The study reviews the politics underlying the 2004 referendum in Hungary on whether the country should offer extraterritorial, non-resident citizenship to ethnic Hungarians living in the neighboring states of Romania, Slovakia, Serbia-Montenegro and the Ukraine. The study argues that the issue of dual citizenship for ethnic minorities and kin-states in Central and Eastern Europe is quite distinct from the issue of dual citizenship in West European immigration countries. Transborder ethnic relatives make up large proportions of some of the contiguous countries with whom Hungary has a long history of border disputes which is why the Hungarian reform initiative touched upon sensitive issues connected to the sovereignty of these states. In addition, the large size of the non-resident Hungarian population means that their potential Hungarian citizenship would have serious consequences for the Hungarian welfare state, and the determination of the political future of Hungary, where even much smaller numbers of voting non-residents might swing the vote. The article outlines the arguments that were made in favor of the reform by the political right and those against the reform by the left. It examines the initiative from the European Union's perspective and compares the Hungarian case to cases of dual citizenship in other countries of Europe. The article also raises questions about the long-term implications of this form of dual citizenship for the “re-ethnicization” of citizenship.  相似文献

With the growth of Latino and Asian American populations, candidates frequently must appeal to diverse electorates. Strategies for doing so include emphasizing candidates’ racial/ethnic identity and securing endorsements from racial/ethnic groups. While many scholars focus on candidates’ racial/ethnic attributes, ethnic group endorsements are understudied. Whether such endorsements induce voters to choose ideologically similar candidates (spatial voting), or choose based on race/ethnicity (racial voting) is unclear. We address this question by examining elections in multiethnic local settings. Using original surveys and exit polls, we create comparable measures of candidate and voter ideology, and examine how race/ethnicity and ideology affect voters’ choices. We also embed experiments that manipulate ethnic group endorsements. We find that ideology influences voters’ choices, but that ethnic group endorsements weaken spatial voting. The latter effect among whites is driven by racial/ethnic stereotypes. These reactions explain why some candidates seek such endorsements and why others might prefer to avoid them.  相似文献

Abstract

Cornelius Castoriadis is one of the very few social and political philosophers - modern and ancient - for whom a concept of imagination is truly central. In his work, however, the role of imagination is so overarching that it becomes difficult to grasp its workings and consequences in detail, in particular in its relation to democracy as the political form in which autonomy is the core imaginary signification. This article will proceed by first suggesting some clarifications about Castoriadis's employment of the concept. This preparatory exploration will allow us in a second step to discuss why the idea of democracy is closely linked to tragedy, and why this linkage in turn is dependent on the centrality of imagination for human action. In a third conceptual step, finally, we suggest that any concept of imagination will need to take into account the plurality and diversity of the outcomes of the power of imagination. Thus, the question of the nature of the novelty that imagination creates needs to be addressed as well as the one of the agon in the face of different imagined innovations in a given democratic political setting. As a consequence of this shift in emphasis, to be elaborated further, one will be able to say more about one question of which Castoriadis was well aware, which he never addressed himself in detail, though: the decline and end of polities and political forms, the question of political mortality.  相似文献

This article focuses on key themes in the liberal philosophical debate over multiculturalism, as well as the responses of Canadian social and political actors to the September 11, 2001 attacks in New York and Washington. Since September 11, there has been a renewed popularity of arguments positing a 'clash of civilizations' between Muslim and Christian societies, and a new legitimacy advanced for 'ethnic profiling' in the name of security. The rapidity with which this has happened in Canada is particularly striking because of the country's liberal-democratic and multicultural tradition. The introduction of a national policy of multiculturalism in 1971 provided a new understanding of Canadian citizenship that was more inclusionary of immigrants and ethnic and racial minorities. Multiculturalism has also become a hotly debated ideal among Canadian, American and European political philosophers concerned with addressing the possibilities and limits of liberalism given ethnic diversity, and the limits of ethnic diversity given liberalism. Multiculturalism is typically presented as a 'problem' for liberal politics and ethics. Building on how multiculturalism policy in Canada has provided a more inclusionary discourse around citizenship, a defence of multiculturalism is advanced which rejects the essentialist treatment of 'culture' and 'cultural' groups. It is suggested that the unfolding discussions in Canada since September 11 demonstrate the ongoing tension between cultural essentialism and liberal individual rights. The Canadian experience points to the value of an anti-essentialist multiculturalism in challenging discrimination given that neither liberalism, nor liberal democratic states, are neutral in their allocation of resources and legitimacy among more and less powerful ethnic groups. It is argued that rather than multiculturalism, it is essentialist thinking, imagery and ideas which present the greatest 'problem' to the ethics of liberalism and the politics of liberal democracies like Canada.  相似文献

