Recent research on the European Parliament (EP) has neglected the idiosyncrasies of niche parties. Similarly, analyses of niche parties have not fully engaged the literature on the EP. This article builds on both literatures by analysing niche party behaviour in the EP as a distinct phenomenon. It is argued that niche parties will respond differently to institutional stimuli than parties more generally. To test this argument, Hix, Noury and Roland's work on EP party voting behaviour is replicated concentrating on niche parties only. It is found that participation in national government and institutional changes affect niche party legislators' voting behaviour, whereas they do not for legislators in the EP overall. These results have important implications for understanding both party behaviour in the EP and niche party behaviour more generally.  相似文献

No‐confidence motions (NCMs) are attempts by opposition parties to publicise the government's failings in a salient policy arena, and previous research has shown that they often negatively affect citizens' evaluations of governing parties' competence and damage their electoral prospects. Yet currently there is a lack of understanding of how opposition parties respond ideologically to these NCMs. It is argued in this article that opposition parties should distance themselves from the government challenged by NCMs to show that they are different from the incompetent government and to compete for the votes that the government is likely to lose. Using a sample of 19 advanced democracies from 1970–2007, empirical evidence is presented that NCMs encourage political parties to move their positions away from the government's position, especially in the presence of reinforcing negative signals about government performance. These results have important implications for our understanding of opposition party policy change, for the economic voting literature, and for the spatial and valence models of party competition.  相似文献

The spatial voting theory literature has generally focused on either parties or candidates as the unit of analysis and ignored strategic interactions between them. I study a game theoretic spatial model of elections with many heterogeneous constituencies in which both party and candidate behavior are modeled. Parties choose a platform and a ‘whip rate,’ representing the proportion of final policy that will be made by the party, as opposed to by the successful candidates. Candidates are office-motivated and can choose both a platform and a level of advertising in order to defeat their opponent. It is shown that the introduction of whipping as a choice variable can cause party platforms to diverge and that parties will whip on some but not all issues, reflecting the empirical reality of parties influencing rather than determining policy outcomes exclusively. Further, parties respond to sharper voter polarization by reducing the power of the whip as well as distinguishing their platforms from one another, while more voter uncertainty has the opposite effect. Other real-world phenomena, including ‘safe seats’ and legislators voting with their party even when unwhipped, are also shown to be predicted by the model.  相似文献

In this article, I show how members of an assembly form voting blocs strategically to coordinate their votes and affect the policy outcome chosen by the assembly. In a repeated voting game, permanent voting blocs form in equilibrium. These permanent voting blocs act as endogenous political parties that exercise party discipline. In a stylized assembly I prove that the equilibrium parties must be two small polarized voting blocs, one at each side of the ideological divide.  相似文献

Abstract.  The formal stochastic model of voting should be the theoretical benchmark against which empirical models can be gauged. A standard result in the formal model is the 'mean voter theorem' stating that parties converge to the electoral center. Empirical analysis based on the vote-maximizing premise, however, invalidates this convergence result. We consider both empirical and formal models that incorporate exogeneous valence terms for the parties. Valence can be regarded as an electorally perceived attribute of each party leader that is independent of the policy position of the party. We show that the mean voter theorem is valid for empirical multinomial logit and probit models of a number of elections in the Netherlands and Britain. To account for the non-centrist policy positions of parties, we consider a more general formal model where valence is also affected by the behavior of party activists. The results suggest that non-convergent policy choice by party leaders can be understood as rational, vote-maximizing calculation by leaders in response to electoral and activist motivations.  相似文献

The Finnish National Election Study of 2003 revealed that most voters in Finland do not identify with parties and are self‐described as independents. In this article it is asserted that partisan attachments affect Finnish parties' optimal positions despite the large amount of independents. To show this, the article is divided in two parts. In the first part, voters' decisions are assumed to be deterministic. To show the effect of party identification under deterministic voting, two different types of simulations are conducted: the partisan type, where the partisans' voting behaviour depends on their distance from the party and on a degree of partisan attachment, and the apartisan type, where voting behaviour depends solely on policy issue distance. Results show that partisan attachments drive parties to adopt different ‘one‐off’ optimal positions than they would if party competition was solely based on policy issue distance. In the second part of the article, it is assumed that voters' decisions are probabilistic. Upon showing that party identification makes a voting model solely based on distance significantly more fit, the predicted probabilities of party choice are computed. Results indicate that the probability that a voter will vote for a party is higher when the party is located at its optimal position according to the partisan type of simulations rather than the apartisan one.  相似文献

