Research and development (R&D) partnerships are formed to share the risks and benefits of R&D. At the macro level, they result in a globe-spanning network that can be a valuable source of international knowledge spillovers. This network is the subject of a considerable body of literature. Often-made claims are that R&D collaboration is an important activity in a competitive environment, but that the importance of international partnerships has declined over time. Furthermore, it is claimed that collaborations are disproportionally concentrated within the developed economies. However, this literature fails to account for variations in the sizes of underlying firm populations between countries and over time. We argue that these population sizes create an opportunity structure of available collaboration partners for firms, and that ignoring variations in this structure potentially leads to erroneous conclusions about the structure and dynamics of the R&D network. To address this problem, we study the structure and dynamics of the global R&D network on an international and cross-industry scale using longitudinal data for 1989?C2002. We integrate data on public firms and their R&D partnerships and confront earlier findings with our data and a set of methods, which enables us to correct for the structure and dynamics in the firm population. While our study confirms previous findings concerning the worldwide trend in collaborative activity, it also shows that results on individual countries need correction. In particular, the importance of R&D collaboration for US companies is overestimated, while their openness towards foreign partners is underestimated.  相似文献

A firm can improve its innovation either by its internal research and development (R&D) efforts or by forming external collaborative R&D alliances. While previous studies on R&D collaboration and knowledge diffusion mainly focus on various external sources of R&D collaboration, little effort has been made to investigate the joint impact of competitive and non-competitive R&D collaborations on firm innovation simultaneously. By examining the data of 165 Taiwanese firms in the information and communication technology industry, we find that: (1) non-competitive R&D collaborations with universities have a positive direct impact on firm’s innovation performance; and (2) both non-competitive and competitive R&D collaborations have a positively moderating effect on the relationship between a firm’s internal R&D efforts and firm innovation and the positive moderating effect is higher for non-competitive R&D collaborations than that of competitive R&D collaborations. These findings suggest that R&D collaborations, either non-competitive or competitive, exhibit the nature of a win–win situation. We also derive implications for firms’ selection of R&D alliance partners and government policies.  相似文献

This article seeks to reflect on the possibilities of cooperative R&D to constitute an opportunity for companies in developing countries to take part in the innovation concerning technological frontier. In order to show this thesis can be true, this article is based on the case study of Petrobrás, the Brazilian state-owned oil company, which has employed the resource of cooperative R&D to gain access to the new subsea boosting technology and to acquire a place in the vanguard of such technology. However, the catch-up occurs only when firms in developing countries actively take part in the innovation process and accomplish an efficient process of technological learning, which is reflected on the evolution of interactions with external partners. The experience of Petrobrás is analyzed emphasizing the technological learning process through the transformation in its agreements with external partners. We present three cases of subsea boosting technologies developed by Petrobrás together with a majority of foreign producers or institutes. The analysis of these experiences allows us to show that the learning process and the mastery of in-house processes were accompanied by a significant evolution in the agreements with external sources. Petrobrás passes on from the position of cosponsor to that of articulator of the innovation process in technological cooperation agreements. The article proposes an evolutionary sequence to analyze the company's learning process. The evolutionary trajectories are different in each case, but in all of them it was possible to prove the increasing commitment of Petrobrás to the innovation effort.  相似文献

Since the late nineteenth century, universities have been regarded as useful sources of technological development to stimulate economic activity. Therefore, many governments have encouraged research collaborations between universities and industries. A consequence of such collaboration in Korea, however, is that university researchers have difficulty claiming ownership of their technological developments. Typical contracts used in academia in Korea have biased benefits for industries. Research and development contract agreements that decrease negotiation efforts between the sectors of academia and industry are essential to increase the efficiency of industry-academia collaborations. In order to determine an optimal contract design, we use conjoint analysis of four attributes, including policies of ownership and compensation, indemnity responsibility, patent application and maintenance fees, and publication restrictions. The resulting preferences take into account the perspectives of both industry and academia. We expect our approach to contribute to increasingly healthy collaborations between industry and academia, which in turn will benefit industrial competition as well as the Korean economy.  相似文献

