Abstract

Altfelix attempts to examine and explain why xenophiles are politically prone to an ambivalent re-utilization of xenophobic images of the Other. In Germany both ‘the Jew’ and ‘the Ausländer’ have been instrumentalized xenophilically in their capacity as abstract notions by certain system actors and publics in a manner which appears to shed more light on the in-group than the Other. Xenophilia as a self-oriented, positive in-group evaluation may be identified as particularly evident in the post-war German political discourse on the Holocaust. In similar fashion to antisemitism, philosemitism represents an ‘allosemitic’ (Bauman) abstraction of ‘the Jew’, whose evocation is comparable to the idea of a ‘good foreigner’ as expressed in Ausländerfreundlichkeit (foreigner-friendliness). Xenophilia/philosemitism—like xenophobia/antisemitism—is dependent upon a relative opposition between ‘concretized Self’ and ‘abstracted Other’. Altfelix argues that this relationship emerges for two reasons. First, manifestations of xenophilia are generally preceded by bouts of xenophobia. Consequently, some publics may identify a need for creating a positive in-group focus. In this, the Other must not become too concrete for fear of distracting attention away from the xenophile's agenda. Second, the difference between Self and Other must be effectively maintained, since the xenophile's raison d'être depends upon it. Post-war German philosemitism appears to be a good exemplar for this definition of ‘xenophilia’. It demonstrates the dangers of moving within an allosemitic cycle in which difference becomes a method of keeping otherness at bay through abstraction. The fear of a misremembrance of the Holocaust resulting from an abstract memorialization seems to provide a very solid political basis for perpetuating a philosemitic identity construction of ‘the Jew’ as abstracted Other.  相似文献

With the growth of immigrant population over the past couple of decades, a ‘multicultural’ discourse has emerged in Japan. A notable point is that immigrants are expected to be incorporated into the host society primarily as foreigners rather than as Japanese nationals with full citizenship rights. The purpose of this article is to understand this prevailing mode of immigrant incorporation and to consider the comparative implications. By examining the discursive aspects of claims-making on behalf of both old-timer and newcomer immigrants, I argue that the underlying opportunity structures have been reproduced in each phase of immigration-related development in Japan, facilitating the use of the ‘foreigner’ category in advocacy efforts. Official recognition of the category has also helped to further institutionalize it as the main target of immigrant policy. In comparative perspective, ‘incorporation as foreigners’ can be understood as a variant of the ethnic model of immigration regimes in that it tends to reinforce the dominant ethnocultural conception of Japanese nationhood.  相似文献

Advertising today has become an intrinsic part of modern culture. Apart from the obvious and tangible extolment of the virtues of a product and/or brand, more insiduously and less tangibly, advertising plays a key role in the functioning of social attitudes and values. This paper examines how advertising discourses in India, in particular the hugely successful and representative Woman of Substance’ ad campaign in the magazine Femina, transforms the manifold attitudes and qualities of the woman into commodities to be marketed; and how the ad campaign positions the woman within the nexus of her social interactions. The paper traces the economic and socio‐cultural changes that have characterised India's transition towards an open market economy to situate the role that advertising discourse plays in urban India today in the representation of the ‘Woman of Substance’. These changes have occurred in a relatively short space of time and have interacted profoundly with advertising discourse. This can best be seen in the fact that an urbanising trend in India has diversified the range of approved cultural models available to women in the search for what has come to be fashionably referred to in recent times as ‘lifestyles‘exemplified both in the ‘Woman of Substance’ ad campaign, and the magazine itself, Femina.  相似文献

The idea of global citizenship in contemporary South Korean public discourse has revolved mainly around a national endeavor to boost the county's stature and competitiveness amid economic globalization. Based on a review of two decades of published media references to segye shimin (‘global citizen’ in the Korean language), this article shows that the specific usages of segye shimin – mainly by elites from government, academia, and journalism – underscore how the ‘developmental citizenship’ that marked South Korea's past authoritarian military regimes has carried on since the transition to civilian-led democracy. In contrast with the burgeoning academic discourse on cosmopolitanism that focuses heavily on moral responsibilities to humanity and the planet, South Korea's discourse of global citizenship has been closely aligned with neoliberalism and filled with exhortations to the domestic population to overcome numerous perceived liabilities seen as impeding the country's advancement. While global citizenship discourse in South Korea has emphasized top-down national strategic imperatives, a bottom-up approach to cosmopolitanism is also emerging as the country gains confidence and the notion of segye shimin gradually gains traction across the wider society.  相似文献

