What is the impact of bureaucratic behaviors on tax rates? What is preferable: a bureaucrat or a partisan politician? Does a flypaper effect occur when lobby groups influence public policies? This article tries to answer these questions by analyzing and comparing six different models of public choice: (1) the median voter model, (2) the Leviathan model, (3) the slack-maximizing model, (4) a general model of bureaucracy, (5) the partisan politicians model and (6) a general model of lobbying. Among several results, it is shown that the median voter’s income and tax share almost always play a significant role in the design of the public good/tax package, even if the government does not explicitly try to maximize the median voter’s utility. The article also provides a synthesis of the positive analysis of the flypaper effect.  相似文献

Representation literature is rife with the assumption that politicians are responsive to voter preferences because their re-election is contingent upon the approval of those voters, approval that can be won by furthering their desires or, similarly, that can be threatened by ignoring their wishes. Hence, scholars argue that the anticipation of electoral accountability by politicians constitutes a crucial guarantor of (policy) responsiveness; as long as politicians believe that voters are aware of what they do and will take it into account on election day, they are expected to work hard at keeping these voters satisfied. If, on the other hand, politicians were to think what they say and do is inconsequential for citizens’ voting behaviour, they may see leeway to ignore their preferences. In this study, we therefore examine whether politicians anticipate electoral accountability in the first place. In particular, we ask 782 Members of Parliament in Belgium, Germany, Canada and Switzerland in a face-to-face survey about the anticipation of voter control; whether they believe that voters are aware of their behaviour in parliament and their personal policy positions, are able to evaluate the outcomes of their political work, and, finally, whether this knowledge affects their vote choice. We find that a sizable number of MPs believe that voters are aware of what they do and say and take that into account at the ballot box. Still, this general image of rather strong anticipation of voter control hides considerable variation; politicians in party-centred systems (in Belgium and some politicians in Germany that are elected on closed party lists), anticipate less voter control compared to politicians in more candidate-centred systems (Canada and Switzerland). Within these countries, we find that populist politicians are more convinced that voters know about their political actions and take this knowledge into account in elections; it seems that politicians who take pride in being close to voters (and their preferences), also feel more monitored by these voters. Finally, we show that politicians’ views of voter control do not reflect the likelihood that they might be held to account; politicians whose behaviour is more visible and whose policy profile should therefore be better known to voters do not feel the weight of voter control more strongly.  相似文献

This paper analyzes the causes of legal political rent extraction by using a direct measure of it, namely, local top politicians’ wages. In particular, we investigate whether local politicians’ incentives to extract rents by setting their own wages are influenced by the degree of political competition and voter information. We use a sample of the largest Spanish municipalities over the years 2008–2010. The results indicate that weaker political competition and lesser voter information are related to more rent extraction. In an additional analysis, we show that higher wages do not ensure better financial management. These findings confirm that when politicians can set their own salaries, higher wages do not mean better management, but they are just political rents.  相似文献

This paper investigates political representation by exploring the relationship between citizens' preferences and the preferences of their elected representatives. Using Swedish survey data, the empirical analysis shows that voters and politicians have significantly different preferences for local welfare services, implying that voters do not elect representatives with the same preferences as their own. The results show that when comparing a politician of a certain age, gender, educational level and marital status, with a voter with identical characteristics, the politician still has preferences for a significantly higher level of spending on the locally provided services. Hence, our results indicate that the representation of different socio-economic groups does not necessarily lead to a larger degree of representation of these groups' agendas. Moreover, we find the observed difference to be largest for the least salient expenditure item. We do, however, not find any evidence for differences in preferences between the two groups being associated with a decline in trust for politicians among voters.  相似文献

Brazilian politicians have seemingly adopted new racial identities en masse in recent years. What are the electoral consequences of asserting membership in a new racial group? In the Brazilian case, politicians who change how they racially identify themselves and secure greater access to campaign resources may become more electorally competitive. If voters learn a politician has changed their self-declared race, however, the politician’s reputation is likely to be tarnished and their chances of victory are likely to decline. Building on evidence that voters acquire greater information about election front-runners in high-profile contests than other types of politicians, I expect incumbents running for executive offices who change how they publicly identify themselves to suffer an electoral penalty. Drawing on data from local elections in Brazil, I find limited evidence that voters penalize city council candidates who adopt new racial identities. I show that incumbent mayors seeking reelection, however, receive significantly fewer votes after they assert membership in new racial groups.  相似文献

The consensus that American politicians are more ideologically extreme than voters has been challenged by the observation that issue delegates – who adopt voters’ majority position on each issue – can be more extreme than the median voter. We show that this difference is conditional. Issue delegates are much more extreme than the median voter in left- and right-leaning constituencies, but not in evenly divided or ideologically pure constituencies. This means that these preference aggregation assumptions have a large effect on ideological comparisons between legislators and their party constituents, but little effect on comparisons between legislators and their general election constituents. We demonstrate this finding’s implications by replicating and extending two prominent studies. Although issue delegates representing full states are not much more extreme than the median voter, party issue delegates have moved to the extremes at nearly twice the rate of party median voters and are just as extreme as legislators.  相似文献

