New Plan Presents New Hope

After five years of rapid growth, the Chinese economy has come to a critical juncture. As it maps out the 12th Five-Year Plan (2011-15), the country is preparing to rebalance the economy and improve people’s livelihoods. During the annual sessions of the 11th National People’s Congress (NPC) and the 11th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), NPC deputies and CPPCC National Committee members sat down with Beijing Review reporters Hu Yue and Yuan Yuan to talk about the country’s development in the next five years. Edited excerpts follow:     

My Focus on Rural Revitalization

From the Report on the Work of the Government to the draft Outline of the 14th Five-Year Plan(2021-2025)for National Economic and Social Development and the Long-Range Objectives Through the Year 2035,"rural revi-talization"has virtually become a hot topic for this year's sessions of China's top legislature and top political advi-sory body.Deputies to the 13th National People's Congress(NPC)and members of the 13th National Committee of the Chinese People's Political Consultative Conference(CPPCC)handed in their pieces of advice and proposal that aim to comprehensively promote the country's rural revitalization.     

Pursuing High-Quality Development and a Better Life

In early March,the annual sessions of the 13th National People's Congress(NPC)and the 13th National Committee of the Chinese Peoples Political Consultative Conference(CPPCC)convened in Beijing.NPC deputies deliberated on and adopted the Report on the Work of the Government and the Outline for the 14th Five-Year Plan(2021-2025)for Economic and Social Development and Long-Range Objectives through the Year 2035.The meetings provide the optimum time to unveil the political decision-making process in China,and showcase Chinas vows to modernize the country and further boost its economy and people's livelihood in 2021 and beyond.     

Charting a Course for the Coming Years

SHORTLY after the Spring Festival,China be-gins its annual"political season"with the con-vening of the Two Sessions,the session of the National People's Congress(NPC)and that of the Chinese People's Political Consultative Conference(CPPCC).This year both of these events have a very special significance.First,it will be the start of a new Five-Year Plan period,and secondly,this year marks the 100th anniversary of the founding of the Commu-nist Party of China.This will be the source of a great deal of celebration throughout the year.

论“国家工作人员”的界定与完善

现行刑法关于“国家工作人员”的规定仍不完善，主要体现在不能清晰地界定国家工作人员的范围，执法中引发诸多争议。尽管全国人大常委会和高检、高法颁布了很多立法、司法解释，仍不能解决立法上存在的问题。究其原因，现行刑法对“国家工作人员”立法标准上的不统一，导致了执法中产生分歧。笔者建议，国家工作人员的范围应以“职责论”重新界定。     

An Offensive Defense:China's Anti-Foreign Sanctions Law

正The Anti-Foreign Sanctions Law(AFSL) adopted by the Standing Committee of the National People's Congress(NPC) is a landmark development in China's lawfare with Western countries; especially the United States. 论在政协组织机构中设立妇女委员会的必要性和可行性

由于人民代表大会系统没有专门的妇女组织穴只在内务司法委员会中有一个妇女儿童小组雪,女代表在妇女权益保护方面的作用没有充分发挥出来,政协虽有妇女界别,但女委员在妇女权益保护方面的作用实际上很有限,而妇女联合会如缺乏人大、政协的支撑,工作力度很有限,因此有必要在政协组织机构中设立妇女委员会。因政协已有妇女界别,成立妇女组织并不会膨胀政协机构,而且我国高级领导层的“性别意识”有了很大的提高,所以在成立政协组织机构中设立妇女委员会具有可能性。妇女委员会的主要任务是积聚政协女委员的力量,共同关注妇女权益的保护。