This study analyses international research collaboration for eight science-based technologies in the Netherlands for the period 1988–2004. It is found that the share of international research collaborations in research collaboration is high, but not rising during the period investigated. This result suggests that the process of internationalization has reached an end. It is also found that collaboration between academic and non-academic organizations is less likely to take place at the international level than collaboration between academic organizations. This suggests that collaborating within national research systems helps academia, firms and governmental organizations to overcome differences in norms, values and incentives. Nonetheless, international collaboration between academic and non-academic organizations is also frequently occurring. Some consider these collaborations as undesirable, insofar academic research funded domestically is ‘leaking’ to foreign firms in such research collaborations. Such unwanted knowledge spillovers has lead some to plea for a ‘technology-nationalism’ in science policy instead of a ‘techno-globalization’. An analysis of the ‘balance of trade’ in international collaborations between Dutch academia and foreign firms and between Dutch firms and foreign academia shows that fears for unwanted knowledge spillovers are unfounded.

This paper examines the role which intellectual property rights can play in stimulating innovation for sustainable development. It provides an overview of the international intellectual property regime and its relevance to innovation, technological and scientific development. It considers the role of national intellectual property laws in the context of innovation by focusing on a number of key areas, including the protection of traditional knowledge and genetic resources, and the diffusion of environmentally sound technologies. The paper highlights areas of intellectual property law and system reform and strengthening that may be a focus for Commonwealth member countries.  相似文献

There is abundant evidence that research collaboration has become the norm in every field of scientific and technical research. We provide a critical overview of the literature on research collaboration, focusing particularly on individual-level collaborations among university researchers, but we also give attention to university researchers’ collaborations with researchers in other sectors, including industry. We consider collaborations aimed chiefly at expanding the base of knowledge (knowledge-focused collaborations) as well as ones focused on production of economic value and wealth (property-focused collaborations), the latter including most academic entrepreneurship research collaborations. To help organize our review we develop a framework for analysis, one that considers attributes of collaborators, collaborative process and organization characteristics as the affect collaboration choices and outcomes. In addition, we develop and use a “Propositional Table for Research Collaboration Literature,” presented as an “Appendix” to this study. We conclude with some suggestions for possible improvement in research on collaboration including: (1) more attention to multiple levels of analysis and the interactions among them; (2) more careful measurement of impacts as opposed to outputs; (3) more studies on ‘malpractice’ in collaboration, including exploitation; (4) increased attention to collaborators’ motives and the social psychology of collaborative teams.  相似文献

This paper aims to shed light on firm-specific drivers that lead firms to internationalise their innovation activities. The paper paints a comprehensive picture of driving forces by including firm capabilities, characteristics of the firm’s competitive environment and the influence of innovation obstacles in the home country. In particular the influence of potential driving forces on the probability to carry out different innovative activities abroad is assessed (R&D, design/conception of new products, manufacturing of innovative products and implementation of new processes). In a second stage these driving forces are observed with regard to their impact on the decision to locate innovation activities in various countries and regions (China, Eastern Europe, Western Europe and North America) as well as in groups of countries with similar levels of knowledge (“country clubs”). The analysis is based on the Mannheim Innovation Panel survey which represents the German CIS (Community Innovation Survey) contribution. Two survey waves have been combined, resulting in a sample of about 1,400 firms. The results show that the decision to perform innovation activities abroad is mainly driven by organisational capabilities such as absorptive capacities, international experience and existing technological competences of the respective firm. Innovation barriers at the German home base such as lack of labour and high innovation costs prompt the set-up of later-stage innovation activities abroad while the lack of demand demonstrates a barrier to the internationalisation decision for the development and manufacturing of new products. Location decisions receive the strongest influencing effects from the international experience of the firm. Firms which innovate in developing countries seem to require a more extensive level of international experience through international R&D cooperation.  相似文献

India and several EU member countries share a rich history of investment collaborations. The collaboration has been cemented with several formal agreements with individual EU members, and the recent negotiations with the trade bloc since June 2007 on a broad‐based Bilateral Trade and Investment Agreement (BTIA) can be considered as a culmination of this process while ongoing WTO negotiations on Mode 3 commitments remain essential in terms of market opening. The present article analyzes the multi‐layered regulation of foreign investment against the backdrop of the evolving EU‐India economic relations. The 2009 Treaty of Lisbon gave a new competence to the EU which will impact ongoing negotiations with India whose global standing has been significantly changing in recent years. The economic vibrancy, coupled with large market size, has earned India greater relevance in several international forums, thereby making the future EU—India investment treaty one of the most promising investment agreements.  相似文献