Some scholars argue that Western societies have seen a decreasing impact of voting behavior based on cleavages and party identifications. Equally, issue ownership voting is seemingly not increasing its relevance by filling this gap. From this departure we seek out an alternative variable by posing the question: Do party brands influence voting behavior? Currently, we do not know because the two research fields of voting behavior and party brands are currently not explicitly linked. Traditionally, the study of voting behavior has gained powerful insights from concepts such as cleavage structure, party identification and issue ownership. On the other hand, the study of political brands has illuminated how people employ brands in their identity construction and how voters use party brands to differentiate between political parties. In this light, the article first distinguishes the brand concept from related heuristics and voting models. Next, the article measures the brand value of Danish parties by utilizing a representative association analysis. Finally, this measure is used to conduct the very first empirical analysis of a party brand's effect on voting behavior. Overall, the primary finding demonstrates that political brand value (PBV) has an effect on voting behavior—also when a number of other relevant explanatory variables are held constant.  相似文献

There are two well-established empirical regularities about voters. First, they entertain systematically biased beliefs about how public policies affect economic outcomes. Second, voters vote retrospectively: they punish the incumbent for poor and reward him for good macroeconomic performance. Thus, political parties face a trade-off: offering popular yet economically harmful policies increases the chance of being elected today, but decreases the chance of re-election. We provide the first rigorous game-theoretical analysis of the trade-off. The model addresses two questions: How can biased beliefs and retrospective voting be explained consistently? What policy outcomes emerge in party competition? To micro-found persistently biased beliefs we introduce the psychological concept of mental models. Deviating from earlier studies, we allow parties to choose strategic mixtures of populist (i.e., bad yet popular) and good (but less popular) platforms. We show that retrospective voting provides a self-correction mechanism, so that parties offer strategic mixtures of policies in equilibrium rather than purely populist or purely good policy platforms. Thus, democracy is characterized by mediocre policy choices and half-hearted reforms. An incumbent bias or unclear responsibilities weaken the self-correction mechanism.  相似文献

This article develops the reward‐punishment issue model of voting using a newly collated aggregate measure of issue competence in Britain between 1971 and 1997, revealing systematic differences between governing and opposition parties in the way citizens' evaluations of party competence are related to vote intention. Using monthly Gallup ‘best party to handle the most important problem’ and vote intention data, time series Granger‐causation tests give support to a classic issue reward‐punishment model for incumbents. However, for opposition parties this reward‐punishment model does not hold: macro‐issue competence evaluations are Granger‐caused by changes in vote choice or governing party competence. An explanation is offered based upon the differentiating role of policy performance and informational asymmetries, and the implications are considered for comparative studies of voting, public opinion and for political party competition.  相似文献

Scholars, citizens and journalists alike question whether political parties keep their electoral promises. A growing body of literature provides empirical evidence that parties do indeed keep their electoral pledges. Yet little is known about the congruence between party rhetoric between elections and the policies delivered by them. Given the increasing influence of party rhetoric in the media with respect to voting decisions, it is highly relevant to understand if parties ‘walk like they talk’. The article suggests that due to electoral reasons parties face strong incentives to deliver policy outputs which are congruent to their daily rhetoric. Analysing data on 54 policy outputs on nuclear energy, drafted by 24 parties after the Fukushima accident, the analysis finds overwhelming evidence that parties deliver ideologically congruent policy outputs to their rhetoric (incongruent only in 7.89%). These findings have important implications for our understanding of the linkage between party communication and the masses in modern media democracies.  相似文献

