Since the turn of the millennium, a second generation of Chinese civil society organisations (CSOs) have started taking on issues such as rural migrant integration, social service provision, as well as community building. Organisations such as Beijing-based Shining Stone Community Action (SSCA) can be seen as the avant-garde of a second wave of humanistic, community-based CSOs which are willing to help improve the strained state–society relationship in the People's Republic of China (PR China). In order to advance their values and interests, civil society practitioners are willing to engage with Chinese government officials. By gaining the trust of First-in-Command (FIC) cadres they manage to introduce ideas such as the principle of subsidiarity, solidarity and reciprocity. Civil society practitioners thereby initiate open-ended processes of communication, consultation and cooperation. Such processes help promote cross-sector collaboration between Chinese civil society organisations and local government agencies. These developments signify an incremental change from government control (guanzhi) to public management (guanli) and to network governance (zhili). As a framework for the case study the authors look at strategies for the establishment of cooperative relations, focusing on steering mechanisms and process factors. In order to further understand the dynamics of cross-sector collaboration they further explore the social capital dimensions of the principle of reciprocity and trust. To evaluate outcomes and impacts of cross-sector collaboration, the authors discuss the ability of collaboration partners to produce tangible results and to innovate. The findings show that successful experiments with cross-sector collaboration not only depend on structural factors but also on the skills and strategies of the individuals and organisations involved.  相似文献

Abstract

In this paper, we review the result of research conducted in the context of a 13-year collaborative partnership between DePaul University and a community-based, self-run, residential substance abuse recovery program called Oxford House. This collaborative effort highlights several examples of the research and action activities fostering a positive alliance that benefited both the research team and the Oxford House community. It also proposed practical guidelines for developing effective action research collaboratives that may be helpful to others who desire to cultivate and maintain similar mutually beneficial partnerships; including such processes as the development of trust, respecting the personal experiences of the community members and group, commitment to serving the community, validating findings with organization members, and accountability.  相似文献

The acceptance and promotion of partnerships among major countries reflect an attempt on the part of China to re-define its position in the new international strategic pattern. They also reveal a strategic idea offered by China in the post-Cold War era in which it is emerging as a major power. The key questions are as follows. (a) What are the contents of such partnerships among major powers? (b) What are the differences between this partnership model among major powers and the Chinese foreign policy of independence and peace in the 1980s? (c) What are the motivations behind China's promotion of this model of partnerships among major powers? (d) Does the new model of partnerships among the major powers provide an important innovation in the management of relations among the major powers in the coming century? This article attempts to answer these questions so as to better understand China's international strategic behaviour patterns in the post-Cold War era, the inner logic of partnership relationships, and the trends of China's international strategy in the coming century.  相似文献

SUMMARY

The study aimed to identify the meanings and mechanisms of partnership between health professionals and self-help group members. The three project stages involved in-depth individual interviews of professionals (n = 47) and of members (n = 49) using a semistructured interview guide; separate group interviews of professionals and members to rank themes which emerged in Phase I, and a joint professional/member workshop. A Partnership Framework was developed. The predominant partnership characteristics identified by professionals were egalitarian, flexible, decreased professional control, understanding and shared goals; and by members were trusting, reciprocal, shared goals, flexible and understanding. The five critical obstacles to partnerships, from professionals' standpoint were communication, attitudes, role ambiguity, the format health care system and ideological conflicts, and from self-help groups' perspectives were knowledge, the system, skills deficiency, attitudes and ideological conflicts. The foremost mechanisms for achieving partnership according to health professionals involved education, clearinghouses, and role and goal clarification; to self-help group members, they entailed trust building, communication building, and education. Child abuse is addressed through a complicated design of federal, state, and local funds. Congress approved a new round of waivers permitting states to flexibly use funds, otherwise limited to foster care reimbursement, for other child welfare needs. Conducted in Ohio, this longitudinal study examined flexible funds from child welfare directors’ perspectives, including key informant interviews, a survey, and semi-structured interviews. Directors noted that improved discretion results in better child health outcomes and better community partnerships; community partnerships are essential to promoting the health and safety of vulnerable children; and federal child welfare success measures do not reflect directors’ perceptions of success.  相似文献