The classical outbidding model of ethnic politics argues that democratic competition involving ethnic parties inevitably leads to ethnic outbidding where parties adopt ever more extreme positions. However, recent small‐N studies show that ethnic outbidding is only one of a range of strategies available to ethnic parties. This article seeks to explain why some ethnic parties are extremist, whereas others adopt moderate positions. Drawing on the ethnic outbidding and the nested competition model of ethnic party competition, it is hypothesised that the ethnic segmentation of the electoral market, and the relative salience of an ethnically cross‐cutting economic dimension of party competition, account for the varying degrees of extremism. Hypotheses are tested drawing on a novel, expert‐survey‐based dataset that provides indicators for the positions of 83 ethnonational minority parties in 22 European democracies in 2011. Results of ordinary least squares and two‐level linear regressions show that as the economic dimension gains importance, parties become more moderate relative to the party system mean. The electorate's ethnic segmentation has a positive effect on extremism, but this effect is not significant in all models. Contrary to expectations, higher ethnic segmentation of the party system is associated with more moderate positions in the majority of the estimated models.  相似文献

Gus O'Donnell's vision of ‘better government’ is presented as a critique of party politics, most specifically the short‐termism, selfishness and incompetence of elected politicians. There are few people better placed than O'Donnell to form such judgements. However, O'Donnell goes much further, by calling into question the legitimacy of the democratic system which gives rise to party politics. His article outlines several mechanisms by which the exercise of power by elected ministers could be constrained by a managerialist accountability framework, without addressing the question of who determines the appropriate framework for ministerial performance. The House of Commons is condemned as ‘too politicised’. O'Donnell also offers substantial praise for apparently ‘depoliticised’ policy‐making processes, overlooking the inherently political constitution of such processes. In doing so, O'Donnell claims to be challenging party politics on behalf of voters/taxpayers, but instead seeks to dismantle any possibility of the public expressing a collective will via the ballot box that might challenge the immutability of the market economy.  相似文献

Julien Freund (1921–93) was a French sociologist and political theorist who taught at the University of Strasbourg in the 1960s and 1970s. Although he is the author of over two dozen books, Freund remained throughout his lifetime something of a marginal figure in his own country. Yet, strangely, Freund is now receiving more scholarly attention in France than ever before. The question is why? This paper attempts to provide an answer by looking at Freund's attempt to establish an alternative intellectual canon in France that was heavily indebted to the German tradition of political realism. The story begins with Freund's early relationship with Raymond Aron, and suggests, perhaps provocatively, that Freund is responsible for luring Aron back into his studies on Max Weber dating from the 1930s. It then moves on to explore Freund's relationship with Carl Schmitt. Freund became Schmitt's closest French friend and, for forty years, exhibited a veritable obsession with disseminating Schmitt's work in France. Finally, it suggests that recent attempts by those who wish to place Freund within a current tradition of French liberalism are mistaken. Instead Freund must be placed within a German Neue Rechte context, and specifically his desire to introduce the German tradition of political realism into France. In the end the article argues that the French Nouvelle Droite—with its stress on the cultural and ethnic foundations of the nation-state—pushed Freund's political thought in a decidedly anti-liberal and seemingly pseudo-fascist direction.  相似文献

