In this article we provide a conceptual and argumentative framework for studying how institutional design can enhance civic participation and ultimately increase citizens' sense of democratic ownership of governmental processes. First, we set out the socio-political context for enhancing the democratic governance of regulatory policies in Europe, and highlight the way in which civic participation and democratic ownership is given equal weight to economic competitiveness. We then discuss the potential for institutionalized participatory governance to develop and its prospects for improving effective and democratic governance in the multi-layered European polity. We conclude by outlining a research agenda for the field and identifying the priorities for scholars working interactively with civil society and governments.  相似文献

In this study, we analyze a case of governance in natural resource management. Building on the limited body of literature on termination and using methods of problem orientation and social process mapping, we examine a stakeholder engagement process designed to address conflicts in grizzly bear management in Banff National Park, Alberta. Terminated in 2009 after several years of collaboration, this stakeholder engagement process explicitly used the policy sciences framework to cultivate dialogue, improve participants?? decision-making skills, and make consensus-based recommendations for grizzly bear management. Our analysis demonstrates the utility of undertaking social process mapping and problem orientation in order to understand a natural resource policy problem. We include recommendations to foster a social process that allows for clarification and advancement of the common interest in stakeholder groups, insights into how social process can contribute to policy termination, and reflections on the practical, collaborative use of the policy sciences to solve problems of governance. This analysis complements other articles on this case that examine stakeholder perspectives, initial outcomes, and decision process, collectively providing a thorough policy analysis.  相似文献

Abstract

This paper investigates how broad processes of modernization affect individuals' relations to the civil sphere. It first introduces a model of civic involvement as a system of expectations between participants and associations. Next, the issue of change is explored. It is argued that recent social transformations, such as individualization, globalization and technology changes, undermine classic notions of civil society participation. Old types of involvement vanish, while new ones emerge. We investigate in more detail how macro-changes affect three core models of civic involvement: as a member, a volunteer and a citizen. Each model holds particular relations between adherents and associations. The conventional understanding of each model is examined in the light of ongoing processes of dis- and re-embedment of civic involvement. The paper is based on secondary analyses of literature concerned with the issue of change within the civic field. The findings can be summarized in four points. First, we observe a shift from face-to-face interaction in long-lasting civic groups towards mediated interaction within networks in flux. Falling rates of participation seem to be followed by new types outside traditional measures of civic engagement. Secondly, individuals seem to move from value-based to consumer-based relations within the civic sphere. Associations, on her hand, increasingly present her activities as ‘products’. This means that civic engagement, more often than before, is mediated in ways usually associated with the for-profit market. Thirdly, civic engagement is shifting from diffuse horizontal involvement to centrally coordinated activities. ‘Amateurism’ gradually becomes replaced by professional standards, administered by staff-led bodies, in close connection with central authorities. As a fourth conclusion, we observe a shift from an engagement mediated by associations to a direct involvement, or engagement mediated by structures that usually are not defined as civic ones.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

A considerable number of studies have investigated the influence of new media on political attitudes and behaviors. However, much of this research focuses on young people, ignoring other age cohorts, particularly Baby Boomers (born between 1946 and 1964). To fill this gap, this research examines the influence of attention to specific forms of traditional and online media on Baby Boomers’ online and offline political participation during the fall 2012 U.S. presidential campaign. Drawing on a Baby Boomer survey panel, responses were collected during the 2012 general election to analyze the empirical relationship between attention to traditional and online media sources and political participation. Data analyses reveal that Boomers’ attention to traditional media sources, particularly television, did not increase their offline and online political participation. Instead, various forms of offline and online participation were consistently heightened by Boomers’ attention to presidential candidate websites. In addition, attention to Facebook for campaign information was positively linked to online engagement. Boomers’ attention to blogs, Twitter, and YouTube were associated with only certain types of online and offline activities.  相似文献

This article addresses an important yet often neglected component of electronic civic engagement efforts: managerial ambivalence about public participation. We examine how managers’ beliefs about public participation and their perceived needs for participation in agency decision making work together to shape electronic engagement efforts. Based on observational data collected in 2010 and 2014 and data from a 2014 survey of managers in 500 U.S. municipal governments, we find that managerial beliefs about participation and their perceived needs for participation are two valid and separate constructs. There is a positive relationship between managerial beliefs and electronic engagement. Perceived needs for participation interact with managers’ beliefs to affect electronic civic engagement. A high level of perceived needs for participation reinforces the effect of managerial beliefs on electronic engagement efforts, but a low level does not offset the effect of managerial beliefs on electronic engagement.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

