SUMMARY

In this article Janusz Ma??ek reviews the work of Professor Karol Górski, whose life work over a period of more than 50 years was to develop awareness of the significance of the history of estates in Pomerania, Poland and the Baltic region, and to develop and encourage comparative studies of the history of estates in the Polish universities. His work led him into close interest and active participation in the work of the International Commission to which he made valuable contributions.  相似文献

In order to capture how young people in northern Cyprus see the Cyprus Question, we asked more than 300 students to ‘draw Cyprus’ and surveyed their political attitudes, as well as their identities and preferences for the future of the island. The results show that the Turkish Cypriot students, in comparison with the students from Turkey and from the other countries, are more supportive of a decentralized federative structure, identify themselves with the Cypriot and Turkish Cypriot identities, and more willing to embrace a consociational approach to the Cyprus Question.  相似文献

ABSTRACT

The Southeastern Anatolia Project (Güneydo?u Anadolu Projesi, GAP) is one of the largest regional development projects ever implemented in the Middle East. Launched officially in the 1970s to develop the water and land resources of southeastern Turkey, GAP has over time evolved from a predominantly technical, largely state-led and mainly infrastructural and economic development-oriented project into a primarily social, largely market-friendly and chiefly sustainable and human development-oriented project. Parallel to this evolution, GAP has grown more visible in political and public discourses. The implications of the project, for instance, on the ecology and cultural heritages, on the Kurdish Question, and on water issue among Turkey, Syria and Iraq have become clearer. However, despite growing academic and policy interest on GAP, there has been no attempt to provide a literature review on the project. Even more than 40 years after GAP was begun, a bird’s eye view of researched and under-researched topics in the literature has not been introduced yet. This article seeks to present a qualitative review of GAP-related literature. In this way, it seeks to constitute an initial step to establish a base for more expansive reviews and to provide guidance to interested and involved researchers, practitioners and policymakers.  相似文献

In recent years there has been much debate about whether the activities of missionaries were an act of religious altruism or a medium of cultural expansion and a preparation for political involvement. The American expedition occurred during the early years of modern Western – as yet mainly British, French and Russian – penetration of the Ottoman realms. The immediate effect was to draw the East into the rapidly expanding capitalist world economy while containing the ambitions of rival powers in order to prepare for the Sublime Porte's ultimate dismemberment. This phase of missionary activity represented something extraordinary, because the Americans were attempting to impose their kind of Christianity, namely, Protestantism, on communities which had been Christian well before the Christian American identity came into being. This article examines the formation of the American Protestant missionaries' activities in Anatolia; missionaries' evaluations of events within the Empire, and their relations with the Armenians will be the focus of the analysis. In other words, attention will be drawn to how the missionary enterprise fostered Armenian nationalism by introducing Western political ideals and promoting Armenian cultural identity through education and the press discussed. Rather than examining the Armenian Question, this paper will trace the genesis of Armenian nationalism through the Boards' Protestant Anatolia vision.  相似文献

More than a century elapsed between Australia's first legislative attempts to modify anticompetitive behaviour (the Australian Industries Preservation Act 1906) and its most recent efforts to criminalise price fixing (Trade Practices Amendment (Cartel Conduct and Other Measures) Act 2009). After a burst of activity in the first decade of Federation, the intervening years saw only sporadic interest by governments to promote competitive markets, with limited impact until the late 1960s. This paper assesses the first period of Australia's attempts to promote competition. It traces the political, economic and social environments of anticompetitive business behaviour in Australia from 1901 up to World War I. We suggest that Australia's initial forays into regulating cartels were motivated more by protectionist aims than by efforts to increase competition, which in part also explains the next half‐century of legislative apathy towards anti‐competitive legislation.  相似文献

This paper addresses an aspect of British policy in the Trucial States that has received scant scholarly attention. It examines British attempts to promote economic and social development in the Trucial States, and places this policy within the context of British attitudes towards the economic development of the colonial empire. During the 1950s Britain's interest in the Arabian Peninsula expanded, in notable contrast with the rest of the Middle East. One aspect of this expanded role was British efforts to improve the economic and social conditions prior to the discovery of oil in Abu Dhabi in 1958. British officials on the ground were concerned to improve the lot of the population of these impoverished shaikhdoms for a combination of political and strategic and ethical reasons. This article shows that attempts to introduce a modicum of economic and social development in the Trucial States were hindered by the Treasury's refusal to provide adequate funds, and because of inherent problems in finding suitable development projects. Nonetheless, the plans put in place during the 1950s did provide the foundations for subsequent development programmes, which, in turn, drastically expanded as a result of oil wealth.  相似文献

