Americans like Obama gained a foothold in, and at times control of, urban political machines, such as, in his case, Chicago. How have American historians treated this shift in white voting behaviour? Finally, the central question of how race still impinges on President Obama's performance as president. King concludes with a look at issues such as colour blindness and whiteness, the nature of black political identity and solidarity, and the variety of political roles from which a black leader such Obama can choose.  相似文献

ABSTRACT

Larrimore's essay reads Kant's pioneering work in the theory of race in the context of his thought as a whole. Kant wrote on race for most of his career; at different stages of his thinking, race assured meaning in human diversity, confirmed the value of a practical-reason-informed understanding of human destiny, and provided a model for the ‘pragmatic’ knowledge of what ‘man can and should make of himself’. ‘Race’ was invented in 1775 as an advertisement for the new disciplines of geography and anthropology that Kant inaugurated and promoted throughout his career. Giving new meaning to a foreign (French) term associated with animal husbandry, Kant presented the (supposedly) exceptionlessly hereditary traits of race as the first fruit of a truly scientific ‘natural history’ of humanity. His concerns were not merely classificatory; his four-race schema, modeled on the temperaments, allowed a special status for Whites as at once a race and the transcendence of race (Kant invented ‘whiteness’ as well as ‘race’). The notion of ‘race’ was refined in essays Kant published in the 1780s, in the same journal as his celebrated essays on Enlightenment and the philosophy of history. It was given a new status, rather than displaced, by the critical turn. Granted a sanction ‘similar’ to the postulates of pure practical reason, its empirical verification would confirm Kant's whole critical system. Kant's theory of race came into its own in the 1790s, gaining wide acceptance. He relied on familiarity with it (and its lingering association with animal husbandry) in explaining the larger project of the ‘pragmatic anthropology’ without which he thought human progress impossible. Understanding how the concept of race contributed to Kant's more familiar and still appealing intellectual and practical concerns, we gain a better sense of its fateful and enduring attractiveness in subsequent eras.  相似文献

The debate on where Mustafa Kemal Atatürk, the founder of modern Turkey and universally known as the ‘Father of the Turks’, stood in regard to the colossal violence committed against Armenians during the First World War has become a fiercely contested part of the Turkish-Armenian reconciliation process, especially within the past few years. Ulgen aims to clear away the clouds of dust surrounding Kemal by delving into his texts and examining his role in the reification of Turkish denial of the destruction of Ottoman Armenians. Based on a textual analysis of his entire corpus, including Nutuk—the Great Speech of 1927 and the master-narrative of modern Turkish history and national identity—her article examines and documents how his charismatic leadership helped to consolidate both the myth of ‘murderous Armenians’ and that of the Turks as an ‘oppressed nation’ (mazlum millet), monumentalizing both in official Turkish historiography. Ulgen argues that Kemal's portrayal of Armenians and the Armenian Question was generally consistent across the years and in various political documents, as well as being consistent with contemporary Turkish representations of the events of 1915. What really tips the balance towards Turkish innocence in Kemal's representation of the conflict is not his framing of the issue per se but the stark difference in the rhetoric he deploys in depicting Armenian and Turkish atrocities and, hence, Armenians and Turks. The undeniable authority of this discursive regime is central to the resilience of Turkish denial today.  相似文献