Immigration scholars have noted the rise of a distinctive discourse concerning immigrants in the United States. The ‘immigrant threat’ discourse is said to portray immigrants as an existential threat to the country and contributes to highly restrictive enforcement policies. Through a close examination of national political debates concerning comprehensive immigration reform (CIR) (2005–2007), the paper shows that most politicians involved in this debate (from liberal Democrats to conservative Republicans) agreed with the basic assumptions of this general discourse. But the paper also identifies important variants on the ‘threat’ discourse and associated strategies. Hardline conservatives stressed that the essential ‘illegalness’ of immigrants posed a threat to the country. Protecting the nation state from this threat required policies to totally banish all undocumented immigrants from the country, irrespective of their ‘good’ conduct or exceptional circumstances. Moderate and liberal reform advocates agreed with the idea that undocumented immigrants posed a threat to the country. However, they believed that banishment alone could not address the threat. Instead they advocated a strategy of risk management whereby the population would be differentiated according to levels of risk (high to low priority) and policies of inclusion and exclusion would be adjusted accordingly. This would allow the government to incorporate low risk/priority immigrants while freeing government resources to target the ‘truly threatening’ groups (i.e., criminals, delinquents, homeless, repeat unauthorized entries, etc.). Thus, while both sides conceded that undocumented immigrants were a threat to the country, they developed important variants on the discourse and contrasting policy solutions to exert control over the population.  相似文献

Abstract

In ?umava National Park, dominant actors dispute appropriate conservation strategies habitually overlooking ?umava's residents and their socioeconomic concerns. Routinely disregarded, ?umava's residents invoke narratives of identity and place that undermine the conservation paradigm by constructing the local population ‘quality’ as insufficient to make conservation a success. This paper examines the circumstances in which such a discourse emerges, how it responds to the asperity of conservation in a post-socialist setting and gains credence for implausible conclusions by appealing to broadly recognised Czech and European narratives of identity and place. What emerges is a discursive fragmentation of the subject simultaneously lends the discourse credibility and frustrates the redistribution of power in the area.  相似文献

Abstract

This paper explores the development of Korea's online alternative public sphere and illuminates the characteristics of this space, ‘activated’ by non-gaek websites. These websites host highly partisan discourses which are produced and disseminated by a focused political agenda that aims at political reform. Such a method of conducting discourse has led to the dissimilitude of the alternative public sphere, resulting in the birth of a multiplicity of spheres that represent divergent political views. This paper argues that although the overall extent of the alternative public sphere is expanded by non-gaek websites, it is becoming at the same time an exclusive and intolerant space. Furthermore, it is argued that to facilitate functional operation of the alternative public sphere, an institutionalization of rules and norms that can solve such problems is necessary.  相似文献

In the present essay, I apply various concepts associated with the thought of Gilles Deleuze and Fe´lix Guattari to an inquiry concerning what I call the ‘ontology’ of musical creation and performance. Specifically, I utilize both the theory and approach of ‘schizoanalysis’, which so pervasively marks co-operative works such as Anti-Oedipus and A Thousand Plateaus. Deleuze and Guattari's schizoid becomes the model for my musician-performer. This ‘schizoid musician’ is the one who has the ability to apprehend that of a ‘musical space’, a central theme of the essay. Some additional clarification is needed as well. Although I surely offer this essay to the reader as a thoroughly honest, and hopefully provocative, attempt, it is also something of an indebted experiment. That is, the ‘after’ of my essay's title-as in ‘after Deleuze and Guattari’-has essentially two meanings. The first, and obvious meaning: I write after Deleuze and Guattari in that I inherit, to whatever extent, their thought. I grapple with their ideas. The second, and perhaps more unconventionally risky (because potentially easily misconstrued as representative of a kind of blind fidelity): I write after Deleuze and Guattari in the way that a painter paints ‘after’ another painter, in the way that a composer composes ‘after’ another composer, and so on. In one sense, the selective utilization of a sensibility associated with the schizophrenic condition provided the 'silent partner' and underlying guiding influence for Anti-Oedipus and A Thousand Plateaus. Thus, this essay is, in part, a modest attempt at yet another 'fold' (to use a term of Deleuze's) in a philosophical inquiry-some kind theoretical exemplar of ‘difference and repetition’ (or, difference in repetition). This indebtedness notwithstanding, the reader will notice the scholarly utilization of Deleuze and Guattari also in terms of a silent partner, a guiding influence, and less in terms of a source that is explicitly acknowledged or referenced. This was an intentional part of the experiment from the beginning. Of course, other thinkers, on the other hand, will come to occupy such a space in the essay.  相似文献

