The prevalence and persistence of impunity for human rights violations in the war on terror have attracted significant interest from scholars and practitioners. Insufficient attention, however, has been paid to the ways in which impunity might be shaping key objectives and practices of the war on terror and enabling or constraining their pursuit in war zones. Drawing on insights from security cultures theory and analysis of empirical evidence from Afghanistan, this article demonstrates how impunity serves as a mechanism for reproduction and diffusion of the security culture of the war on terror and for cooption and subversion of central components of another security culture: the liberal peace. The argument is elaborated by investigating the functions of impunity in generating the kind of politics that justify an endless war and facilitate the pursuit of its shifting goals and methods. The article suggests that the role of impunity in shaping global security pathways might be more significant than previously understood and highlights the potential of security cultures theory to help explain human rights outcomes in counterterrorism and peace operations.  相似文献

The United States is more than six years into its global war on terrorism, relying ever more on expanded wiretapping powers to halt its spread. However, looking at Germany, a country which has made far more extensive use of wiretaps for a far longer period of time, suggests that reliance on wiretaps, while not entirely ineffectual, might be more of a panacea to make people feel they are being protected than a fully functional tool in breaking up terror plots. Should the United States keep investing in these programs, or should it consider other weapons against terror?  相似文献

Conclusion The explicit articulation of a cosmopolitan conception of human security and a corresponding right to peace is a positive development in global politics, inasmuch as it decenters the state in our understanding of the human community and delegitimizes organized violence as the generally accepted means for the “continuation” of realist politics. I have argued that just war theory, when defined in suitably narrow fashion, helps to contribute to our thinking on issues of human security in several ways. First, it provides a stringent normative framework for a reasonable humanitarian justification of the resort to force. Second, it enables us to conceptualize significant moral and legal constraints on war and thus on the powers of states to wage war, thereby displacing the use of force from the statist paradigm of security. Third, it contributes to the delegitimation of unjust wars, that is, military actions undertaken for any purposes other than human security. Fourth, insofar as it provides a justificatory basis for the increasing demilitarization of society, it may influence the progressive and just pacification of global politics. As long as the types of human wrongs that present the gravest threats to human security continue to haunt the global community, there remains a need to be able to respond effectively so as to protect the rights and well-being of individuals. This need poses a genuine dilemma for humanitarian morality and politics, insofar as many of the military capabilities required to defend and to aid vulnerable persons can also be the source of threats to human life and welfare. Yet the existence of this dilemma need not lead us either to apathy or to cynicism. Bush administration foreign policy has exhibited a marked unilateralism and militarism in which US military power is used to advance US interests and geopolitical hegemony. The policy was first evident in the Afghanistan intervention following the September 11, 2001 terror attacks, and informed the 2003 war against Iraq. In From 9/11 to Terror War, I sketched out the genesis and origins of Bush administration foreign policy and its application in Afghanistan and the build‐up to the Iraq war. In this study, I update and develop my critique of the Bush doctrine of preemptive strikes and its application in the 2003 Iraq invasion, concluding with a critique of unilateralism and militarism, and defense of multilateral and global solutions to problems such as terrorism, so‐called “weapons of mass destruction,” and “rogue regimes.”  相似文献

This paper attempts to place the Canadian security certificate program in critical context. The program is a mechanism of arbitrary detention targeted to non-citizens the state has certified as ‘threats’ to national security. As a mechanism of arbitrary detention the program fully locates Canadian policies inside of, and not in some manner external to, the worst abuses and ‘exceptional practices’ associated with the ‘global war on terror’. To place this program in critical context, the author draws upon the notion of ‘exception’. Although the security certificate program does invoke an exceptional practice in the terms made legible in recent discussions in critical security studies, it also points to ways in which critical discussions of ‘exception’ might be deepened and complicated. To this end, the paper put forwards the notion of the ‘legal complex’ to highlight the mundane and often contested ways in which the exception is invoked to certify which racialized bodies might be governed as political citizens and which will be governed as ‘bare life’.  相似文献