Collaborative partnerships have grown in prominence as vehicles for systems change and organizational development among a network of organizations, particularly in the complex field of public health. Likewise, supporting the functioning and effectiveness of collaborative partnerships has become a key interest among organizational development scholars and community psychologists alike. In the question of capacity-building, no aspect of collaborative capacity has received greater attention than that of leadership. Research on collaborative partnerships has highlighted the importance of shared leadership while at the same time acknowledging that specific individuals do and often must emerge and assume more prominent roles in the partnership in order for the work of the partnership to move forward. However, we have limited knowledge of these key individuals and the roles that they play in non-hierarchical, voluntary partnerships. The present study is a comparative case study of prominent leaders in three regional public health partnerships. The aim of this investigation is to explore the questions: (1) What does it mean to be a leader in a context where no one is "in charge?" (2) What roles do those individuals identified as leaders play?, and (3) What are the specific capacities that enable the enactment of these roles? We find that those viewed as leaders by their partnerships shared a similar profile both in the range and types of roles they play and the capacities that enable them to carry out these roles. Further, we find that while individual attributes such as passion, knowledge, and leadership skills are important, some of the most prominent capacities are rooted in the organizational and institutional contexts within which the leader is nested.  相似文献

Abstract

Objective: This study was designed to describe the level of violence in three high schools and to test the effects of universal and targeted strategies to reduce this violence.

Design:A repeated measures design with two baseline scores and two intervention scores was used during a two year period. Two rural high schools served as control schools with a single intervention high school.

Participants: All freshmen at the three high schools completed a self-report measure of school violence; 420 completed the study at the end of their sophomore year.

Method: Multiple universal and targeted interventions to prevent school violence were used for slightly more than one year. Scores on student Victimization and Perpetration, gathered one year apart, were compared using a pre-test post-test model.

Findings: Student reports of perpetration at the intervention school were significantly lower than the combined scores at the control school. Students, teachers, and administrators reported improved awareness, knowledge, and skills to implement violence prevention programs.

Conclusions: A comprehensive program that includes university and high school partnerships has the capability to reduce school violence during a short period. Despite limitations to the study, continued use of research partnerships to decrease school violence is war-ranted.  相似文献

SUMMARY

The work described in this article came about as a result of the author's doctoral studies. What began as a program of action research developed into concrete social action dealing with issues of social justice and reconciliation between Indigenous and non-Indigenous groups in a town in Australia's Southwest. The strong collaborative partnerships that developed during the research process led to employment on a project concerned with promoting the recognition of a massacre of local Indigenous people in the early days of European invasion. While a community psychologist was not necessarily the obvious person for the job, the article demonstrates how key principles of community psychology guided the project, and were in fact vital for its success.  相似文献

SUMMARY

Violence prevention within low-income, under-resourced communities presents significant challenges to community development researcher-practitioners seeking to maximize partnerships, resource utilization and overall program effectiveness. This article highlights a South African research and service delivery organization's efforts to develop a violence prevention matrix, premised upon an adaptation of the public health approach and the infusion of a critical, community development praxis. It presents preliminary outcomes of a multi-level pilot application of this matrix in a low-income neighborhood in South Africa, specifically focusing on evaluating its capacity to foster methodological pluralism, theoretical diversity and interdisciplinarity, together with promoting community empowerment and coalition-building strategies.  相似文献

ABSTRACT

High rates of child welfare practitioner turnover remain a national problem with significant consequences. Title IV-E education and training programs prepare child welfare practitioners for this line of work with the intent that they will create long term careers. This study analyzed qualitative data from a 2016 statewide electronic survey launched to obtain frontline child welfare practitioner feedback about workforce turnover and assist the agency in retention efforts.