We introduce a Downsian model in which policy‐relevant information is revealed to the elected politician after the election. The electorate benefits from giving the elected politician discretion to adapt policies to his information. But limits on discretion are desirable when politicians do not share the electorate's policy preferences. Optimal political representation generally consists of a mixture of the delegate (no discretion) and trustee (full discretion) models. Ambiguous electoral platforms are essential for achieving beneficial representation. Nevertheless, electoral competition does not ensure optimal representation: The winning candidate's platform is generally overly ambiguous. While our theory rationalizes a positive correlation between ambiguity and electoral success, it shows that the relationship need not be causal.  相似文献

We analyze the motivation of politicians in democracies when long-term policies are socially desirable. Politicians receive utility from holding office and from the success of their projects. We refer to the two extreme types of politicians as “populists” and “policy success-seekers”. One result is that inefficiencies in the political process are smaller when a politician is of the populist type. When politicians offer incentive contracts, the problem of inefficient decision-making may be solved. The amount of money necessary to induce the incumbent to undertake the socially optimal project decreases with the degree of populism he displays.  相似文献

Although prior research establishes the important effect perceptions of compassion have on vote choice, no systematic research examines why some candidates are perceived as more caring than others. In an era where television and social media put candidates’ personalities front and center, the lack of research on this topic is problematic. In this article, I explain why voters view some candidates as more caring than others. I argue that voters view politicians as compassionate when there is a commonality to link them. A commonality demonstrates an empathetic connection, or the ability to understand another’s feelings. This, in turn, convinces voters that the politician is sympathetic, or willing to do something to help. Without an empathetic connection, claims of sympathy by politicians will be viewed with greater levels of skepticism. I generate a classification system for the sources of commonality that link voters with politicians, including shared experiences, shared emotions, and shared identities. Using three survey experiments, I show how candidates can build empathic bonds with voters and better their chances of election.

This paper considers the media outlet choice of a politician who seeks public approval for a political agenda in a broadcast interview. The available media outlets differ in their “toughness” towards the politician. An interview with a tougher media outlet is more informative, but is also more likely to yield a negative outcome. The choice of the media outlet determines the accuracy of the information that flows to the public and the volume of citizens who consume that information. The analysis shows that (1) politicians who enjoy sufficient popularity are likely to avoid tough media outlets, (2) when seeking approval for controversial agendas, politicians are more likely to appear in tougher outlets.  相似文献

Politicians trade off the cost of acquiring and processing information against the benefit of being re-elected. Lobbyists may possess private information upon which politicians would like to rely without the effort of verification. If the politician does not try to verify, however, the lobbyist has no incentive to be truthful. This is modelled as a game in which the lobbyist lobbies to show his conviction that the electorate is on his side. In equilibrium, sometimes the politician investigates, and sometimes the information is false. The lobbyists and the electorate benefit from the possibility of lobbying when the politician would otherwise vote in ignorance, but not when he would otherwise acquire his own information. The politician benefits in either case. Lobbying is most socially useful when the politician's investigation costs are high, when he is more certain of the electorate's views, and when the issue is less important.  相似文献

We consider a two-period model in which politicians differ in their motivations, and show that a good politician may suboptimally provide a public good that gives an immediate payoff because if he provided one that gives a payoff only in the second term, the citizens would consider it sufficiently likely that he is a bad politician and, therefore, they would not reelect him. Quite surprisingly, such short-termism may be socially optimal: it increases the probability that the office will be held in the future by a good politician and induces a bad politician to act more in the public interest.  相似文献

In the wake of recent political scandals, pundits have argued that the way a politician reacts to a scandal can make or break said politician's relationship with constituents and future in elected office. Some politicians concede guilt immediately, apologize, promise to take corrective action, and possibly open the door to moving on with their careers. Others deny culpability and attack their accusers, hoping to quickly put accusations behind them, change the subject, and channel public attention in a different direction. Does conceding guilt after a scandal breaks and offering to take corrective action to solve the problem help ameliorate the issue, or does it push the public away even further? Does denying involvement in a scandal and attacking the accuser compound the problem, or can it evoke positive feelings? This research uses an experimental design to test individuals’ reactions to how politicians act after being accused of a personal scandal (in this case, an inappropriate relationship with a staffer). Results illustrate that a strategy involving denial and attacking accusers can spur positive evaluations of who a politician is and what that politician will do in the future, while the performance of conceding and taking corrective action is mixed at best.  相似文献