In this essay I develop a critique of the war/peace dichotomy that is foundational to conventional approaches to IR through a review of three recent publications in the field of feminist security studies. These texts are Cynthia Enloe's (2007 ) Globalization and Militarism , David Roberts' (2008 ) Human Insecurity , and Mothers, Monsters, Whores: Women's Violence in Global Politics by Laura Sjoberg and Caron Gentry (2008 ). Drawing on the insights of these books, I ask first how violence is understood in global politics, with specific reference to the gendered disciplinary blindnesses that frequently characterise mainstream approaches. Second, I demonstrate how a focus on war and peace can neglect to take into account the politics of everyday violence: the violences of the in-between times that international politics recognises neither as 'war' nor 'peace' and the violences inherent to times of peace that are overlooked in the study of war. Finally, I argue that feminist security studies offers an important corrective to the foundational assumptions of IR, which themselves can perpetuate the very instances of violence that they seek to redress. If we accept the core insights of feminist security studies – the centrality of the human subject; the importance of particular configurations of masculinity and femininity; and the gendered conceptual framework that underpins the discipline of IR – we are encouraged to envisage a rather different politics of the global.  相似文献

This paper casts a look on media aspects of the anti-war-on-terror struggle in western countries. A peculiar warfare, the “war on terror” that officially begun in 2001, is a low-density global warfare, fought in different internal and external fronts . Within a liberal, increasingly post-political social terrain, where social affairs are objects of expert management lacking public accountability and legitimacy, the role, status and the identity of the contemporary citizen is in decline. New media “affordances” offer critical possibilities for challenging hegemonic political discourses, and addressing political alternatives for a broad range of social problems; a re-invention of citizenship through the construct of a new (collective) political subject is central in the reinvention of democracy today. Discourse analysis, drawing reflexively on post-structuralist discourse theory and critical discourse analysis, is deployed in the study of counter-war-on-terror discourses in different documentaries critical to the “war on terror”. Analysis looks at different constructions of “us” and “them” in the context of counter-hegemonic discourses today. Identity is central in the engagement, participation and orientation of citizens today. Identity is central in organising a collective centre and in initiating subjectivity to fragmented liberal, postmodern individuals.  相似文献

The war in Iraq, so the widely accepted view, hurt the reelection of George W. Bush. We contend, to the contrary, that the war helped him get reelected. First, we show that his victory fits the dominant pattern of wartime elections in American history. Second, we find that Bush’s approval ratings benefited from a complex rally where the Iraq war prolonged rather than diminished the 9/11 effect; most Americans affirmed rather than disputed a link between the war in Iraq and the war on terror. Third, while Bush’s approval proves sensitive to U.S. casualties in the Iraq war, any damage to his standing prior to the election was mitigated by sufficient popular support for that war. And finally, on Election Day, Bush was able to garner the vote of two critical blocks with favorable feelings about the Iraq war, be it the decision to invade or the prospect of success.

In this article, I examine aspects of recent shifts in Pakistani citizenship norms and the implications for migrant populations. In doing so, I investigate how the coalescing of national security concerns with broader issues of immigration has brought ‘illegal’ migrants like the Burmese-Rohingya and Bangladeshis into the state's documented embrace. My purpose is threefold: to record the modalities of change through the discourse of ‘illegality’ which articulate the exigencies of the ‘war on terror’; to explore the implications of such change on certain Muslim migrant populations resident in Pakistan for several decades; and, through these discussions, to show how citizenship and belonging have played out in a very different way for them. The subject of immigration/migration and illegality in Pakistan, especially in the post-9/11 frame, has remained largely below the threshold of academic attention.  相似文献

Since the end of the Cold War, security studies have broadened to take into account a wide range of non‐military threats ranging from poverty to environmental concerns rather than just national defence. Security scholars, backed by international organizations and a growing number of national governments, have developed the concept of ‘human security’, focusing on the welfare of ordinary people against a broad range of threats. This has aroused vigorous debate. The first part of this article proposes an analytical model of human security. The second part argues that it is important to measure how ordinary people perceive risks, moving beyond state‐centric notions of human security. New evidence is examined that draws upon survey items specially designed to monitor perceptions of human security, included for the first time in the sixth wave of the World Values Survey (WVS), with fieldwork conducted in 2010–12. The third part demonstrates that people distinguish three dimensions – national, community and personal security – and then explores some structural determinants driving these perceptions. The fourth part discusses why perceptions of human security matter, particularly for explaining cultural values and value change around the world. The conclusion argues that the shift from a narrow focus on military security toward the broader concept of human security is a natural response to the changing challenges facing developed societies, in which the cost‐benefit ratio concerning war has become negative and cultural changes have made war less acceptable. In this setting, valid measures of perceptions of human security have become essential, both to understand the determinants of the concept among ordinary people and to analyze their consequences.  相似文献