ABSTRACT

Nowhere has the debate about a ‘new antisemitism’ been as fierce and relevant as in France. In recent years this country has witnessed high recorded levels of antisemitism, prompting many commentators to claim the existence of an anti-sémitisme nouveau. Something has indeed changed, at least in terms of the nature, frequency and perpetrators of antisemitic violence in France. Previously connected exclusively to the extreme right, it has now also become associated with a group that is itself a victim of discrimination: ethnic minority youths living in the poor suburbs (banlieues). Peace first discusses and explains the statistics produced by the French watchdog on racism and antisemitism as well as the effects of the Middle East conflict. He then traces the debate on this ‘new antisemitism’ in the French context, contrasting the views of the label's promoters and opponents. He argues that, while antisemitism has undoubtedly evolved, the ‘new’ label is effectively erroneous as it fuses supposedly leftist and ‘Muslim’ antisemitism into one entity when they are not necessarily linked. In addition, he offers vital clarification of the distinction between anti-Zionism and antisemitism along with suggestions for further research.  相似文献

Abstract

The large influx of immigrants to the United States and New York City from poorer countries has sparked considerable debate as to whether immigrants are becoming a “public charge” to American society. Most arguments have centered around immigrants’ use of cash assistance programs. This article compares immigrants’ receipt of rental housing assistance with that of native‐born Americans.

Bivariate analyses reveal that immigrants, as a group, are no more likely than native‐born households to use any form of rental housing assistance. Indeed, in most instances immigrants are less likely than native‐born households to receive assistance, with two exceptions: immigrants who have been in the United States since 1970 and immigrants from the former Soviet Union in New York City. Multivariate analyses reveal similar results, except that immigrants who have been in the United States since 1970 are no more likely than other immigrants to receive housing assistance when we control for other factors.  相似文献

The article critically evaluates liberal nationalist perspectives on immigration by drawing on findings from a qualitative research project undertaken in 2014 among White British interviewees in England. From one perspective the study's participants' attitudes seem to support arguments made by David Goodhart and other liberal nationalists regarding immigration, social trust and integration. However, further analysis suggests that these attitudes are to a very significant extent drawn first from partially imagined ideas surrounding immigration and second from potentially unreliable sources. These findings thus provoke the question of whether social trust and notions of a national community are actually being disrupted by immigration, or whether they are being disrupted by prejudiced nationalist and xenophobic perceptions about immigration and immigrants. The article will conclude by arguing for more nuanced research into attitudes towards immigration and in favour of a sceptical approach to nationalist frameworks for interpreting society and politics in Britain today.  相似文献

ABSTRACT

The many words in ‘-ism’ in Western languages, from ‘anarchism’ to ‘Zenonism,’ are the linguistic manifestation of a significant European conceptual innovation in scholarly and ideological discourse. Briefly put, there is an intense reductionism in these concepts that underlies their effective rhetorical deployment in various forms of ideological and expository discourse. While isms originated in Europe, they were eventually appropriated by speakers of other languages and became a significant factor and indicator of change in modern society on a global scale. Concepts such as ‘feminism,’ ‘socialism’ and ‘nationalism’ were instrumental in transforming history in the Far East, and so this article explores the appropriation of isms as zhǔyì 主義 in Chinese. The article focuses on how ‘ismatic reasoning’ came to dominate Chinese intellectual and political discourse in the 20th century, zooming in on the case of political ideals for China in the modern world. The historical contingency and change of particular isms, as well as local conceptual innovations, are highlighted in the article.  相似文献

This article examines elite European discourses during the Greek financial crisis from its pre-history in September 2008 up to the arrival of the SYRIZA government in January 2015. The article employs the conceptual literature on Discursive Institutionalism (DI) and Historical Institutionalism (HI). Having coded 1,153 unique quotes drawn from a dataset of 15,354 news wires from Reuters, the authors argue that the communicative discourse of 63 senior European (and IMF) officials on the Greek crisis during that period demonstrates significant volatility. Four distinct narrative frames are identified: ‘neglect’, ‘suspicious cooperation’, ‘blame’ and ‘reluctant redemption’, punctuated by three discursive junctures in 2010, 2011 and 2012, which reflect the content of the changing communicative discourse of the Greek crisis. The article's contribution is twofold: empirically, it is the first to provide a systematic analysis of the protagonists’ communication of the Greek crisis; and theoretically, it combines DI and HI in an effort to conceptualise an important part of our understanding of ‘bail-out politics’ throughout the Eurozone crisis.  相似文献

How does post-conflict reconstruction embody citizenship agendas? By emphasizing the intersections between urban planning, architecture and political community in Hizballah's reconstruction discourse following the 2006 war, this article explores the articulation of such agendas in the historical production of urban space. The first section explores the denial of urban space and membership in the political community to Lebanon's Shi'a in the reconstruction of Beirut following the 1975–1990 civil war. The second section introduces Harat Hreik and the struggle over its reconstruction as resistance, on the part of Hizballah and its cadres, to this exclusion. The party's approach, anchored in an innovative not-for-profit NGO, ‘The Solemn Promise Project’ (Mashru' Wa'ad al-Sadiq), asserted the claims of its constituency to a place in both the city and the nation over considerations of profit. This citizenship agenda, inclusionary in sectarian terms, however, entailed its own set decidedly class-based inclusions and exclusions.  相似文献