While high technological distance to project partners outside of the established value chain can positively influence innovation performance, project goals can only be achieved if the social integration of project members is improved in terms of coordination and communication. This paper draws on embeddedness and absorptive capacity literature to explore how social integration mechanisms translate into different learning outcomes in distant collaborations within and across organizational boundaries. Drawing upon expert interviews with project members as our primary source of data, we conducted an in-depth multiple case study analysis of a number of inter-organizational projects. Our findings indicate that the effect of different types of social integration mechanisms on learning outcomes also affect the ability to bridge distances in process and product technology. Moreover, they suggest that it is not just the extent, but also the interplay of social integration mechanisms surrounding internal and external absorptive capacity routines that enable project members to engage in the exploration, transformation and exploitation of distant knowledge. In examining how social integration mechanisms foster learning outcome in distant collaborations, our study contributes to the literature on absorptive capacity.  相似文献

For many years the Soviet Union and the Eastern block countries (member countries of the former Warsaw pact) had been considered as the main military competitors of the western countries buttressed in their struggle against the West by their economic and scientific resources. The Warsaw pact countries had high levels of R&D investments, a large number of researchers and engineers, and diverse research facilities. On the other hand, output indicators (patent applications, number of papers, scientific citations, etc.), and especially the rates of technological innovation were not so impressive. This paper analyzes the sources of these differences with special attention to the functions played by science and technology (S&T) programs in the formerly communist societies of Europe and Russia. The dynamics of changes in the R&D potential in these countries are considered along with ways and possible scenarios of convergence towards the national systems of innovation of developed western economies. Special emphasis is assigned to the constructive role that technology transfer and commercialization processes along with the use of a network of virtual incubators and the promotion of technological entrepreneurship, can play in fostering a socio-economic renaissance in Eastern Europe and Russia.  相似文献

Each year, the United States invests about $45 billion in research conducted by federal researchers within federal laboratories. These efforts generate extensive social benefits when results are transferred to the private sector. It is important that we effectively quantify the economic and societal impact of federal technology transfer activities to inform taxpayers and policymakers about the value of public investments in this form of research. The Argus II device, an artificial retina commercialized in the United States by Second Sight in 2013, provides a rich example of how private sector innovation can be enhanced by research collaborations with federal labs and academia. Over the 25-year journey from idea to product, Second Sight carried out research and development collaborations with six Department of Energy national laboratories and seven universities. The case of Argus II also offers valuable insight into (1) how private industry, academia, and government can work together to bring socially beneficial innovations to fruition and (2) the tradeoffs inherent in these public–private collaborations. In this paper, we use a Markov model to estimate the realized and potential future social benefits associated with Argus II. We provide an interactive tool that can be used to replicate our findings and modify assumptions using updated patient information as it becomes available. We also provide insight into the aspects of federal involvement surrounding the development of Argus II that contributed to its successful commercialization and discuss other spillover benefits from these public–private collaborations.  相似文献

Juvenile delinquency with co‐occurring substance abuse and mental health disorders has become an increasing problem within the United States. In part this can be attributed to the excessive number of delinquent youth entering the juvenile justice system with untreated substance abuse and/or mental health disorders. In an effort to combat this problem, interagency collaborations have been formed to provide more effective treatment services. One such interagency collaboration is the JETS Program. This study identifies the strengths and limitations of establishing an interagency collaboration within the first year of a juvenile treatment court's inception.  相似文献

Increasing scientific knowledge demands technological breakthroughs beyond industrial innovation activity. Using this as a basic motivation for R&D collaboration between industry and big science, the paper reports a systematic approach to exploit the technological treasures embedded in experimental basic research. Based on a systematic technology breakdown and mapping of each technological trajectory with possible application areas, the method enables one to direct joint efforts on the most prominent research topics. Yet, to achieve this active partners are needed to enter the innovative conversion process to turn scientific ambitions into commercial products. Some industrial companies practicing active R&D strategy have realized this, and the paper outlines some cases where the product innovation, is not the only motivation to enter big science collaboration. Putting all this together, and knowing the severe financial and political pressures the major scientific research labs are facing, the paper defines the practical procedures needed to initiate the process which eventually leads to better technological return from fundamental research.  相似文献