In May 2010 South African President Jacob Zuma will have been in office for one year. During this time, the Zuma administration has been far less ambitious in its foreign policy than previous administrations. However, South Africa is not in a position where it is able to withdraw from foreign engagement, as regional issues — such as Zimbabwe, the Democratic Republic of Congo (DRC) and Swaziland — continue to demand attention. The Zuma administration's approach in the future, in terms of both substance and style, will need to be informed by lessons from past engagement, including South African peacekeeping efforts in countries such as the DRC and Burundi, and South African mediation efforts in countries such as Angola, Côte d'Ivoire and the Comoros. Certainly, South Africa's record of success in taking on international responsibilities over the past 10 years has been mixed, but there is scope for past experience to shape future engagement positively. Indications of this can be seen, for example, in Zuma's efforts to redress former President Thabo Mbeki's clumsy mediation efforts in Angola by deciding to make his first state visit as South Africa's president to Luanda. Zuma's approach to Zimbabwe could build on the foundation set by Mbeki's long engagement with that country.  相似文献

This article explores travel pieces on Jews in Islamic countries published in the Jewish press (in Yiddish and Polish) in interwar Poland. It argues that many of the strategies of representation that Polish–Jewish journalists employed to describe the Jews of Islamic countries during this time borrow from the way the Jews of Eastern Europe were perceived. Turning the Western gaze on the Orient served Eastern European Jewish intellectuals as an act of multiple redemption. Finding themselves in between modern and traditional identification, Polish–Jewish journalists decided to ensure their belonging to the world which they saw as civilised by transposing concepts they knew from home.  相似文献

The dominant discourse related to the establishment of the Asian Development Bank revolves around its structure, functions and lending operation. But the self-serving role played by the US during its formative years has been largely neglected. This article focuses on the early years of the Bank (1967–1972) and American efforts to make it a subservient tool of American foreign policy. A close examination of American role and influence within the Bank during its formative stage illustrates how multilateral institutions, funded by rich countries, can be used to force poor nations adopt methods for dealing with their problems, at odds with their own interest.  相似文献

We use electoral data to analyze the ethno-political consequences that may arise from the fact that the region surrounding the city of Vilnius is dominated by residents with a Polish identity, while those who move to the suburbs are mainly ethnic Lithuanians. In the suburban ring we found increasing voting turnout, a decreasing share of votes for the Polish party, and an increase of the absolute number of votes for this party. The changing electoral behavior might be an indicator of growing ethno-political tensions and the zones of the most intense changes identify areas of potential social tensions between ethnic groups.  相似文献

As one of the initial, and arguably most devastated, casualties of the Second World War, Poland's restoration as a free and independent state was seen as a test case for the viable continuation of the victorious Grand Alliance. Yet seemingly irreconcilable differences between the Western powers and the Soviet Union over intricate territorial and political issues (with the Polish state and people caught firmly in the middle) would signal the end of the working alliance. The US collectively struggled to come to terms with this "Polish problem"– its government failing to deliver to the Poles on those democratic principles enshrined within the Atlantic Charter, and its people finding the very ideals for which they had gone to war compromised. While reflecting the unique complexities of this particular dilemma, American officialsrsquo; perceptions of the conundrum over Poland bear a ringing familiarity to future East European developments and certainly set the tone for the ensuing West-Soviet impasse there. Indeed, this author would not be alone in suggesting that the superpower struggle over Poland at the close of World War II was itself the very genesis of the Cold War conflict.  相似文献

Summary

In 1791 there were published eight weeklies and one fortnightly in the British North American colonies which, in 1867 and the following years, united to form the Canadian confederation. The British newspapers served them all as principal sources of information about the events in Europe. The positive and sympathetic press reports in Great Britain relating to the momentous changes in Poland, which were introduced with the adoption of the 3 May 1791 Constitution by the Diet, were thus also ‘echoed’ in Canada. These ‘echoes’ notwithstanding, judging by the scope of press coverage, which started on 4 July 1791, as well as by some editorial comment, it can be concluded that there also existed a genuine interest in Canada about the progress of the peaceful Polish ‘revolution,’ which contrasted so sharply with the bloody strife in America and France.  相似文献

The Kingdom of Bhutan has attracted international attention for adopting “Gross National Happiness” (GNH) as its national development policy. The central notion is that gross national happiness is more important than gross national product; the four pillars of GNH are sustainable economic development, good governance, preservation of the natural environment and preservation of the national culture. This paper traces the historical origins of the concept of Gross National Happiness and finds that GNH is newer than the literature and the propaganda usually suggest. Close study of GNH's origins and salience over several decades reveals evidence of the invention of a tradition, in Hobsbawm and Ranger's terms [Eric Hobsbawm and Terence Ranger (Eds.), The Invention of Tradition. Cambridge: CUP, 1983]. The meteoric rise over the last 15 years of GNH as Bhutan's official ideology is a key part of the Bhutanese state's efforts at nation building in the context of rapid and disruptive social and economic change in a highly plural society.  相似文献

Abstract

The second half of the nineteenth century was a period of particularly intense linguistic change in Lithuania. This period has generally been viewed as one in which a shift was taking place among many speakers from Lithuanian to Polish, in such numbers that the very survival of the Lithuanian language was under threat. However, an alternate interpretation is possible when one considers that previous researchers failed to deal in sufficient complexity with important taxonomical, geographical, and sociological aspects of this alleged shift. This article proposes a reinterpretation of the sociolinguistic situation in Lithuania at that time, suggesting that the overall linguistic picture was much more stable than has often been supposed.  相似文献