Under which conditions did introduction of women's suffrage occur before the First World War (early), and when only after the Second World War (late)? This article analyses necessary and sufficient conditions to explain both early and late introduction of women's suffrage in 14 Western European countries using Rokkan's cleavage theory, which distinguishes between four cleavages: religious, ethnic‐linguistic, class and sectoral. In addition to testing Rokkan's cleavage theory, this study adds a structural dimension to agency‐based studies on the role of the women's movement, which helps to explain why some such movements had much earlier success than others. Finally, this article advances the democratisation literature that takes the timing of the introduction of male suffrage as a proxy for the timing of the introduction of women's suffrage, as the timing of the introduction of male suffrage does not necessarily mean early introduction of women's suffrage. Based on fuzzy‐set qualitative comparative analysis (fsQCA), the article shows that the absence of an ethnic‐linguistic cleavage is a necessary condition for early introduction of women's suffrage. Moreover, the fuzzy‐set analysis highlights that the absence of a religious cleavage combined with a class cleavage or a sectoral cleavage combined with the absence of a class cleavage is sufficient for early introduction of women's suffrage. Concerning late introduction of women's suffrage, it is the combination of a class cleavage with a religious cleavage or the presence of an ethnic‐linguistic cleavage in the absence of a sectoral cleavage that prove to be sufficient.  相似文献

The rise of nationalism in Central Europe in the nineteenth century had dire consequences for Silesia, the far-flung, multi-ethnic frontier region of Prussia/Germany, bordering on Austria-Hungary and Russia. The dividing up in 1921 of Upper Silesia between Germany and the newly established Polish nation-state, and the ensuing ennationalization of both regions, triggered off population movements of 300,000 persons before 1939, when Berlin seized the whole of Upper Silesia and embarked on a policy of thorough Germanization. After 1945 this was succeeded by Polonization as Moscow granted most of the German territories east of the Oder-Neisse line (including almost the whole of Silesia) to Poland. In consequence, almost the entire Lower Silesian population either fled, was evacuated in 1944-5 or expelled by 1948, and the region was repopulated by Poles. The same was true in Upper Silesia but to a more limited degree as Warsaw decided to retain most of the local population: as 'Poles', they would 'justify' incorporation of the region into Poland, and they would continue to run the Upper Silesian industries so badly needed for the country's reconstruction. Although officially recognized as Poles, Upper Silesians were treated as second-class citizens. Whereas, by 1960, almost all of the remaining Lower Silesian Germans had been allowed to leave, this option was not available to Upper Silesians who, as a result, became more alienated, more German-orientated and even more deeply identified with their specific ethnic groups. Consequently, although Warsaw could not recognize them as non-Poles as it would contradict the offical myth of the state's ethnic homogeneity, an increasing number were allowed to leave for West Germany, especially after Bonn's major concessions to the Polish Communist regime in 1970 which had the dual effect of making hard-to-come-by goods more available for 'real' Poles, and of replenishing the conservative electorate in West Germany. On the other hand, those who stayed successfully defied Poland's ennationalizing policies by the establishment of various German organizations. The emigration of 1950-89 was in fact an 'ethnic cleansing' as it was originally set off by discrimination on ethnic grounds; the growing disparity in living standards between West Germany and Poland was accompanied of a similar gap in the granting of civil and human rights.  相似文献

The question - ought Britain to have a written, more properly, a codified constitution - is perhaps wrongly put. The real question ought to be - why should Britain not have such a constitution… She is, after all, one of just three democracies without one.
There are two reasons why Britain has lacked a constitution. The first is that, historically, Britain never had a constitutional moment; the second is the doctrine of parliamentary sovereignty. Today, however, Britain finds herself engaged in the process of gradually converting an uncodified constitution into a codified one. There is undoubtedly a case in principle for enacting a constitution, but perhaps it ought to wait until the process is completed.
There is, moreover, a tension between two types of codified constitution - a lawyer's constitution which would be long and highly detailed, and a people's constitution which would be short, but, inevitably, broadly-worded, and therefore open to interpretation by the courts.  相似文献

