Good governance and legitimacy are becoming more and more important in South African society. Increasingly there are tendencies and trends of corruption, poor service delivery, crime, violence, and xenophobia in South Africa. The lack of accountability, responsiveness, and transparency reflects negatively on governance principles. It is becoming more evident that governance in South Africa must be investigated. Government is finding it difficult to tend to public participation, maintain law and order, provide for the basic needs of citizens, and combat unemployment and strikes. There is a direct link between governance and legitimacy because good governance is one of the essential elements and a prerequisite for legitimacy. Legitimacy depends on the government's performance and the support of citizens for the ruling party.  相似文献

The concept of comprehensive national power (CNP) is proposed and developed by several Chinese scholars and academic institutions. Many material capabilities, for example, economic growth and military might, are incorporated into the concept to measure China's national power vis-h-vis other major powers, especially the U.S. This paper, however, contends that understanding China's CNP through material capabilities is only part of the story. Yet, China's political stability is by no means assured and fully incorporated into the concept. China has undoubtedly faced many threats and challenges to its political stability. Apart from the Two Ts' problem (Taiwan and Tibet), the conflict in Xinjiang not only threatens China's political stability since the establishment of the People's Republic of China (PRC) in 1949, but also affects its CNP as a whole. This paper concludes that measuring the genuine CNP should be based on the factors from which a country would earn or benefit, and also on those of which it would have to pay a price. Needless to say, the conflict and political instability in Xinjiang are an example of the price which China has to pay.  相似文献

In reflecting on the case of the South Caucasus (Armenia, Azerbaijan, and Georgia), one of the most popular perspectives is its lack of a common identity. The main argument is that it is a culturally diverse region with old-fashioned, ethnically exclusive nationalism. From this point of view, the process of the formation of a European identity in the region acquires particular importance. A European identity could act as a catalyst for bringing the region together. This identity could be considered as based on much more than just political orientation but fundamentally grounded in common values. This comprehensive integration in the South Caucasus can be achieved through the formulation and acceptance of a common political identity based on the political orientations of the South Caucasian States and their citizens. The main question that this study tries to answer is how people in the South Caucasian countries identify themselves in terms of a European identity. A suitable analysis is increasingly important at both the micro and the macro levels. The author examines the people's attitudes in the three South Caucasian states toward Western culture, states, and organizations, drawing on opinion polls conducted by the Caucasus Research Resources Center (CRRC). The author seeks to analyze attitudes toward the West in the South Caucasus on a macro as well as on a micro level. The author seeks also to provide a much-needed analysis for decision making, based on empirical data that help understand public opinion toward the European Union (EU) in the countries of the South Caucasus, and that can contribute to the refinement of integration strategies.  相似文献

This paper examines the nature and intensity of regional and ethnic minority demands on the example of voting preferences for ethnoregionalist parties in select regions across Europe. It argues that territorial distinctiveness and cultural identities are insufficient to explain minority demands for political representation. The political preferences of ethnoregional groups reflect overlapping and cross-cutting functional, territorial, and symbolic differences, which collectively form the determinants of electoral support for ethnoregionalist parties across Europe. The relative weight and additive effects of territorial and functional cleavages may vary according to national context but the pattern is consistent. The paper conducts cross-national comparison of representative territorial structures spanning across the West-East divide in European studies by including regional configurations in Western Europe (Scotland in the UK and Flanders in Belgium) and ethnic minorities in Eastern Europe (the Hungarian minority in Romania and the ethnic Turkish minority in Bulgaria). The findings suggest that ethnoregional groups do not necessarily pursue cultural distinctiveness and/or regional autonomy. They are also likely to seek representation and access to government based on socioeconomic status, ideology, and political attitudes. Ethnoregionalist demands for representation thus reflect the growing overlap between the territorial, cultural, and ideological aspects of political conflict.  相似文献

Many political parties have been established in Turkey so far. But a large majority of these parties were dissolved or could not stand long-term. In this respect, the Turkish political history is also the history of short-lived political parties without Republican Populist Party (CHP). Both in the Ottoman Period and the Republican Period, there were no durable political parties. Whereas, glancing over the United States and European Countries, it is seen long-lived and durable political parties, e.g., Republican Party in U.S., Conservative Party in U.K., etc. Within this context, Turgut Ozal's Motherland Party (ANAP) can be considered as one of the most excellent examples of a short-lived party in Turkey. This party was established in 1983 and then, it finished its life in 20 years. It was the reason why this finished. In this view, this study aims to indicate the common problems of the Turkish political parties by analysing ANAP as well as the weakness of institutionalism, extreme leader-oriented party, and the patronage system.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