Practitioner insight resulted in 189 responses specifically related to improving the state’s Title IV-E supported education and training program–the “Academy.” A qualitative thematic analysis identified three main themes: making it more realistic and hands on (n = 104), needing additional training and specific content (n = 45), and feeling overwhelmed with the experience (n = 40). Practitioner feedback illustrated the existing tensions with using a blended model to educate and train the workforce. Implications for Title IV-E education and training partnerships are discussed.  相似文献

ABSTRACT

When establishing the White House Task Force to Protect Students from Sexual Assault, President Obama reminded universities of their obligation to report accurate rape statistics to the Department of Education. Research has not determined, on a national scale, what factors explain variation in (under)reporting. Using data from 413 top universities’ websites and institutional and archival data, we examine how state- and university-level factors shape universities’ rape reporting. Universities with a greater feminist presence and antiviolence activism, and those located in states where women have higher socioeconomic status and more American Association of University Women partnerships, report more rapes. We examine underreporting as an institutional rather than an individual-level phenomenon, connect campus reporting to the larger reporting literature, and provide practical policy and program implications.  相似文献

ABSTRACT

In this concept paper, the authors explore online learning in social work and how IV-E education has been and will continue to be impacted. An empirical estimate of the national prevalence of online IV-E social work degree options is presented. Using Colorado as a case example, the authors share some of the opportunities and challenges presented by online education. Universities in Colorado have realized that online education connects rural and indigenous communities, reduces the need for students to relocate, and promotes a well-prepared, qualified child welfare workforce, but online options also challenge programs with localization issues. With connectivity increased and the physical location of students becoming less and less relevant, IV-E child welfare education providers need a proactive national dialogue to further assess the benefits and barriers to IV-E partnerships across state lines and the development of promising approaches in this area. The recruitment and retention of a well-educated and prepared child welfare workforce is critical for positive outcomes for children and families. Online social work education continues to grow nationwide. Now is the time for a national workgroup, including a broad group of stakeholders, to explore how the IV-E community will respond to online delivery of social work education.  相似文献

ABSTRACT

In the frame of the goal setting process between supervisor and student while writing a thesis, it is hypothesized that mutually set goals (participation) and writing down the results of the meeting (recording) can prevent procrastination and increase engagement of the student. With a questionnaire relating to the latest written thesis (n?=?97, academic sample), the effects of goal setting characteristics (recording, participation) and task characteristics (ambiguity, control) on engagement and procrastination were examined. Results of a multiple mediation model indicate that recording indirectly influences engagement and procrastination through its effect on ambiguity. Moreover, participation indirectly influences engagement through its effect on control. It is concluded that goal setting characteristics and task characteristics can affect student’s procrastination. Thus, the present research provides criteria for how supervisors can prevent students from procrastinating.  相似文献

The Trans-Pacific Partnership (TPP) was accepted by the Asia Pacific Economic Cooperation (APEC) as one among other pathfinders, for a comprehensive Free Trade Area of the Asia Pacific (FTAAP). Though the TPP negotiations do not include China at the moment, she has declared her interest in the TPP and is paying close attention to it. In fact, many question the likely success of the TPP with China's exclusion from it, given her prominence in the region. To provide insights for leveraging trade opportunities with the TPP economies, China's export potentials with the TPP are empirically tested and compared with those of alternative economic configurations in East Asia which China is a party to, namely the ASEAN+1, ASEAN+3 and ASEAN+6. The empirical findings suggest that China's participation in the TPP will offer better market access for final goods, an important trade opportunity that is somewhat limited in partnerships through regional initiatives. Even then, the paper contends that the payoffs to China following the TPP deal remain intangible and at best speculative given the coverage (or substance) and depth of the agreement.  相似文献

Chinese President Xi Jinping put forward a Global Development Initiative when addressing the 76th Session of the United Nations General Assembly via video link on September 21. The initiative is to promote global economic recovery, as well as more balanced, greener and inclusive development, and to expedite the implementation of the 2030 Agenda for Sustainable Development. The initiative calls for fostering global development partnerships, with priority given to cooperation on poverty alleviation, food security, COVID-19 response and vaccines, development financing, and climate change, among other areas. This initiative is particularly significant for BRICS countries, as their ability to take the lead in executing it can contribute a lot to driving the full-fledged development of their respective regions. A Midwestern state’s child welfare agency contracted with a university to evaluate a 5-year Title IV-E Waiver Demonstration Project. As part of the process study, evaluators employed case study analysis to investigate Waiver knowledge and effects as reported by Regional and Executive Managers across 4 years of the demonstration period. Data from 78 interviews reveal enhanced levels of manager–evaluator rapport and integrated Waiver knowledge across years of data collection. This study highlights the value of middle managers as rich data sources, studying process through qualitative methods in child welfare evaluation, and how consistent relationships can support partnerships over time.  相似文献