This article discusses whether global politics are the best means for achieving cosmopolitan ends. It distinguishes the cosmopolitan goal of global obligations from the cosmopolitan politics of global governance. Evidence for cosmopolitanism in society and culture is not strong. In global politics states pursue their own material interests rather than cosmopolitan goals. Copenhagen and the financial crisis did not lead to global cosmopolitan politics as might have been hoped. The article argues that it is dangerous to continue to believe in cosmopolitan politics in such a context. Cosmopolitanism is better pursued through a politics that recognises material interests, conflict, is bottom‐up and based in what is happening, rather than top‐down and optimistic about cosmopolitan attitudes.  相似文献

Much that has been written on evangelicals in the United States concerns their impact on domestic politics. But the election of George W. Bush has resulted in a new importance for the relationship between evangelicals and US foreign policy. This has become particularly clear following the 11 September 2001 attacks on the World Trade Center and the Pentagon. Three issues deserve further study. One is evangelicals’ attitude to Islam. The second involves the relationship between evangelicals and Israel. The third concerns the stance of evangelicals towards war with Iraq. Through an examination of these three issues, Durham explores a number of important ­questions, ranging from the relationship of evangelicals’ theology and their politics to their partly supportive, partly critical attitude towards an administration itself led by an evangelical. Many evangelicals see the ‘war against terror’ as a war against Islam and unreservedly approve of Israeli policy, and many supported the launch of war in Iraq. Yet evangelicalism is not a monolith and, with regard to its disputes over how to respond to the ‘threat’ of Islam or what view to take of the Israel–Palestine conflict, Durham offers new insights into a powerful voting bloc and source of pressure within US politics.  相似文献

In late 2008, as negotiations between the Israelis and the Palestinians faltered, the US directed the Jenin Initiative on the ground in the West Bank. Designed to inspire confidence in Washington’s security-driven ‘West Bank First’ strategy, the Jenin Initiative married economic development to security sector reform under the Palestinian Authority. Drawing on the perspectives of those responsible for implementing the Jenin Initiative, this article reveals how counterinsurgency doctrine transplanted from the ‘war on terror’ shaped US interventions that built capacity in the Palestinian Authority. The Jenin Initiative exposes the extent of US intervention to create an effective apparatus of Palestinian self-policing to enhance – but not replace – that of the Israeli occupation.  相似文献

This paper offers a theoretical framework for understanding both the invasion of Iraq and the “war on terror” in the context of neoliberal globalization. I argue that both the foreign and domestic policy pursued by the Bush administration under the rubric of the war on terror are in fact best understood as strategies for advancing the neoliberal agenda, in large part by seeking to undo gains made by the labor movement during the 1990s. I argue that for this ambitious and aggressive administration, the post‐9/11 atmosphere offers the prospect of permanently restructuring both popular expectations of government and the ability of working people to challenge corporate prerogatives.  相似文献

This article argues that the future of the European project depends on the capacity to maintain security. It traces the link between security and political institutions in the case of nation states and, subsequently, blocs. The security of nation states and blocs was defined in terms of the defence of borders against an external enemy and the preservation of law and order within borders. Today, the distinction between internal and external has broken down; 'new wars' are a mixture of war, organised crime and violations of human rights. Security can only be maintained through the extension of law and order beyond borders – through enlargement, migration and citizenship policies, and effective humanitarian intervention. Any other approach could lead to a reversal of the process of integration. This type of security policy is likely to be associated with a very different type of polity.  相似文献