The process of bureaucratic services that is slow and complicated, is an administration malpractice even up to bureaucratic stagnation. An interesting phenomenon is done by the populist government leader Joko Widodo, the President of the Republic oflndonesia, when serving as the Governor of Jakarta to carry out supervision by way of "blusukan". This method attracted the attention of one of the richest men from the United States, the founder of "Facebook"--Mark Zuckerberg. When he came to Indonesia to meet Joko Widodo in October 2014, he was invited by Joko Widodo to perform "blusukan" to Tanah Abang market. "Blusukan" is a surveillance method to the field on the right target and directly provide solutions to any problems that are found. The blusukan inspired him with the making of various policies such as health cards, smart cards, and others. The method of direct supervision on the fields is a quite powerful way to cut off the stagnation of bureaucracy. Joko Widodo who has started his steps as the President of the Republic of Indonesia, gives new hope to the people through the mental revolution and Trisakti doctrine policies in order to improve the welfare of the people toward the great Indonesia.  相似文献

This study analyzed the relationship between new social risks and poverty in Korea, with specific foci on the changes in the family and in the labor market. Through the analysis, this study maintains that the expanding welfare state in Korea requires policies responding both to NSRs (new social risks) and to traditional social risks. The findings of this study are as follows: First, care responsibilities within the household were strongly associated with the poverty status of household. Second, dual-breadwinner households were less likely to fall into poverty than households with a single male breadwinner. Third, the flexible labor market that leads to poverty not only influences irregular or part-time workers but regular workers as well. These findings show that households of self-employed workers were even worse off than those of irregular workers, who were previously identified as the group who suffered most due to the flexible labor market.  相似文献

The functioning of institutions of the financial markets and their interaction with a view to implementation of the main objectives of the market is provided by one of the constituent elements of the market, namely, the infrastructure of the securities market. The Russian securities market is going through a crucial point and provides a central post-trading infrastructure. In this paper, the author defines the notion of custodian and settlement infrastructure of the financial market, analyzes the modern state of this sub-sector of the financial market, and formulates problems of development of the custodian and settlement institutions of the Russian financial market, in particular in connection with the entry into force of the federal law "On the Central Depositary". The author defines the place and role of the Central Depositary and its impact oh the level of development of the market in general and the formation of the machine in Russia, at the same time, it shows the world experience in building custodian and settlement systems and the integration of the Russian custodian and settlement infrastructure and global stock architecture.  相似文献

This paper presents part of a larger research on the consequences of an earthquake on the scholastic life of children aged 3-11. In May, schools abruptly closed due to the earthquake in Emilia Romagna and Lombardy (Italy). Children and teachers fled from them, leaving school backpacks and books in the classrooms. Daily life was disrupted and the community gathered in tents set up by civil defence. Immigrant families returned to their countries of origin or shared life in the tent cities. The focus of theoretical sources of the research considers mainly: the vulnerability of the persons concerned; measures for risk reduction; environmental sustainability; community resilience; controversial human development between freedom of the person and economic globalisation. From methodological point of view, the interviews with teachers, school rectors, and citizens revealed the impact of the earthquake on community identity. Unexpected human solidarity and local responsible participation were part of the new educational plan of reconstruction based on hope, active citizenship, and historical memory.  相似文献

This article is a just study about political situation in the Near East. Everything that is connected with Israel and Palestine is analysed shortly. Starting with the explanation of a Jewish concept, the society of the State of Israel is described. Being a non-integral society, it has deep roots in the Bible--in Jewish traditions. It is the only nation whose start of history is described in the Old Testament. So, Jews are not occupants who come from a strange country. Their ancestors used to live in Palestine for already 4000 years. A national or Zionistic movement united them for a great struggle--to re-establish the State of Israel. At the beginning of the 20th century, Jews used to be a minority in the land of Palestine while the majority was comprised by Palestinians. It is a wonderful national and religious phenomenon that Jews survived the horrors of Holocaust and did not lose the hope--to return to the land of Abraham. The war started between the Palestinians and Jews when independence of Israel was proclaimed. In the other part, the author will review the relations between the Jewish State and the Arabian world, and political system, and will try to provide the ways of solutions of the conflict for the peace and security in the Near East.  相似文献