In this article, we examine the implications of the reinvention movement for democratic governance, broadly defined. The most basic premise of the reinvention movement is a belief that the accumulation of the narrowly defined self-interests of many individuals can adequately approximate the public interest. By "narrowly defined," we mean the interests of individuals as they privately apprehend them, unmediated by participation in a process of civic discourse. To illustrate the centrality of this assumption to the implicit theory of reinvention, we consider three of its elements—its use of the market model, its emphasis on customers rather than citizens, and its glorification of entrepreneurial management. We then examine the implications of the self-interest assumption, which entails a rejection of democratic citizenship, civic engagement, and the public interest, broadly conceived.  相似文献

This article examines levels of civic engagement among university students in Ghana and Kenya and identifies factors that may account for their civic engagement. Overall, the students reported low civic engagement, with the Kenyans reporting higher engagement. Demographic factors (gender and age) and personal values hardly contributed to the students’ civic engagement. Political interest and attentiveness, barriers and motivation towards participation made a consistent and significant contribution to political participation and future participation. Furthermore, trust, social endorsement and social efficacy showed a consistent and significant contribution to civic engagement. The findings underscore the need to work towards getting the youth more engaged.  相似文献

Abstract

This article presents an overview of current understandings in the study of political and civic engagement and participation, drawing in particular on innovations which have emerged from the Processes Influencing Democratic Ownership and Participation (PIDOP) project. For the purposes of the article, ‘engagement’ is defined as having an interest in, paying attention to, or having knowledge, beliefs, opinions, attitudes, or feelings about either political or civic matters, whereas ‘participation’ is defined in terms of political and civic participatory behaviours. The different forms that political and civic engagement and participation can take are outlined, and the factors that are related to different patterns of engagement and participation are reviewed. These factors operate at different levels, and include distal macro contextual factors, demographic factors, proximal social factors, and endogenous psychological factors. An integrative model covering all four levels of factors is outlined. Some findings from the secondary analysis of existing data-sets (including the European Social Survey and the International Social Survey Programme) in the PIDOP project are also reported. These findings show that engagement and participation vary as a function of complex interactions between macro, demographic, and psychological factors. It is argued that multi-level integrative theories, such as the one proposed in the current article, are required to understand the drivers of political and civic engagement and participation, and that policies and interventions aimed at enhancing citizens' levels of engagement and participation need to take this multi-level complexity into account.  相似文献

A systematic review of the public administration literature on public engagement and participation is conducted with the expressed intent to develop an actionable evidence base for public managers. Over 900 articles, in nine peer‐reviewed public administration journals are screened on the topic. The evidence from 40 articles is classified, summarized, and applied to inform the managerial practice of activating and recruiting the participation of the public in the affairs of local governance. The review also provides brief explanation on how systematic reviews can fill a need in governance from the evidence‐based management perspective.  相似文献

Organisation–stakeholder engagement during planning of a high‐speed rail link between France and Italy is described and analysed in this paper. Conceptualising organisation–citizen engagement as a form of deliberative democracy, the study's theoretical framework draws upon literature from communication, social and political science. Following a review of governance for transnational organisation–stakeholder engagement, communication methods used by one transnational organisation, Lyon‐Turin Ferroviaire (LTF), to engage in ‘discursive legitimacy’ with affected parties, is studied. A qualitative case study approach examines whether LTF's engagement with stakeholders provides opportunities for democratic participation rather than creating a democratic deficit in the public sphere. Results point to a lack of mechanisms through which transnational policy makers can be held accountable‐leading in this case, to a legitimacy crisis for institutions involved, threatening their ability to justify the economic and transportation viability of the project. This article is of interest to academics in communication and social sciences, managers working in an international context and communication professionals. Although a wide‐ranging literature explores the favorable effects of social capital, it is only relatively recently that systematic attention has been directed to the manner in which social networks emerge and the consequent implications for civic engagement and collaborative governance. This article employs advanced social network statistical models to examine civic network emergence following a participatory reform in Los Angeles. Findings suggest that the reform fostered a number of favorable network attributes supportive of democratic participation. At the same time, subtle but ubiquitous effects of socioeconomic sorting had the unintended and undesirable effect of elevating higher‐status actors within the emergent civic network. These findings suggest that macro‐level policy interventions are required to foster the development of ties that promote cross‐talk among socioeconomically distinct community groups.  相似文献