The political vocabulary of the Lebanese Islamist party and militia Hizbullah in relation to pluralism exhibits an important self-contradiction. In Lebanon, Hizbullah has adapted to a process of national integration after 15 years of civil war, and appears as much more positive towards pluralism now than in 1985, when it made itself known officially. However, the Palestinian resistance struggle constitutes an ever more important part of the party's political and religious identity, and in this area the party relies on a vocabulary of absolute and religiously motivated conflict. Hizbullah has made the Palestine Question into a religious absolute at the same time as it connects this question to the issue of national unity in Lebanon, questioning the patriotic credibility of every Lebanese who disagrees with it on this issue. Consequently, a conflict-oriented vocabulary ‘colonizes’ Hizbullah's more tolerant and pluralist vocabulary within Lebanon, thus hindering a further development of pluralist attitudes.  相似文献

This article examines the relationship between musicians andpolitical power in Cameroon in order to make a case for understandingthe dynamics of agency and identity politics among musicians.It argues that politicians in Cameroon have tended to appropriatemusicians and their creative efforts as part of their drivefor power. Some musicians have refused to be at the beck andcall of politicians and have tended to criticize and ridiculethose in power. Others have seen in such invitations an opportunityfor greater recognition and respectability. Some have soughtto straddle both worlds, serving politicians while also pursuingtheir art in the interest of other constituencies. Their differentresponses notwithstanding, there is evidence that the fortunesand statuses of musicians have been transformed with changingpolitical regimes and notions of politics.  相似文献

The suppression of Poznan June 1956 workers’ rebellion (Poznanski Czerwiec) by Polish authorities prompted immediate Australia‐wide demonstrations and protests by Polish émigrés who were supported by friends and allies in the Catholic Church and the Australian anti‐communist movement. Nation‐wide demonstrations in Australia and subsequent approaches by émigré Poles and supporters required a disinterested Australian government to develop a position on Poznan June events. Pressure on the Australian government for a response, potentially disruptive to its foreign policies, was applied only by elements within the Australian political scene that posed little threat to its future. Poznan June ‘56's effect on Australia takes place within the particular nature of Australian domestic politics where the June events were used to fan the flames of bitter rivalry within the labour movement by a strident anti‐communist faction seeking to restructure the Australian Labor Party in a manner consistent with its ideological predilections. In taking up the anti‐communist cause of the Polish émigrés, the Australian anti‐communist leadership claimed a moral high‐ground, but lacked sufficient commitment to use their considerable parliamentary advantage to pressure the Australian government to adopt a more muscular position towards Poland's government.  相似文献

The procurement of autonomous weapon systems is on the rise in Southeast Asia, where, as in other parts of the world, interest in the military applications of unmanned systems is outpacing fractured international regulation efforts. This article analyzes the diffusion of drone technology in Southeast Asia and argues that we are at an inflection point, representing an opportunity for The Association of Southeast Asian Nations (ASEAN) to control the diffusion of unmanned platforms and take a leadership role in developing a regionally appropriate framework for their development. Moreover, it contends that with a regional framework in place to reduce tensions/misadventure, unmanned aerial and maritime vehicles (UAVs & UMVs) could improve ASEAN’s ability to respond to traditional and non-traditional security threats, and thus increase regional security.  相似文献

The African National Congress, as an entity distinct from government, served during the 1994–2008 period as an independent forum for debate about South Africa's foreign policy, particularly in the National Executive Committee's Subcommittee on International Relations. This debate retained the oligarchic character of the movement in exile, with few voices – Thabo Mbeki's most prominent among them – dominating the discussion, inputs from subnational party structures almost non-existent, and dissenters expected to keep quiet publicly. That said, participants in these discussions largely dismissed characterisations of Mbeki as a dictator in the foreign policy debate, noting that the predominance of his views stemmed mostly from his strong argumentation and knowledge rather than bullying. Senior ANC leaders also claimed that limited interest in foreign policy, outside of national party structures, hindered efforts to broaden participation in foreign policy formulation.  相似文献

This article challenges two prominent explanations for military behavior: militaries, like other bureaucracies, will seek to maximize their budgets; and in the interest of maintaining professionalism, militaries will perform sovereignty missions—external defense and counterinsurgency—more intensively than policing functions. Running counter to these expectations, since 2000, Ecuador's army has neglected its professional, lucrative mission of northern border defense, instead focusing on police work. The analysis applies organization theory to argue that the army's minimal border defense efforts have been a way to maintain predictability for patrols on the ground, the part of the army that most directly performs the army's core function of security. Specifically, the article traces how a contradiction has emerged in the army's border mission. The contradiction has meant anything but predictability for the work of troops patrolling the border, compromising the mission.  相似文献