What is reality, the truth, good, justice, man, etc., is something we have learned from texts for a historically long period of time. Together with writing and linear alphabet, a new ability which could be called conceptual thinking has become part of our life. Therefore, deciphering texts means nothing else than revealing images denoted by these texts. Traditionally, learning meant to be able to read in the book of the world, i.e., to learn to code the world in texts using linear writing first and then to learn to decipher texts applied to reality. Media theorist Vil6m Flusser states in his key texts that technical images become a dominant cognitive metaphor of the contemporary society. New social culture is being formed in connection with their creation, distribution, transfer, and consumption. Such new social structure needs new criteria of analysis and requires a new interpretive beginning. Flusser does not wonder how a medium is possible, but he deals with the consequences of the effect of one type of media abstraction, namely technical images. With the decline of the US-dominated unipolar world order, BRICS (Brazil, Russia, India, China, and South Africa) states as the emerging economies and developing powers have attracted the global attention especially their concepts like "non-polarity" and "post-American world" becoming more popular. BR1CS might be considered as one of the rising forces shaping the new structure of international relations in the 21st century. As the biggest two developing countries, China and India play important roles in boosting Asian and global economic growth and enhancing multilateralism in international affairs. However, the relations of Sino-lndia are complex with competition and cooperation in BRICS forum and international areas. This paper will concentrate on analyzing the roles and relations of China and India in BRICS system and international stages which not only attract the academic attention but also have an impact on shaping multipolar global order. This paper is going to identify and discuss necessary theoretical principles for reasoning current and future situation of subjects related to Arabic Islamic thoughts. This paper tries to consider typology of vocal groups at Islamic movements involved in the process of Islamic awakening. In this direction, firstly different research approaches will be considered and the main purpose is that how these researches observe the origin of formation of these groups and what is their emphasis in this regard. In his book The Imaginary Institution of Society, the French philosopher Castoriadis wanted to explain the radical change of societies and their diversity; the social imaginary matters, and explains social change. But what is it today? The Castoriadis's answer is mainly a criticism of the imaginary of the bureaucratic society (perfect anticipations). He hoped more autonomy. In the paper, it is proposed this interpretation of the imaginary of the city: The main myths are personal strength, chance (here the reference is Ulrich Beck's book The Risk Society), and individual happiness (the reference being the works of the French philosopher Lipovetsky). One is able to explain the discrepancy between public policies (including city planning) and the real social needs. It exists because the doctrines used lag behind the "social imaginary significations". The concerned fields are the beauty of cities, spatial segregation, women in the city, environment, drugs, etc.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

This article consolidates the efforts of the Information Systems Research Group for the construction of a reference model for the management of agreements celebrated based on the Brazilian federal government's voluntary funds transfers. It presents the Reference Model for covenants' processes, which is the product of the third phase of this research project. This model will be used as reference in the fourth phase of this project, when it will be applied to a sample of covenants. Experience gained in this step will allow the consolidation of the Reference Model. An important contribution of this work is to facilitate the understanding of proposals, so processes analyzed can be improved and redesigned. Processes information, from organization to details of each activity, can then be disseminated to all interested parties. Results here presented are not final. They will serve as input to the next stage of the project, which is the Assessment of the Reference Model by selected Stadual and municipal governments. Each entity will contribute with its own perspective to improving the idealized model.  相似文献

The present study was carried out to examine the compliance of medium and large-size enterprises in Kayseri, Turkey with strategic management accounting techniques (SMAT) and to determine the effects of SMAT on the perceived performance of businesses. The sub-dimensions of SMAT were specified as cost-oriented, customer-oriented, and competitor-oriented techniques. The effects of SMAT and sub-dimension usages on the perceived performance of businesses were investigated by hypotheses. The data gathered from 202 accounting managers in Kayseri were used to test the hypotheses. Results revealed that the participating businesses had a usage intensity of above average for 16 out of 17 SMAT and they had over 50% compliance with 12 of these techniques. Although SMAT and cost, customer and competitor-oriented sub-dimensions had significantly weak impacts on perceived performance, the positive relationships and effects were found to be sufficient to accept the hypotheses.  相似文献

The business environment in which the financial industry operates is full of uncertainty and limitations. The inability of some firms in this sector to produce capable management that can guide the interests of shareholders in the light of ethics and values has generated frequent cases of business downturn. This has compelled the industry to adopt the strategy of corporate governance which hinges on the intellectual honesty of directors and management to promote transparency, equity, and accountability, and provide leadership that will guide the industry in the right direction. The major objective of this paper is to ascertain whether corporate governance is a strategy for corporate performance. The study made use of both primary and secondary sources of data. The survey research method and the data analysis techniques comprised of simple percentages and chi-square derived from Kendal coefficient. It discovered that corporate governance is a strategy for corporate performance and the financial sector has failed to improve their performance using this strategy. It was recommended that the regulatory agencies should constantly review the acts that ensure good corporate governance and embark on constant monitoring in order to sanction any defaulting bank.  相似文献