Homeowners associations (HOAs) are private governments that are reshaping urban governance and service delivery in large parts of the United States. Despite the fact that millions of Americans are HOA members, the field of public affairs has paid scant attention to these new governance entities. Myriad studies show that politically-salient events influence civic and political engagement. Yet, on the other hand, decades of research indicate that familial factors mold political and civic dispositions early in life, before an individual experiences political events outside the family. Viewing these two lines of research together, we ask if individuals’ political and civic dispositions might be influenced not solely by their own experiences, but, also, by the experiences of those individuals who create their family environment—namely, their parents. Do parents’ life experiences—before the birth of their children—affect their offspring’s public engagement? To answer that question, we examine how the assignment of military service, via the Vietnam-era Selective Service Lotteries, affected rates of public participation among the children of draft-eligible men. Our analysis finds a negative relationship between a father’s probability of draft-induced military service and his offspring’s public participation. In addition to highlighting how parents’ life experiences can influence the social behavior of their children, this finding challenges the prevailing view that the Vietnam conflict did not contribute to declining civic engagement and it shows how experiences within bureaucratic institutions can yield long-standing effects on politically-relevant behaviors.  相似文献

Internet‐based platforms are increasingly being used by governments around the world to facilitate public engagement with citizens. However, it remains an open question whether participation through these platforms can actually enable citizens to influence policies. We address this question by studying the patterns and consequences of online participation at a major electronic petition platform in China, a country with the world's largest Internet‐using population. Content analysis of over 900,000 petitions reveals that a substantial share of them concern lower‐class issues and are originated from less developed rural and suburban areas. Linking variations in petition volumes to an original data set of government policy priorities, we further show that online participation led governments to place greater emphasis on social welfare policies and to increase the coverage of a key low‐income assistance program. These results underscore the potential of online participation as an important mechanism to improve the quality of governance.  相似文献

Publicly traded corporations are under increasing amounts of pressure from society at large to redirect resources toward maximizing the value that accrues to non‐shareholding stakeholders of the organization. Building on the management and public relations literature, this study proposes a shareholder–stakeholder engagement model on corporate social responsibility (CSR)—the totality of corporate actions to meet societal norms and expectations. The study argues that shareholder activist–corporate engagements on CSR issues can enhance the corporation's sensitivity to stakeholder issues through improvements in the stakeholder governance mechanisms—institutions that safeguard stakeholder interests and maximize stakeholder welfare—within the corporations. Social shareholder activists, a special type of stakeholders, can be a viable source of pressure in influencing corporations to improve weaknesses in stakeholder governance mechanisms. Stakeholder engagement competence is here framed as an ongoing matter of communication design—that is, professionals and organizations of all sorts are challenged to invent forms of engagement with organizational stakeholders making communication possible that may otherwise be difficult, impossible, or unimagined. An original framework for articulating logics of communication design that addresses extant shortcomings in understanding stakeholder engagement competence is introduced. The framework draws into relief how communication for stakeholder engagement is conceptualized and valued by professionals and organizations. The communication design practice framework provides a path for opening up the black box of stakeholder engagement to advance communication competence in professional practice and organizational communication. The framework is illustrated by reconstructing, from current corporate social responsibility practice, two competing communication design logics for constructing dialogue and stakeholder engagement. One logic, grounded in the shared value framework, reprises a common theme about business that points to constructing communication to maintain the primacy of shareholders in stakeholder networks and to seek profitability in social, environmental, and economic problems. The other logic introduces an alternative communication design logic grounded in commitments to collaborative governance and open innovation. This logic is for stakeholder networks to generate and manage multiple values that address matters of social, cultural, environmental, and economic concerns. We then consider some key implications for engagement practice and competency for inventing forms of dialogue and stakeholder engagement to create value in the new globalized, mediated context. Communication design practice opens new ways of thinking about stakeholder engagement that has implications for cultivating professional practice and improving organizational decision‐making about investing in communication resources and infrastructure.