United States technology is increasingly viewed as providing the backbone and where-withal to arrest the nation's economic slide and to restore the accustomed U.S. leadership position in international trade. This view stems from demonstrated U.S. preeminence in technology, the importance of technology in economic growth, and the ascendance of technology in foreign affairs and international trade today. But, undue preoccupation with the domestic technology base represents at best a suboptimum strategy in the face of a continuing decline in the national investment in R&D. In view of the incipient shifting of the world technological balance overseas, comparable attention needs to be focused on foreign technological developments, and their potential for import and adaptation to help fuel technological innovation at home. A more balanced mix of foreign and domestic technological ingredients in the U.S. socioeconomic cauldron promises to be more attuned to the reality of scarce domestic resources and the changing world environment.  相似文献

Family systems appear to be an important factor framing people's individual behavior. Thus far, family systems have been primarily addressed on a macro regional level with indirect measures. Revisiting Reher (1998) and the family ties criterion, the main question of this paper is to examine to what extent we perceive family structures differently in Europe by taking direct measures of the structures of people's broader social networks into consideration. Based on the Survey of Health, Ageing and Retirement in Europe (SHARE), we derived two indicators of family regimes based on individual-level data regarding the density of ego social networks: contact frequency and geographic proximity among network members. We aggregated these data and mapped them on the NUTS 2 level regions for various locations in Europe. The results of our analyses exhibit that, based on these two network indicators, significant differences in family structures between European regions exist. These results confirm the classification of strong family Southern and comparatively weaker family Northern European regions to a large extent, though substantial regional differences in and between countries are also revealed. Our findings demonstrate that the classification of European regions largely depends on which indicator of network density we consider. This is particularly obvious in the Eastern European regions where the classification markedly differs according to the type of network indicator. Intriguingly, social networks in Central European regions can be characterized as rather loose, often even looser than the ‘traditional’ weak ties in Scandinavia. Family regimes can, therefore, be regarded as a construct of multiple dimensions of which one dimension may be classified as weak while the other can be strong at the same time.  相似文献

Schumpeterian growth theory stresses the role of structural change in long run growth. Countries which increase the share of technology-intensive sectors in their economic structures benefit more from technological learning and innovation. In addition, they are more able to respond to changes in the international markets and to compete in sectors whose demand grows at higher rates. The paper compares Brazil (and to a lesser extent the CIBS group of countries) from the point of view of the direction and intensity of structural change. It is suggested that structural change has been relatively weak in Brazil and that this has been associated with a less dynamic growth performance since the 1980s.  相似文献

Developing countries, particularly the BRIC countries of Brazil, Russia, India, and China, should accommodate their national systems of innovation to the worldwide intellectual property (IP) regime emerging after the adoption of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) in a way that maximizes global economic welfare in the foreseeable future. As many developed countries' experience demonstrates, badly configured, over-protectionist IP regimes stifle innovation by making inputs to future innovation too costly and too cumbersome to sustain over time. More carefully considered IP regimes, however, are an important way to protect innovative small- and medium-sized firms from predatory, larger competitors. The challenge is for emerging economies to capture the benefits of IP without importing the serious problems that developed countries have themselves failed to solve. Emerging economies can attain this balance by pursuing a policy of counter-harmonization in which they take advantage of existing exemptions in international agreements governing IP to establish regional, local, and international practices that promote more innovative, flexible uses of IP. Such practices include a research exemption for experimental uses of IP, government imposed nonexclusive licensing, anti-blocking provisions, an essential facilities doctrine, and compulsory licenses. Additional tools include an ex ante regime of compensatory liability rules for small scale innovation and sensible exceptions, particularly for science as well as general fair use provisions, to the exclusive rights of domestic copyright laws. Emerging economies will have to overcome strong economic pressure to accept more restrictive IP regimes as part of free trade agreements as well as a lack of technical expertise and internal government coordination. However, emerging economies have already accrued enough experience to be aware of the strengths and weaknesses of various IP schemes and their own ability to tailor IP to local needs. Developing countries will need to take advantage of that experience and defend innovative practices at international dispute resolution forums. Through creative, determined efforts, the developing countries can avoid other countries' IP excesses while establishing the kind of IP norms that address the real conditions of creativity and innovation in today's digitally empowered universe of scientific discourse.  相似文献