In most modern parliamentary democracies, it is unlikely that single party governments will be formed, meaning that a voter's preferred party presumably has to share cabinet offices and negotiate policy compromises in a coalition government. This raises the question of how voters evaluate potential (coalition) governments, especially since recent studies have shown that coalition preferences influence voting behaviour. In this paper, we combine theories of voting behaviour, government formation and political learning to derive expectations regarding the factors that may impact voters' coalition preferences. We test our hypotheses by analysing survey data from the German federal and state levels. The results of a mixed logit regression analysis support our arguments: Voters' coalition preferences not only depend on the perceived policy distance between the positions of voters and the most distant party within combinations of parties, but also on predominant patterns of government formation.  相似文献

There has been much talk of valence, consensus or competence politics but little theoretical explanation or empirical investigation of how this has arisen. In this article I argue that British political competition has become competence-based because the major parties and the electorate have converged on the dominant left–right dimension of British voting behaviour. As a result, commonly cited core vote explanations for party polarisation have only limited application. The electorate has converged on left–right issues, narrowing the policy space and the available positional strategies of political parties. A different pattern is found for the issue of Europe, and this is interpreted in light of possible causal mechanisms. The article offers a formal model for a rise in valence politics as parties and voters converge, and the implications are discussed for theories of party competition. I argue in favour of competence and salience-based theories of party strategy in place of a reliance on traditional spatial models.  相似文献

Studies of US trade policy legislation focus on the effect of constituents on trade policy voting and give less weight to institutions such as political parties. To demonstrate that political parties affect voting, I compare the votes of politicians who share constituency characteristics but differ in political party affiliation. This approach requires less reliance on assumptions about, or empirical measures of, constituents’ trade preferences. The results demonstrate that political parties play a significant role in legislative voting on trade policy. Theories of political economy therefore should incorporate how constituency interests and partisan pressures affect legislative voting.  相似文献

Why does the influence of Congressional parties fluctuate over time? Building on prevailing answers, we develop a model, Strategic Party Government, which highlights the electoral motives of legislative parties and the strategic interaction between parties. We test this theory using the entire range of House and Senate party behavior from 1789 to 2000 and find that the strategic behavior of parties complements members' preferences as an explanation for variation in party influence. Specifically, the strongest predictors of one party's voting unity are the unity of the opposing party and the difference between the parties in the preceding year. Moreover, we find strong links between party behavior in Congress and electoral outcomes: an increase in partisan influence on legislative voting has adverse electoral costs, while winning contested votes has electoral benefits.  相似文献

Much of the scholarly interest in critical realignments results from the pivotal role that ordinary citizens play during these periods. By altering their voting behavior, citizens hold political elites accountable and forge non-incremental change in policy outputs. A central question regarding realignments is thus how are citizens changing their behavior to hold elites accountable? Are citizens producing realignments by converting from one party to the opposition? Are previous non-voters becoming mobilized in response to emerging issues or crises? Or are one party’s supporters disproportionately abstaining from voting and altering the partisan balance in the process? This article makes four central contributions to our understanding of these realignment processes, or dynamics. We present a theoretical framework for the analysis of realignment dynamics, based upon the Michigan model of voting and its conception of the normal vote. Where previous dynamics studies have collectively only examined two realignments, we examine the dynamics of all presidential realignments in American electoral history. Where previous studies have often focused on national, sectional, or state levels of analysis, we focus on city- and county-level realignments, a critical advancement for an inherently local-level phenomenon such as critical realignments. Finally, unlike previous studies, we identify the factors that promote particular realignment dynamics. We find that the conversion of active partisans has produced most of the enduring change in voting behavior in the United States, with the relative contribution of different dynamics varying both across time and space. Political factors such as the strength of state and local parties and demographic factors such as changes in the size of local immigrant populations have each favored particular realignment dynamics in American electoral history.  相似文献

Scholars have long argued that politics has become personalised throughout the post Second World War era. Increasingly, focus shifts from policy to politicians' personal traits. The media – particularly television, it is argued – is the driving force in the process by focusing more on individual politicians and their personal traits than parties and their policy proposals. Empirically, it is not known whether the personalisation of media content affects the political behaviour of voters. Based on survey data from the 2009 Danish local elections (N = 3,336), this article explores the determinants of preferential voting – that is, voting for a specific candidate rather than a party. The findings show that institutional factors and individual characteristics are far better predictors of personalised voting behaviour than any measure of media exposure – and that viewing the main national news bulletins, as well as reading regional newspapers, have a similar positive effect. Thus, the study provides answers to the highly debated but rarely studied question of whether and how the media possibly personalise politics with regard to voting behaviour.  相似文献