This essay connects the 2103 Boston Bombings to the dynamics of a highly individualist, modern society. The perpetrators (Tsarnaev brothers) represent an atomized stratum of Americans, disconnected from communal institutions and organizations; socially insignificant men, ready to commit publicized, albeit isolated, acts of violence. With the exception of the World Trade Center, major terrorist attacks in the past two decades have been perpetrated by asocial, isolated individuals. An expansive security and welfare state is an inadequate response to atomized terror and is potentially problematic for our liberties. An approach more consistent with security and freedom is to nurture the rights and responsibilities of democratic citizenship.  相似文献

This article challenges the tendency to understand local ownership of statebuilding processes chiefly as a product of how international donors plan and implement reforms rather than of how such efforts are appropriated by local actors. Local ownership is typically described as a quality which is ‘supported’, ‘fostered’, ‘granted’ or ‘stifled’ by foreigners rather than something which is simply taken by the hosts of such interventions. Drawing on the case of British-led police reform in Sierra Leone, the article argues that local authorities exercised ownership by actively drawing their former colonizer into the security sector, thus deepening and prolonging the intervention. This contradicts two common assumptions about local ownership: (i) it is aimed at reducing international influence and (ii) it will be scarcer and more difficult to achieve the weaker the host state. Rather than to control how the police reform was designed and implemented, the principal function of local ownership was to secure a powerful ally in the ongoing civil war and to achieve an outward reorientation of national security.  相似文献

US progressivism is half espoused, half rejected, by an ambivalent if talented President. The Republican image of the President as ‘socialist’ is one which the social democratic Democrats wish were true. The President's readiness to compromise has not tempered the extreme hostility of the Republicans. It has been exploited by the political agents of business and finance. It has used by the permanent war party: the campaign against ‘terror’ enables it to retain mastery of foreign and military policy. The New Deal's heirs, seeking more social democracy and less militarism, are bereft of new forms of political action. US democracy is threatened by an eruption of cultural and religious fundamentalism, racism, and xenophobia, as well as a compulsive refusal of social solidarity. Withal, the situation is open as well as complex, and the President in the long run may be much more successful than his angry detractors and disappointed supporters allow.  相似文献

By analysing constitutive everyday peace practices, the article shows that poor socio-economic conditions, rather than political grievances and aspirations, are major sources of an actual and potential discontent in present day Tajikistan. It is argued that peace is atomised in a way that it is upheld through state withdrawal from welfare provision and an ongoing, ever more deepening fragmentation of the social fabric in the context of the precarity accompanying the country’s integration into the global political economy after the Soviet collapse and the subsequent civil war (1992–97). Nevertheless, individuals themselves navigate, domesticate and mitigate conflicts from the ground up.  相似文献

The end of the cold war has changed China's basic perception of world politics and its conception of national security. In the cold war era, Chinese leaders tended to view national security from the perspective of global balance of power and China's strategic relations with the two superpowers. It was in Beijing's security interests to maintain a comfortable position in a strategic triangular relationship with the Soviet Union and the United States. When the Soviet Empire and the East European communist regimes collapsed, the structure of the postwar international system dissolved, and the old parameters for Beijing's security strategy disappeared. The Chinese leadership suddenly found itself in a totally new world in which China needed to reorient and redefine its security strategy on a new strategic axis.

Beijing's security strategy after the cold war is redefined by its domestic priorities, growing foreign economic relations, the new security environment in Asia, and concerns over territorial disputes. In a sense, the myopic conception of security based on war and peace is fading away. Beijing's thinking on national security becomes more inclusive, diverse, and complicated. The nature and intensity of external threats has changed. China's growing economic ties with the outside world have redirected Beijing's attention to economic interests and security. The Chinese leadership realizes that its security is affected not only by the military forces of other countries, but also by political, economic, societal, and environmental factors in international relations Beijing needs to employ both traditional military defence and non‐military actions to safeguard its territorial integrity and to realize its full capacity in world affairs.

The purpose of this paper is to analyse China's security agendas after the cold war. It first examines the impact of the end of the cold war on China's thinking on national security, then discusses Beijing's threat perception and changing defence strategy. This is followed by an examination of domestic stability considerations and economic interests in Beijing's security strategy. Finally, it discusses the implications of China's growing power for regional security.  相似文献