When Can Politicians Scare Citizens Into Supporting Bad Policies?   总被引:1,自引:0,他引:1  
Many people claim that politicians use fear to manipulate citizens. Using a model, we examine how select attributes of fear affect a politician's ability to scare citizens into supporting policies that they would otherwise reject. In the model, the politician can alert citizens to the presence of a threat. But his claim need not be true. How citizens respond to this claim differs from most game-theoretic models. Our representation of this response follows from research in psychology, has distinct conscious and subconscious components, and does not presume efficient processing (i.e., Bayesian updating). Our conclusions counter popular claims about when politicians will use fear to manipulate citizens. They also highlight issues (abstract, distant) and leaders (secretive) for which recent empirical findings about how fear affects politics will—and will not—generalize to other cases.  相似文献

This article analyses cutbacks in Finnish social and health care programmes. Eight hypotheses were formulated and then tested with empirical cutback data from 1991–95. The analysis showed that strictly administrative programmes and those focused on marginal groups were more likely to be cut more than other programs. These results partially endorse to the ‘vote‐maximising politician’ and the ‘blame‐avoidance’ hypotheses. Political decision‐makers try to distribute the cuts so that harm to the vast majority of voters is minimised. In addition to this, it seems to be easier for politicians to pass the blame for unpleasant cuts to others. The empirical analysis did not corroborate the ‘bureaucratic politics’ theory according to which bureaucrats are in such an important position in the budgetary process that they can protect themselves from cuts. The analysis showed that the administration was hit by cuts significantly harder than other programmes, nor was the impact of powerful interest groups significant in the analysis.  相似文献

This paper shows that how a politician votes is unrelated to whether he faces re-election. This contradicts the universal agreement by economists that political behavior is constrained by the threat of re-election. Contrary to the existing work on ideology, I show that ideology can prevent rather than cause opportunistic behavior. My discussion of ideology can explain why the last period does not affect how a politician votes but only how often he votes. Besides providing an explanation for how politicians can internalize the long-run returns to investments through ideology, my results show that political parties have no effect on how retiring congressmen vote. Finally, I shall try to argue that politicians are search and not experience goods.  相似文献

This paper investigates implications of the relationship between voter self-selection and the behavior of politicians. Voter self-selection arises in elections because only a portion of eligible voters actually vote. It is likely to be more pronounced whenever the implied net benefits from a given electoral choice are disproportionately distributed across voters. Public choice theory predicts that incumbent officials will manipulate this self-election pursuant to the maximization of their personal objective functions. This paper provides evidence from school bond elections that politicians influence voter self-selection via manipulation of election parameters.  相似文献

I study how the possibility of voters contributing to candidates in response to the candidates’ policy proposals affects the equilibrium policy in winner-take-all political competition. More specifically, I allow each partisan voter to contribute to her preferred candidate where the amount contributed depends on the relative positions of the two candidates. Candidates then use the donations to build valence through campaigning, which in turn affects the voting decision of impressionable voters. Since candidates are concerned with raising money as well as picking a policy position preferred by the median voter, I show that campaign contributions may lead to divergent equilibria in winner-take-all elections when politicians are policy-motivated, albeit only under stylized utility functions and donor densities. Further, under symmetric voter and donor densities, if either the donor density is single-peaked or the voter utility is concave, a unique equilibrium exists in which both candidates propose the ideal policy of the median voter.  相似文献

The compromise enhancing effect of lobbying on public policy has been established in two typical settings. In the first, lobbies are assumed to act as “principals” and the setters of the policy (the candidates in a Downsian electoral competition or the elected policy maker in a citizen-candidate model of electoral competition) are conceived as “agents”. In the second setting, the proposed policies are solely determined by the lobbies who are assumed to take the dual role of “principals” in one stage of the public-policy game and ‘agents’ in its second stage. The objective of this paper is to demonstrate that in the latter setting, the compromising effect of lobbying need not exist. Our reduced-form, two-stage public-policy contest, where two interest groups compete on the approval or rejection of the policy set by a politician, is sufficient to show that the proposed and possibly implemented policy can be more extreme and less efficient than the preferred policies of the interest groups. In such situations then more than the calf (interest groups) wish to suck the cow (politician) desires to suckle thereby threatening the public well being more than the lobbying interest groups. The main result specifies the conditions that give rise to such a situation under both the perfectly and imperfectly discriminating contests.  相似文献

This article introduces a new explanation for why citizens may fail to vote based on government performance. We argue that when politicians have limited capacity to control bureaucrats, citizens will not know whether government performance is a good signal of the incumbent's quality. We develop a selection model of elections in which policy is jointly determined by a politician and a bureaucrat. When politicians have incomplete power over policy, elections perform worse at separating good and bad types of incumbents. We test the theory's predictions using survey experiments conducted with nearly 9,000 citizens and local officials in Uganda. We find that citizens and officials allocate more responsibility to politicians when they are perceived as having more power relative to bureaucrats. The allocation of responsibility has electoral consequences: When respondents believe that bureaucrats are responsible for performance, they are less likely to expect that government performance will affect incumbent vote share.  相似文献