This article focuses on the core theory recently proposed by Putnam on the relationship between ethnic diversity and dimensions of social capital. Hypotheses are derived from this theory, but also from other theories that propose competing hypotheses on relationships between national characteristics and dimensions of social capital. Essentially, the authors propose more rigorous empirical tests of Putnam's hypotheses by including these competing hypotheses: tests of these hypotheses provide possibilities to evaluate Putnam's and these other theories in terms of general (i.e. cross‐national) tenability for the European continent. The general question is: To what extent do national‐level characteristics like ethnic diversity, next to other national characteristics, actually affect dimensions of social capital of individual citizens in European countries? The authors set out to answer this question by testing hypotheses on cross‐national data from 28 European countries. These data contain valid measurements of a number of dimensions of social capital. The individual‐level data are enriched with contextual‐ (i.e. national‐) level characteristics to be included in more advanced multilevel analyses. The main finding is that Putnam's hypothesis on ethnic diversity must be refuted in European societies. Instead, it is found that economic inequality and the national history of continuous democracy in European societies turn out to be more important for explaining cross‐national differences in social capital in Europe.  相似文献

This paper addresses the question of why radical economicreforms became a reality in Argentina in the 1990s byconcentrating on the political andinstitutional dimensions of economic policy reform. Itpresents a framework for analyzing the determinants ofthe quality of economic institutions, notably thepolitical commitment of the state to provide propertyand contract rights, and its administrative capacity(``strength'') in implementing them. The framework isapplied to Argentina under the government of presidentCarlos Menem. The results of an empirical analysisclearly show an improvement in institutional quality,the state strength and commitment during Menem's firstterm. In turn, during his second term, the indicatorsshow ongoing signs of decline. Considering theprospects for Argentina in the near future,deficiencies of commitment with regard to democraticcontrol mechanisms represent a permanent threat tothe economic reforms realized so far.  相似文献

Southeast Asia is one of the most underrepresented regions in the International Criminal Court (ICC). I address the question of non-ratification of the Rome Statute with a case study on Indonesia. While the Yudhoyono Administration has repeatedly promised to join the ICC, ratification has not materialized. I argue that Indonesia's tradition of emphasizing the protection of state sovereignty and economic gains in its foreign policy decisions best explains why it remains outside the ICC's jurisdiction. I test this claim by exploring Indonesia's human rights record, potential legal restrictions for the ratification of the Rome Statute, and the influence of domestic political players and external pressures.  相似文献

Perspectives are divided on whether decentralization can ease ethnic conflict. This article considers whether asymmetric decentralization reforms in Kosovo have reduced tensions between Kosovo Albanians (K‐Albanians) and Serbs (K‐Serbs). We argue that because decentralization has been linked to Kosovo's sovereignty in the years after the NATO bombings, during the final status talks, and after independence, it has not achieved intended outcomes throughout the territory of Kosovo. Instead of assuaging tensions and generating allegiance to the central government, decentralization has re‐inforced ethnic divisions and strengthened K‐Serb ties to Serbia, particularly in northern Kosovo. Concessions to majority Serb municipalities in Kosovo have been seen by K‐Serbs as a bribe to buy acceptance of independence, while K‐Albanians question their leaders' continued policy of asymmetric decentralization. Since independence, there have been some encouraging developments in southern municipalities, where K‐Serbs have participated in municipal elections organized by Pristina. Based on Kosovo's experience, we argue that policy‐makers must consider the impact of decentralization reforms at multiple levels of conflict. Further, although we find that decentralization may engage minorities in political processes if reforms are attempted after the establishment of a central government, we caution that it must be combined with policies to encourage interaction and dialogue between ethnic groups if it is to assuage conflict. This paper explores the ambiguous purchase that claiming Turkish ethnicity has in Bulgarian Turkish migrants' attempts to access formal and social citizenship. I suggest that despite the new Citizenship Law, which appears to eliminate ethnic privilege, the emphasis on Turkish ethnicity continues to play a significant role in the migrants' attempts at inclusion. I seek to resolve this seeming tension between, on the one hand, the continuing significance of ‘Turkishness’ in migrants' discursive claims, and, on the other hand, the failure of most of these claims to materialize in practice by addressing the question of social and economic capital. Although ethnic belonging continues to be an important facet of citizenship, social class makes a significant difference in determining who qualifies as a citizen and has access to social citizenship. I thus argue that we need to expand the current terms of the debate on the inclusiveness of citizenship in Turkey, which revolve around ‘denationalization’ and ‘postnationalism,’ to include questions of class-based exclusion.  相似文献