In all the various debates around Anthony Giddens's Third Way sequence, few attempts have been made to characterize its logic and impact as a type of discourse, a certain mode of ideas-work. The first dimension of this paper involves deploying Thomas Osborne's categories to depict the Third Way as a ‘vehicular’ idea, with the intellectual style of Giddens himself correlatively framed as that of a new sort of ‘mediator’. In these terms, the essential inclusiveness and indeterminacy of the Third Way series of texts is illustrated, and the issue of what counts as ideas ‘success’ in the vehicular mode is broached. Second, in line with the inherent mobility of vehicular ideas, I identify the keynote shifts in Third Way thinking over time, including the sociological register that it occupies, its pragmatism and its relationship to New Labour politics. In a third phase, the article takes up questions about the role of the critical intellectual today and the practical, though not theoretical, recovery of ‘ideology-critique’ in appraising ideas like the Third Way. The scope and limits of the very notion of ‘vehicularity’ itself are central to this discussion.  相似文献

Abstract

Social capital has many faces in the geography of urban opportunity, and as such, particular housing policies might have positive effects on some forms of social capital and negative effects on others. The author defines social support and social leverage as two key dimensions of social capital that can be accessed by individuals. A sample of 132 low‐income African‐American and Latino adolescents is used to examine the early impacts of a Yonkers, NY, housing mobility program on social capital.1

Overall, program participants (’movers’) appear to be no more cut off from social support than a control group of “stayer” youth. On the other hand, movers are also no more likely to report access to good sources of job information or school advice— to leverage that might enhance opportunity. Adding just one steadily employed adult to an adolescent's circle of significant ties has dramatic effects on perceived access to such leverage.  相似文献

This article responds to commentaries by Blunt, Bell and Joy on Cooke's ‘From process consultation to a clinical model of development practice’ in the August 1997 issue of Public Administration and Development. Following the paradigmatic analyses those commentaries introduce, it begins by trying to clarify the range of meanings attributed to the term ‘paradigm’. It then argues, that Blunt's critique does actually derive from a particular single (i.e. mono-) paradigm, the application of which causes my initial arguments to be mis-represented, and exemplifies the limits of that paradigm in practice. It goes on to agree that generic process approaches do have some cultural limitations, and that they can be used for ideological manipulation, although not inevitably in the pursuit of so-called democratic values. The clinical-process model is, however, distinct from these generic approaches and actually provides some safeguard against these problems. The article moves on to demonstrate that a multi-paradigm approach to practice, as opposed to analysis, is illusory, because it is impossible, and deceptive, as claims for multi-paradigm practice conceal the practitioner's inescapable paradigmatic assumptions. In conclusion it argues that until we recognize that ‘development’ per se is a ruling paradigm we are all imprisoned within it. © 1997 John Wiley & Sons, Ltd.  相似文献

ABSTRACT

Based on interviews with 21 immigrants in Norway, including both naturalized citizens and ‘denizens’, this article addresses immigrant meanings of citizenship and naturalization. The findings show that the interviewees attributed three meanings to citizenship. First, Norwegian citizenship served as a powerful means of spatial mobility, thereby facilitating transnational connections. Second, citizenship signified a legal stability that may guard precarious immigrants against ‘liminal legality’, i.e. enduring legal uncertainty. Third, citizenship was conceptualized as a formal recognition of equality and belonging, although ‘race’ and ethnicity persisted as salient markers of inequality and alienage. The article contributes empirically to the growing literature on the experiencing side of citizenship and naturalization by delineating what citizenship means to different groups, and to whom it matters the most. Theoretically, it contributes by demonstrating that citizenship acquisition may not only be strategic, but also rooted in needs of symbolic sanctioning of equality and belonging, particularly important to individuals debarred from naturalization.  相似文献

ABSTRACT

Sla?álek and Svobodová’s paper focuses on the ideology of the Czech Islamophobic movement as seen during the 2015–16 migration crisis. In their analysis of interviews with demonstrators and speeches by leaders of the movement, they discuss first how the movement imagined its enemies, and then describe its vision of positive core values. They conclude that the movement’s key ideological features are: an emphasis on social and civilizational decline (declinism); a return to an assumed naturalness in economic and gender relationships (naturalization); and the open evocation of violence and severity (brutalization). In terms of Rogers Brubacker’s distinction between xenophobic ethno-nationalism in Eastern Europe, and the xenophobic defence of liberal values in the West, Sla?álek and Svobodová find that the Czech case fits the allegedly western pattern better than the eastern one, which may cast doubt on the whole essentialization of distinctions between ‘western’ and ‘eastern’ populisms.  相似文献