In many European democracies, political punditry has highlighted the attempts of political parties on the left to court the ‘lavender vote’ of lesbian, gay and bisexual individuals. This article examines the presence of a gay vote in Western Europe with a focus on assessing the role of sexuality in shaping individuals’ political preferences and voting behaviour. Empirically, the effect of sexuality on both ideological identification as well as party vote choice is analysed. Using a cumulative dataset of eight rounds of the European Social Survey between 2002 and 2017, this article demonstrates that partnered lesbians and gay men are more likely than comparable heterosexuals to identify with the left, support leftist policy objectives and vote for left-of-centre political parties. The analysis represents the first empirical cross-national European study of the voting behaviour of homosexual individuals and sheds new light on the importance of sexuality as a predictor of political ideology and voting behaviour within the Western European context.  相似文献

In a 2000 article in American Journal of Political Science,James Snyder and Tim Groseclose develop and apply an innovativemethod for detecting and estimating the frequency and magnitudeof party influence in congressional roll call voting. This paperpresents a framework for assessing the coefficient that theauthors interpret as "party influence." The analysis revealsthat, and shows why, the coefficient manifests two troublesomecharacteristics. The coefficient cannot discriminate betweendisparate types of party influence because the mapping betweentypes of partison influence and signs of the coefficient isnot one-to-one. Similarly, the coefficient has a responsivenessproblem because a marginal increase in one party's influencecan cause the estimate of the coefficient to increase, decrease,or remain constant. Because the literature on parties in Congressemphasizes majority-party strength, the inability of the coefficientto isolate party-specific effects is a serious drawback in theongoing hunt for genuine party discipline.  相似文献

Does pledge fulfilment bear any electoral consequences for government parties? While previous research on retrospective voting has largely focused on electoral accountability with respect to the economy, the theoretical framework presented in this study links government parties’ performance to their previous electoral pledges. It is argued that government parties are more likely to be rewarded by voters when they have fulfilled more pledges during the legislative term. Good pledge performance of a party is associated with the ability to maximise policy benefits (accomplishment) and to be a responsible actor that will stick to its promises in the future as well (competence). Analysing data from 69 elections in 14 countries shows that a government party's electoral outcome is affected by its previous pledge performance. A government party that fulfils a higher share of election pledges is more likely to prevent electoral losses. This finding indicates that voters react at the polls to party pledge fulfilment, which highlights the crucial role of promissory representation in democratic regimes. Surprisingly and in contrast with economic voting, there is no evidence that retrospective pledge voting is moderated by clarity of responsibility.  相似文献

The political economy literature has gathered compelling evidence that labour market risks shape political preferences. Accordingly, insecurity fuels support for redistribution and left parties. This article analyses this argument for temporary workers, a so far neglected risk category which has increased dramatically in the past two decades. Temporary workers also have been in the focus of recent insider‐outsider debates. Some authors in this line of research have argued that temporary work leads to political disenchantment – for example, non‐instrumental responses such as vote abstention or protest voting. This contradicts risk‐based explanations of political preferences. The article discusses both theoretical perspectives and derives conflicting hypotheses for the empirical analysis of temporary workers' policy and party preferences. The review reveals considerable ambiguity regarding the questions which parties temporary workers can be expected to support and what the underlying motives for party choice are. Synthesising arguments from both perspectives, the article proposes an alternative argument according to which temporary workers are expected to support the ‘new’ left – that is, green and other left‐libertarian parties. It is argued that this party family combines redistributive policies with outsider‐friendly policy design. Using individual‐level data from the European Social Survey for 15 European countries, the article supports this argument by showing that temporary, compared to permanent, workers exhibit higher demand for redistribution and stronger support for the new left. Neither the risk‐based nor the insider‐outsider explanations receive full support. In particular, no signs of political disenchantment of temporary workers can be found. Thus, the findings challenge central claims of the insider‐outsider literature.  相似文献