Against the background of research on Italian parliamentary debates on immigration, ter Wal looks at the ideological positions of the extreme-right Alleanza nazionale (AN) concerning both immigration and integration policy. In order to unravel the ideological implications she focuses on examples of various rhetorical strategies enacted in speeches by several of the party's MPs: including stategies of self- and other-presentation, and of justification and causal explanation. This analysis shows how the AN manages to propagate an ideology of ethnic nationalism that eschews the egalitarian norms and cultural pluralism necessary for full participation by migrants. The AN's transformation and re-interpretation of the meaning of the key values of equality andsolidarietàfunction as a justification for the restriction of migrants' rights. Speakers shift the perspective from immigrants' problems to the socio-economic problems of Italians in order to recommend a policy of 'the own people first'. While the AN's discourse thus continues to build on traditional extreme-right beliefs and claims, on the other hand it also espouses New Right ideologies of cultural relativism. Moreover, unlike that of radical-right parties, the AN's discourse does not express blatant forms of ethnic prejudice in the form of stereotypical beliefs and negative representations of immigrants' personal characteristics, nor does it blame immigrants, who are rather represented, and sympathized with, as victims. For Theodor Herzl, Zionism, in the sense of a political movement to establish a sovereign Jewish state, offered the only workable solution to the problem of antisemitism. Some commentators today speak of a 'new anti-Semitism'. They claim, first, that there is a new wave or outbreak of hostility towards Jews that began with the start of the second Palestinian intifada in September 2000 and is continuing at the present time. Second, and more fundamentally, the 'new anti-Semitism' is said to involve a new form or type of hostility towards Jews: hostility towards Israel. This is the claim under discussion in Klug's paper. The claim implies an equivalence between (a) the individual Jew in the old or classical version of antisemitism and (b) the state of Israel in the new or modern variety. Klug argues that this concept is confused and that the use to which it is put gives a distorted picture of the facts. He begins by recalling classical antisemitism, the kind that led to the persecution of European Jewry to which Herzl's Zionism was a reaction. On this basis, he briefly reformulates the question of whether and when hostility towards Israel is antisemitic. He then discusses the so-called new form of antisemitism, especially the equation of anti-Zionism with antisemitism. He concludes by revisiting Herzl's vision in light of the situation today.  相似文献

Scholars are increasingly concerned with the phenomenon by which successive policy areas in Europe become 'communitarised' - by which we mean that the sector's governance increasingly takes place at the supranational level. As was the case for the environment or the telecommunications sector, no formal competence on book policy, and more generally on cultural policy, appeared in the original treaty, and hence I seek to explain why and how the communitarisation of the policy debate on book prices took place. On the one hand, the European Court of Justice and the Commission, which benefited from the complicity of subnational private actors, were making use of their judicial and regulatory powers in order to liberalise the book sector. On the other hand, member states which felt that their policy traditions were challenged by European intervention tried to shift the decision-making process back to an intergovernmental mode in an attempt to impose an alternative policy solution, treating books as a special product. The main argument that is put forward in this article is that once the locus of the decision-making process had shifted de facto towards the EU level, the diversity of actors' preferences, decision rules and the nature of the status quo made it impossible for the tenants of dirigiste solutions to impose their policy preferences.  相似文献

This article suggests reframing the study of migrant women's mothering from a question of integration to an engagement with citizenship. Drawing on research with Polish migrants to the UK, it illustrates how migrant mothers and children construct complex belongings, referencing local, national (UK and Polish), transnational and supra-national levels of belonging. Migrant mothers' sense of ethnic distinctness goes hand in hand with universalistic discourses of belonging. The notion of competent mothering is a key aspect constituting the migrant mothers' narratives of ‘good citizenship’. Their narratives challenge the devaluing of their mothering practices as migrants, negotiating not only national but also class and racialized identities so that the figure of the well-educated Polish child symbolizes legitimate mobility and belonging. The article concludes by developing elements of a research agenda on migrant women's mothering as a citizenship practice.  相似文献
